INTRODUCTION

1. OPERATING REQUIREMENTS

1.1. Service Network

PT SULSEL intends to introduce a modern and efficient metro/commuter service to service the
suburban areas of the South Sulawesi and propose route utilizes the completed railway
corridor between Makassar ParePare:

1.2. Total Trainset Requirements

The total route length is 145kms. Currently about 30% completed (approximate 46KM) From….

2 Train sets of 4 cars currently required to service the passenger as per Government Social
Obligation for the people. Initial Train set informed by the Indonesia Ministry of Transport, the
Makassar ParePare required 2 set of DMUs with 4 cars per set.

1.3. Standard of the Trainsets

The trainset shall have a modern outlook and be designed for commuting i.e. sidewall seats only
to provide more standing room, multiple doors of easy ingress and egress, and a modern
passenger information system.

The trainset was designed for multiple starts and stops with acceptable acceleration
characteristics i.e. adequate engine power and tractive effort, and braking capability.

As the average distance between stations is ……. Therefore, the trainsets will be designed to
accommodate higher speeds of a commuter service compared to a metro service with average
distance of 2 kms between stations.

2.0 THE OFFER/PROPOSAL

OPTION 1

The supply of 2 Units of 2nd Hand Train Set (Good working Condition) with 4 cars per Train set
with air
Condition, Operate and Maintain, Model IC4 series operate and maintain.
This trainset comes with modern outlook with been built accordingly to euro standard.

More numbers of these train set can be supply to PT SUSEL as per further requirement by PT
SULSEL.
This 2nd Hand Set are in very excellent condition with only a portion of the new price.

OPTION 2

The Supply of the 4 units of 2nd Hand Train set (Good working Condition ) with 2 cars per train
set model (UK) Class 142 series)

This Train sets originally are without aircondition, SMHR will install the aircondition separately
as per PT SULSEL requirement (if required).
This model are more economic and cheaper to operate in the initial stage of the Makassar Pare
Pare operation. It can economically for use to accommodate the low capacity passenger at the
initial operation stage.
With the 4 set of train, PT SULSEL can also plan more rapid schedule with lower passenger
capacity.

2. SCOPE OF WORK
Roles and Responsibilities

The roles and responsibilities of SMH Rail and PT SULSEL are outlined as below:

2.1. Roles and responsibilities of SMH Rail


a) Supply of the DMUs Train Set as per Otion1 or Option 2 as per offer/award letter from PT SULSEL
b) Inspection and refurbishment work as per scope identified by SMH Rail Technical Expert.
c) Supply of Spares During The Maintenance Period, the spares components will be delivered
within 3 months from the date of receipt of Contract/Purchase Order and Advance Payment
from PT SULSEL

d) Supply and delivery of completed DMU trainset to PT SULSEL at Port INDONESIA (Nearest Port
Location to Makassar) (CIF)
e) Technical assistant for loading and unloading the train set
f) Testing and commissioning of DMU at Makassar ParePare track network;

g) Comprehensive Maintenance and service support.


h) Operation and training support
i) Providing Manpower for Operation and maintenance.
j) After Sales Service.

2.2. Roles and responsibilities of PT SULSEL

a) Attending the joint inspection with SMHR of the Train set upon the letter of award.
b) Clearance of shipment consignments including import duty, process any duty exemptions and
any other Taxes applicable;
c) Local haulage/transport of DEMU cars from Port of Indonesia to Makassar Pare Pare;
d) Local Insurances
e) Provide space for Maintenance of trainset at Makassar Pare Pare and
f) Facilitate testing, commissioning and trial run of the trainset.
g) Assistant of work permit for the SMHR manpower.

h) Security
i) Railway Track safety and maintenance
j) Third Party Insurances
k) Insurance for the Train Set.
l) Term and condition as mutually agreed by both parties

4.0 TERM AND CONDITION

4.1. Payment Term


a) 45% Down Payment after the letter of award. This is Important due to almost 100%
expenses to be beared by SMHR for the trainset procurement, insurances and freight
charges, Inspection cost, technical support and other cost.

b) 45% Payment after the train set delivery to the nearest port to Makasar Pare Pare
c) 10% after commissioning

4.2 Delivery

The delivery period will be 3 months after the letter of award and joint Inspection. ( but due
this pandemic situation, may be there will a minor changes of the schedule.

1. THE TRAIN SET

The proposed 4-car trainset unit comprises of two motor bogie per car and two trailer bogie per car
for passenger transportation meeting the carrying capacity as required. The maximum service speed
is 200 km/h.

The train configuration is DPMC – SMC - SMC – DPMC where,

1. THE TRAIN SET


Class 142 DMU
The train set consist of 2 car per train set. It is in excellent running condition. Consist of more than 53
set.

All Unit are still in operational service and maintained to a very high standard.

The spare part of these Train set are still available, and SMHR shall warranty the spares availability,
there is no special requirements or complex parts for these train sets.
