1.0 GENERAL

1.1 Summary

A. Scope of Specification

This specification describes the basic minimum requirements and principles for the electrical
design, selection, and protection of electrical equipment and materials of electrical facilities for
the Power and Water Utility Company for Jubail and Yanbu (Marafiq).

The design shall ensure safety to personnel and equipment during operation and maintenance
and, in particular, safe starting, safe operation and safe shutdown of units under all conditions.

B. Scope of Facilities

The electrical facilities shall include electrical equipment, power distribution, lighting,
grounding, cathodic protection and supplies to electricity consuming apparatus.

C. Interface

Where the work interfaces with the Saudi Electric Company (SEC) the electrical materials and
installation system shall comply with the latest revision of the SEC Standards and shall be
reviewed and approved by the SEC.

D. Related Specifications

Individual project specifications as listed below or in the Contract documents shall be


considered a part of this specification.

1.2 References

The publications listed in specification MQ-SP-E-6000 General Requirements for Electrical


Materials and Equipment form a part of this specification. Work included in this specification
shall conform to the applicable provisions of those publications. The latest issues, amendments,
and supplements to following documents shall also apply unless otherwise indicated.

Any approvals required by codes shall be obtained by Supplier such as certification required by
local inspecting authorities on foreign listed equipment.

1.3 Equipment and Materials

 Unless approved in writing by the Marafiq Representative, all equipment and materials shall
be listed by UL or FM where such listing is available.
 All equipment and materials shall be new and of recent manufacture.
 All equipment and materials shall be the latest design of standard products of approved
manufacturers for the equipment or materials being provided. Obsolete components or
components scheduled to be discontinued shall not be used.

1.4 Risk Assessment

All aspects of the design shall be assessed regarding risks to the health and safety of personnel
during construction, operation and maintenance of the facilities. Where practical the risks shall
be combated at source, with any risks remaining communicated to the Marafiq Project Safety

Coordinator. Precautions may include the provision of warning labels and/ or notes on drawings
where appropriate.

1.5 Safety

Work shall conform to all applicable aspects of the Marafiq Safety Manual. All safety and
warnings signs or labels shall be in Arabic and English languages.

1.6 Deliverables

A. Engineering Calculations and Studies

Engineering calculations and studies shall be provided to substantiate the sizing and selection of
electrical materials and equipment. The determination of the requirement to provide a specific
calculation or study shall be based on the project requirements and shall be coordinated and
confirmed by the Marafiq project representative. When a calculation or study is approved by
Marafiq the results and all supporting data shall be issued to Marafiq for review and approval.
The following is a list of studies that may be required:

 Electrical distribution system design, including studies to evaluate power supply and/ or
generation requirements, short circuit current calculations, load flow, dynamic and transient
stability analysis, motor voltage drop, motor acceleration/ re-acceleration calculations and
cable sizing calculations.
 Electrical protection system design including relay setting calculations and production of
overcurrent relay co-ordination curves and setting schedules.
 Power factor improvement studies
 Grounding calculations
 Battery, battery charger and UPS sizing calculations
 Harmonic analysis and harmonic mitigation design
 Load shedding

B. Engineering Technical Services

Engineering Technical Services shall be provided as follows:

 Specification and procurement of electrical equipment and bulk materials.


 Input to installation contract documents, if applicable.
 Inspection of electrical equipment. This requirement shall be coordinated with Marafiq for
equipment to be inspected, level of inspection requirements and participation by a Marafiq
representative.
 3D CAD modeling, if applicable. In general the electrical input to the model shall consist
of that information necessary to avoid interference with non-electrical equipment and
structures. It shall include the location of major electrical equipment, cable tray,

underground cable routings and field devices such as lighting fixtures and receptacles and
associated distribution equipment. A volume may be assigned in the model for the
depiction of the electrical equipment or materials and the space required for access.

C. Drawings and Documents

Drawings and documents shall be as follows:

 Electrical load list and load profiles.


 Electrical Equipment List.
 Completed data sheets for electrical equipment.
 Supplements or addenda to Marafiq specifications, if applicable.
 Single line diagrams showing power distribution from the incoming source and/or generator
to the ultimate motor loads, panel boards, and other electrical users. Single lines diagrams
shall also include protection and relaying.
 Plan drawings showing underground trenches/ cable routes, cable tray/ cable routing, and
the location and identification of major electrical equipment.
 Hazardous area classification drawings.
 Conduit and cable schedules.
 Individual load schematic and wiring diagrams for motor and contactor control circuits.
 Connection wiring diagrams for control and alarm circuits.
 Panel board schedules.
 Power and grounding drawings.
 Lighting and small power drawings.
 Non standard installation details
 Electric heat tracing drawings.

Unless specifically directed otherwise, Marafiq standard drawing format and symbols shall be
used.

D. Units

 SI Units shall be used for engineering deliverables.


 It is preferred that SI units be used for Supplier/Manufacturer’s deliverables. However if
Manufacturer’s/Supplier standard is not SI Units then English Units may be used.

E. Supplier’s/Manufacturer’s drawings and documentation

Where applicable Supplier’s/Manufacturer’s drawings and documentation for electrical


equipment shall be as follows:

 Wiring to include internal and external connection diagrams.
 Bills of material describing components of multi-component equipment.
 Nameplate lists.
 General specifications.
 Assembly instructions and drawings.
 Completed data sheets.
 Operation, installation and maintenance manuals.
 Ex equipment certificates.
 Type test certificates and equipment test reports.

1.7 Approvals

The following shall be submitted for Marafiq approval:

 Electrical load list and load profiles


 Supplemental specifications or addenda to Marafiq specifications.
 Completed equipment datasheets.
 Preliminary short circuit calculations and coordination curves prior to equipment inquiry.
 Electrical equipment Inquiry Requisitions and Purchase Requisitions.
 Completed Technical Bid Tabulations with recommended Supplier, Manufacturer or
Contractor.
 Hazardous Area Classification Drawings.
 Single Line Diagrams.
 Building electrical equipment arrangement drawings.
 Motor and other control schematic drawings.
 Studies and calculations as defined by section 1.6 A, above.

1.8 Final Deliverables

All calculations, studies and drawings shall be provided to Marafiq in native format at the completion
of engineering and detailed design.

1.9 As Constructed Documents

In general the engineering contractor will not be expected to incorporate as constructed marks or
comments into the final deliverables. This scope will be managed by Marafiq.

1.10 Environmental Conditions

 All electrical equipment and materials shall be suitable for continuous operation for the
environmental and seismic conditions detailed in Civil Specification Number MQ-SP-C-2000 –
General Design Requirements

 Battery installations shall be considered as installed indoors with a continuous operating


temperature of 25 degrees C. However battery design shall allow for a continuous operating
temperature of 40 degrees C for 72 hours.

 All installations are at an elevation less than 1000 meters.

 Hazardous Area Classification

Hazardous areas shall be classified in accordance with NFPA 70 and API 500 and shall utilize
the Class and Division system.

Electrical equipment and its installation shall be entirely suitable for the area in which it is
located and when used in hazardous areas, shall be certified or approved as given on the
tabulations shown on the appropriate area classification schedules/plans.

2.0 POWER SUPPLY

* 480 volt, three phase, four wire solidly grounded systems shall be limited to radial systems
with transformers rated 300 KVA and less.

