1.0 GENERAL

1.1 Summary

A. Scope of Specification

This specification describes the minimum requirements and basis for engineering,
design, fabrication and procurement of a complete pre-engineered Packaged (self-
contained) Air-cooled Water Chiller for HVAC service.

B. General Description

1. The chiller shall be air-cooled type, utilizing an environmentally friendly


refrigerant. The unit shall not utilize a Chloroflurocarbon (CFC) refrigerant,
Hydrochlorofluorocarbon (HCFC) refrigerant, or other ozone depleting
compounds as specified in the Montreal Protocol. The chiller shall utilize
water as chilling medium. Refrigerant Material Safety Data Sheet (MSDS)
shall be provided by the Contractor.
2. The chiller may be part of a multi-chiller central chilled-water plant. The
chiller shall operate inside industrial refinery plant in Saudi Arabia in a
coastal and corrosive environment.
3. The chiller shall be suitable to operate between 0º C to 50º C ambient
temperatures, or higher if specified, and have a capacity as scheduled at the
ambient temperature specified in MQ-SP-C-2000.
4. Air cooled water chillers shall meet the commissioning and testing
requirements of MQ-SP-H-4701, MQ-SP-E-6017, and this specification.
5. Air cooled water chiller shall be furnished completely assembled. Field
work shall be limited to power, control and external piping connections.

C. Equipment Noise level Limits

The equipment noise shall meet the criteria set forth in MQ-SP-M-4032 and MQ-SP-
H-4700..

3.0 QUALITY ASSURANCE

The following quality assurance items are in addition to the general quality assurance requirements of
specification MQ-SP-H-4701, and the contract documents.

3.1 Manufacturer’s Qualifications

A. The chiller shall be the standard product of an HVAC equipment manufacturer


regularly engaged in the fabricating and manufacturing of such equipment and
issuing complete cataloged data on such products.
B. Manufacturer shall have a permanent local representative or designated authorized
service representative in the Saudi Arabia..

3.2 Performance Testing & Certifications

Equipment shall be tested and certified to meet the following performance criteria:
A. Electrical components, devices, and accessories shall be certified for the intended
use.
B. Thermal Capacity Rating: Units shall be rated in accordance with ARI 550/590.
C. Sound Power Level: Meet ARI 370 requirements and the SPL shall not exceed the
sound levels specified in Section 1.1. C.
D. Units shall be factory run and tested before shipping

3.3 Fabrication Testing & Certifications

Equipment shall be tested and certified to meet the following construction criteria:
A. Weather Resistance: Meet ASTM B117 requirements.
B. The design and construction of refrigerant pressure vessels shall meet the
requirements and recommendation of ASME Section VIII of Boiler & Pressure
Vessel Codes, Unfired pressure Vessels.
C. The unit capacity shall be rated at the ambient temperature specified in MQ-SP-C-
2000, or higher temperature as required. All the components (such as bearing, wiring,
motor, all electrical accessories, etc.) shall be suitable to handle the operation at 50º
C, or higher ambient temperature if specified.
D. Safety for Public Use: ASHRAE 15 requirements.

E. Safety for Electrical Components: Meet NFPA 70 requirements

4.0 SUBMITTALS

The Contractor providing the chiller, prior to procurement, shall submit for review and approval the
following system’s information in accordance with the submittals’ requirements prescribed in the
Contract/Purchase Order (PO) general conditions. Submittal information shall be in SI units.
Attachment 1 of this specification contains equipment schedule. The information listed in that
schedule shall be provided as minimum for review before preliminary acceptance of the equipment.

4.1 Product Data

Product data shall include as a minimum:

A. Manufacturer/Local Representative names & contacts information, equipment


model/serial numbers, shipping/operating weights and date/location of
manufacturing. Same data shall be provided for other major components, such as
compressors, fans and motors if manufactured by others i.e. original equipment
manufacturer (OEM) data.
B. Quantities of individual and typical components in the equipment.
C. Names, mechanical, chemical properties of construction materials for different
components.
D. Operating/Storage Conditions such as temperatures, humidity, pressure, cleanliness
and environmental exposure for the different components
E. All electrical characteristics including maximum/operating voltage, current and
power ratings of all electrical loads and devices.
F. Electrical schematic diagrams shall be provided showing all manufacturer and
customer control devices and interlocking.
G. Motor data sheets in accordance with MQ-SP-E-6022 and MQ-DS-E-6022.
H. Certified performance data with system operating conditions indicated.
I. Installation Instructions, include step-by-step instructions for proper installation of
the equipment including any special instructions
J. A copy of products’ certifications described under quality assurance shall be
provided when requested.
K. Furnished options and accessories
L. Certified unit-sound power ratings.

