1.1 Carriage Requirement AIS - IMO


All ships of 300 gross tonnage and upwards engaged on international voyages and cargo ships of 500 gross
tonnage and upwards not engaged on international voyages and passenger ships irrespective of size shall be
fitted with an automatic identification system (AIS), as follows:
 ships constructed on or after 1 July 2002;
ships engaged on international voyages constructed before 1 July 2002:
 in the case of passenger ships, not later than 1 July 2003;
 in the case of tankers, not later than the first survey* for safety equipment on or after 1 July 2003;
 in the case of ships, other than passenger ships and tankers, of 50,000 gross tonnage and upwards, not
later than 1 July 2004;
 In the case of ships, other than passenger ships and tankers, of 300 gross tonnage and upwards but less
than 50,000 gross tonnage, not later than the first safety equipment survey* after 1 July 2004 or by 31
December 2004, whichever occurs earlier; and

ships not engaged on international voyages constructed before 1 July 2002, not later than 1 July 2008;
 the Administration may exempt ships from the application of the requirements of this paragraph when such
ships will be taken permanently out of service within two years after the implementation date.
* The first safety equipment survey means the first annual survey, the first periodical survey or the first renewal survey for safety equipment, whichever
is due first after 1 July 2004 and, in addition, in the case of ships under construction, the initial survey

1.2 Carriage Requirement AIS - US Coastguard


Maritime Transportation Security Act

The Maritime Transportation Security Act of 2002 was signed by the President on 25 November. This act
requires the following vessels to be fitted with AIS when operating in the navigable waters of the United
States:
Self-propelled commercial vessels more than 65 ft (19.8 m) in length;
Vessels carrying more than an unspecified number of passengers for hire (the number will be
established by the Coast Guard through regulation);
Towing vessels more than 25 ft (7.6 m) in length and more than 600 horsepower;
Other vessels as may be determined by the Coast Guard through regulation.
The act applies to:
Vessels built on or after 1 January 2003;
All SOLAS passenger ships, and all tankers and towing vessels moving a tank vessel on or after 1 July
2003;
All other affected vessels on or after 1 December 2004.

Note that this advances the SOLAS AIS requirement for tankers to 1 July 2003, instead of the first survey
after 1 July 2003, if they operate in U.S. navigable waters (not just U.S. registered vessels).

1.3 Carriage Requirement AIS


St. Lawrence Seaway Management Corporation
The St. Lawrence Seaway Management Corporation will implement mandatory carriage of AIS in seaway
waters on the 25th of March 2003 as follows:

Each commercial vessel that requires pre-clearance in accordance with Section 22 of the Seaway
Practices and Procedures and has:
• a 300 gross tonnage or greater
• a Length Over All (LOA) over 20 meters or
• carries more than 50 passengers for hire

Each:
• dredge
• floating plant, or towing vessel over 8 meters in length, except only each lead unit of combined and
multiple units (tugs and tows).

The AIS equipment must meet the requirements of IMO Resolution MSC.74(69), ITU-R Recommendation
M.1371-1 and IEC 61993-2.

The UAIS DEBEG 3300
is a VHF transponder
transmitting continuously
sets of data like ID,
position, heading and
speed to other ships and
VTS stations.
It receives the same data
sets from other vessels
and additional
information from VTS
stations
The system offers also
means for long range
communication via
SATCOM.

2.6 Pilot Port


The Pilot Port is mandatory part of all AIS Class A stations. The Pilot Plug
should be installed on the bridge near the pilot‘s operating position so that
the pilot can connect the Personal Pilot Unit.
The Pilot Plug is not mandatory by IMO, but may be required by national
authorities.

2.7 Long Range Port


The Long Range Port may be used for monitoring and ship reporting facilities e.g. in combination with incidents
involving dangerous goods, harmful substances and/or marine pollutants. It may also be used for Search and
Rescue.

The AIS unit may be set by the user to respond automatically or manually to long range interrogations from
competent authorities.

It is possible that ship owners may also use this information to track the location of their ships.
To provide this service the AIS unit must be connected to a long range data communication service.

2.8 External Sensor Information


The The AIS is equipped with three IEC 61162-1/2 interfaces for
position (incl. SOG and COG), heading and rate of turn information.
The sensor information transmitted by the AIS should be the same as
used for navigation.

Interfacing problems might occur if existing sensors do not have


serial outputs.

2.9 Antenna Cables


Signal quality is highly influenced through cabling and connectors of the antenna installation. To optimise
signal quality suitable cable types should to be used, depending on the cable length.

Important: For mounting of cable connectors special tools are required. This should be carried out by qualified
personnel only.