2.2 Standby Supply

 The standby power supply for generating plants shall be provided from a diesel engine
driven generator set with 'black start' capability. The set will be arranged for automatic
start-up and connection to the respective essential 4160 V or 480 V switchgear/ MCC
following a main supply failure.

 The standby generator set shall generate power at 4160 V and/or 480 V, 3 Phase, 60 Hz and
shall be rated to supply 100% of the essential load of the generating plant, taking into
account the starting duty of the largest connected motor load. In addition, the selected rating
of diesel generators shall ensure that the continuous running load on the generator will not
be less than 50% of the engine rated output power in order to avoid problems associated
with engine coking and resultant loss of reliability.

 The standby power supply for projects not involving power generation shall be defined by
the project requirements and approved by Marafiq prior at the start of detailed electrical
distribution system design for the project.

 The generator set shall be provided with the necessary synchronizing, control and electrical
protection facilities to permit parallel operation with the main power supply (or duty
generator set) for regular routine on-load test and maintenance.

3.0 DESIGN CRITERIA

3.1 Load Evaluation

 An electrical load list and load profiles shall be prepared for the project. The load list shall
include all power consumers to the 480 volt level.
 The load list shall provide a breakdown of plant loads sorted by; Switchgear and/or Motor
Control Center; and standby or emergency service.
 The load list shall detail loads for each consumer on the basis of the consumer being a
continuous, intermittent or standby duty category load, defined as follows; continuous are
normally running/ energized for 24 hours per day, 365 days per year; intermittent are in
service on an intermittent basis, e.g., electric heaters on thermostatic control; standby are
connected, but not normally energized on a permanent basis, e.g. spares of intermittent and
spares of continuously running consumers.
 Total loads shall be calculated for each duty category and each switchgear and/or motor
control center. A summary sheet shall total loads for the complete project on a similar
basis.
 Plant maximum running load (demand) shall be calculated using the following formula:

Max. running load = 'x'% continuous load + 'y'% intermittent load

Where the values of 'x' and 'y' are to be determined by inspection of the numbers and
respective types of consumers and will be agreed with Marafiq during the preliminary
engineering phase of the project. . Typical values used for similar facilities are 'x' = 95%
and ‘y’ = 30% or the largest intermittent load, whichever is greatest.

 Plant peak load shall be calculated using the following formula:

Peak load = 'x'% continuous load + 'y'% intermittent load + ‘z’% standby load

Where the values of 'x', ‘y’ and 'z' are to be determined by inspection of the numbers and
respective types of consumers and will be agreed with Owner during the preliminary
engineering phase of the project. Typical values used for similar facilities are 'x' = 95%,
‘y’ = 30% or the largest intermittent load, whichever is greatest and 'z' = 10% or the
largest standby load, whichever is greatest.

 When determining the rating of the main power supply required and the continuous current
rating of major electrical equipment (e.g. transformers), the following design margins shall
be applied to the calculated maximum running load values:

 4,160 V, 3 Phase, 3 Wire, 60 Hz. {To be used for existing Marafiq facilities}.
 480 V, 3 Phase, 3 or 4 Wire, 60 Hz. {To be used for existing Marafiq facilities}.
 208-120 V, 3 Phase, 4 Wire, 60 HZ. {To be used for existing Marafiq facilities}.
 120 V, Phase and Neutral, 60 Hz. {To be used for existing Marafiq facilities}.

Motor space heaters up to 1000 W 120 V, Phase & Neutral


Motor space heaters above 1000 W 208 V, 2 Phase or 3 Phase (*)
(*) 480 volt, 3 phase may be used for high wattage heaters on large motors with the
approval of Marafiq. The use of 480 volt, 3 phase requires a contactor in the 480 volt
MCC controlled by the motor controller.

3.3 Short Circuit Levels

 Major electrical equipment and power distribution system design shall be based on
maximum and minimum short circuit fault levels calculated from the reactance parameters
of the power supply network transformers and generators and the contribution from electric
motors.
 Maximum prospective fault level calculations shall include contributions from the
transformer and generator circuits operating in parallel.

3.4 Voltage Regulation

A. Motor Starting

 The maximum voltage drop, on the nominal voltage, measured during motor starting at any
distribution system bus shall be limited to 10% for 4.16kV and 5% for 480 volt.
 In addition, the minimum acceptable voltage at running motor terminals during the transient
period of another motor starting shall be limited to 80% of nominal voltage. Where system
study calculations indicate that the transient voltage depression at the starting motor's
terminals will exceed 20% of nominal, then the minimum voltage limits shall be
coordinated with the motor manufacturer/ driven equipment manufacturer/ switchgear
manufacturer.

B. Normal Operation

The maximum allowable steady state voltage drop in cables, based on circuit full load current
values, shall not exceed the following:

Primary distribution feeder cables ( 13.8 kV & 4.16 kV) 5%

3.5 Power Factor Correction

 All new installations shall be designed for a minimum 0.90 power factor based on normal
operating load.
 Power factor correction equipment when applied on 4.16 kV systems shall be automatically
switched in stages based on the bus power factor.
 Power factor correction when applied to 480 V systems shall use bulk correction capacitors
connected to the 480 V MCC bus. Bulk correction capacitor banks shall be arranged for
manual switching on to the system in stages, in order that the optimum amount of
correction can be applied under varying system load conditions.

3.6 Electrical Distribution System Design

 The general requirements of each project will define the electrical distribution system
design for that project. Secondary selective systems are preferred due to their high level of
reliability and flexibility. Secondary selective systems with two power feeders, two
transformers, and switchgear with two mains and a tie breaker should implemented on all
major projects. Smaller projects requiring less reliability or flexibility may indicate the use
of a radial or primary selective system. Additionally projects involving power generation
other than standby/emergency generators will require specific design requirements.
 Preliminary power system design shall be approved by Marafiq prior to any detailed design
of the project electrical distribution systems.
 Phase rotation and identification shall be A-B-C left to right, top to bottom or front to back.

3.7 Secondary Selective System Requirements

The implementation of the transfer scheme for secondary selective systems shall be based on
specification number MQ-SP-E-6044.

3.8 System Analysis and Calculations

A. Studies and Calculations

See Section 1.6 A, above.

B. Calculation Software

Engineering calculations and studies shall be conducted using ETAP or SKM power system
analysis software. Existing data bases, when available, shall be obtained from Marafiq and
utilized for project calculations and studies. New or updated data bases with project data shall
be turned over to Marafiq at the end of engineering.

4.0 EQUIPMENT DESIGN REQUIREMENTS

4.1 Switchgear and Motor Control

A. General

 Switchgear shall consist of grouped assemblies of free-standing, vertical, metal clad


enclosures containing single main bus systems, removable circuit breakers/switching
devices, necessary auxiliary control devices, instrument transformers, relays and metering
equipment.
 In general motor control shall consist of grouped assemblies of free-standing, vertical,
metal clad enclosures containing single main bus systems, removable circuit
breakers/switching devices, necessary auxiliary control devices, instrument transformers,
relays and metering equipment. Special applications such as DC motor control and
adjustable speed drives may utilize individual controllers.
 Switchgear and motor control assemblies for installation in electrical rooms or buildings
with controlled environments shall be of the indoor industrial type.
 Switchgear and motor control assemblies for installation outdoors shall have weatherproof,
vermin-proof, fully gasketed enclosures, adequately lit and ventilated and shall be provided
with space heaters to prevent internal condensation. The use of out door switchgear and
motor control assemblies requires the written specific approval by Marafiq.
 Data sheets shall be prepared for each equipment item and shall detail the specific
requirements of the subject equipment.

