What This Module is About
Disease prevention and control is a very important health concern because it affects
the quality of people’s lives. Communicable diseases not only threaten the sick person but
also his / her family and the society in general. Thus, protecting ourselves and our families
from diseases is both a personal and social responsibility.
This material will introduce you to the nature of communicable diseases and their
prevention and management. You will discover that the spread of communicable diseases
threatens the populace, so each one must understand how to prevent their spread and learn
how to manage them.

There is a very popular saying “Prevention is better than cure.” As you go along, you
will notice that the diseases you are experiencing or encountering can be prevented if you only
know how to control them. Accordingly,
If you lack self-discipline, then prevention and control of diseases will be difficult to attain.

One thing is sure after learning from this unit, you will be challenged to become a
catalyst for the control and prevention of communicable diseases. Start with yourself, family,
neighbor, community, and extend it to the nation. You just need to consistently demonstrate
personal responsibility and healthful practices in order to prevent and control communicable
diseases.

Our target is to let this knowledge be seen I your actions, words, and way of life. This
is the best legacy you can contribute not only to you and your family but to the whole nation.

Lastly, I hope that you will enjoy going through this material.

Lesson
Discussing the Stages of
1 Infection

What I Need to Know

We always observe the signs and symptoms every time a person feel sick, in order to
prevent the spread and further developing of the infection. That person may also stay away or
isolate him/herself and better to take advice from a doctor or a physician. When a person is
sick, its severity depends upon the extent of the infection.

Infection is the invasion and multiplication of microorganisms such as bacteria, viruses,

and parasites that are not normally present within the body. An infection may cause no
symptoms and be subclinical, or it may cause symptoms and be clinically apparent.

Activity 1: Recall the Past

Direction: Supply the missing words of the following:
1. Can you still remember the stages of human growth and development? ( )yes( )no.
2. I__c__b__t__ __n, a stage where human growth and development starts
(birth to 2yrs old).
3. 3 to 8 years old is called _____________ Childhood.
4. ____ to ____ years old is called Middle Childhood.
5. Adolescent starts from 12 years old up to ____ years old.

What’s New

In order forus to track the development of a child, we need to monitor his/her physical
progress through stages of human growth and development. By doing this, we may discover
their strength, and weaknesses. We may be able to help and guide him/her to improve more
their physical, mental, psychological, spiritual and health development.

Early monitoring of a child will help us also determine and can act early if ever there
are potential delays of a child’s development and will be given treatment and proper care
because these are very important in the development of a child.

What Is It
ACTIVITY 2: A Life – Changing Letter

Dear Students,

This life-changing letter is about the course of infection by stages. Read it carefully and
understand how infection manifests through its various stages.

When a person is sick, the first stage of infection is .It is the period starting from the
entry of the pathogen until the appearance of first sign. For example: chicken pox, it takes 2
to 3 weeks of incubation. For common cold, 1 to 2 days of incubation, influenza takes 1 to 3
days, and 15 to 18 days for mumps.
The second stage is called the prodromal stage which starts from the onset of non-
specific signs and symptoms such as fever.

2
IIlness stage begins when more specific signs and symptoms appear. For example,
common cold is characterized by sore throat, sinus congestion, and rhinitis, mumps
manifested by earache, high fever, and salivary gland swelling.

The last stage of infection is an interval when acute symptoms of infection disappear.
The length of recovery depends on the severity of infection and the sick person’s general state
of health. Recovery may take several days to months and is called the Convalescence stage.
By understanding the chain of infection, the sick person must intervene to prevent the
infection from developing any further. When a sick person acquires an infection, he / she must
observe signs and symptoms of infection and take appropriate actions to prevent the spread
like staying away from other people, and taking the doctor’s advice seriously. Infection follows
a progressive course as explained above. The severity of the sick person’s illness depends
on the extent of the infection, the pathogenicity of the microorganism and susceptibility of the
host.

I hope that you were able to learn something about the stages of infection.

Lesson
Analyzing the Leading Causes

2 of Morbidity and Mortality in the

Philippines

What’s In

We have learned from in lesson 1 the different stages of infection, and that most of
the leading causes of death are caused by disease / infections such as heart attack, diabetes,
acute respiratory infection and etc.

