VACANCY ANNOUNCEMENT

PROJECT TITLE: Local Development for the consolidation of Peace in Mozambique – Sub-
Programme for the Province of Sofala (DELPAZ Sofala)

POSITION: One (1) District Focal Person in one of the six target districts

STARTING DATE: 2nd Quarter 2021

CONTRACT PERIOD: 24 months (with the possibility for extension until project closure)

LOCATION: One (1) of the following districts in Sofala, Mozambique: Machanga, Chibabava,
Gorongosa, Chemba, Maringue, Cheringoma

The Austrian Development Agency (ADA) has been delegated by the European Union (EU) to
implement the sub-programme for the Province of Sofala of a strategic project focusing on the local
development for the consolidation of Peace in Mozambique (DELPAZ Sofala).

ADA is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of
implementing all bilateral programmes and projects in ADC partner countries and administers its
budget.

The overall objective of the DELPAZ Sofala project is to contribute towards consolidation of peace
at subnational levels in Mozambique.

While specific objective 1 will be implemented by UNCDF; AICS and ADA are responsible for the
implementation of specific objective 2: to improve the livelihoods of rural communities in conflict
affected districts, with a special focus upon women and disadvantaged groups. ADA will implement
specific objective 2 in Sofala Province (total budget: 10.5 Mio Euro), while AICS is responsible for
implementation in Manica and Tete Provinces.

The three main intended outputs of DELPAZ Sofala are:

- Enhanced public investment and service provision in target districts and rural municipalities
(with a focus on increasing access to water and sanitation)
- Increased adoption of climate smart and productivity enhancing agriculture technologies
and practices by conflict affected communities
- Enhanced market integration and off-farm economic activities of conflict affected
communities

In the course of four years, ADA will be implementing this project mainly via two modalities:

1) Implementation via a Grant Agreement with the Provincial Government of Sofala (GoS) by
applying MZ governmental systems, rules and regulations (subject to additional controls
and a vetting system as stipulated in the Grant Agreement)
2) Implementation via the Project Management Team (PMT) by applying ADA’s rules and
regulations (described in the ADA Project Operational Manual)

SPECIFIC DUTIES AND RESPONSIBILITIES

The DELPAZ Sofala project intends to work with the Provincial Government of Sofala to facilitate
technical assistance and capacity building to the local district government authorities to ensure an
adequate, transparent and accountable participatory planning and budgeting process.

Under the direct supervision of the Team Leader (TL) of the DELPAZ Sofala Project, Management
Team (PMT) in Beira, the District Focal Person (one in each DELPAZ Sofala target district) will be
responsible for liaising with the district government and coordinating and supporting activities in
his/her respective district.

➢ Technical support to the Provincial Directorates, as well as to the relevant district


institutions, in the planning, budgeting, implementation and monitoring of all activities
inherent to the DELPAZ Project, in the corresponding area;
➢ Ensure coordination and synergies of activities across project outputs and implementation
modalities at the district level;
➢ Ensure that DELPAZ Sofala criteria for targeting of local economic development activities
within the districts are clearly communicated, widely understood, seen as legitimate and
fair, and consistently applied;
➢ Ensure that projects are implemented, and approved by the district Consultative Council
and endorsed by the Administrator;
➢ Elaborate and monitor activity plans with key stakeholder of the project at the district level;
➢ Execute the superior directives regarding local development in alignment of local
development plans with strategic district development plans and relevant plans at the
province and national level;
➢ Ensure good management of resources, their effectiveness and efficiency;
➢ Verify that the project achieves its strategic objectives by focusing on the defined results;
➢ Day-to-day supervision of the project activities ensuring that the expected outputs are
completed on time and they comply with specific project criteria and quality requirements;
➢ Identify potential economic opportunities that can be supported by DELPAZ project and
others donors at the region;
➢ Promote civil society engagement at the district level in support of bottom-up processes for
social accountability;
➢ Promote and facilitate trainings in the corresponding areas selected for interventions;
➢ Undertake the inventory and care of the project assets in liaison with the PMT;
➢ Contribute to the documentation of, and provide information on project implementation
(e.g. lessons learnt) and support project evaluations; contribute to conflict-sensitive
monitoring, evaluation and learning;
➢ Regular monitoring visits to intervention localities;
➢ Monitor risk management and report grievances, irregularities or incompliances to the
Team Leader;
➢ Verify that gender safeguards, environmental- and social standards are duly implemented;
➢ Prepare analytical information and communication to be exchanged with the PMT and other
partner institutions, donors and the public;
➢ Establish and maintain good working relationships with the PMT, GoS and non-government
organizations, project stakeholders, beneficiaries, contractors, project partners, other
donors;
➢ Regularly report to PMT, as required, on the implementation of DELPAZ Sofala in the district;
➢ Work with the PMT (in particular Peacebuilding, Social Inclusion and Gender Equality
Advisor), stakeholders, and partners to ensure socially inclusive and gender sensitive project

