REPORT ON CONDUCT OF INVENTORY OF ROAD OBSTRUCTION
(Pursuant to DILG Memorandum Circular 2020-027 and 2020-145)

I. CONDUCT OF ROAD INVENTORY:

In adherence to the President Rodrigo Roa Duterte’s directives during his 2019 SONA to
reclaim public roads being used for private ends and DILG Memorandum Circular No. 2019-121,
directing all Local Government Units to clear roads of illegal obstruction, pursuant to Section(17b) of
the Local Government Code of 1991, mandating all provincial, city, municipal, barangay government to
manage maintain roads within their jurisdiction as a basis service facility.
For strategic implementation of DILG MC 2019-121, the Municipality of Gamu conducted
inventory of all road within its territorial jurisdiction. Mayor Nestor M. Uy in coordination with the
Engineering office ,Assessor office & Barangay officials instructed to first identify the objects of
obstruction and subsequently notify all owners of their violations citing the DILG Memorandum
Circular 2019-121.

II. AREAS IDENTIFIED WITH OBSTRUCTIONS:

III. COMMON OBSTRUCTION IDENTIFIED

 illegally parked vehicles
 speed humps
 illegal vendors
 street dwellers
 public and barangay structures and outposts
 store encroachments
 shanties and house encroachments
 garbage dumps
 rice grain drying stations, among others.
 Tricycle terminal
 Shrubs, trees and vegetation encroachment
