1 .0 GENERAL

1 .1 SCOP E

This standard establishes the general requirements for the design of potable water systems
for the Suncor Energy Inc. Oil Sand Group site .

1 .2 DEFINITIONS

• The "Owner" - means Suncor or its designated representative .

• "Owner 's Engineer" - means the person responsible for the technical integrity of the
Project.

• The "Supplier" - means the entity, erector, fabricator, contractor that supplies the
material or services including all subcontractors .

• "Local Authorities " - means the Governmental Regulatory Authority controlling Laws,
Codes, Rules or Regulations for the design of potable water systems in the Province of
Alberta .

• "Owner's Inspector" - means the person authorized for inspection .

1 .3 CODES AND STANDARD S

1 .3 .1 The materials and design of potable water systems shall conform to all applicable industrial
codes, standards and specifications including those listed below . Each publication shall be
the latest revision and addendum, including supplements, if any .

1 .3 .2 The following Suncor Firebag Program Standards shall also be complied with :

1 .3 .3 Whenever a conflict exists among the referenced codes, standards and specifications
including this one, the more stringent shall apply unless specifically noted otherwise in the
project documents .

2.0 WATER DEMAND

2.1 POPULATION

2.1 .1 The water supply shall be based on the following populations :

• Number of operating personnel in plants per 24 hours .

• Number of office staff per 24 hours .

• Number of resident personnel in camps and other residential facilities .

2.1 .2 The summarization of the above will determine the total population demand for the potable
water system .

2.2 THE AVERAGE DAILY POTABLE WATER REQUIREMENTS

The average daily potable water requirements shall be based on the following :

2 .3 PEAK DEMAND LOA D

2 .3.1 Design shall account for the distribution system peak periods of daily use . The maximum daily
use for domestic water ranges between 1 .5 and 3 times the average daily use, whereas the
maximum hourly use is 2 to 5 times the average annual use .

2 .3 .2 The peak factor for flow design shall be taken as 1 .5 for the water treatment plant, and as 3 for
the water mains, pumps, and distribution systems .

2.4 OPERATING PRESSURE S

Water distribution system shall be designed to handle a normal operating pressure between
50 psig (350 kPag) and 80 psig (550 kPag) . In order to provide adequate service, the
minimum pressure during peak demand design flow shall be 36 psig (250 kPag) .

3 .0 BASIC DESIGN DATA

3.1 WATER TREATMENT FACILIT Y

3.1 .1 The type of water treatment utilized to supply the Suncor Energy Firebag plant and camp
facilities depends largely on the raw water characteristics.

3.1 .3 A commercially available water treatment unit shall be installed to handle the impurities to
ensure the treated water conforms to Alberta Health and Health Canada regulations .

3.1 .4 Should the raw water supply be from wells, they shall be so located as to avoid proximity to
sources of pollution and/or flooding . Wells shall be at least 305 feet (100 metre) upgradient
from septic tanks, drainage fields, cesspools, wastewater stabilization ponds, or underground
fuel storage tanks .

3 .2 STORAGE TANKS

3.2 .1 Water is stored to equalize pumping rates, and to equalize supply and demand over periods of
high consumption . The capacity of the storage tank or tanks should equal one day's average
flow requirement . If possible, the tanks should be located at an elevation to ensure gravity
flow and adequate pressure as outlined in 2 .4.

3.2 .2 The storage tank shall be of steel construction coated and lined per AWWA D100, D101 and
D102 or equivalent CSA standard . The use of alternative tank materials, coating or lining shall
not be permitted without the Owner's approval .

3 .3 WATER DISTRIBUTION PIPELINE S

3.3 .1 Water distribution pipelines shall be PVC and/or High Density Polyethylene piping .

3.3 .2 To prevent freezing and damage due to frost, pipes shall be buried no less than 10 feet
(3 .0 metre) below the grade, measured from the crown of the pipe .

3.3 .3 In cases where 10 feet (3 .0 metre) could not be achieved a shallower depth can be utilized
only if an insulating layer is installed per manufacturer's recommendations .

3.3 .4 There shall be no physical connection between any wastewater system, which may allow the
passage of wastewater into the potable water supply .

3.3 .5 Unless otherwise approved by the AEP, the minimum horizontal separation between a
watermain and a storm or sanitary sewer shall be 8 feet (2 .5 metre) .

3.3 .6 Unusual conditions such as excessive rock, dewatering problems or congestion with other
utilities may prevent the normal required horizontal separation of 8 feet (2 .5 metre) . Under
this condition(s), AEP may approve a lesser separation distance, provided that the crown of
the sewer pipe is at least 2 feet (0 .5 metre) below the watermain invert . Where extreme
conditions prevent the 8 feet (2 .5 metre) separation and vertical separation cannot be
obtained, the sewer shall be constructed of pipe and joint materials that meet the watermain
standards . Under no circumstances shall the horizontal separation be less than 3 .3 feet (1 .0
metre).

3.3 .7 Under normal conditions, watermains shall cross above sewers with a sufficient vertical
separation to allow for proper bedding and structural support of the water and sewer mains .
Where it is necessary for the watermain to cross below the sewer, the watermain shall be
protected by providing :

• A vertical separation of a least 2 feet (0 .5 metre) from watermain crown to sewer invert

• Structural support of the sewer to prevent excessive joint deflection and settling ; and

• Centering PVC water pipe at the point of crossing so that the joints are equidistant from
the sewer

3.3 .8 Relief valves shall be installed at all the high points of the system . Chambers or pits
containing valves, blow-offs, metres, or other water distribution appurtenances shall not be
directly connected to a storm or sanitary sewer, nor shall blow-offs or air relief valves be
directly connected to any sewer .

3.3 .9 Backflow preventers shall be installed at any location where a connection is made to an
approved waterworks system for the purpose of serving a hamlet , municipal development,
privately owned development , a truckfill station or other waterworks system located outside
the service boundary of the approved waterworks system . Backflow preventers shall be
designed and installed in accordance with AWWA M14 .

3.3 .10 All new or repaired watermains , storage tanks, and appurtenances shall be disinfected
according to the AWWA C651 and AWWA C652 .

3.3 .11 The design and construction of all components of the waterworks system shall conform to the
Suncor Firebag Program Standard FB-S-5329 and the safety provisions of the Alberta
Occupational Health and Safety Act and Regulations .