4.2 Shop Drawings

Product shop drawings shall include the following drawings and/or diagrams as a minimum:
A. Equipment weights and dimensional drawings
B. Equipment internal components layout and configuration

C. Required clearances for maintenance and operation, including tube pull space
requirements
D. Size and location of piping and wiring connections
E. Vibration isolation calculations and details
F. Installation illustrative and dimensional drawings
G. Field-installed options/accessories installation drawings
H. Wiring diagrams clearly indicating all grounding, power, control and signal wiring
and connections. Wiring diagrams shall differentiate between manufacturer installed
and customer installed wiring.
I. Electrical/controls enclosure components layout

4.3 Installation, Operation and Maintenance Instructions Manual

For each type of air cooled water chiller furnished, installation, operation and maintenance
manuals shall be submitted including the following information as a minimum:
A. Unless otherwise specified, six bound copies of the installation, operation and
maintenance manuals shall be provided. Optionally, electronic copies of the manual
may be provided in a format acceptable to the owner.
B. Operation and maintenance instruction manual shall be factory standard printed
manual including all periodic/seasonal maintenance and checkup requirements for
dynamic and static components such as lubrication, coil cleaning and lube change
replacement.
C. Manual shall also include all operating parameters information such as operating
limits and detailed sequence of operation.
D. Repair and troubleshooting charts/hints and major components’ replacement
instructions shall also be included.
E. Product data & shop drawings shall also be bound along with the operating and
maintenance instruction manual to form Owner’s Manual for commissioning
purpose.
F. Factory-recommended spare parts list for inventory purpose with price for each part.
List shall be tabulated and include, for every part, the OEM’s name & model/part
number. Cross sectional views shall be provided showing locations of the spare parts.
G. Schematic and wiring diagrams shall also be included in the operating and
maintenance manuals.

4.4 Recommended Spare Parts List

Submit factory recommended spare parts list, for inventory purpose, with price for each part.
List shall be tabulated and include, for every part, the OEM’s model/part number.

5.0 PRODUCT DELIVERY AND HANDLING

A. In addition to the product shipping, storage and handling requirements of the project
specification MQ-SP-H-4701, deliver the system fully assembled and wired with
factory installed shipping restraints and weather protective coating.
B. Ship loose, field-installed, materials and/or accessories in factory approved packing.
C. Storage of the system and or loose materials shall comply with the manufacturer
written instructions to avoid damage to components, enclosures and finish.
D. Do not install damaged system or components; replace and/or repair as approved by
the authorizing field engineer.
E. The contractor shall be responsible for rectifying any damage resulted from improper
shipping preparation.

6.0 WARRANTY

6.1 General

A. The equipment described by this specification shall be quoted and sold in full
compliance with the Owner’s Terms and Conditions of Purchase.
B. The manufacturer shall guarantee the entire system to be free from defects in
material, design and/or workmanship. The warranty shall be for a period of twelve
(12) months commencing from the date the system was commissioned and accepted
by the Owner (MARAFIQ) for its beneficial use or for (18) months from the date of
receiving the equipment at the job site.
C. The manufacturer shall guarantee the refrigeration compressors for an additional
period of forty-eight (48) months starting from the expiration date of warranty period
for the entire unit.

7.0 PRODUCTS

7.1 General

A. In addition to the requirements of this specification, the requirements of MQ-SP-H-


4700 shall also apply.

B. The Chiller shall be furnished new and manufactured no earlier than 12 months from
the date the purchase order was signed and issued.

C. The Chiller shall be furnished with a complete refrigerant operating charge.

D. Chiller shall have microprocessor-based control system for both operation and safety.

E. The Chiller shall be capable to start and continuously run at ambient temperatures
range of 0° to 50° C without damage or malfunction.

F. The Chiller shall be capable to start with up to 35 C entering water temperature
without compressor overheating or tripping.

G. Refer to MQ-SP-M-4038 and MQ-SP-M-4039 for painting requirements in addition


to those specified listed below.