B. High Voltage Switchgear

High voltage switchgear shall be provided per the requirements of specification number MQ-
SP-E-6027.

C. Medium Voltage Switchgear/Motor Control Centers

Medium Voltage Switchgear shall be provided per the requirements of specification number
MQ-SP-E-6028.

Medium Voltage Motor Control shall be provided per the requirements of specification number
MQ-SP-E-6029.

D. Low Voltage Switchgear/ Motor Control Centers

Low Voltage Switchgear shall be provided per the requirements of specification number MQ-
SP-E-6006.

Low Voltage Motor Control shall be provided per the requirements of specification number
MQ-SP-E-6008.

4.2 System Protection

A. General

 In general the protective equipment applied to the electrical distribution system shall be
based on the use of micro-processor based, multi-functional programmable electronic
devices (MPED), which shall be the product of an experienced company or companies
specializing in the design, development and manufacture of such equipment. Protective
devices may be either discrete devices or devices fitted integrally within circuit breakers or
other switching devices. MPED manufacturer and type shall be approved by Marafiq for
each application.
 The MPED(s) shall have an internal fault analysis system which verifies the software and
the hardware integrity of the device itself. A common, fail-safe, alarm shall be provided to
indicate such system failure for remote indication.
 The protective system design should include a minimum number of MPEDs. Complex
systems should be avoided.
 Consideration shall be given to the impact of the failure of a protective device to operate.
Critical systems may require backup protective devices and/or dual trip coils on the
breakers.
 Bus differential protection shall be provided on all systems 13.8 KV and above. Bus
differential protection on lower voltage circuits shall be considered based on the criticality
of the system. Lower voltage systems can utilize the zone interlocking capabilities of the
MPED system, when available.
 Main and feeder breakers shall be provided with over current protection. Breakers in series
with down stream breakers should not have instantaneous trip provisions unless they can be
disabled or can be coordinated.
 Discrete MPEDs shall be capable of field testing by being supplied in draw out cases or
through the provision of test switches. Integral MPEDs shall be capable of field testing
with a manufacturer’s standard test kit.
 Discrete MPEDs shall be programmable utilizing manufacturer’s standard software and a
personal computer. Access shall be via a front mounted port.
 The protection circuits of all circuit breakers used for automatic disconnection in
conjunction with a non-integral protective relaying scheme shall be equipped with hand
reset lock-out relays.

B. Incoming supply/ generator protection

 Protection arrangements for incoming supplies shall be fully coordinated with the
protection system in operation on the supply network. Zone interlocking shall be
coordinated and provided where required.

 Protection devices applied to generator circuits shall be as determined and supplied by the
generator manufacturer. As a minimum this shall include the following protective
functions:
 time delayed under-voltage/over-voltage
 reverse power
 loss of excitation
 unbalance current (above 500 kW only)
 thermal overload (RTD) detector
 time delayed phase fault overcurrent
 ground fault protection
 under/over-frequency
 synchronizing check

Manufacturer’s standard micro processor based protection package shall be provided


unless approved in writing by Marafiq.

C. Transformers

 Transformers less than 1000 KVA may utilize fuse only protection when tapped to the
distribution system. Where fuse only protection is supplied the transformer shall be
supplied with a primary load break switch. They may also be supplied from latching type
contactors in medium voltage motor control centers. When supplied with a contactor
protection shall be provided with an MPED.
 Transformers 1000 KVA and larger shall be supplied from a switchgear breaker with an
MPED for primary protection.
 Transformers 5000 KVA and larger shall have rapid pressure rise relays and transformer
differential protection. Primary current transformers may be located in the transformer tank
or as a part of the supply switchgear breaker.
 Transformers larger than 25 MVA shall require special consideration and approval from
Marafiq for additional protective devices and their functions.

D. Motor Circuits Above 600 Volts

 Motors operating above 600 volts shall be controlled using NEMA E2 type motor control.
Motors rated 13,200 volts shall be supplied from switchgear breakers.
 Protective devices shall include an MPED. All motors shall have stator and bearing RTDs
that are connected to the MPED. Motors 1500 HP and larger shall have surge capacitors
and arrestors. Motors rated 1500 HP through 5000 HP shall have flux balancing
differential protection. Motors larger than 5000 HP shall have full differential protection.
Vibration and additional thermal protection may be required for total mechanical equipment
package protection as determined by the project requirements. In this case devices for this
protection would be connected to a machinery monitoring package by the mechanical
equipment supplier.

 If E2 motor control is used protective devices shall include current limiting fuses and a
MPED as defined in specification number MQ-SP-E-6029.
 Synchronous motors shall have an additional MPED to provide protection and control of
the DC portion of the motor. This MPED shall provide the following programmable
protective features;

 Cage windings and stall protection during start


 Lockout feature to protect a hot rotor after an incomplete start
 Incomplete sequence trip due to failed acceleration
 Automatic acceleration timer adjustment for reduced voltage starting
 Power factor (pull-out) trip with auto re-synchronizing feature
 Loss of DC field current trip
 Loss of DC field voltage trip
 Field winding overtemperature trip

The MPED shall provide the following motor parameters via a front panel display:

 AC stator current
 Power factor
 DC field current
 DC field voltage
 DC field resistance
 Running time meter (RTM)

 The synchronous motor manufacturer shall provide his standard DC exciter control and
field application components. This shall in general consist of a constant voltage AC input
transformer, manually operated auto transformer, full wave bridge rectifier, surge
suppressors, DC voltmeter and DC ammeter. These components shall be provided to the
medium voltage motor control center or switchgear manufacturer for integration with the
MPED in his equipment to provide a complete and operating DC protection and control
system for the motor.
 Circuit breaker control shall be coordinated and reviewed with the Marafiq representative.

E. Motor Circuits 600 Volts and Below

 Motors operating at 600 V and below shall be controlled using contactor type motor
starters.
 Protective devices for AC induction motors shall include a magnetic only motor circuit
protector and MPED as defined in specification number MQ-SP-E-6008.
 Protective devices for DC motors shall be as defined in specification number MQ-SP-E-
6016

F. General Purpose Feeder Circuits

 Protective devices shall be applied according to the application, but shall as a minimum
include:
 Instantaneous and time delayed over current protection (MCCB with thermal
and magnetic trips).
 Time delayed ground fault, where applicable.

4.3 Metering and Control

A. Main Incoming Supply

1. Revenue metering and associated equipment for connections to SEC shall be per their
requirements. SEC shall define, review and approve all provisions for this metering.

2. Control of substation equipment connected to SEC shall be per their requirements. SEC
shall define, review and approve all provisions for this control.

3. Revenue metering for industrial customers supplied at voltages above 5 KV and for
interchange, transmission and distribution substations shall be microprocessor based high
accuracy bi-directional four quadrant meters. They shall be as specified by Marafiq.
They may be installed in customer’s substation buildings or electrical rooms if climate
controlled. When installed in substation yards they shall be provided in enclosed
buildings with redundant positive pressure air conditioning.

