This General Instruction (GI) outlines procedures to ensure high voltage cable splices and terminations in
Saudi Aramco facilities are safe and reliable. The text includes:

1.0 PURPOSE
To establish, maintain and administer a testing and certification program for individuals
involved in high voltage cable splicing and termination for Saudi Aramco facilities.
2.0 SCOPE
This GI is applicable to all individuals directly involved in the splicing or termination of
electrical power cables with insulation that is rated above 1,000 Volts.
This GI is applicable to cable installations for all Saudi Aramco facilities (both onshore and
offshore), project jobsites, contractor camps and other temporary facilities covered by a Saudi
Aramco Land Use Permit (LUP) issued under GI 2.716.
3.0 GENERAL REQUIREMENTS
3.1 Cable splicers who have been tested and certified by Industrial Training Department
(ITD) under this GI will be allowed to splice and terminate cables that are manufactured
and rated in accordance with their valid certification.
3.2 Qualified individuals (e.g., electrical engineers, inspectors, electricians and cable
splicers) who have been tested and certified by ITD under this GI will be allowed to
inspect splicing and termination of cables that are manufactured and rated in accordance
with their valid certification.
3.3 Candidates for testing and certification under this GI shall have two (2) or more years of
related experience in the splicing and termination of insulated high voltage cables.
Candidates for testing and certification shall be positively identified by Saudi Aramco-

and government-issued documentation and photography.

3.4 Candidates for certification under this GI shall successfully pass an ITD written
examination prior to attempting the corresponding ITD practical examination.
4.0 RESPONSIBILITIES
4.1 Proponent/Construction Agency of insulated high voltage cable work shall ensure that
splicing, terminations and inspections are carried out by individuals who have current,
relevant Saudi Aramco Power Cable Splicer Certification Card (Attachment II), issued
and cleared under this GI and certification program.
4.2 ITD shall develop, maintain and administer a comprehensive testing and certification
program that demonstrates, verifies and documents a candidate’s current knowledge and
skills in splicing, terminating and inspecting insulated high voltage power cable.
4.3 ITD shall examine all qualified candidates and issue Power Cable Splicer Certification
Card when appropriate.
4.4 ITD shall maintain examination records, issue certification reports and electronically
publish a current listing of all certified individuals.
4.5 Certified individuals shall carry their valid ITD-issued certificates whenever they are
working on cables, and present them on demand. If an individual loses his certificate he
shall immediately apply, via his Proponent/Construction Agency, to ITD for a
replacement. If a working individual’s valid certificate will expire within sixty (60)
calendar days; he shall immediately apply, via his Proponent/Construction Agency, to
ITD for recertification.
4.6 Proponent/Construction Agency of insulated high voltage cable work for all projects and
new expense work shall notify Inspection Department (ID) and Power Operations
Department (POD; i.e., NAPOD or SA&RPOD as applicable) twenty-one (21)
calendar days in advance of scheduled cable splicing or termination activities. With this
notification, valid Power Cable Splicer Certification Cards and special work procedures
shall be submitted for review, approval and issue of Job Clearance Cards (JCC)
(Attachment III.)
4.7 Proponent/Construction Agency of insulated high voltage cable work for all projects and
new expense work shall subsequently notify ID and POD five (5) calendar days in
advance of the scheduled start of splicing or termination activities.
4.8 ID representatives shall ensure that cable splicers and inspectors have valid, relevant
Power Cable Splicer Certification Cards and are issued JCCs prior to the commencement
of work.
4.9 POD representatives (certified Power Cable Splicers) shall monitor high-voltage cable
splicing and termination work and may suspend or revoke a cable splicer’s or inspector’s
JCC for doing unacceptable work. POD representatives shall discuss substandard work
with ID and Proponent/Construction Agency representatives and issue the actions to be

taken:

a) Duration of the JCC suspension, with retraining requirements.

b) Cancellation of a JCC, with retraining requirements and notification to ITD.
c) Suspension of a Power Cable Splicer certificate; until re-examined and re-
certified by ITD; with notification to Proponent/Construction Agency, ID and
ITD.
d) Permanent cancellation of an individual’s Power Cable Splicer certificate with
notification to Proponent/Construction Agency, ID and ITD.
e) Extent of POD/ID investigation and rework needed for the observed unacceptable
splicing and termination work; including work previously completed by the same
individuals without a report of non-conformance.
f) Proposed preventive actions for Proponent/Construction Agency and ID
(workforce training, jobsite toolbox meetings, revisions to project quality plans,
revised inspection and special work procedures, quality assessment, management
review, etc.)
5.0 CERTIFICATION PROCEDURE
ITD certification under this GI is formal recognition, classification and tracking of qualified
individuals that have successfully demonstrated understanding, knowledge, skills and ability to
perform and inspect insulated high-voltage cable splices and terminations.
5.1 Proponent/Construction Agency shall apply for testing at least fourteen (14) calendar
days prior to the desired testing date.
o For Saudi Aramco employees, testing may be requested online through Training
and Development (T&D) website, ITD Certification Tracking, or in writing to
ITD/CAITD Registrar.
o For contractor employees, testing may be requested online through T&D website,
ITD Certification Tracking, or in writing, to Industrial Training Partnerships
Division (ITPD)/JV Training Unit Supervisor .

5.2 The request for each candidate shall include the candidates’ name, the cable voltage-
levels, materials and types of work to be assessed (in accordance with Section 6.0),
copies of Saudi Aramco and government identification documents, two portrait
photographs (to government identity specifications) and copies of supporting credentials
(e.g., certified related work experience, related education certificates and related ITD and
vendor-issued certificates).
5.3 ITD will evaluate the request and notify the Proponent/Construction Agency on the
scheduled dates, start times and locations for testing of each qualified candidate.
Candidates shall appear at the place and time specified by ITD with all required original
documents and credentials; and be equipped with all required tools and materials,
including cable. ITD shall assess the worker's knowledge and ability through both
written and performance tests. Competent candidates will be issued a Power Cable
Splicer Certification Card with the appropriate validity, indicating the allowed type of

work, type of cable(s) and voltage level(s) in accordance with Section 6.0.
5.4 For submarine cable, pipe-type high-pressure oil-filled (HPOF) cable, pipe-type low-
pressure oil-filled (LPOF) cable and 115kV+ XLPE cable:
5.4.1 At least twenty-one (21) calendar days in advance of the scheduled start of
work, Proponent/Construction Agency shall submit to ITD:
o Complete qualifications, work experience and valid, relevant vendor-
issued certificates for each of their qualified candidates.
o Project-specific manufacturers’ data, catalog cut-sheets, application
specifications and installation manuals for the cable, splice kits,
termination kits and related materials.
5.4.2 ITD shall:
o Verify and evaluate candidate’s vendor-issued certification.
o Conduct or arrange for project-specific written and performance testing.
o Issue Power Cable Splicer certificate with the date of expiration limited
to the project end date or one (1) calendar year, whichever occurs first.
5.5 ITD shall prepare and distribute a Cable Splicer's Certification Report (Attachment I) for
each successful candidate.
5.6 ITD shall maintain a permanent record of all examinations and make these records
available to ID and POD on request.
5.7 ITD shall maintain and electronically publish a current listing of all ITD-certified
individuals; with their certificate qualifications or limitations, certificate registration
number(s), government-issued identity numbers, current certificate status with dates of
issue, expiration, suspension, cancellation and re-certification.
5.8 ITD shall receive notifications of individual suspension or cancellation from ID or POD
and update ITD certification records and listing accordingly.
