Visa is not required for passengers holding a "Certificate of Registration - Overseas Citizen of India" or "Persons of Indian Origin Card"
issued by India, provided they are one of the following:
1. Minors born to Indian nationals abroad;
2. Passengers travelling for family emergencies, such as death in the family;
3. Spouses of Indian citizens, provided holding permanent residence in India; or
4. University students whose parents are Indian citizens living in India.

COVID-19 TRAVEL ALERTS


All passengers (including infants and children) travelling to India must submit the Self-Declaration Form (SDF) and a negative Covid-
19 RT-PCR test result obtained 72 hours prior to departure on the online Air Suvidha portal prior to travel at
https://www.newdelhiairport.in/airsuvidha/apho-registration.
Failure to complete the online registration, including the RT-PCR report, could result in refusal for acceptance. Additionally
passengers need to carry the printed copies of the Self-Declaration Form for submission at port of entry in India.
Passengers are advised to self-monitor their health for 14 days on arrival.
Passengers travelling from or transiting through Europe or the Middle East to India must also declare their travel history of the past
14 days on the SDF and will be subject to a Covid-19 molecular test at their own cost on arrival. If a negative result is received,
passengers are advised to self-monitor their health for 14 days. If a positive result is received, passengers will undergo treatment as
per standard health protocol.

purchasing their tickets. Passengers are required to present the registration confirmation before boarding.
Passengers arriving into Delhi and Mumbai are required to undergo mandatory quarantine for 14 days on arrival in India (7 days in
a quarantine facility at their own cost, followed by 7 days isolation at home).
If the passengers wishes to quarantine for the entire duration at home (14 days) they can seek EXEMPTION FROM INSTITUTIONAL
QUARANTINE by submitting a negative RT-PCR test report on arrival. This test should have been conducted within 72 hours prior to
undertaking the journey. The test report should be uploaded on https://www.newdelhiairport.in/airsuvidha/covid-19-exemption-
international-passenger for consideration (at least 72 hours prior to their journey). The decision taken by the government authorities
as communicated via the portal will be final.
If the passenger undergoes an RT-PCR test on arrival (provided such facilities are available), they can also be exempted from
quarantine by the authorities and required to self-monitor instead for 14 days.
Passengers must download "Aarogya Setu app" on their mobile devices, and are advised to book hotels prior to departure and
confirm any bookings directly with the hotel.
Passengers in transit via the 2 gateways (Delhi and Mumbai) are allowed to travel onwards when an exemption from the institutional
quarantine requirement is granted by the State authorities of the first airport the passenger landed in, on the basis of a negative RT-
PCR test report, for which test was conducted within 72 hours prior to undertaking the journey.
Thermal screening will be carried out on passengers upon arrival.
Passengers traveling to and from the Netherlands are required to submit a health declaration during the check-in process, due to
the outbreak of Covid-19.
Passengers are required to download the Aarogya Setu app onto their phone, due to the outbreak of Covid-19.

COVID-19 TRAVEL ALERTS


Current approvals received by KLM for repatriation operations exiting India allow travel of the following passengers:
Indian nationals destined to any country in EU / Schengen area, South America and Africa;
All foreign nationals destined for EU / Schengen area, South America and Africa, including their dependants and spouses;
Seamen of any foreign nationality destined for countries in EU / Schengen area, South America and Africa;
Seamen holding an Indian passport subject to clearance from Ministry of Shipping and destined for countries in EU /
Schengen area, South America and;

Passengers are requested to check their travel eligibility based on the ENTRY requirements on the arrival country’s regulatory
website.
Passengers travelling from a high-risk country (which is any country that is not on the list of safe countries) are required to follow
one of the following 2 options when traveling to the Netherlands.
Option 1: They hold a negative Covid-19 NAAT (Nucleic Acid Amplification test, which includes PCR, mPOCT, NAAT, RT-
PCR, RT-LAMP and TMA test) test result in English, French, German, Spanish, Dutch, Italian or Portuguese, that is taken
within 24 hours before boarding a flight to the Netherlands.
Alternatively, passengers who do not meet the requirement of option 1 may follow option 2.
Option 2: They hold a negative Covid-19 NAAT (Nucleic Acid Amplification test, which includes PCR, mPOCT, NAAT, RT-
PCR, RT-LAMP and TMA test) test result in English, French, German, Spanish, Dutch, Italian or Portuguese, that is no older
than 72 hours before arrival in the Netherlands. In addition to this negative NAAT test result, passengers must also hold a
negative Covid-19 Rapid Antigen test result taken within 24 hours before boarding a flight to the Netherlands (pre-departure
test). Negative test results of the Rapid Antigen tests will remain valid if the travel has been delayed for reasons that are
beyond passengers' control. Save Settings
The negative Rapid Antigen test result will be accepted if the test type is an antigen test or a molecular NAAT(PCR) test (such as
LAMP, TMA RT-PCR and mPOCT). A serological test will not be accepted.