4. Control requirements for interchange, transmission, distribution and large customer


substation equipment shall be determined in coordination with Marafiq based on specific
project requirements at each location

B. Generator

The following metering functions shall be provided as minimum for generators;

 Phase voltages.
 Phase Currents
 Real power (instantaneous and average).
 Reactive power.
 Power factor.
 Frequency.
 Elapsed running time.
 Synchroscope.

Manufacturer’s standard micro processor based metering system shall be provided unless
approved in writing by Marafiq. Generator controls shall be as required by specification
numbers MQ-SP-E-6025 and 6026.

C. H V Switchgear

High voltage switchgear shall utilize the metering provided by the MPEDs and controls shall be
as required by specification numbers MQ-SP-E-6027.

D. M V Switchgear/MCC

Medium voltage switchgear and motor control shall utilize the metering provided by the
MPEDs. Medium voltage switchgear controls shall be as required by specification number MQ-
SP-E-6028. Medium voltage motor controls shall be as required by specification number MQ-
SP-E-6029 and the project Piping and Instrument Diagrams (P&ID). Low voltage switchgear
controls shall be as required by specification number MQ-SP-E-6006.

E. L V Switchgear/ MCC

Low voltage switchgear and motor control shall utilize the metering provided by the MPEDs.
Low voltage switchgear with the MPED integral to the breakers shall be provided with a
centralized monitoring device to provide metering functions, when required. Low voltage
switchgear controls shall be as required by specification number MQ-SP-E-6006. Low voltage
motor controls shall be as required by specification number MQ-SP-E-6008 and the project
Piping and Instrument Diagrams (P&ID).

F. Motor Control Stations

 Start/stop, Hand/Off/Auto and other types of control stations mounted local to motors shall be
weatherproof industrial duty type. Where appropriate they shall be designed and certified for
installation and use in a hazardous area.
 Start/ stop control stations shall normally be installed on suitable steel supports adjacent to
their respective motors.
 All motors which can be started from more than one position shall be provided with local-off-
remote control stations adjacent to the motor, and start/stop at all locations. The local control
station(s) shall have facilities for locking in the 'off' position.
 The contacts in any control station shall be rated for the control voltage of the control circuit.
Specifically contacts operating with a nominal control voltage of 24 volts DC shall be rated
by the manufacturer for that voltage

4.4 Power Transformers

 Power transformers shall comply with the requirements of project specification numbers MQ-
SP-E-6032, 6033, 6034, and 6035. High voltage shunt reactors shall comply with the
requirements of specification number MQ-SP-E-6041.
 Data sheets shall be prepared for each equipment item which shall detail the specific
requirements of the subject equipment.
 Transformer kVA rating shall normally be selected as the next highest preferred rating,
defined in NEMA standards, over the rating calculated as 125% of the estimated maximum
demand load of the switchgear it is supplying. The rating shall be based on the naturally
cooled full load temperature rise limits defined in the data sheets/specification.
 Transformers supplying secondary selective systems shall be sized to carry normal load with
one source de-energized and the tie closed within the transformers naturally cooled rating.
 Transformer nominal impedance shall preferably be selected from 'standard' values defined to
result in the most economical design commensurate with:

a. limiting through fault short circuit current values to permit use of switchgear with
standard certified short circuit current ratings.

b. permitting the starting of the largest connected induction motors, direct-on-line


while remaining within the voltage regulation requirements.

 Larger power transformers, except generator step up, with primary voltages 69 KV and higher
shall have automatic load tap changers with microprocessor based controllers.
 Large power transformers and shunt reactors shall have a conservator type liquid
preservations system. A two stage Buchholz relay shall be provided between the tank and the
conservator.
 Transformers rated larger than 300 KVA shall be shielded to prevent solar heat gain.
 Liquid filled power transformers 300 KVA and larger shall have a concrete enclosed liquid
containment area around the base. This shall have sufficient capacity to contain 125 % of the
liquid in the transformer. The contained area shall be provided with sump to allow removal of
accumulated water and the transformer liquid by vacuum means. Containment area shall be
covered with grating per specification number MQ-SP-S-2310.
 Liquid filled power transformers 300 KVA and larger shall have fire walls to protect any
equipment located near the transformers. Fire walls are not required on sides of the
transformer with areas such as transmission lines and roads where there is minimal equipment
exposure. Fire walls shall be located at a sufficient distance from the transformer to allow for
natural or forced air cooling. Fire wall shall extend above the high point of the transformer
case or the conservator where applicable. The transformer manufacturer shall be consulted to
insure there is no impact to transformer cooling by the fire wall design.
 Transformers shall be elevated a minimum of 500 mm above local grade.
 Transformers determined by Marafiq to be vital shall have elevated metallic roofs for solar
protection and galvanized or wood fencing such that the fence is as high as the roof.

4.5 DC Systems

A. General

 DC systems where required shall be in accordance with the requirements of project


specification number MQ-SP-E-6010.
 Data sheets shall be prepared for each equipment item which shall detail the specific
requirements of the subject equipment.

B. Switchgear Closing and Tripping Supply

 Equipment shall be located in the substation in close proximity to the switchboard serviced.
 Battery systems shall be designed with a standby time of 24 hours. The rectifier and battery
system shall be rated to supply the following loads:

a. Switchgear continuous load, plus battery charging load, plus closing of two circuit
breakers simultaneously - applies to rectifier only.

b. Switchgear continuous load for 24 hours plus tripping of all circuit breakers and
latched switching devices twice in succession at the end of the 24 hours period -
applies to battery system only.

 The battery shall be of the vented lead-acid or Nickel-Cadmium type.


 The unit nominal output voltage shall be 125 VDC.
 Redundant battery chargers shall be provided.

C. Other DC Loads

Non-switchgear DC loads such as lube oil pumps and turning gear motors may be supplied from
the closing and tripping supply or a stand alone DC system. They shall be considered as
continuous loads. Standby time shall be adjusted to conform to the time of operation required
by these loads.

4.6 AC UPS System

A. General

 AC UPS systems, where required at the site, shall be generally in accordance with the
requirements of project specification number MQ-SP-E-6009.
 Data sheets shall be prepared for each equipment item which shall detail the specific
requirements of the subject equipment.

B. Plant Control System UPS System

 The UPS system for critical loads shall be located in the electrical buildings or rooms.
 The UPS system shall comprise a single train rectifier/inverter/battery system with the
rectifier/ inverter rated to supply 100% of the calculated system load. The system shall
incorporate a bypass supply and static switch changeover system.
 Battery systems shall be designed with a standby time of 180 minutes and shall be of the
vented lead-acid type.
 The nominal output voltage of the system shall be 120 V, 60 Hz.
 The main and bypass power supplies to the UPS system shall be derived directly from plant
480 V MCCs. When available the bypass source shall be supplied from a different substation
bus than the main power supply.
 UPS distribution shall be through panel boards with fast acting fuses.

