1 .0 SCOPE OF STANDARD

1 .0 .1 This document presents the minimum requirements for the design, manufacturing, testing,
inspection and supply of complete Firewater Pumphouse Packages .

1 .1 RESPONSIBILIT Y

1 .1 .1 Compliance by Seller with this standard does not relieve Seller of responsibility of furnishing
equipment of proper design, mechanically suited for the specified service conditions .

2 .0 INTRODUCTIO N

2.1 LOCATIO N

2.1 .1 The Firewater Pumphouse Package is required for the Suncor Energy Firebag Facility located
approximately 45 km NE of existing Suncor upgrader plant near Fort McMurray, Alberta,
Canada .

2.2 CONFLIC T

2.2.1 Any conflict between this document, codes, standards, regulatory requirements or other
purchase order documents shall be brought to the attention of Buyer for resolution before
proceeding.

2.3 TERMS AND DEFINITIONS

2.3.1 "Buyer" means purchaser and is defined as Suncor Energy Inc ., or its designated agent .

2.3.2 "Seller" means vendor, supplier or manufacturer that supplies the materials and services .

2.4 UNITS OF MEASUREMENT

2.4.1 All units of measure shall be reported in the International System of units (SI) in accordance
with CAN/CSA Z234 . 1-89, Canadian Metric Practice Guide . Dimensions shall be presented
first in SI units followed by the equivalent value in imperial units shown in parentheses .
Where imperial - sized materials such as plate are used (or where imperial dimensions are
controlling ), dimensions shall be first specified in SI units ( after hard conversion), with
equivalent imperial sizes specified in parentheses . Piping flanges and bolting shall be shown
in imperial units only (i .e. NPS 4) .

2.5 EXCEPTIONS

2.5 .1 Any exceptions to this standard shall be made in writing at the time of quotation submission .
All exceptions shall be clearly identified and explained in Seller's proposal . Exceptions shall
be permitted only after Buyer has given written approval .

3 .0 SCOPE OF SUPPL Y

3.0 .1 Seller shall be completely responsible for the supply of the Firewater Pump Package to meet
the requirements of this standard . The scope of supply includes all works and resources
required for the design, manufacturing, testing and preparation for shipment of the Firewater
Pump Package .

3 .0 .2 The package shall be a fully automatic firewater supply system completed with all necessary
appurtenances . It shall include, but not be limited to the following as a minimum :

a . Firewater pump(s), centrifugal, horizontal design, c/w gauges and fittings .


b . Flexible coupling(s) and spark proof guard(s) .
c. ULC or FM Listed diesel engine (See details in 3 .0.3) .
d . Diesel day tank(s).
e . Flow measuring device on test meter line .
f. Electrical motor driven, pressure maintenance (jockey) pump(s) .
g . Piping, instrumentation, local controls and interface to the Buyer's Basic Process Control
System (BPCS) .
h. Sprinkler System .
i. Electrical Junction Box.
j. Self-framing building complete with lighting, HVAC system, a sump and a sump pump,
and provision for maintenance access and lifting .
k . Special tools where necessary .

3.0.3 The diesel engine shall be ULC or FM listed and include, but not be limited to :

a . Fuel and lube oil systems, instrumentation and accessories .


b. Engine cooling system including pump, heat exchanger and expansion tank .
c. Engine air inlet filtration system .
d . Engine exhaust completed with spark arrestor.
e . Silencer system .
f. Engine starting systems .
g . Battery and auxiliaries .

3.0.4 The package shall be a stand-alone system . The following connections shall be provided o n
the outside of building as a minimum :

a. Firewater inlet(s) and outlet(s) .


b. Test / PSV discharge line(s) .
c. Diesel tank fill connection and vent .
d. Utility inlet and outlet.
e. Glycol supply and return
f. Instrument Air Supply (if applicable) .
g. Waste oil drain.
h. Electrical power .
i. Outputs to BPCS .

3.0.5 All work not described in this standard but necessary for complete and proper installation an d
operation of the Firewater Pump Package shall be supplied by Seller .

3.0.6 Seller shall furnish adequate and appropriate installation instructions to Buyer .

4 .0 WORK EXCLUDE D

4 .0.1 The following work is excluded from Seller's scope of supply :

a. Site preparation .
b. Building Foundation .
c. Site off-loading and installation .
d . All field piping and electrical wiring outside of the skid limits .
e. Firewater Reservoir (Tank) .
f. Utilities (air, water, electrical etc .).

7.0 OPERATING CONDITION S

7 .0.1 Refer to the Site Conditions Data Sheet and Utility Data Sheet .

8 .0 TECHNICAL REQUIREMENT S

8 .0 .1 The design working life of non-wear components of the Firewater Pumphouse Package shall
be 30 years.

8.1 PUMPS , DRIVERS , DIESEL DAY TANKS AND BATTERIE S

8 .1 .1 Pumps, drivers, diesel day tanks and batteries shall be furnished in accordance with NFPA
20, as modified in Appendix A of this specification, and the following notes .

8 .1 .2 Firewater pumps shall be single stage or multistage of a horizontal design .