7.2 Casing

A. Unit casing shall be designed and fabricated for outdoor installation complete with
weather protection for components and controls.
B. Casing shall be single-wall, constructed of heavy gage galvanized steel sheets.
Factory coating and finish shall meet or exceed the 500-hour continuous salt-spray
exposure test in accordance with ASTM B117.
C. All fasteners supporting the permanent casing panels to the frame shall be made of
corrosion resistant alloy.
D. Control panel door shall be gasketed.

7.3 Frame

A. Unit supporting frame shall be fabricated from heavy duty formed and load bearing
galvanized steel members, welded and/or bolted to form rigid and rugged skeleton
for assembling the different system components.
B. Frame shall be provided with lifting lugs and anchoring holes to facilitate lifting,
rigging and anchoring of the equipment.
C. All rotating components shall be mounted on vibration isolation elements to
efficiently reduce the transmission of vibrations to the unit’s frame.

7.4 Access Doors and Panels

A. Access doors and panels shall be provided to access electrical/controls devices, fans,
motors, compressors, coolers and refrigeration specialties.
B. Access doors shall be made of heavy gage galvanized steel sheets and provided with
stiffening members to eliminate warping of panels.
C. All access doors and panels shall have neoprene gaskets at interior edges, and
flexible bonding strap or wire for suitable grounding link.
D. Hinges, locks and latches shall be fabricated of stainless steel.

7.5 Compressors

Compressors shall be either screw, scroll or reciprocating type. Compressor motors shall be
capable of continuous operation within  10% of the rated (name plate) voltage without
overheating or damage. All compressors’ components shall be located to have adequate
access space for service. Capacity control shall be provided and capable of reducing the
compressor’s capacity to 20% of the full load capacity, or as specified in the equipment
schedule.
A. Scroll Compressor
1. The scroll compressor shall be positive displacement, direct drive with
suction and discharge service valves, crankcase oil heater, and suction

strainer. The compressor shall be capable of operating at part-load


conditions without increased vibration over normal vibration at full-load
operation and shall be capable of continuous operation at its lowest step of
unloading
2. Seals, O-rings, motor windings (if hermetically sealed), and internal water
chiller parts exposed to refrigerants shall be fully compatible with
refrigerants, and pressure components shall be rated for refrigerant
pressures.
3. Each circuit shall include a thermal or an electronic expansion valve,
refrigerant charging connections, compressor suction and discharge shutoff
valves, a liquid-line shutoff valve, a replaceable-core filter drier, a sight
glass with moisture indicator, a liquid-line solenoid valve, and an insulated
suction line.
4. Compressors shall be mounted on vibration isolators.
B. Screw Compressor
1. Compressor shall be hermetically sealed, twin-screw, gear driven with
internal muffler and check valve.
2. Motor speed shall not exceed 3,600 RPM.
3. Compressor shall come complete with built-in oil-pump, operating oil
charge, oil level-indicator, oil internal pre-filter, and power/safeties terminal
box.
4. Motor cooling shall be provided by direct liquid injection and protected by
internal overheating thermistors.
5. Suction, discharge and oil isolation/service valves shall be provided.
Compressor shall start in unloaded condition.
6. Compressors shall be mounted on vibration isolators.
C. Reciprocating Compressor
1. Compressor shall be semi-hermetic type and equipped with the capacity
reduction requirement as indicated on the equipment schedule.
2. Motor speed shall not exceed 1,750 RPM.
3. Compressor shall come complete with reversible built-in oil-pump,
operating oil charge, oil level indicator, crankcase heater and power/safeties
terminal box. Suction, discharge and oil isolation/service valves shall be
provided.
4. Each compressor shall have at least one stage capacity reduction capability.
5. Cylinder unloading may be either, by suction-bypass or suction-cutoff using
either electric solenoid or adjustable pneumatic actuators.
6. Compressors shall be mounted on vibration isolators.

7.6 Water Coolers

A. Cooler shall be shell & tube type heat exchanger.


B. It shall be constructed, tested and stamped in accordance with Section VIII of ASME
Boiler and Pressure Vessel Codes (BPVC), Unfired Pressure Vessels, for refrigerant-
side maximum working pressure of 1520 kPa and water-side maximum working
pressure of 2070 kPa.
C. Cooler shall be mechanically cleanable with removable heads.
D. Tubes shall be internally enhanced for efficient heat transfer, made of seamless
copper and rolled into a tube sheet.
E. Individual tube shall be replaceable or able to be isolated in case of damage.
F. Water inlet and outlet connections shall be welded to the cooler’s shell.
G. Connections shall be terminated with weld-on, victaulic or flanged fitting. Shell shall
be provided with drain and vent opening with shutoff valves.
H. Shell and heads shall be insulated with 25-mm thick closed cell PVC foam with a
maximum thermal-conductivity factor of 0.28.
I. Shell insulation shall be wrapped with aluminum cladding, factory or field installed,
for extra protection in harsh environment.
J. Flooded type cooler shall be equipped with liquid refrigerant level controller for
compressor protection.

