General Functions:

Under the direct supervision of the Area Operation Coordinator and overall supervision of the Head of
Operations in Cox’s Bazar, Bangladesh, the Area Operation Officer will assist with the coordination and
implementation of IOM programs in Teknaf Upazila. Specifically, s/he will participate in the liaison with
authorities, coordination, oversight and monitoring of the various IOM teams working in Teknaf to ensure a
coordinated and comprehensive response of IOM to the needs of both Rohingya and host communities
within the Upazila.

Responsibilities and Accountabilities:


1. Coordinate, consolidate, and ensure smooth implementation of program and operations’ activities and
adhere to logistic, human resource, administration and security procedures at field level. Participate
when required in relevant coordination forums with authorities or in programmes events
2. Assist the Operations Coordinator to liaise with IOM programmes and Resource Management units in
Cox’s Bazar to coordinate, consolidate, and ensure smooth implementation of programme and
operations’ activities and adherence to logistics, human resources, administration and security
procedures at field level;
3. Maintain effective working relationships with relevant stakeholders including other IOM partners, UN
Agencies and other relevant organizations at field level to ensure a harmonized approach;
4. In coordination with the Liaison Officer based in Cox’s Bazar, maintain close working relationships and
coordinate with different government counterpart at Upazila and Union level
5. Support specific component of programmes / projects providing operational, technical, financial and
administrative oversight;
6. Act as the focal point for accountability & community engagement, conducting trainings for IOM staff
and implementing partners, and coordinating activities implementation, in close coordination with the
Communications with Communities (CwC) and Capacity Building programmes of the Site Management
and Site Development Unit (SMSD);
7. Monitor the progress of all IOM programmes’ activities at field level through regular reviews, field visits
and evaluations and ensure activities are implemented accordance with work plans.
8. Promote and facilitate mainstreaming of disability inclusion, gender and accountability to affected
populations throughout programmes and projects;
9. Perform such other duties as may be assigned.

Education, Experience and Skills:
• Master’s degree in Political or Social Science, Disaster Management Studies, Management Development
Studies, Energy and Environmental Studies or other related field; or University degree in the above
fields with minimum two years of relevant professional experience.
• Work experience with international humanitarian organizations, non-government or government
institutions/organization in a multi-cultural setting.
• Experience in managing different community-based project such as DRR, environmental protection,
livelihood, climate change adaptation and other relevant humanitarian and development projects.
• Working experience in liaising with local authorities as well as coordination and cooperation with
different actors, both national or international institutions with experience in working with community
volunteer and community mobilization/social cohesion activities is desirable
• Excellent communication and representative skills (written, oral, cross-cultural) and ability to work in a
team setting.
• Ability to multitask and deal with stressful situations and ability to adapt within the working
environment.
• Experience in Cox’s Bazar and with refugee population is an advantage

grade shall be appointed at the advertised grade. A staff member selected for a VN/SVN to a position which is
two grades higher than the staff member’s current grade, will be appointed at the interim grade, and six
months later at the higher grade.