What I Need to Know

A lot of people die every day because of different reasons and causes. Some die
because of accidents, natural death and some are because of different crimes committed by
friends, enemies, even a family member out of a lot of reasons. But there are also people die
because of different diseases which some are communicable and acquired through lifestyle.

Definition of Terms

Morbidity is the condition of being diseased.

Mortality is the state of being subject to death.
Disease is a disorder of structure or function in a human, animal, or plant, especially
one that produces specific signs or symptoms or that affects a specific location and is not
simply a direct result of physical injury.

Lesson Signs and Symptoms Most

3 Common Communicable
Diseases
What’s In

In our previous lesson, we discussed the leading causes of morbidity and mortality
in the Philippines. And we have learned also that in mortality, disease of the heart is the most
leading according to the graph presented. When it comes to morbidity, acute respiratory
infection is the number one out of ten different leading causes. The causes of death statistics
help health authorities determine the focus of their public health action.

What I Need to Know

In order for us to prevent the spread of communicable diseases, everyone must know
the common types of communicable diseases particularly the signs and symptoms in order to
identify the infected individual and will be given proper assistance to prevent the spread of the
disease. Some individual have less obvious signs and symptoms.

In some cases, children may not able to express their discomfort. Others, if they have
high temperature, children may express the condition of discomfort through crying, nagging,
lack of energy and sometimes loss of appetite.

What Is It
The Common Communicable Diseases, Sign and Symptoms and Effect

Pneumonia is an infection in one or both of the lungs. Many germs, such as bacteria,
viruses, and fungi, can cause pneumonia. You can also get pneumonia by inhaling a liquid

14
or chemical. People most at risk are older than 65 or younger than 2 years of age, or already
have health problems. Symptoms of pneumonia may vary from mild to severe. See your doctor
promptly if you have high fever, have shaking chills, have a cough with phlegm that doesn’t
improve or gets worse after a cold or the flu.

Bronchitis is an inflammation of the bronchial tubes, the airways that carry air to your
lungs. It causes a cough that often brings up the mucus. It can also cause shortness of breath,
wheezing, a low fever, and chest tightness. There are two main types of bronchitis: acute and
chronic

Influenza commonly called the flu is a viral infection that attacks the respiratory system.
This type of flue is not the same as the stomach “flu” virus that causes diarrhea and vomiting.
Young children, older adults, pregnant women, and people who have weakened immune
system are highly susceptible to flue. Incubation period is 1-3 days. The common signs and
symptoms are fever, headache, runny nose, sore throat, cough, or other respiratory
manifestation

Tuberculosis is an infectious disease that primarily is an infectious disease that

primarily affects the lungs and this condition is known as pulmonary tuberculosis. Other parts
of the body may also be affected by tuberculosis; this is known as extra pulmonary
tuberculosis. It may affect the bones, meninges, joints, genito-urinary tract, intestines, liver,
kidneys, and the heart. Signs and symptoms are cough for two weeks or more, fever, chest or
back pain not referable to other diseases, loss of weight and blood-streaked sputum.

Dengue fever is acute viral infections that affect infants, young children, and adults.
Signs and symptoms are onset of high fever which may last from 2 to 7 days Joint and muscle
pain and pain behind the eyes, weakness, skin rashes, nose bleeding when fever starts to
subside, abdominal pain, vomiting of coffee-colored matter.

AIDS or Acquired Immunodeficiency Syndrome is a chronic, sexually transmitted

disease. Acquired means that the disease is not hereditary but it develops after birth from
contact with a disease-causing agent (in this case, HIV). Immunodeficiency means that the
virus weakens the immune system, causing the body’s inability to fight diseases. Syndrome
refers to a group of symptoms that indicate or characterize a disease. Cause Human
immunodeficiency virus (HIV). Signs and Symptoms Early symptomatic infections are fever,
fatigue, swollen lymph nodes diarrhea, weight loss, cough, shortness of breath. Primary
infection (flu-like illness) occurs 3-6 weeks after acquiring infection in almost 50% of newly
infected people are; fever, muscle soreness, rash, headache, sore throat, mouth or genital
ulcers, swollen lymph glands, mainly on the neck, Joint pain, Night sweats, and Diarrhea.
Sexually transmitted infections (STIs) are infections that are spread primarily from
person-to-person during sex. Causes are bacteria, viruses, and parasites. Some of the most
common infections are; Gonorrhoea (caused by Neisseria gonorrhoeae), Chlamydial
infections (caused by Chlamydia trachomatis), Syphilis (caused by Treponema pallidum,
Chancroid (caused by Haemophilusducreyi), Granuloma inguinale or donovanosis (caused by
Klebsiella granulomatis, previously known as Calymmatobacteriumgranulomatis) and AIDS
(caused by Human Immunodeficiency Virus or HIV), Genital herpes (caused by Herpes
simplex virus type 2), Genital warts and cervical cancer in women (caused by human