8 .1 .3 Firewater pump shall be fitted with suction and discharge pressure gauges, and ULC or FM
listed float operated air release valve .

8.1 .4 To mitigate corrosion of the seal on the main pumps due to occasional duty, shaft seals shall
be via a stuffing box with non-asbestos packing lubricated by firewater from the discharge of
the pump .

8.1 .5 Shaft seals on the jockey pump(s) shall be mechanical seals, cooled / lubricated by water
from the discharge of the pump due to the continuous duty .

8.1 .6 Water supply to the suction of both firewater and jockey pumps will be from a tank with a low
liquid level sufficient to maintain flooded pumps . The Seller shall confirm minimum suction
nozzle elevations above the bottom of their skid .

8.1 .7 Diesel engines shall be derated for site conditions according to the requirements of NFPA 20
(2003 edition ) para. 10 .2.2.

8.1 .8 The diesel drivers shall be equipped with "Super Critical" mufflers for noise attenuation .

8.1 .9 The diesel day tank shall be of welded steel double wall construction mounted on a suitable
pedestal at the required elevation.

8.1 .10 The diesel day tank shall be equipped with liquid level gauge, connections for inlet, outlet,
overflow, drain and vent. Removable covers shall be provided for cleaning .

8.1 .11 Rated power of driving motors shall exceed the end of curve horsepower requirement of
pump plus all losses .

8 .2 BUILDING

8.2.1 Genera l

8.2.1 .1 The building shall be constructed in accordance with the applicable codes and standards
listed in Sections 5 .0 and 6.0 of this document .

8.2 .1 .2 The building shall provide access(es) for lifting major components in and out for maintenance .
Piping shall be designed for the convenience of such operation .

8.2 .2 Floor and Sub-floo r

8.2 .2 .1 The floor shall be designed and installed in accordance with Firebag Projects standards
FB-M-5301 and FB-M-5302 . Floor plates shall be 6 mm thick checker plates .

8.2 .2.2 A floor drainage system shall be provided such that all water, oil, fuel, solvents, etc are
collected in a single sump .

8.2 .2.3 The sump shall be an integral part of the sub-floor .

8 .2.2.4 The sump shall be enamel coated . The coating shall be tested to be holiday free .

8 .2.2 .5 Structural members required for the integrity of the skid shall not be used to make up the
sump walls.

8 .2.2 .6 A sump pump shall be installed in the sump and its discharge shall be terminated on the
outside of the building wall .

8 .2.2.7 The floor shall not be insulated . The heating system shall maintain the sub-floor temperature
above 0°C . An insulated building skirt shall be supplied by Seller and installed by others .

8 .2 .2.8 Seller shall provide "through skid floor" access for Buyer to make final connections to the
firewater discharge main .

8.2 .2.9 Sufficient room shall be left in the sub-floor to allow for final welding and bolt-up work .

8.2.3 Pump and Driver Suppo rts

8.2.3.1 The pump and driver shall be mounted on a common baseplate designed to be anchored and
grouted on the building skid, which supports the whole package .

8.2.3 .2 The pump and driver shall be supported by main structural members of the building skid, not
the checker plate floor.

8.2.3 .3 The baseplate shall be rigid enough to maintain the alignment between the pump and the
driver during operation .

8.2.3 .4 The machined surface of a baseplate shall not deviate in level by more than 0 .17 mm/m
(0 .002"/ft) along the full length of the baseplate in any direction . For single equipment
(firewater pump or diesel engine), each group of mounting surfaces required to be in the
same horizontal plane shall be so within 0 .050 mm ( .002") to prevent a soft foot .

8.2 .3 .5 Shims between equipment feet and mounting plates shall cover as a minimum 90% of the
surface area of each equipment foot .

8.2.3.6 Grouting requirements shall be recommended by the Seller .

8.2.4 Acces s

8.2.4.1 The building shall contain at least one (1) double man-door and one (1) standard 3', access
man-door for fire safety reasons .

8 .2.4 .2 Access shall be provided for all parts that need repair, maintenance or replacement, to be
carried or lifted in and out of the building if the man-doors are not sufficient for the purpose .

8.2 .5 Noise Attenuatio n

8.2 .5 .1 Seller shall provide the building with a perforated liner, high -density insulation , insulation
panels on doors and ventilation hoods to meet to the noise level requirements specified in FB-
A-5672 .

8 .2 .6 Openings and Wall Penetration s

8.2 .6 .1 The building shall be provided with attachments for heat corridors (supplied by others) . The
heat corridors will run between the building and the firewater supply tank, enclosing all
interconnecting piping .

8.2.6 .2 Openings on the walls shall be made for pump suction lines, common line for pumps
discharge pressure relief and pump testing, pump discharge lines, utility inlet and outlet lines,
diesel tank fill connection, diesel tank vent, instrument air supply, glycol supply and return etc .

8.2.6 .3 Sump discharge line shall run through the skid .

8.2 .7 HVAC

8 .2 .7.1 The building heating system shall be capable of maintaining an indoor temperature of 10°C to
30°C through the full range of ambient outdoor conditions listed in Section 7 .0 .