4.7 Electric Motors

A. General

 Motors shall normally be three phase squirrel cage induction type machines, totally enclosed,
fan cooled and adequately rated for the duty required by the driven equipment. Motors shall
be designed and certified for use in hazardous areas as appropriate.
 Motors shall, whenever possible, be purchased as part of the driven equipment package.
 Data sheets shall be prepared for each motor, which shall detail the specific requirements of
the subject machine.

B. Medium Voltage Motors

Medium voltage motors shall be in accordance with the requirements of project specification
numbers MQ-SP-E-6023 and 6024.

C. LV Motors

Motors shall be in accordance with the requirements of project specification numbers MQ-SP-
E-6015 and 6023.

4.8 Standby Generator

 Where required the standby diesel engine driven generator shall be in accordance with project
specification MQ-SP-E-6025
 Alternators shall have continuous capacity 5% higher than the base rating of the diesel engine
driver at power factor from 0.80 lagging to 0.95 leading.

 Alternators shall be totally enclosed, fan cooled, unless installed within a building or purpose-
built container type enclosure, in which case an open ventilated drip-proof machine may be
used.
 Alternator stator winding shall be suitable for star connection with both ends of each phase
winding brought out to the terminal housing.
 Alternator exciter shall be a rotating brushless type mounted on or coupled to the alternator
shaft.
 Alternators shall be equipped with RTD (Resistance Temperature Detector) elements.
 Alternators shall be equipped with space heater(s).
 A free-standing generator control panel shall be furnished for installation in the electrical
substation. Electrical protection equipment shall be located in the generator circuit breaker or
contactor cubicle.

4.9 Automatic Transfer Switches

 Automatic transfer switches (ATS) shall be in accordance with project specification MQ-SP-
E-6044.
 ATS shall be designed with both manual and automatic modes of operations.
 ATS interlocks shall follow the one line diagram and ATS specification.
 Remote indication alarms shall be provided with the ATS. At a minimum, they shall include
ATS Not Ready, Abnormal System Configuration, ATS Failure, and DC Control Power
Supply Failure alarms.

4.10 Panel Boards

 Panel boards shall be used to supply DC loads, lighting, receptacles, non-UPS instrument
loads, heat tracing and miscellaneous small power circuits. These services shall not be
intermingled on the same panel board unless specifically approved by Marafiq. Panel boards
shall, wherever possible, be located in non-hazardous electrical areas such as substation
buildings and electrical rooms or where appropriate in mechanical rooms.
 Panel boards shall have a minimum NEMA 4 rating for internal use and NEMA 4X (Stainless
Steel) for external use. NEMA 4X fiberglass enclosures shall be used in corrosive areas. In
general panel boards should not be installed in hazardous areas.
 Panel boards shall have a main incoming circuit breaker and copper bus. The branch circuit
breakers in circuit breaker panel boards shall be rated 20 amps, minimum. Fused switches in
fused panel boards shall be rated 30 amps, minimum. All breakers or switches shall be
lockable in the ‘OFF’ position. Breakers shall be the bolt on type.
 Panel boards shall be wall-mounted in substations and rack or column mounted in the field.
They shall consist of purpose built metallic enclosures housing MCBs and where required
residual current tripping devices.
 Circuits supplying heat tracing and external receptacles shall be provided with residual

 Panel boards shall have 25% spare breakers or spaces for future use.
 Electrical loads requiring 480 volts shall be powered from motor control centers. The use of
480 panel boards requires the specific approval of Marafiq

4.11 Marshalling Cabinets Requirements

 The marshalling cabinets for control, trip signals and status logics wiring shall be indoor.
 The installation for any trip signals wired to a critical system/equipment shall not have any
breaks. In case of mandatory wire breaks, connections shall be made in the marshalling
cabinet.

5.0 FACILITIES DESIGN REQUIREMENTS

5.1 Electrical Buildings and Rooms

A. General

 Electrical buildings and rooms shall be located in non-hazardous areas to permit the use of
industrial type equipment. A minimum distance of 15 meters from any source of hazard shall
be allowed to the nearest point of any electrical building or electrical room.
 Buildings shall be conventional site built or prefabricated with elevated installation and shall
be provided with electrical services in accordance with project general specifications.
 Cable entries through the wall of a building or room shall be through multiple penetration
sealing systems. The penetration system shall be fire rated for a minimum of one hour unless
specified other wise in the project general documents.
 Prefabricated buildings shall be elevated a minimum of 2 meters above local grade to allow
for the installation of cable tray and cables underneath the building.
 Buildings and rooms shall be provided with air conditioning to maintain the interior
temperature at a maximum of 30oC. A filtered positive pressure system shall be provided to
prevent the entry of sand or dust. One spare air conditioning system shall be installed as a
back-up in the event of the other system's failure.
 Switchgear rated at 34.5 kV and above shall be located in a separate room. All equipment at
voltages below 34.5 kV can be located in the same room.
 Battery rooms positively vented to the outside shall be provided where large accumulations of
hydrogen gas may occur. Battery installations that will not provide a large accumulation of
hydrogen gas shall be located where the area they are located in can be positively vented via
a vent hood to the outside. This shall include a low flow fan with self closing louvers.
Battery rooms shall be arranged to allow for maintenance and removal of the batteries to
include space for maneuvering battery lifting devices.
 Each electrical building or room shall have a minimum of two entrances. One entrance shall
be a personnel entrance and the other shall be sized to allow the removal of the largest piece

of equipment from the room. It is preferred that this equipment door be located adjacent to an
area that is vehicle accessible.
 Elevated buildings shall have stairs and platforms per specification number MQ-SP-S-2308,
2309 and 2310. Handrails at equipment doors shall be removable.
 Exterior entrances into electrical buildings or rooms shall include airlocks.
 Power transformers shall be located along the outside of the substation building or room in
fenced enclosures.

B. Space Allocation

 Minimum working clearances around electrical equipment shall be per the requirements of the
NEC.
 Equipment requiring rear access shall not be mounted against a wall. Exterior access to
equipment through doors in the building wall is not acceptable.
 Space shall be allowed within buildings or rooms sufficient for at least 15% extension plus
space required for future equipment as required by the electrical equipment specifications.
 Extra space shall be reserved for operation and maintenance of electrical equipment in
accordance with the manufacturer's requirements. Additionally space shall be allocated for
safety equipment and special tools storage.

5.2 Grounding Installations

A. General

 A common grounding system shall be provided for electrical system equipment grounding,
static protection and lightning protection. The system shall be in accordance with the
requirements of the NEC, except where further defined or modified by the requirements of the
following sections or Marafiq standards.
 All grounding systems shall incorporate strategically located test points.
 Static grounding protection shall be provided by connecting steel structures, towers, vessels,
tanks and similar items to the common grounding system.
 Grounding connections to equipment shall be at purpose designed termination points. Anchor
bolts shall not be used.
 The grounding system shall be designed as a loop or grid, as required, with interconnecting
conductors, as necessary. The main grounding conductors shall be connected to grounding
electrodes.
 The main grounding system within the site shall be carried out using bare, stranded, 95 mm2
copper conductors both above and below grade. Branch conductors shall be stranded, copper
conductors with green PVC insulation, with conductors to equipment to be a minimum 16
2
mm and the minimum grounding conductor size shall be 6 mm2 .
 Grounding conductors shall be run underground at a minimum depth of 500 mm below grade
in unpaved areas. In paved areas, conductors may be run on rough grade, under paving. In

general, grounding conductors shall be run in the same routes as power and other cable
systems.
 Grounding conductors rising through paving or other concrete work shall be run in suitable
protective sleeves, which shall project 75 mm above finished grade level or pavement.
 Grounding electrode design shall take into account soil and sub-soil conditions at the
respective project site locations. Grounding electrodes shall, wherever possible, consist of
copper clad steel driven rods.
 Grounding electrodes paralleled in a group, to reduce the earth resistance to the permissible
value, shall be spaced apart a distance at least equal to the length of the buried electrode.
 The resistance of the grounding system to the earth, measured at any point on the plant site,
shall not exceed 1 Ohm for power generation and high voltage substation projects. The
resistance of the grounding system for other projects in general shall not exceed 5 ohms.
Grounding calculations shall be performed and approved by Marafiq for power generation,
HV substation or other projects which may involve ground currents that would provide a
safety risk to personnel or equipment.

