Dear Mr Consul General

I am Mr Aldiqirman Abdulbasit born in Tripoli, Libya on the 27.12.1983, live in Tripoli, Libya and
father of 8 years old Ayham Aldiqirman, born on the 28.04.2014 in Tripoli, Libya and live with me
at the same Address. I’m writing today to appeal against my schengen visa refusal decision After
applying for a medical visa on the 19.10.2022 at the BLS International in Rue Othman Ibn A an,
UV4 Bloc 151 Menzah 6 Tunis.

We have received the Schengen visa refusal decision on the 21.10.2022 which is based on the
reason that; The information presented for the Justi cation of the purpose and conditions of stay
predicted is not reliable.

I am really very confused at this moment as I am not sure which information did you nd as not
reliable?! Is it the fact that my son is blind? Or has it with the Hospital Universitario in Barcelona
what to do? Or with my nancial situation?; Therefore I will try to explain my whole situation in
details to give you the best picture possible; My son Ayham was a healthy young boy till the age
of 5 and then for some reason lost his sight completely and since then I have visited all Eyes and
Brain Centres that we could visit in order to get him his sight back, starting from the General Eyes
hospital in Tripoli, Libya to many Clinics and hospitals in Tunisia, Egypt, Turkey and last is the
Morozovsky children’s clinic hospital in Moscow ( I’ll include a scan copy of the medical reports
and prescriptions of these clinics, Hospitals and doctors with this letter ) and now since Russia
has invaded Ukraine we really don’t feel safe to travel to Russia ( even though we have obtained
the Russian visa as a last measure plan ) and also we were told about the high quality and
advanced Eyes medical treatments available in the EU in general and in Spain in particular and
this is what encouraged me to get in touch with the Hospital Universitario Quirónsalud Dexeus in
Barcelona, we have transferred the amount of the requested Fee in Full and I have 10000€ ten
thousand Euro cash and a Visa card with me ( a copy of the currency declaration is submitted )
and I can transfer any other amount if needed at any time ( my bank statement is also submitted )
also I would be more than happy to supply and more documents if needed.

I would like to draw your attention to the fact that my son’s situation is getting better after getting
the nerve stimulation injections last November which was a great relive and a boost for us to
continue seeking the treatment and never give up.

We have managed to get an appointment at the 16th November 2022 at the Hospital Universitario
Dexeus Barcelona and we were told that my son’s treatment is possible with these injections and I
would certainly do anything possible to get him his sight back, therefore I would like to ask you
very Kindly to review your decision and grant us the visa to catch the appointment and get back
to my family and work before the winter holidays starts.
