Prepare the evaluation plan for the assessment of the Mayor’s livelihood program.

As LGOO II, since my CLGOO has asked me to prepare the evaluation plan for the
assessment of Mayor’s livelihood program implemented two years ago, here is the
evaluation plan to be presented but as per my CLGOO’s comment, recommendation
and approval:

With the aid of the tool presented above, the members of the assessment tool will
also conduct Focus Group Discussions and Key Informant Interviews in gathering
the necessary data for the assessment. After the data has been gathered, collected
and analyzed, this information will be translated into a report of which will be
presented to the mayor. The report-presentation will be of this format:

Under the DRRM Act of 2010 (RA 10121), the local chief executive has specific
functions in times of disaster. Under the four thematic areas namely: Disaster
Prevention and Mitigation, Disaster Preparedness, Disaster Response and Disaster
Rehabilitation and Recovery, the local chief executive under Disaster Response
shall mobilize the local first response teams, suspend the classes, provide
emergency relief and conduct rapid damage needs assessment and under Disaster
Rehabilitation and Recovery the local chief executive shall provide food/cash-for-
work programs, permanent housing, health care and livelihood. The law also
provides on the usage of the LDRRM Fund being 5% of the total budget of the LGU
that 70% of it will be used for disaster preparedness and 30% of it will be allocated
for Quick Response Fund of which will be used in times of disaster or when the
locality is damaged by a disaster.
As LGOO II, since the mayor has asked me to set an appointment tomorrow so that
we can talk on the said matter, I would honor such request. After which, I will then
inform my CLGOO on the said appointment and will discuss with him my opinion on
the matter so that if there are things he would want me to say then I can also
address it for tomorrow’s appointment and if there are things that he wouldn’t want
me to say then I would also consider it. Upon meeting with the mayor to discuss on
the said issue, I would inform the mayor that considering that 95% of the barangays
were badly damaged by the heavy rains and that the declaration of the state of
calamity by the Sanggunian was made in good faith then the actions of the mayor on
the usage of the calamity fund for the provision of emergency relief, housing and
livelihood was valid.
On the mayor’s query on what course of actions he may take in countering the
claims made by the opposing Sanggunian Members and their plan on filing a graft
case against the mayor, I would inform the mayor that he doesn’t have to be afraid
or even worry about it since his actions during the darkest hours of the municipality
was legally valid. I would suggest to him that to wait for it first and if ever that they
would push through on filing a case against him then he could face such allegations
and I’d assure him that there’s nothing to worry since what he did was for the
general welfare of his constituents.

Prepare an outline for CLGOO’s speaking engagement on (insert title of the topic)

As LGOO II, since I was tasked to prepare an outline for my CLGOOs upcoming
speaking engagement and with his request to include in the outline the composition
of the Barangay Development Council, I will be presenting the following of which will
be for my CLGOO’s comments, revision and approval:
4. Nepotism
a) Whether the appointment of the mayor to his daughter to fill in the vacated
Sangguniang Barangay Seat valid.
b) What courses of action the mayor can take about the situation?
The law provides that the appointing officer can’t appoint within the fourth degree of
consanguinity and affinity. As LGOO, since I was asked with my opinion about the
said matter, I will then inform him that given the fact that the vacated seat at the
Sangguniang Barangay is elective by nature, the mayor who plans to appoint his
daughter to fill in the said vacated seat is therefore then valid. This is valid because
nepotism does not apply to elective positions, given that the father is the appointing
officer however such appointment is only her way of entry but the nature of the seat
the candidate will be filling in is elective by nature.
Since I too was asked with what possible courses of action to take on the matter, I
would suggest then that there is nothing wrong and it is fully legal for the mayor to
appoint his daughter however this may stir a little spark to the other members of the
said Sanggunian Barangay, so I would suggest to the mayor that given that he
pushed through with the appointment of his daughter to assure to the barangay that
such appointment was made in good faith and to assure them that he will continue to
support the barangay with their activities and programs and that the municipal
government will always be their partner in their future developments.