Transit passengers are only required to hold a negative Covid-19 NAAT (Nucleic Acid Amplification test, which includes PCR,

NAAT, RT-PCR, RT-LAMP and TMA test) test result in English, French, German, Spanish, Dutch, Italian or Portuguese, that
is taken within 72 hours before arrival in the Netherlands. They are exempt from the requirement of a rapid antigen test.
Passengers must also hold a completed Negative Test Declaration form.
The following passengers are exempt from all of the above requirements:
1. children aged under 13 years old;
2. cross-border commuters, including students and school children. Cross-border commuters are passengers who live in a
European Union/Schengen Area member state or the United Kingdom and work/study/attend school in the Netherlands (or
vice versa: passengers who live in the Netherlands and work/study/attend school in a European Union/Schengen Area
member state or the United Kingdom), and who travel back to their place of residence at least once a week. These passengers
must hold proof of residence (such as a rental contract or a statement from government authorities) and proof of work, study
or attending school in another member state (such as an employment contract, an employer declaration, documents of school
enrolment or declaration from the school);
3. passengers travelling on behalf of the Minister or State Secretary of Justice and Security. This applies in particular to flights
where KMAR personnel are accompanying a person to or from the Netherlands;
4. passengers with a statement from the Ministry of Health, Welfare and Sport in the context of urgent medical transport;
5. (incoming) staff of diplomatic and consular representations or international organisations in the Netherlands who will be
registered with the Ministry of Foreign Affairs, including members of their official household;
6. holders of non-Dutch diplomatic passports;
7. holders of Dutch diplomatic passports if travelling in the exercise of their work;
8. heads of state and members of foreign governments;
9. passengers travelling on a direct flight from a country on the list of safe countries to the Netherlands, provided they have
resided in this safe country in the past 10 days before travelling to the Netherlands;
10. passengers departing from a country on the list of safe countries who will transit through a country that is not on the safe
country list; provided they will not leave the airport during transit and they have resided in this safe country in the past 10
days before travelling to the Netherlands;
11. air crew who do not leave the aircraft;
12. seamen holding a seaman's record book, provided they do not leave their ship. However this does not include seafarers
working for commercial yachts or pleasure craft;
13. passengers with a NATO Travel Order or a NATO-2 visa;
14. passengers who work on oil and gas platforms, offshore wind farms and offshore companies that provide services to the
energy sector and are flying directly to the Netherlands from an offshore platform or windfarm;
15. passengers diverted to a Dutch airport whose original destination is not the Netherlands.
The following passengers are only required to hold either a negative Rapid Antigen test result that is not older than 24 hours before
boarding a flight to the Netherlands, or a negative NAAT test result taken within 24 hours before boarding a flight to the
Netherlands:
1. passengers working for goods transportation or other essential transportation, including lorry drivers, crew members on
container ships, bulk carriers (such as ore and coal), tankers (fuel and chemicals), fishing vessels;
2. personnel working in the energy sector if they are travelling to perform their duties or if they are travelling to or from their
work.
The following passengers are only required to hold either a negative Rapid Antigen test result that is not older than 24 hours before
boarding a flight to the Netherlands, a negative NAAT test result taken within 24 hours before boarding a flight to the Netherlands,
or a negative NAAT test result taken within 72 hours before arrival in the Netherlands:
1. air crew members if they do leave the aircraft (except for safety inspections near the aircraft);
2. seamen holding a seaman's record book, provided leaving the ship to perform their job or travelling after they have
performed their job.
The Negative Test Declaration can be obtained at https://www.government.nl/topics/coronavirus-covid-
19/documents/forms/2020/12/04/coronavirus-negative-test-declaration-form. The negative test result must be in English,
German, French, Spanish, Dutch, Italian or Portuguese.
Both the Negative Test Declaration and the negative NAAT test result obtained prior to arrival must meet all of the following
requirements:
1. the declaration must be printed, and the test result can be either printed or digital;
2. the test result must be negative, and the type of test must be a Covid-19 NAAT test (Nucleic Acid Amplification test, which
includes PCR, mPOCT, NAAT, RT-PCR, RT-LAMP and TMA test). Rapid test and other types of test are not accepted;
3. both documents must contain the first and last name of the passenger as stated on their passports;
4. both documents must state the date and time when the test was conducted;

5. both documents must contain the details of the institute or laboratory that conducted the test; and
6. the negative test result conducted up to 96 hours before arrival in the Netherlands may be accepted, provided the passenger

Long-term positive passengers are exempt from holding a negative NAAT test result, a Rapid Antigen test result obtained prior to

arrival and the Negative Test Declaration form, provided they are holding all of the following:
1. a positive NAAT test result that is between 2 weeks and 8 weeks old;
2. a positive NAAT test result that is not older than 72 hours before arrival in the Netherlands;
3. a negative rapid test result that is not older than 24 hours before boarding.
In case of a permanently positive test result from the rapid test, passengers are permitted to travel if they are holding all of the
following:
1. a positive NAAT test result that is between 2 weeks to 8 weeks old;
2. a positive NAAT test result that is not older than 72 hours before arrival in the Netherlands;
3. a signed doctor's statement obtain within 72 hours before boarding which confirms that the passenger is no longer
contagious.
Passengers must quarantine for 10 days on arrival in the Netherlands, due to the outbreak of Covid-19.
Their quarantine period may end early if a PCR test taken 5 days after arrival returns a negative result.
Passengers traveling to and from the Netherlands are required to submit a health declaration during the check-in process, due to
the outbreak of Covid-19.
Passengers must ensure that they have made arrangements with the Ministry of Civil Aviation (MoCA) to depart India, due to the
outbreak of Covid-19.
