Hello Amanda,
W've made several attempts in reaching out to several individuals from your department and
have been unsuccessful in communicating with or receiving a single return call. We're just
trying to get clarification on what's needed to be done to comply and have had no answers.
Don't know what to do here with our hands tied and no help on how to proceed with all these
individuals on the property correcting issues we never even new about. We'd respectfully
request some time to comply with all this new information in getting from 3rd party and not
one bit from Code Enforcement. Help us please, we're not the bad guys here. It's drama started
from a manager who's decided to make us look bad from day one.
We've always called you upon even hearing about any issue that's been needed with some
tenants out to get the new minority owners. We hear the complains from others who trust us
and know we have the community's best interest. Even with this pandemic and non paying
tenants or the workers who su they're going to show up to work but don't. People don't want
don't want to work with all the free money right now but we still have a community to run. We
will continue with your help.
Since we are not getting any answers can we please get a response to this email to help us
clear all this up.

That's what I'm trying to explain. It's a system that provides one or the other. Needs to be
changed for the seasons. Tenant knew about this prior to moving in.
I reviewed and uploaded this invoice to case file. I do see where the HVAC tech states that the
tenant is only requesting an A/C health condition but right above that the tech also wrote “AC
only no heat”. I will be coming out next week to verify that the heating system is working
properly. Thank you.

Hello Amanda,
W've made several attempts in reaching out to several individuals from your department and
have been unsuccessful in communicating with or receiving a single return call. We're just trying
to get clarification on what's needed to be done to comply and have had no answers. Don't know
what to do here with our hands tied and no help on how to proceed with all these individuals on
the property correcting issues we never even new about. We'd respectfully request some time to
comply with all this new information in getting from 3rd party and not one bit from Code
Enforcement. Help us please, we're not the bad guys here. It's drama started from a manager
who's decided to make us look bad from day one.
We've always called you upon even hearing about any issue that's been needed with some
tenants out to get the new minority owners. We hear the complains from others who trust us and
know we have the community's best interest. Even with this pandemic and non paying tenants
or the workers who su they're going to show up to work but don't. People don't want don't want
to work with all the free money right now but we still have a community to run. We will continue

I am writing this because I have seen the statements other residents are saying publicly about
our landlord and I completely disagree with the things I have seen and heard!
I moved in Manchester arms July 2019, was the manager then, she asked for a deposit
of $700 for first months rent and $700 deposit. I brought a money order and she gave me a
receipt and said she was unable to do a lease or walk through at the time but would contact me
later, and if I had any issues to contact Joel and she gave me his number. Everything in the apt
seemed to be fine( aside from a few stains on the kitchen counters which I knew before renting

but needed to move in urgently and agreed to new countertops at a later time)
It wasn’t until September Joel contacted me about my lease and had to email me one because
I had never got one from .
The first time I needed a repair was thanksgiving night after returning home my heater wasn’t
blowing out hot air, on Nov 29 the next morning it was fixed.
On Oct 20th I contacted Joel about reassigning my parking stall because I didn’t feel safe
where my car was at and the 21st I was reassigned a new stall.
The day I moved into my new stall I was talking to a friend in the parking lot and the
previous manager had came out to talk to and myself, she was going on about Joel (I
assume about the 5 dogs and a deposit to pay) and telling everyone to call code enforcement
for any and every issue they have and NOT to notify Joel first of any repairs needed. It didn’t
register what she was doing at the time because I rarely have had any issues with needing any
repairs done, but now I see what has happened. I do believe that other residents may have
listened to her and done just that.
I do want to be on record saying that everything in my apartment works properly and I have NO
leaks, mold, bugs, cracks, broken windows or damages as others are claiming to have. I have
zero complaints about my apartment or the landlord. He has always responded in a timely
manner to my calls and needed repairs.
There was a consent form left on my door for the 8th of April, which unfortunately I have to work
that day and can not be home, so I am NOT consenting for my home to be searched and
inspected while I am not there, I however will absolutely answer any questions through email or
phone.

