EXECUTIVE ORDER NO. 23


Series of 2019

AN ORDER CREATING THE GINGOOG CITY ROAD DEVELOPMENT AND CLEARING TASK GROUP

WHEREAS, President Rodrigo Duterte, in his 4 th State of the Nation Address, directed all local
government units to immediately clear roads and sidewalks nationwide of illegal structures and
constructions, illegal vendors and illegally parked vehicles;

WHEREAS, pursuant to the aforesaid directive, the Department of the Interior and Local Government
(DILG) issued last 29 July 2019 DILG Memorandum Circular No. 2019-121 enjoining all local officials “to
exercise their powers essential to reclaim public roads which are being used for private ends and in the
process, rid them of illegal structures and constructions;

WHEREAS, the above-mentioned MC 2019-121 is categorical that, “within 60 calendar days”, significant
results must be achieved, documented and reported;

WHEREAS, it is imperative to undertake periodic discussion and assessment of the Local Road Network
Plan, to develop monitoring tool, to review internal monitoring system for local roads status and
condition, and to initiate tactical/strategic planning and actions;

NOW THEREFORE, by the powers vested in me by law, I, ERICK G. CAÑOSA, City Mayor of the City of
Gingoog, Misamis Oriental, hereby order the creation of the Gingoog City Road Development and
Clearing Task Group:

SECTION II. DUTIES AND FUNCTIONS


The Gingoog City Road Development and Clearing Task Group shall have the following functions and
responsibilities:

1. Formulate and implement plans to monitor and evaluate on a regular basis, or as need arises,
the local road network development and clearing in the city of Gingoog;
2. Formulate strategies on how to ease traffic, though encouragement of the use of alternate
routes or side streets, use of traffic lights/signages, road widening, and others;
3. Conduct studies and recommend legislative measures for adoption by the Sangguniang
Panlungsod;
4. Coordinate and consult with public utility vehicle operators/drivers’ organizations, school
administrators, and other stakeholders;
5. Meet as often as may be necessary;
6. Perform such other functions consistent with or in pursuance of the above purposes.

SECTION III. BOARD SECRETARIAT.


The City Engineer’s Office (CEO) shall be the Secretariat and shall have the following functions:
 Organize and make necessary arrangement for the meetings;

 Record and prepare minutes and other pertinent documents of all the meetings and
proceedings and ensure proper safe-keeping and custody of the said documents;
 Provide full administrative and technical support to the Task Group during their meetings or
undertakings; and
 Perform such other functions as the Chairman may assign.

SECTION V. MEETING AND QUOROM.


 The Gingoog City Road Development and Clearing Task Group shall meet at least twice a year or
every six (6) months;
 The Chairman, however, may call for other meeting as he deems it proper with at least three
days’ notice to all members;
 The presence of at least a simple majority of its members shall constitute a quorom.

SECTION V. FUNDING

The Budget needed to defray expenses of the Gingoog City Road Development and Clearing Task Group
shall be charged to available funds subject to the usual accounting and auditing rules, regulations and
procedures.

SECTION VI. REPLEALING CLAUSE.


All issuances and orders inconsistent with this order are hereby repealed, amended and/or modified
accordingly.

SECTION VII. EFFECTIVITY.


This Order shall take effect immediately upon approval and shall remain in force unless revoked earlier
by the undersigned.

LET COPIES of this Executive Order be furnished all concerned for their information and guidance.