15

papilloma virus Hepatitis (caused by Hepatitis B virus); chronic cases may lead to cancer of
the liver, inflammation in the brain, the eye, and the bowel (caused by cytomegalovirus),
vaginal trichomoniasis (caused by Trichomonas vaginalis), Vaginal yeast infection or
vulvovaginitis.Signs and Symptoms Symptoms vary and some STIs exist without symptoms.

Lesson Misconceptions, Myths and Beliefs

4 about Common Communicable
Diseases

What’s In

We have learned in lesson 3 about the signs, symptoms and effects of common
communicable diseases. There are different communicable diseases in which the signs and
symptoms are less obvious, but most of the diseases brings discomfort and make a person
unwell and uneasy.

What I Need to Know

Definition of Terms

Misconception is a wrong or inaccurate idea or conception.

Myths are a usually traditional story of ostensibly historical events that serves to
unfold part of the world view of a people or explain a practice, belief, or natural
phenomenon.

Beliefs are conviction of the truth of some statement or the reality of some being or
phenomenon especially when based on examination of evidence.

Source: Merriam-webster.com
There are different myths and misconceptions we heard from our parents,
grandparents and older individuals, and most of us easily adopt and believe in it. There are
also beliefs and practices at home being taught by elders regarding the common
communicable diseases on how and where they acquire it, just like for example, grandparents
don’t allow their young children to go outside when it is already 6’oclock in the afternoon
because the bad spirits are out and they cause harm to people. Stories like these bring fear
and children easily believe in it.

What Is It

Explanations and corrections about the misconceptions, myths, and beliefs

examples given:

1. By touching alone to someone who has HIV, a person cannot contract. All types of physical
contact will not transmit the virus.

2. Oral contraceptives cannot protect you from having STI’s. Abstinence or not having sex
from the infected person are the only way that can protect you from HIV or STI.

3. HIV cannot be transmitted through sweat and tears. Only certain body fluids, blood, semen,
vaginal fluids and breast milk from a person who has HIV can transmit the disease.

4. There is cure for Tuberculosis. Tb is fully curable, as long as you take your full medication.

5. TB is not a family sickness. TB doesn’t have anything to do with your genes. TB infection is
spread from person to person through the air when people with lung TB cough, sneeze or spit.
When a person develops the disease TB, the symptoms may be mild for many months. This
can lead to delays in seeking care, and results in transmission of the bacteria to others. An
individual with undiagnosed and untreated lung TB disease may infect ten to fifteen other
people through close contact.

Bronchitis & Influenza

Bronchitis is the inflammation of the mucous membrane in the bronchial tubes. It

typically causes bronchospasm and coughing.

Flu is a contagious sometimes the lungs. It can cause mild to severe illness, and at
times can lead to death. The best way to prevent flu is by getting a flu vaccine each year.

Bacterial pneumonia is an infection of your lungs caused by certain bacteria. The most
common one is Streptococcus (pneumococcus), but other bacteria can cause it too. If you’re
young and basically healthy, these bacteria can live in your throat without causing any trouble.
But if your body’s defenses (immune system) become weak for some reason, the bacteria can
go down into your lungs. When this happens, the air sacs in your lungs get infected and
inflamed. They fill up with fluid, and that causes pneumonia.

Prevention and control of Bronchitis & Pneumonia

Remind everyone about proper coughing/sneezing behaviors. Children & adults

should ideally cough into their elbows or onto their shoulders so that the germs do not end up
on their hands. Get vaccinated. Wash your hands. Be aware of your general health

Lesson
Analyzing the Nature of Emerging
6 and Re-emerging Diseases

What’s In

In our past lesson, we discussed on how to prevent the spread of communicable

diseases. It is very important to have knowledge on this so that we may able to maintain the
good health. We must remember those steps on how to prevent and stop the spread of any
diseases particularly the communicable. In that way, we may be able to help everyone from
having or acquiring diseases.

