This is in relation to the Sanggu1iang Panlungsod (SP) resolution no. 179, series of
BAGOCITY 2021 requesting CENECO for an prgent explanation on the matter of recent power

For the reference of the Honorabl SP members, CENECO is operating three (3) 69 kV
lines namely; Bacolod-Silay, E}a clod-Reclamation, and Bacolod-Alijis-Murcia. For
Bacolod-Silay 69 kV line the conn ted substations are the 30 MVA Burgos Substation,

30 MVA Mountain View Substati n, 20 MVA Talisay Substation, 10 MVA Panaogao

495-3889 * 495-3897 Substation, and 10 MVA Lopez S bstation. For Bacolod-Reclamation 69 kV line the
connected substations are 30 MVA ASDES Gonzaga Substation and 20 MVA
Reclamation Substation. For Bae lod-Alijis-Murcia 69 kV line connected substations
are 30 MVA Alijis Substation and O MVA Murcia Substation. Another 69 kV line is the
Bacolod-San Enrique owned and operated by the National Grid Corporation of the
TALISAY CITY Philippines (NGCP) and the conne ted Substations are the 10 MVA Sum-ag Substation
Mabini Street and 10 MVA Hilangban Substation

The power substations of CENE!0 are distributing power at a voltage level of
13,200/7,620 volts from a prima voltage of 69 kV from NGCP Bacolod Substation
through sub-transmission lines. he 230 volts supply voltage of our residence is
MURCIA coming from the step-down distri ution transformer connected from a 13,200/7,620
Rizal Street volts distribution system.

Currently, the source of power ~upply distributed by CENECO is coming from the
power plant of KEPCO in Naga, C bu City, Palm Conception Power Corporation in the
SALVADOR BENEDICTO
province of lloilo, and Greencore from Valencia, Negros Oriental. Those generating
Negros Occidental plants are interconnected using t e transmission lines and submarine cable of NGCP
going to the Bacolod substation.

The lines are protected by the o;ercurrent protective device at every voltage level
from the generating plant down our residence to ensure the safety of equipment
and the public. The said protec ive device will automatically trip in case of line !• r;,
disturbance or a short circuit.

(OVERAGF;ARfA Power outages have two types, pinned and unplanned, planned power interruptions
are intended for the preventive aintenance of the equipment, transmission lines,
and distribution facilities while u planned is the activation of protective equipment

resulted in a power failure such s rain, wind, and lightning. Other faults were the
electrocution of wildlife in the d tribution lines. Likewise, histories of kites human
error happened in some buildin construction due to mishandling of conductive

materials that hit our distribution ystem.

Bacolod-Silay 69 kV line last arch 31, 2021. The (2) units 100 MVA power
transformers of NGCP at Bacol d Substation tripped off that affects the whole
coverage area of CENECO. This s due to the accident that happened at Prk. Arao

the 69 kV conductor resulted in th activation of an overcurrent relay that triggers the

tripping of the system.

Another example was the trippinglof NGCP submarine cable and power plant in Panay
last September 24, 2020, which af1ects the coverage of CENECO.