B. Electrical System Grounding

 The method of system grounding at each voltage level shall be as defined in section 2.1 of this
specification. The points at which system earth connections are to be applied shall be defined
on the single line diagrams and grounding layout drawings.
 Power generators shall be connected to ground through the manufacturer’s supplied
grounding system.

C. Electrical Equipment Grounding

 Electrical equipment such as transformers, motors, switchgear, motor control, panel boards,
control panels, control stations, metallic frameworks for supporting same, transmission
towers, lighting poles, etc. shall be directly connected to the grounding system. Receptacles
and fixtures shall be grounded via a separate grounding conductor within the supply cable or
conductors.
 A main grounding loop conductor system shall be provided within substation buildings and
other rooms containing electrical equipment e.g. control room. The grounding loop shall
comprise a number of strategically positioned grounding bus bars interconnected by 70 mm2
green PVC sheathed conductors. The grounding loop shall also be interconnected with the
common plant grounding system at a minimum of two separate points.

D. Static Bonding Connections

 Plant equipment items supplied as assembled units shall be connected to the plant grounding
system by a minimum of two separate bonding conductors.
 Free standing plant equipment with a height of less than 3 meters above finished grade and 3
meters in diameter/length shall have a minimum of one connection to the plant grounding

system. Free standing plant equipment higher than 3 meters above finished grade or larger
than 3 meters in diameter/length shall have a minimum of two connections to the plant
grounding system.
 Flanges of metallic piping systems that have insulated linings shall be bonded to ensure
electrical continuity. A bond shall also be applied at any equipment connection. Flanged
joints in other metallic piping systems shall be considered to be inherently electrically
continuous.
 Vehicle bonding facilities shall be installed at points in the plant, where products are loaded
or unloaded from vehicles in a designated hazardous area. Bonding facilities may also be
required in non-hazardous areas if the product being handled is likely to give rise to a build up
of static electricity in the vehicle, e.g. bulk powder loading/un-loading. Bonding equipment
shall incorporate integral local alarm facilities to alert operating personnel if the bonding
connection becomes accidentally disconnected.

E. Computer/Instrumentation

 An appropriately sized grounding loop with equipment connections shall be installed in


control rooms and other instrumentation equipment rooms as appropriate, for Computer/
Instrumentation grounding. The grounding loop used for equipment/enclosure grounding
shall be connected to the common grounding system by a minimum of two separate
conductors.
 A separate insulated grounding loop shall be installed in the control room for instrument
grounds. This system shall be isolated from common grounding system and building
structures. It shall be connected to the substation main earth bar in one place only.
 Additional grounding systems shall be installed for grounding of intrinsically safe type
equipment. Requirements shall be as for the separate grounding system.

F. Lightning Protection

 Tall or isolated structures shall be protected against lightning in accordance with NFPA 780.
 Down conductors from air terminals or lightning mast shall be provided with an individual
grounding electrode as well as a connection to the common grounding system. The resistance
to the general mass of earth at individual grounding electrodes shall be a maximum 4 Ohms.
 Provided they are electrically continuous, tall steel structures such as towers or structure
columns shall be considered inherently protected against lightning by their connection to the
plant grounding system. Bonds across joints may be used to ensure electrical continuity
wherever necessary.

B. General Requirements

 Fixtures shall be spaced to provide glare free illumination of uniform intensity on the working
surfaces and in general arranged for a symmetrical appearance.
 Aircraft warning lights shall be installed on tall structures e.g. communications towers/ masts.
 A maintenance factor of 65% shall be used in design calculations, except 85% may be used
indoors in environmentally conditioned spaces, and the lumen output of lamps shall be the
"average through life" value.
 Panel board sub-circuit loading shall not exceed 70% of the protective device rating.
 Ballasted fixtures shall be provided with high power factor ballasts.
 Control room lighting in the area of control consoles shall be dimmable.
 Lighting and receptacle circuits shall normally be routed in conduit.

C. Plant Lighting

 In general, fixtures for illumination at outdoors at grade and on operating platforms shall be
high pressure sodium.
 Except for stanchion mounted and conduit supported pendant fixtures, fixtures in plant areas
shall be solidly fixed and not suspended by means of items such as chains and conduits. They
shall be mounted such that routine operations and reasonable maintenance can be conducted
with safety and without the use of temporary scaffolding.
 Fixtures for illumination at grade shall be mounted at a minimum height of 2200 mm to
underside of fixture, unless specific conditions require otherwise.
 Use shall be made of flood-lights for general lighting of outdoor open areas. Flood-lighting
fixtures shall be mounted at sufficient elevation and directed so as not to be objectionable or
dazzling to operating personnel. Plant structures shall be used where possible for mounting
such flood-lights, but where poles or towers are used, safe access and a working platform
shall be provided for relamping and servicing.
 Fixtures for general illumination shall be located as close as possible to items such as
instruments and gauges so that special lighting is unnecessary

 The site and production area lighting shall be controlled by photo-electric cell (PEC) with
manual over-ride facility. Local lighting switches shall only be provided for gauge glass
illuminations and in enclosed buildings. It is preferred that the photo cell control a contactor
in a low voltage MCC. This contactor would provide the power to the transformer supplying
the lighting panel board or directly the 480 volt lighting loads. The MCC door for the
contactor shall have an Hand/Off/Automatic switch to control the contactor.
 Lighting panel boards shall normally be located indoors but may be located outdoors for large
production or open areas.
 Where necessary, MCB units shall be provided on each floodlight pole.

D. Emergency Lighting

 It is the purpose of the emergency lighting to allow safe movement of personnel rather than
provide a high illumination. Emergency lighting shall be provided as follows:
 Control room, substation building and electrical rooms.
 At generator control panels and generator connected switchgear.
 Escape lighting in building and operating areas.
 At all changes of direction on structural walkways and at the top of all stairs
and ladders.
 In areas of high physical risk or control rooms 10% of the normal
illumination at the hazard or control area.
 At critical process points and local operator panels.
 At exit doors and safety equipment.
 Emergency lighting fixtures shall be of the self-contained type incorporating inverter/ back-up
battery system. Or, emergency lighting shall be supplied from dedicated emergency lighting
panel boards, the emergency lighting distribution board shall be supplied via a dual supply,
normal and emergency (generator) via an automatic transfer switch.
 In non-hazardous buildings self illuminated "Exit" signs shall be installed internally over exit
doors. Emergency fixtures shall be installed outside external exit doors and shall be controlled
by PEC individually or group controlled through a PEC operated contactor. In hazardous
buildings emergency fixtures shall be installed internally over internal exit doors and each
side of external exit doors to illuminate the doorway and sign.