7.7 Condenser Coils

A. Condenser coil shall be air-cooled with integral sub-cooler.


B. It shall be constructed of seamless copper tubes and copper fins. Fins shall be
mechanically bonded to the tubing.
C. Coil shall be leak tested at 3105 kPa.
D. Coils shall be coated in accordance with Section 9.0.
E. Coil coating shall withstand 1000-hour salt spray exposure in accordance with
ASTM B117.

7.8 Condenser Fans

A. Condenser fans shall be direct driven and shall be statically and dynamically
balanced, with inherent corrosion resistance. Air shall be discharged vertically
upward.
B. Fans shall be equipped with motors meeting the requirements of MQ-SP-E-6022.
C. Fans shall be rated for high ambient operation (50 C or higher). A separate motor
shall be provided for each fan.
D. Fans shall be protected by a coated steel-wire safety guard with the same casing
coating of the unit.
E. A rain shield shall be provided on the motor shaft to prevent water from damaging
the shaft seal.

F. A rain cap shall be provided on the fan hub to prevent rust from building on the hub-
connection.

7.9 Refrigeration Specialties

A. Provide liquid-line receiver, replaceable-cores filter/drier and liquid/moisture


indicator.
B. Provide service and/or isolation valves on all components requiring service.
Refrigerant expansion device shall be motorized type and controlled via thermistors
and microprocessor based controller.
C. For screw compressor units, provide refrigerant economizer for units with capacity
above 351 kW

7.10 Interconnecting Refrigeration Piping

A. Interconnecting refrigeration piping shall be routed and anchored to the frame to


avoid damage resulting from normal operation or regular maintenance and service.
B. Piping shall be made with adequate expansion loops and/or flexible joint to
accommodate the vibration and thermal expansion/contraction of the system without
cracking or breaking.
C. Piping shall be routed so that it will not obstruct access to any serviceable
component.
D. Service valves and/or other components require torque-application for service shall
properly be anchored both upstream and downstream.

7.11 Electrical

All electrical components shall be UL or FM listed.


A. Enclosure
1. Enclosure shall be suitable for 50oC or higher ambient temperature (as
required) operation and shall be water and dust tight with gasket all around
the edges of access door opening.
2. Enclosure shall meet NEMA-ICS-6
3. Unless a lower rating is specifically allowed elsewhere in the MARAFIQ
Project Specifications, electrical enclosures located indoors in air
conditioned areas shall be NEMA 3 (IP 44) or greater, electrical enclosures
located indoors in a non-air conditioned areas shall be NEMA 3S (IP 54) or
greater, and electrical enclosures located in outdoor areas shall be NEMA
4X (IP 65) or greater. Electrical enclosures shall be suitable for hazardous
(classified) locations as required.
4. All electrical motors and associated control devices, shall be powered from
one single customer furnished supply (as shown on the equipment data
sheet). Motors shall be provided with individual overcurrent and overload
protective devices and auxiliary control equipment, as applicable.

5. All electrical apparatus shall be protected against the harmful effects of


short-circuits and ground faults.
6. Two external ground termination points shall be provided to facilitate
Customer connection of the external grounding system to the equipment.
All electrical equipment on or within the packaged unit shall be grounded
from these grounding points.
7. All wires, terminals, relays and other devices in the line up shall be marked
and labeled appropriately to match attached wiring diagrams and
schematics.
8. Provide fuse for each load or factory installed limited purpose over-current
protective device.
9. Enclosure door shall have both component layout and wiring diagram
drawings permanently adhered to the inside of the door.
10. Identification shall be indicated on or adjacent to the device with permanent
engraved plate.
11. Drawings shall be on a waterproof waxed or laminate paper.
12. Conduit entrance plates of adequate sizes shall be provided for external
wiring conduit connection and entry.
B. Devices and Instrumentation
1. Provide starter with over-current protective device or a contactor with fused
circuit for each fan.
2. Provide adequate number of terminal strips with adequate terminals for
termination of all wires.
3. All sizes of starters and/or contactors shall meet the requirements of NFPA-
70, NEMA ICS-2 requirements and for intended use.
4. All electrical components shall be rated for 50° C or higher ambient
temperature as required.
C. Wiring
1. All wiring shall conform to the National Electrical Code NEC (NFPA-70).
2. All wiring shall be rated at 50° C ambient temperature or higher if required.
3. All wiring external to the power/control enclosure to loads shall run in
watertight, coated flexible conduits.
4. All wiring terminations shall be labeled with unique identification number.
All power wiring terminations shall be screwed to the termination point.
5. The connections shall include lock washers.
6. Control wiring termination can be either screwed or slip-on type terminals.
7. No splices will be allowed in any wiring.

