“AUTHORIZING HONORABLE MAYOR JOEY S. PAMA TO ENTER INTO

MEMORANDUM OF AGREEMENT WITH DSWD-CARAGA REGION
FOR THE IMPLEMENTATION EMERGENCY SUBSISTENCE A
SOCIAL AMELIORATION PROGRAM THRU AID IN
INDIVIDUAL SITUATION (AICS) IN HIS MUNICIPALITY”

WHEREAS, the Department of Social Welfare and Development (DSWD), as the lead
agency in social protection, is mandated to contribute to better quality of life of the Filipino people;
giving priority to the poor, vulnerable, and marginalized sectors of the society, especially during the
declaration of State of Public Health Emergency all throughout the Philippines pursuant to
Presidential Proclamation No. 922, series of 2020;

WHEREAS, the same agency leads the Response Pillar of the National Disaster Risk
Reduction and Management Council (NDRRMC) concurrent to the R.A. No. 10121 of the Philippine
Risk Reduction and Management Act of 2010; thus, ensures that the response of the national
government is well-coordinated including the provision of food and non-food assistance during
emergencies;

WHEREAS, the “Bayanihan to Heal as One” Act empowers the National Government to
provide an emergency subsidy to eighteen (18) million low-income families, apportioning a
minimum of Five Thousand Pesos (P5,000.00) to a maximum of eight thousand pesos (P8,000.00) a
month for two months to provide for basic food, medicine and toiletries;

WHEREAS, the Municipality of Barobo has 6,064 Social Amelioration Program recipients
and allocated an amount of P30,230,000.00

WHEREAS, Presidential Proclamation No. 929, s. 2020 declaring the entire country under
State of Calamity prompted the LGUs to impose localized community quarantine in their areas of
jurisdiction consistent with the approved IATF Resolution setting the parameters therefor, causing
disrupted mobility not only in the economic activities all over the country, but also the activities of
DSWD as it prohibited the conduct of assemblies or mass gatherings like payouts to the most
affected families or households nationwide;

WHEREAS, the Local Government Units (LGUs) shall be partners of the National
Government Agencies to ensure expeditious delivery of emergency subsidy in the form of social
amelioration programs;

WHEREAS, in light of the supervening events and urgency of preceding measures, the
LGUs and the DSWD shall forge an agreement for the fast delivery of the social amelioration
programs including AICS, SocPen, and the distribution of FNI; and payout of AICS and SocPen to
beneficiaries shall be thru fund transfer to LGU;

WHEREAS, the provisions of this Agreement shall be subject to all applicable and
appropriate government laws, rules and regulations.

NOW THEREFORE:

BE IT RESOLVED, by the Sangguniang Bayan of Barobo, Surigao del Sur, to:

MUNICIPALITY

RESOLVED FURTHER, to furnish copies of this resolution the following personalities and
