RO VI OFFICE ORDER
I. RATIONALE
The mobilization of the Community Health Teams, (CHTs) is a strategy employed by the
Department of Health to guarantee that every family in the community is periodically visited
and attended by a health provider to ensure achievement of the Millennium Development
Goals and Universal Health Care. This strategy has a special focus on the Filipino families
under the National Household Targeting System (NHTS) for the delivery of key health
messages and increase utilization of health care services by the households. Community
Health Teams have a critical role in increasing awareness and recognition of health risks
among households, promoting healthy behaviors and prompt individuals to seek and utilize
health care services particularly among poor families;
To fully support the Department’s thrust of focusing support to all NHTS identified poor
households to access and utilize the appropriate health services for better health outcome,
DOH will provide fund support for CHT mobilization and operations to ensure that NHTS
targets are reached, provided information and referred to Service Delivery Networks. It is in
this context that a regional guideline for the release and utilization of the 2015 CHT
mobilization and operationalization plan is being issued.
II. OBJECTIVES
This DOH RO VI Order is being issued to provide guidelines on the release and utilization of
funds to support the CHT mobilization and operational activities at the local level.
A. The fund shall be downloaded to the provinces, highly urbanized cities and
municipalities of Western Visayas. This will be utilized to cover the management and
mobilization expenses of CHT that entails subsequent follow-up visits of targeted NHTS
households for updating the health profiles and for monitoring the health use plan and
service utilization of family members identified with potential health risks.

and thereafter until December 31,2015.
For GIDAs, the Municipal Local Government Unit will be responsible for the equitable
provision of the transportation cost for the CHT Partners, taking into consideration the
distance between NHTS-PR HH to be visited. To ensure the prioritization of NHTS-PR
HH in GIDAs, a CHT partner may cover not less than 10 but not more than 15 NHTS-
PR HH at Sixteen Pesos and Fifty Centavos (Php 16.50) per NHTS-PR HH visited per
month, but not to exceed Two Hundred Fifty Pesos (Php 250.00).
Mobilization expenses of Health Service Providers during their supervisory visits of the
Community Health Teams.
Other activities and incidental expenses that may be incurred related to CHT activities.
Excess CHT Funds after the implementation of approved plan can be utilized provided
the LGU submits to DOH RO VI a duly approved re-programming plan by their
respective LGU accountants.
C. The DOH RO VI will be provided on a monthly basis with a CHT Mobilization status
utilizing the prescribed format submitted thru the KP Point Person or the Development
Management Officers, copy furnish the respective Provincial Health Office.

D. LGUs shall prepare and submit a Fund Utilization Report to DOH RO VI on a quarterly
basis with all the pertinent supporting documents.