8.2.7.2 For heat and air balance , Seller shall size ventilation considering combustion air and radiating
heat from the equipment in operation .

8.2 .8 Electrica l

8.2.8 .1 All electrical material and installation work shall meet the requirements in Firebag Projects
standards FB-P-5506 and FB-P-5571 .

8 .2 .8 .2 Seller shall provide the necessary transformers and accessories to supply the necessary
power for all equipment .

8.2.9 Sprinkler System

8.2.9 .1 The firewater building shall be furnished complete with a sprinkler system in accordance with
the latest edition of NFPA 13 .

8.3 PIPING AND VALVES

8.3 .1 Piping shall be in accordance with NFPA 20 and the applicable pipe classes specified in
Firebag Projects standard FB-L-5202 . A brief summary is listed as below :

8 .3 .2 Piping and accessories shall be furnished in accordance with the requirements of ABSA .
Registration with ABSA shall be done by Seller.

8.3 .3 Piping shall be designed with sufficient flexibility to accommodate building settlement up to
25mm.

8.3 .4 Valves shall be furnished in accordance with Firebag Projects standard FB-L-5203 unless
otherwise specified .

8.3 .5 In addition to the requirement of NFPA 20, a drain with valve shall be installed in both suction
and discharge line of each pump as a minimum .

8.3 .6 Firewater pump discharges shall be combined into a common header .

8 .3 .7 Pressure relief valves shall be installed in the discharge line of each pump and discharge into
the test line.

8.4 ELECTRICAL , INSTRUMENTATION & CONTROL

8.4.1 Electrical and instrumentation material, components and installation shall be in accordance
with Firebag Projects standards FB-P-5506, FB-P-5571, FB-J-5406 and NFPA 20 with
modified terms in Appendix A .

8.4.2 Motors shall be furnished in accordance with Firebag Projects standard FB-P-5552 .

8.4 .3 Seller shall furnish interface to the Buyer's BPCS .

8.4.4 All electrical cable shall be wired to skid edge Motor Control Center (MCC) which will be
supplied by others .

8.5 SUPPORT ASSEMBLY

8.5.1 The whole building package shall be supported by a welded heavy duty steel skid .

8 .5.2 The building skid shall be designed to withstand the loads of the building, equipment,
concrete and piping on the skid, taking into consideration static and dynamic loads during
transportation, lifting and maintenance .

8 .5 .3 The skid shall be rigid enough to withstand vibration and maintain the alignment between
pumps and the drivers during operation .

8 .5 .4 Where specified by the Buyer, the skid shall be designed to be supported by steel piles (by
others) . The piles will be welded or bolted to the underside of the skid perimeter beams . If it is
absolutely necessary to support the skid by piles at locations other than the perimeter, the
Seller shall obtain a written approval from the Buyer for doing so, and shall provide access for
field welding of the skids onto the pipe heads .

8 .5 .5 The skid shall be provided with 4 lifting lugs by welding . Lug designs shall be stamped by a
registered professional engineer of Alberta in good standing indicating the safe working load .
Lugs, their attachment welds and parent metal shall be designed to carry their share of the
applied load (minimum twice the equipment weight to account for dynamic effects) distributed
in a reasonable manner and based on a minimum safety factor of 5 (based on ultimate tensile
strength) . In addition, lugs shall be designed for a minimum temperature of -45°C .

8.5.6 Two earthing lugs shall be provided at the skid edge as per Suncor's standard drawing OA-P-
59, Sht . G19, Electrical Standard Detail - Typical Grounding Lugs .

8.5.7 All exposed corners shall be trimmed round and ground smooth .

8.6 PUMP ALIGNMENT

8.6 .1 The alignment shall be done initially in Seller's shop before testing . Piping shall be designed
and installed in such manner that no stress is applied on the pump .

8.6 .2 Seller shall supply the values for thermal growth, bearing hydrodynamic offset and bearing
offset due to pumping loads for the pump and driver and provide the proper lateral alignment
and shim corrections required for proper cold alignment in the field .

8 .6 .3 Soft foot test shall be performed on both pumps and drivers after installation . Soft foot shall
not exceed 0 .05 mm at any support .

8.6 .4 As an alternate to dial and feeler gauges, a laser alignment tool may be used for alignments .

9 .0 PERFORMANCE REQUIREMENTS

9.0 .1 The performance shall be based on intermittent operation .

10.0 INSPECTION AND TESTIN G

10.0 .1 Seller shall follow the inspection and testing requirements in material requisition .

10 .1 PUMP TESTS

10.1 .1 Tests should prove satisfactory operation of the pump set without excessive heating, vibration
or other unfavourable results .

10.12 Field test shall be carried out in accordance with NFPA 20 .

10 .2 ENGINE TESTS

10.2 .1 An operational test of the diesel engine shall be carried out at Seller's shop to verify engine
power output, fuel consumption, exhaust and cooling water temperatures, oil pressure and
temperature and fuel consumption at various loads from 0 to 110 % .

10 .2 .2 The test will conform with the requirements of ASME PTC 17 and last 4 hours including 2
hours at 100 % and 1/2 hour at 110 % load .