I understand what's going on with our old manager who's not on the lease, moved into an
apartment, and now is stirring up the community with lies but history has proven we've taken
care of everything. We even call you guys first because our tenants were advised by old
manager to call you and now involved the Fresno Bee. We've addressed all issues we known
about and some we discovered were neglected by old manager, i.e. Leaky faucet in who
never addressed. Tenant finally called me and we took care of it right away. We take this
community seriously and do not neglect anyone. We follow up and repair or perform preventive
maintenance. One dryer went down so we had all the machines in laundry room serviced. The
boiler went down so we removed an old one and will install daisy chained tankless for backup.
Old manager never provided us with any service records or anything to go off to get work done
so it's been a guessing game but we have succeeded in making all repairs and community
improvements.
These lies in the Fresno Bee can be proven wrong but I'm sure as you know, no one will listen
because all they want to do is publish bad news. Not the good ? and owner(s) do to help the
community or its tenants. We could just follow suite and do the minimum as our neighbors do
and just worry about getting rents but we're not. If you begin to start citing us on false
accusations we will be left without a choice to just throw our hands up as a minority business
owners and just say we tried to help. We will see the outcome but until then we will continue to
work with you and those who do care.
I appreciate your time and concerns with this serious matter and prey your not blinded by the
lies of a few bad apples in the community telling others to leave the place to shambles and to

During the course the property inspection, Inspector J. Tanksley indicated he was told by a
tenant that was vacant. I spoke to the property manager, , who
confirmed is vacant. I indicated we needed access to the vacant units 8, 26 and 36. She
stated that the locks for those units were changed by the tenants and she did not have keys, nor
did anyone else. stated the tenant in did not pay for last month's rent, but he has
been out of the unit for two months.

gave consent for interior inspection and
allowed us entry into unit. Tenant informed inspectors she is on Fresno Housing Authorities
Section 8 vouchers. Violations found: missing exterior light fixture cover at entry, damaged
interior north wall at entry, damaged hallway closet doors, missing hallway smoke detector,
incorrect placement smoke detector at bedroom 1, defective electrical outlet at bedroom 1 at
west wall (hot/neutral reverse), dilapidated bathtub finished surface,
missing/damaged/unsanitary caulking at base of shower tile enclosure, new shower enclosure
and cancellation of old faucets with no permits, unsanitary bathroom exhaust fan, damaged
bedroom 2 entry door, inoperable and incorrect placement smoke detector at bedroom 2,
damaged window screen at bedroom 2, inoperable and incorrect placement smoke detector at
bedroom 2 and unsanitary kitchen exhaust fan filter. Bathtub is clogged and slow draining per
tenant.

caulking at the bathtub is damaged and unsanitary, bathroom floor is unstable, bedroom window
lock is damaged.

Tenant had previously had a conversation with Inspector
Amanda about possible violations in her unit. prefer no one enter her unit to inspect
because of COVID concerns. So agreed to take pictures today
with my camera of the violations that Inspector Amanda observed during their zoom video call
last week. Violations found: evidence of roach infestation, missing carbon monoxide in the
hallway, damaged kitchen tile, unapproved flex line plumbing to kitchen sink, , bedroom 2 smoke
detector is missing, caulking at bathtub is damaged and unsanitary, mold or mildew on bathroom
wall, kitchen window screen damaged.
I am with the City Attorney’s Office-Rental Housing Division or Code Enforcement. I have a case
on this property, which we will be pursuing a forced entry inspection warrant on. I don’t have a
date at this time, but I wanted to give you a heads up, as we need your assistance. As soon as I

Hi Jesse,
This is to confirm that you (or someone from your unit) will be on standby at the subject property
for an inspection warrant that we will be executing on Wednesday, April 21, 2021. We will have
a couple of our attorneys, managers, 5 inspectors (myself included), Fire, Police and a locksmith
there. We ask that everyone meet at 8:30 a.m., just north of the property (see attached staging
area map), prior to entering the property to pre-brief. Our inspection will begin at 9:00 a.m.