E. Road Lighting

 Road lighting shall be provided on all permanent roads within the site plot limits only when it
is not possible to provide adequate illumination using area and/ or perimeter fence flood-
lighting.
 All roadway intersections shall be illuminated.
 Lighting dedicated for road way illumination shall be Metal Halide HID type.

 Light poles shall support fixtures at a minimum clear height of 10 meters above the finished
road surface. Light poles shall be located to allow the passage of oversized loads on the
roadway.
 Fixture types and column spacing shall be selected to achieve the required levels of
illumination and provide the most economic installation.
 Power distribution from the plant main substation to lighting columns shall be at 480 V, 3
Phase, 60 Hz. A MCB shall be provided in the base of each lighting column which shall
incorporate looping terminals for termination of a 3 conductor with ground power supply
cable. The power supply shall be derived directly from feeders in the 480 V plant MCC. The
arrangement selected shall be the most cost effective, taking account of the number and rating
of feeders required. The power supply to road lighting circuits shall be switched by a photo-
electric cell controlled contactor in the MCC with a manual override switch.
 Wherever possible lighting poles shall be sited in areas classified as non-hazardous. In the
event that columns have to be sited in hazardous areas the selection of the fixture shall be
made accordingly the MCB unit shall be certified for installation and use in the appropriate
hazardous area.

F. Perimeter/ Security Lighting

 Lighting shall be provided to illuminate any plant perimeter fence


 Lighting poles shall support fixtures at a minimum clear height of 6 meters above grade.
Poles shall be of the hinged raising and lowering type to provide for fixture maintenance,
without the use of specialist personnel lifts.
 High Pressure Sodium fixture types and pole spacing shall be selected to achieve the required
levels of illumination and provide the most economic installation.
 Power distribution from the plant main substation to lighting columns shall be at 480 V, 3
Phase, 60 Hz. A MCB shall be provided in the base of each lighting column which shall
incorporate looping terminals for termination of a 3 conductor with ground power supply
cable. The power supply shall be derived directly from a feeder in the 480 V plant MCC.
The arrangement selected shall be the most cost effective, taking account of the number and
rating of feeders required. The power supply to perimeter lighting circuits shall be switched
by a photo-electric cell controlled by a contactor in the MCC with a manual override switch.
 Wherever possible light poles shall be sited in areas classified as non-hazardous. In the event
that columns have to be sited in hazardous areas the selection of the fixtures, MCB unit and
installation materials shall be made accordingly.

G. Building Lighting

 Lighting requirements for buildings located in non-hazardous areas are defined in


specification numbers MQ-SP-E-6014 and 6031.

5.4 Cable and Wiring Systems

A. General

 Power and control conductors shall be stranded copper.


 In general low voltage cables for operation at 600 V or below shall by sunlight resistant type
TC for installation in cable trays, conduit or direct burial. They shall be used for items such as
power, control, and panel board feeders and shall have ethylene propylene rubber (EPR)
insulated conductors, bare copper ground conductors for sizes number 10 mm2 and larger, and
a black PVC outer jacket. They shall meet the requirements to be installed between a cable
tray and utilization equipment or device when installed per the NEC. Minimum conductor
size shall be 2.5 mm2, except for current transformer secondary conductors which shall be 4
mm2 , minimum. Cables shall comply with the requirements of specification number MQ-SP-
E-6018. Single conductors installed in conduit for miscellaneous power feeders, lighting and
receptacles shall have cross link polyethylene (XLPE) insulation and shall be moisture
resistant type XHHW2. Minimum conductor size for lighting circuits shall be 4 mm2.
 Medium voltage cables shall have compact conductors with strand screen, EPR insulation,
insulation screen and copper tape shield with 12.5% nominal wrapping. Insulation shall be
rated at 133% for 5/15/25/35 kV and 100% for 69 kV rated cables. Cables shall be rated MV-
105. Single conductor cables shall have an overall PVC jacket. Multi-conductor cables shall
have conductors cabled with bare ground wires, fillers (as required), binder tape, overall
corrugated continuous aluminum sheath and PVC jacket. Jacket colors shall be yellow for 5
kV, red for 15 kV and orange for 25 or 35 kV. Cables shall be sunlight resistance suitable for
installation in cable tray or direct buried. Cables shall comply with the requirements of
project specification number MQ-SP-E-6019.
 Medium voltage cable terminations and splices in general shall be of the cold shrink type.
 Terminations with compression lugs in outdoor enclosures such as transformers and motors
shall include skirts. Individual conductor shields shall be re-jacketed when exposed during
termination installation.
 Underground distribution medium voltage terminations may use pre-manufactured, industrial,
load break, elbows at distribution switches and pad mount transformers.
 High voltage cables (above 100kV) shall comply with the requirements of project
specification number MQ-SP-E-6020.
 Due regard shall be paid to the routing of power cables with respect to electronic
instrumentation and other similar low power systems to avoid interference. A minimum
separation of 600 mm. shall be required between long parallel runs of power and low power
system conductors. Where cable routes cross at 90 degrees, a vertical separation of 150 mm
minimum shall be acceptable.
 Cables passing through walls or other structures shall be protected by conduit sleeves or
manufactured for purpose multi-cable transits. Conduit sleeves shall be packed and sealed
after cable installation.

B. Conductor Sizing and Selection

 The short time maximum current carrying capacity of cables shall be considered in
conjunction with the current time setting of the electrical network protective system, to ensure
that conductors do not suffer damage under maximum through fault conditions. The cross-
sectional areas of cross-linked polyethylene or EPR insulated cables relative to prospective
fault currents shall be assessed from manufacturer's data.
 Cables shall be sized considering the following parameters:
 Continuous current rating
 Voltage drop restrictions
 Short circuit current rating
 Ground loop impedance
 Appropriate rating factors as tabled in manufacturer's data shall be applied in all cases for the
following installation parameters:
 Depth of cable
 Ground temperature
 Air temperature of 50 degrees C.
 Ground thermal resistivity
 Grouping of cables
The above parameters shall be determined for the installation from either site measured
data or established published data for similar installation conditions.

C. Underground Installations

 Cables run underground shall be direct buried except for short runs of cables or single
conductors transiting above grade and cabling below railroad tracks, roadways, and non-
paved designated access ways. When not direct buried, cables shall be installed in conduits in
concrete duct banks or steel pipe sleeves.
 Cables routed into buildings from below grade shall be installed in rigid conduit extending a
minimum of 1 meter outside the building foundation. Conduit shall be packed and sealed after
cable installation. Spare conduits shall be capped and or plugged at each end.
 Underground installations shall allow a minimum of 25 percent spare space for future cables
on the top cable layer or top rows of the duct bank.
 Direct buried cables shall be rated by the manufacturer for direct burial.
 The routing and arrangement of underground cables, particularly in areas adjacent to
substations and control houses, shall be planned concurrently with roadways, main pipe routes
and vehicle access ways, to give as far as possible, unimpeded direct routes.
 Medium and high voltage distribution cables shall be installed in separate/segregated trenches
and arranged in a single layer. Depth of trench shall be 750 mm. Control, pilot and fiber
optic cables shall be grouped together and routed separately beside the power cables. Spacing
between centers of feeder cables shall be 225 mm, minimum.

