Provided that no Reclassification Premium as mentioned


under sub-section (8) and (9) of this section shall be charged
and realized while an agricultural land not exceeding one bighct
is used or reclassified or reclassified -cum-transfen'ed for
construction of one's own dwelling house and when

section (1) and (2) of section 4 shall pay a Reclassification
Premium at the rate of l0o/o of the prevailing minimr.rrn zonal
value in respect of the said agricultural land in that area itt

milimum zonal value tbr the said agricultural land in that area
in respect of reclassification-curt-transf'er, before issue of the
No objecrion Certificate (NOC) by the Deputy Comruissioner,
under sub-section (7) of section 5:
Provided that in the case of the value of "considcration
for reclassification-oum-transfer is more than the prevailing
minimum zonal value for the said agricultural land, the 15%
Reclassification Premiurn applicable shall be assessed on the
value of consideration and charged ac'cordingly'

(ii) For the purposes of this sectiou, the r:rinimunl zonal value of
the land shall be fixed in such manner as nlay be prescribed.

Authority' 7 . In addition to the Deputy Comrnissioner as authorized under

High Porver 13. (1) There shall be a High Powered Committee headed by the senior

(2) The Committee shall meet at least once in every six months.
(3) The Committee shall review from time to time the district- wise
agricultural land reclassified and reclassified-curn transferred
for non-ggricultural purposes .
