1.0 PURPOSE AND SCOPE

The purpose of this procedure is to ensure that the 1 st pass of welding joints on shell to
bottom joints are leak free for Westport TK-02 – Bottom Replacement Project. This test
is applicable only to the fillet joint.

2.0 REFERENCE

API 650 12th Edition, March 2013 Addendum 3, August 2018 : Welded Tanks for Oil
Storage

API 653 5th Edition, November 2014 Addendum 1, April 2018 : Tank Inspection, Repair,
Alteration and Reconstruction

3.0 DEFINITION

4.0 PROCEDURE AND METHOD

4.1 METHOD

4.1.1 Fillet joint between shell and bottom plate shall commence from the inside
of tank.

4.1.2 The oil penetration testing shall be carried out upon completion of 1 st
pass of welding joints between shell and bottom plate (from inside the
shell) prior to application of any surface coating and before hydro testing.

4.1.3 The testing shall be made as soon as possible after completion of 1 st

pass of welding bottom plates and visually inspected and accepted by QC
Inspector.

4.1.4 The oil penetration test is accomplished by applying a high flash point
penetrating oil such as light diesel to the gap between the shell and
bottom plate from outside the tank. After a minimum period of 4 hours,
the first run made from inside the shell shall be examined for any
evidence of wicking. Proper lighting shall be provided for weld inspection.

4.1.5 The outer fillet weld between shell and bottom plate shall be undertaken
only after successful testing of the test from inside.

4.2 EQUIPMENT
4.2.1 The diesel to be used shall be of convenient and accepted by Client.
4.2.2 Prior to removed the oil after holding time, air blowing shall be performed
as require and the surface shall be free from oil prior to continuation of
welding.

4.3 SURFACE TEMPERATURE

4.3.1 The temperature of the surface being tested shall not be below 10 oC or
above 38 oC throughout examination. Local heating or cooling is
permitted provided the temperature remains within the range provided
above.

4.4 APPLICATION OF SOLUTION

4.4.1 A diesel shall be applied from the outside of tank by brush or spray.

4.5 INDICATION OF LEAKAGE

4.5.1 The presence of continuous diesel on the test surface indicates leakage
in the region under examination – the indication shall be at external
weldment area wetted by Diesel.

4.6 EVALUATION
The acceptance criteria of evaluation are as follows:
a) The area or surface being tested is considered acceptable when diesel are
not noticed at external of annular plate area after 4 hours holding time
b) If a leak is noticed, it indicates the presence of weld defects like porosity etc.
The area shall be marked and repaired using the approval welding
procedures. The repaired area shall be retested using this procedure.

5.0 SPECIAL REQUIREMENT

5.1 Prior to oil penetration test, a Permit to Work (PTW) shall be obtained from
company and notification shall be given at least one day prior to oil penetration
test activities.
All applicable safety precaution shall be followed.

6.0 RECORDS
6.1 Results of the oil penetration test shall be clearly marked in areas already
tested. The typical oil penetration test report is as per attachment. These reports
shall be included in the Final Documentation.

6.2 Photo shall be provided as evidence of test result as per Client’s requirement.