 Low voltage cables may be installed in a trench in up to three layers. Minimum depth to the
top side of LV cables shall be 600 mm.
 Instrument cables shall be installed in trench separate from all power and control.
 Cables shall be laid on 75 mm of sand and covered with 200 mm of sand. The sand shall be
screened to remove sharp objects and compacted to eliminate voids. Two layers of marker
tape shall be installed over the cables as indicated on the standard drawings.
 Motor control cables may be routed in the same trench with the power cables. However they
shall be routed in a separate area of the trench from the power cables
 Single conductor cables shall be run in trefoil formation held in place by suitable strapping.
 No cables shall be run directly beneath pipes that follow the same direction as the cables,
whether the pipes are laid in or directly on the ground. Cables shall not be routed close to hot
pipes.
 Cables in substation yards shall be installed per specification MQ-SP-E-6030.
 Cables shall be routed such that above and below grade obstructions do not interfere with
access to the cables.
 Cables shall be spliced in above or below grade enclosures, manholes or hand holes. Cable
splices shall not be directly buried.
 Cable routes in unpaved areas shall be marked with reinforced concrete marker posts, located
at each change of direction of the route and at no more than 25 meters spacing on straight
sections. In paved areas, the trench route shall be identified by marker discs embedded in the
paving.
 A 12 fiber cable shall be routed with each group of underground cables between substations.
Fiber shall be single mode. Cable shall be armored and suitable for direct burial
 Conduit for duct banks shall be PVC coated rigid aluminum. Conduit shall be encased in red
colored concrete. Duct banks shall be reinforced with rebar at all road, access way and rail
crossings.

D. Above Ground Installations and Support Systems

 Cables and singles conductors may be installed in cable tray systems, conduit or with
messengers.
 Cable trays and conduit shall have expansion joints as required for the plant conditions.
 Cable trays and conduit shall be routed to avoid areas where high risk of fire or mechanical
damage may occur. When unavoidable cable tray or conduit with alarm or shutdown cables
in these areas shall be fire proofed
 Cable trays supported from structures shall be used for overhead multiple cable runs. Or
cables may be spiral wrapped to messengers for short distances between structures.
 Cable trays and conduit systems shall not be routed close to items such as hot vessels and
pipelines with surface temperatures above 55 degrees C. A minimum distance of 225 mm
shall be maintained between such equipment and cables.
 Cable trays shall comply with the requirements of project specification number MQ-SP-E-
6021.

 Cable cleats shall be provided when single conductor power cables are installed in tray.
 Conduit and fittings shall be copper free rigid aluminum, except in corrosive areas where they
shall be rigid galvanized steel with a 40 mil PVC interior and exterior coating. Fittings shall
have stainless steel cover screws.
 Minimum conduit size is ¾ inch (21mm) except ½ inch (16mm) may be used at instruments
and behind control panels.
 Flexible liquid type conduit up to 0.6 meters long may be used where conduit attaches to
vibrating mechanical equipment.
 Electrical metallic tubing (EMT) may be used in offices, control rooms, etc. of finished
buildings. EMT may be used for lighting and receptacle wiring in substation and
prefabricated electrical buildings.
 Cable tray and conduit support hardware shall be aluminum, stainless steel or hot dip
galvanized. Where aluminum cable tray or conduit may come in contact with concrete it shall
be isolated from the concrete with tape or nylon spacers.

E. Cable and Wire Terminations

 Cable that is not installed in conduit to an enclosure or device shall utilize compression type
cable connectors approved for the cable type and hazardous area requirements.
 Compression type lugs shall be used for conductor terminations except at mechanical lug
termination points associated with electrical equipment and terminal blocks.
 Medium and high voltage individual conductor terminations shall be made with pre-
manufactured heat or cold shrink (preferred) kits suitable for the conductor characteristics and
voltage level. Individual conductor shields that are exposed during the termination process
shall be re-jacketed.

F. Cable Identification and Schedules

 Power cables shall be identified at each end, and where they enter or leave underground ducts,
by permanent tags that bear the cable reference number.
 Individual power and control conductors shall be identified at each end with the wire or
terminal identification shown on connection diagrams. Lighting, receptacle and
miscellaneous power conductors from panel boards shall be identified at each user with the
panel board identifier and circuit number.
 Conductor color coding shall be as follows;

* Colored phasing tape may be utilized over black insulation for Red, Blue and Yellow
identify colors. Colored tape shall be self adhesive vinyl electrical tape and shall not be
less that 0.08 mm thick and 25 mm wide.

 Individual wire tagging shall utilize typewritten sleeves manufactured for that purpose.

5.5 Electric Surface Heating Systems

 Electric surface heating systems shall be designed and installed in accordance with project
specification numbers MQ-SP-E-6012 and 6013.
 Electric surface heating systems for winterization (freeze protection) and/ or process heating
shall be applied to piping systems, vessels, etc. as defined on P & ID drawings and the piping
line list.
 In general heaters applied to pipelines/equipment shall be of the resistance cable or self
limiting tape, depending on application and temperatures. Self regulating cables are
preferred. Other methods of electric surface heating require the approval of Marafiq.
 Electric surface heaters and all components and accessories installed in a designated
hazardous area shall be certified, as a system, for installation in that area.

5.6 Receptacles

A. General

 Receptacles of the types outlined in the following sections shall be provided for maintenance
and inspection purposes.

B. Welding Receptacles

 Receptacles shall be provided and distributed in plant areas for portable welding supplies and
other 480 volt, 3 phase, power requirements. Receptacles shall be of a single standardized
type in both hazardous and non-hazardous areas such that plugs used on portable equipment
will be of a common pattern.
 No more than two receptacles shall be connected to any single circuit, which shall be supplied
from a 60 A MCCB. Receptacles shall be provided in the operating areas and substation
yards located on the basis of a 30 meter extension lead.

 Matching plugs shall be supplied on the basis of one for each outlet.

C. Convenience Receptacles

 Convenience receptacles shall be provided in the operating areas located on the basis of a 15
meter extension lead. On columns, towers and chimneys receptacles shall be located on every
platform where work may be performed.
 Receptacles shall be of a single standardized type in both hazardous and non-hazardous areas
such that plugs used on portable equipment will be of a common pattern.
 Not more than four receptacles shall be served from a single circuit derived from a 20 A MCB
circuit breaker on a panel board.
 The receptacles shall be 20 A, 120 V, phase, neutral and ground.
 Matching plugs shall be supplied on the basis of one for every two outlets.

5.7 Cathodic Protection

 In general cathodic protection systems are engineered and designed by companies specializing
in cathodic protection work.
 Where possible existing soils reports shall be used as a basis. Where existing soils reports
are not available a site survey may be required. This site survey should be conducted by the
proposed cathodic protection company.
 Cathodic protection for above ground equipment should be engineered and installed by that
equipment manufacturer.
 Cathdic protection shall be designed and installed in accordance with specification number
MQ-SP-E-6003.