D. Chiller shall be provided with a unit mounted disconnect switch for power supply
connection.

7.12 Controls

Refer to specification MQ-SP-H-4709 for control requirements in addition to those specified


below.

A. Operating Controls
1. All unit controls shall be furnished, mounted, wired and completely installed
by the manufacturer.
2. Provide factory installed control power transformer that will allow supply
control circuit power from the main unit power supply.
3. Provide microprocessor-based controller for the entire unit operation and
safety.
4. Local control panel shall have control selector switch with
Local/OFF/Remote selection.
5. Provide diagnostic and operating status display with keypad and weather
protective door.
6. Provide starter with over-current protection for each compressor.
7. Provide contactor for each condenser fan.
8. Provide adequate labels for operating instruction and special conditions
9. Provide lead/lag circuit-selector function.
B. Safety Controls
1. The unit controller shall provide the unit with protection against the
following troubles. It shall also initiate a common trouble alarm and make it
available to a set of contacts for remote monitoring location.
2. Loss of refrigerant charge (each circuit)
3. High and low refrigerant pressures (each circuit)
4. Reversed rotation and loss of phase
5. Low chilled water temperatures
6. Ground current fault (each compressor or the entire unit)
7. Thermal and electrical overload (each compressor)
8. Low oil pressure (each compressor)
C. Alarms

Unit shall be provided with a normally open dry contact to provide a chiller common
alarm signal to the HVAC control panel.

8.0 SPECIAL REQUIREMENTS

Air cooled chiller electric motors and all other electrical and instrumentation equipment in hazardous
areas shall be suitable for installation in the hazardous area specified on the data sheet, certified for the
intended use, and shall be of spark resistant construction per AMCA 99.

9.0 COATINGS

Air cooled water chiller condenser coils shall be coated with Heresite P-413 pure phenolic
thermosetting resinous coating. Coating thickness shall be 0.051 mm DFT. Coil and surface
preparation and application of coating shall be in accordance with coating and coil manufacturer’s
written instructions.

10.0 CAPACITY AND UNIT CHARACTERISTICS

10.1 General

A. Provide the applicable information listed in Attachment 1 for each air cooled water
chiller.
B. Outdoor units shall be rated at 50º C, or higher temperature as required. All
mechanical and electrical components (such as bearings, wiring, etc.) shall be able to
operate in the project environmental conditions.

11.0 PROTECTION OF APPARATUS

11.1 General
A. Equipment and accessories shall be delivered with protective crating and coverings
as recommended by the equipment manufacturer.
B. Equipment and accessories shall be stored to prevent damage and protect them from
weather, dirt, fumes, water and construction debris.
C. Equipment and accessories shall be handled in accordance with manufacturers
written rigging and installation instructions for unloading, transporting and setting in
final location.

12.0 TESTING

In addition to testing specified above, all unit electrical devices shall be energized as components to
ensure operation integrity prior to the unit shipment. Replacement of nonfunctioning items shall be
conducted with all reasonable speed and the quality assurance engineer shall certify that all such
changes have in fact been undertaken.

13.0 TRAINING

Provide a minimum of five days of classroom and hands-on training. The training must enable the
participants to operate and maintain the equipment. Training must include the use of simulators that
will allow the participants to model any unit operating condition. The course shall include as a
minimum:

Air Cooled Water Chillers shall be tagged with a 40 mm x 125 mm x 1.5 mm 304 stainless steel plate
with engraved identification numbers (Owner’s Equipment Number, Manufacturer Name, Model No.,
Serial No., Electric Data, and P.O. Number.) permanently riveted to the frame in a conspicuous
location.