What I Need to Know

EMERGING AND RE-EMERGING INFECTIOUS DISEASE PROGRAM

In the recent past, the Philippines has seen many outbreaks of emerging infectious
diseases and it continues to be susceptible to the threat of re-emerging infections such as
leptospirosis, dengue, meningococcemia, tuberculosis among. The current situation
emphasizes the risks and highlights the need to improve preparedness at local, national and
international levels for against future pandemics. New pathogens will continue to emerge and
spread across regions and will challenge public health as never before signifying grim
repercussions and health burden. These may cause countless morbidities and mortalities,
disrupting trade and negatively affect the economy.
There are several social determinants contributing to the emergence of novel infectious
diseases and resurgence of controlled or eradicated infectious diseases in our country. These
contributing factors are namely: (1) Demographic factors like the population distribution and
density, (2) international travel/ tourism and increased OFWs, (3) Socio-economic factors and
(4) Environmental factors. The latter includes our country’s vulnerability to disasters, increased
livestock production, man- made ecological changes or industries and lastly the urbanization
which encroach and destroy the animal habitats.

Lesson Demonstrating Self-Monitoring Skills

7 to Prevent and Control
Communicable Diseases

What’s In
Yesterday we discussed the emerging and re-emerging infectious diseases.
We have learned that Philippines has seen many emerging outbreaks of diseases that are
infectious and it continue to be susceptible of the re-emerging of any other communicable
diseases. Therefore, everyone is encouraged to be aware and be careful at all times.

What I Need to Know

Self-monitoring is very important in order to be protected and in maintaining

ourselves from being healthy at all times.

A communicable disease is one that is spread from one person to another

through a variety of ways that include: contact with blood and bodily fluids; breathing in an
airborne virus; or by being bitten by an insect. http://www.acphd.org/communicable-disease.

It is very important for everyone to be healthy at all times to stay away and be

What Is It

In Maslow's Hierarchy of Needs, the physiological needs includes the basic

needs for the survival of his body which food, clothing, air, shelter, and the homeostatic
processes such as excretion, safety needs, love/belonging, self-esteem, self-actualization,
and self-monitoring which is the process of observing one’s behavior and evaluating it in
relation to one’s goal.

Activities are done to prevent one from having the disease. This includes
getting immunized, eating a healthy diet, taking regular exercise and getting enough sleep.

Three Levels of Preventing the Communicable Diseases

Primary Prevention is activities done to prevent one from having the disease.
This includes getting immunized, eating a healthy diet, taking regular exercise and getting
enough sleep.

Secondary Prevention is activities done to prevent further damages when the

disease has already started. This includes prompt diagnosis, screening for high blood
pressure and breast self-examination.

Tertiary Prevention is an activity that focuses on rehabilitating the sick person

so as to prevent long term complications of the disease. At this level health services workers
can work to retrain, re-educate and rehabilitate people who have already developed an
impairment or disability. (taken from the DLP Lanao del Norte division, Health 8 day 9)

Lesson Promoting Programs and Policies to

8 Prevent and Control Communicable
Disease

What’s In
We have learned in Lesson 7 that prevention and control of communicable
diseases is very important to stop the spread of any viruses. We also discussed the levels of
prevention that in primary, immunization is very important, together with the healthy eating
and daily exercise. In secondary, when the disease is there, diagnosis and medical
examination is very important. Lastly, in tertiary, it focuses on rehabilitating the sick person in
order to prevent the spread of the viruses.

What I Need to Know

The government promotes different programs and policies to ensure the safety
of the people, to help prevent the spread and control of communicable diseases. They
encourage individuals to do exercises to maintain the healthy body. They also have different
campaigns. They offer free services in the department of health agency, the free check-up
that includes giving of free medicines and vitamins to the people. Programs like these are very
helpful to the people who can’t afford to bring themselves to private hospitals for medications
and treatment.