activities contributing to the achievement of the DELPAZ Sofala social inclusion and gender
targets;
➢ Ensure linkages, alignment and synergies of the DELPAZ Sofala project activities with other
key actors, projects and initiatives;
➢ Contribute to knowledge generation and evidence-based policy dialogue and advocacy;
➢ Provide logistical support for missions and visits;
➢ Perform other duties as required.

QUALIFICATIONS AND REQUIREMENTS

➢ Professional in Monitoring and Evaluation, agriculture, construction, economics, rural


development or other related fields;
➢ Secondary Education or University qualification in Economics, Agriculture, Development
Studies, Public Policy, Anthropology or other related discipline would be an asset;
➢ Specific professional experience: minimum of 2 years working with the Mozambican public
sector;
➢ Regional experience: at least 2 years of experience in the Beira Corridor or “Vale do
Zambezi”;
➢ Working experience in and familiarity with the specific district, for which the applicant is
applying, would be a strong advantage;
➢ Mozambican nationality;
➢ Age not less than 18 years old;
➢ Experience of working with government institutions, preferably on district and/or provincial
level;
➢ Have thorough knowledge of organization and functioning of the district and provincial
governmental institutions (e.g. district Consultative Councils);
➢ Excellent written and good business language communication/planning/reporting skills in
Portuguese; the mastering of the respective local language(s) in the specific district, for
which the applicant is applying, would be a strong advantage – as would be the knowledge
of English language;
➢ Willingness to be trained in the field of market system development (MSD), Water,
Sanitation and Hygiene (WASH), gender equality, conflict sensitivity, safeguarding,
agriculture, and/or public infrastructure;
➢ Familiarity with the Mozambican public administration, Mozambican agri-food sector,
Mozambican WASH Sector, peacebuilding and social inclusion, MSD, and/or with the
Mozambican infrastructure sector would be an asset;
➢ Knowledge of the planning instruments of the Government of Mozambique;
➢ Demonstrated work experience with international organizations and agencies would be an
asset;
➢ Practical knowledge of technical, economic, social and financial issues related to project
implementation would be an asset;
➢ Experience in development cooperation and issues related to poverty reduction;
➢ Sensitivity to reconciliation aspects of the ongoing Peace Process in Central Mozambique;
➢ Demonstrated understanding of gender equality/women’s empowerment, social inclusion
and environmental protection and an ability to integrate a gender perspective into tasks
and activities;
➢ Experience in Microsoft Office 365 applications, especially Outlook, Word, Excel,
PowerPoint and Teams applications;
➢ In depth knowledge of the decentralization process;
➢ Demonstrate strong analytical and management skills;

➢ Valid motorcycle driving license;
➢ Excellent interpersonal/social and communication skills;
➢ Adherence to highest standards of ethics;
➢ Self-motivation, and proactive working style;
➢ Ability to work in multinational and multicultural environment;
➢ Positive attitude towards teamwork and achievement of objectives;
➢ Ability to build and maintain productive relationships with diverse stakeholders;
➢ Ability to work under pressure and meet deadlines.
