A. Brief introduction of the TVET Project:

The GIZ TVET project is commissioned by the European Union (EU) and the Federal Ministry
of Economic Development and Cooperation (BMZ). Objective of the project is as follows:
The supply of Somali skilled labour is in a better position to satisfy the demand of the labour
market in selected regions in Somalia.

To reach these targets currently following outputs need to be reached:

A: The conceptual, organizational and material requirements of selected TVET centers to
implement labour market-oriented basic and higher qualification programmes are improved.
B: The quality of basic- and higher-qualification training programmes for selected occupational
profiles is improved.
C: Substantive preconditions for an institutionalised labour-market oriented TVET exist.

The project is implemented with a multilevel approach on national level, regional level and local
level in Jubaland, Puntland, Benadir region and Somaliland.

B. Responsibilities/Duties

• Pre-Assessment of selected or envisaged construction sites for school premises,

including buildings (classrooms, offices, workshops, laboratories), green, gardening and
livestock areas, sanitary and water supply installations;
• Planning of construction projects, including rough cost estimates, for the tendering of
architectural and construction commissions;
• Contribution to the bidding and evaluation processes;
• Cooperation with architects and contractors in their respective activities and their
supervision;
• Reporting to TVET project management, staff in charge at GIZ Country Office and
Headquarters;
• Contribution to hand-over processes.

C. Qualification/Requirements

• Degree in Civil Engineering or equivalent to meet the requirements;

 • Experience (minimum of 5 years) of cooperation in complex civil engineering projects;
• Experience (minimum of 3 years) of cooperation with international donors
• (Experience with GIZ German Cooperation projects would be an asset);
• Excellent planning, communication and reporting capacity;
• Excellent command of written and oral English.
• Readiness to travel across Somaliland, Puntland, Jubaland, Benadir region (only
Mogadishu International Airport, Green Zone); occasionally abroad.

D. Duty Stations/Operation Sites:

Duty station: Garowe, Puntland; Operation Sites: Waaciye and Garowe

Expected joining date: asap

Working period: One year with the possibility of extension
