SUBJECT
Accepting passengers travelling to the kingdom after the announcement of the “Institutional
Quarantine program” by SAUDIA Holidays
Background:-
Reference to regulations announced by the government of the kingdom of Saudi Arabia regarding
the institutional quarantine program. All passengers travelling to Saudi Arabia from the non-
restricted countries are subject to this procedures. “Saudia Holidays” has designed a special
quarantine program to facilitate passengers’ handling for those targeted by the quarantine
program. The below procedures has been established for the stations’ compliance.
Scope:-
All International inbound flights to the kingdom (from the non–restricted countries) starting from
20th of May 2021.

Responsibilities:-
Station Managers / Duty Managers / Station Supervisors / GHA staff.
Conditions:-
A. All international passengers arriving to Saudi Arabia from non-banned countries will undergo the
institutional quarantine program.
B. The following categories are exempted from the Institutional Quarantine program:
 Saudi citizens, citizen’s spouses , citizen’s children and domestic workers accompanying
the individuals aforementioned.
 Non-immune domestic workers accompanying an immune resident.
 Immune passengers.
 Passengers holding diplomatic visa , diplomats and their residing families.
 Official delegates.
 Cabin crew.
 Those involved in health supply chains, according to MOH.

C. Passengers with institutional quarantine program must be accepted to the first point of entry
only ( MED/RUH/JED/DMM ).

Procedures:-
Check-in staff role at (Departure Station):
A. welcome the passenger when arriving to the check-in area.
B. Passengers’ travel documents must be verified per the procedures mentioned in GOPM ensuring
that they are fulfilling the admissions’ requirements to the Kingdom of Saudi Arabia.
C. Ensure that the non-Saudi passengers are holding valid PCR certificate with negative coronavirus
result. Noting that the period of the submitted certificate must not exceed (72) hours before
boarding ( Passenger less than 08 years old are excluded ).
D. Check the passenger’s health status (immune or non-immune).
E. The immune passenger shall provide Covid-19 vaccine certificate approved by official health
authorities in the country that provided the vaccination, noting that the duration between
receiving the last dose (for the second dose of a two-dose vaccine or the first dose of a single-
dose vaccine) and the departure date shall not be less than 14 days.
F. The Covid-19 vaccine certificate must show one of the following vaccines:
 2 doses of Pfizer – Biontech.
 2 doses of Oxford – AstraZeneca.
 2 doses of Moderna.
 01 dose of Johnson & Johnson’s Janssen.
G. Inform the immune passenger that vaccine certificate must be carried at all times during their
travel and stay in the kingdom. Also, inform them that failure to comply with these regulations
makes them subject to legal liabilities in addition to being banned from entry to the kingdom.
H. If the passenger is required to have an institutional quarantine program, the check-in staff must
ensure that the quarantine package has been purchased and verified through the DCS system by
following the below steps:
 From (Customer Acceptance) screen, QRPV (Quarantine Package Verified ) code will be
shown under (Info) column.

 In addition, the check-in staff may find the (Special Services) code QRPV in the
(Customer Record screen ) as shown below.

 QRPV code will be printed on the boarding pass after passenger acceptance.

 From (Shortcuts List) select (Customer List)

 Select List type QRPV(Quarantine Package has been Verified)

 The customer List will show all passengers purchased the institutional Quarantine
program.

I. In case of missing QRPV code in the DCS system, the staff must check if the passenger already
purchased the program by any available means such as booking confirmation (printed or
electronic) . After that the station must coordinate with the Sales Command Center via Email
(CommandCenter@saudia.com) or by calling the hotline (+966 12 686-8181) and provide
them with the passengers’ details,. The command center will consequently verify the details
and reflect the QRPV code in the DCS system.

J. In case of flight disruption (delayed or canceled), the passenger with quarantine packages will be
handled through Guest Disruption Unit (GDU) , the GDU team will send list of affected passenger
to the Command Center in order to change their hotel/transportation booking to be compatible
with the new arrival time. The station may contact GO IOCC if needed to get more details.

Gate Staff Role:


A. The gate staff must double-check the aforementioned requirements and ensure that transit
passengers are fulfilling the requirements.
B. Inform the immune passenger that vaccine certificate must be carried at all times during their
travel and stay in the kingdom. Also, inform them that failure to comply with these regulations
makes them subject to legal liabilities in addition to being banned from entry to the kingdom.

Arrival Station:
A. Station representatives must be available in all arrival areas to assist and direct the passengers.
B. Station representatives shall follow and alert the passenger about the necessity to comply with
the precautions and health protocols applied at airports’ facilities.
C. If the passenger package includes the transportation to institutional quarantine location, the
passenger must be directed (after collecting his baggage and passing the customs checkpoint ) to
the transportation location.
D. Station management must determine an effective way to communicate continuously with hotel
/ transportation service provider.
E. Ensure that the representatives of hotel / transportation service provider are available at least
one hour before STA.
F. Station representatives shall support and assist the service provider (when needed).

Special cases:
 In case of passengers arriving to the kingdom without the institutional quarantine package due
to technical/human error causing the denial of entry by the saudi authorities.
 Non-Saudi and non-immune passenger refused by the authorities at ( OOK destinations ) as ( INAD
passenger ) due to technical or human failure.

In such cases the station must follow the below steps:


 The Station must inform the passenger that he/she must purchase an institutional Quarantine
package as per Kingdom of Saudi Arabia’s regulations, and collect the package cost from the
passenger in coordination with sales office.
 If the passenger is unable to pay the cost of the quarantine package, the station shall coordinate
with the Sales Command Center via Email ( CommandCenter@saudia.com ) in order to request
an institutional quarantine package and provide them with the case details and supported
documents.
 A (SQPR) must be sent to the offended station, all related expenses must be charged against
them.