What Is It
Choosing effective policies and programs that work in real life will maximize
your chances of success. Not every well-intentioned policy or program is effective. Taking the
time to look for strategies that have been shown to effectively address particular problems or
issues will be time well spent.

You should explore and select evidence-informed policies and programs to

address priority issues. For example you create the immunization program so that no child will
get sick easily. The multi-sector team of partners that include leaders and stakeholders from
business, healthcare, education, government, public health, funders, and the community
sectors are the different stakeholders that may help on health policies and programs. You
should know who to involve.

We understand our solutions will be better if they have been shown to work or
are based on research. We plan to look for these types of policies and programs. We’ve
begun to look at policies and programs that might work well in our community. We’d like to
make sure we’re selecting the most effective strategies and examples.

Lesson Identifying Agencies Responsible

9 for Communicable Disease
Prevention and Control

What’s In

Our previous lesson was all about promoting programs and policies to prevent
and control communicable diseases. There are four strategies or steps in making policies and
programs that includes: knowing the purpose, knowing who to involve, choose effective
policies and programs.

What I Need to Know

A government or state agency, sometimes an appointed commission, is a

permanent or semi-permanent organization in the machinery of government that is
responsible for the oversight and administration of specific functions, such as
an administration. There is a notable variety of agency types. Although usage differs, a
government agency is normally distinct both from a department or ministry, and other types of
public body established by government. The functions of an agency are normally executive in
character, since different types of organizations (such as commissions) are most often
constituted in an advisory role—this distinction is often blurred in practice however, it is not
allowed.

A government agency may be established by either a national government or a state

government within a federal system. The term is not normally used for an organization created
by the powers of a local government body. Agencies can be established by legislation or by
executive powers. The autonomy, independence and accountability of government agencies
also vary widely. (https://en.wikipedia.org/wiki/Government_agency

What Is It

What are the other agencies under DOH that are responsible in prevention and
control?

Government agencies were created to target the prevention and control of

communicable and chronic diseases, as well as HIV, leptospirosis, dengue, measles,
influenza, and others. The National Center for Disease Prevention and Control is the
government agency responsible for conducting studies on the pathology of disease, its
prevention, and cure. The Department of Health (DOH) retains the overall technical authority
on health, as it is a national health policy-maker and regulatory institution. Basically, DOH has
three major roles in the health sector: Leadership in public health programs and policies
Enabler and capacity builder of health institutions and infrastructure. Administration of
specific health services

The main office of DOH is located in Santa Cruz, Manila. A secretary who is appointed
by the president heads it. Several undersecretaries and assistance secretaries help
coordinate the department’s work nationwide.

Together with its attached agencies, DOH, which is constituted of various bureaus and
services, works to continuously improve the country’s healthcare system. In almost every town
and city in the country, one can avail of municipal/city health centers, which are staffed by
doctors, nurses, medical technologists, and other health workers. Depending on the kind of
services one needs, the health center is ready to respond.

Under the municipal health center is the barangay health center. Its goal is to provide
first aid, maternal and child health care, social disease diagnosis, and other basic health
services to all the community members. It provides free services and medicine for those who
need them.

Some of the DOH-attached agencies are as follows:

National Center for Disease Prevention and Control is tasked with developing plans,
policies, projects, and strategies for disease prevention and control and health protection. It is
also tasked to provide coordination, capability building, and advisory services. Some of its
well-know programs include the “LigtasTigdas” and “Kontra Dengue” programs which are
conceptualized in coordination with this agency.

National Epidemiology Center is expected to develop surveillance and other health

information systems. Part of its responsibilities is to maintain routine surveillance and other
health information systems. The center keeps a Philippine HIV and AIDS registry of the total
number of laboratory-confirmed AIDS cases and deaths, as well as HIV-positive persons in
the Philippines. It also keeps a monthly morbidity calendar, and disease surveillance reports
on leptospirosis, dengue, measles, and influenza.

Research Institute for Tropical Medicine as the principal research arm of the
Department of Health, it is mandated to conduct high quality multidisciplinary research and
development and production of biological and vaccines that contribute significantly to the
prevention and control of infectious and tropical diseases, especially those of public health
importance. The detection of the deadly swine influenza or H1N1 virus and its antidote was
part of the institute’s contribution toward the well-being of the citizenry.
