Inspection of Casing Reference |: | Discussion in presence of CMD & D(O) on 07/01/2021 Sir, The casing forms & major structural component of the wellbore and serves several important functions like preventing the formation wall from caving into the wellbore, isolating the different formations to prevent the Tlow or crossfiow of formation fluid etc. 20 30 It is well known to you that inventory management for casing, which includes procurement also, catered by OIL’s own expertise. However, as per practice, Third Party Inspection (TPI) of ‘Tubulars (especially casing of all Sizes) is nominated by the supplier on whom the order is placed andall cost of TPI is borne by the Supplier. At present OIL is carrying out TPI of casing procured under various tender by below mentioned TPIA which are engaged by the Bidder after getting due approval from Oil India Limited. For Casing the approved agencies are as below, @ Mis. Lloyds, Gi) Mls Bureau Veritas, (ii) Mis, RITES, @®) Ms.LRS., (v) Mls. Tuboscope Veteo and (vi) Mis DNV-GL However, ithas been observed that there are numbers of failure of 514" casing in hermetical testing during the financial year 2018-19 and 2019-20, which not only resulted in huge financial loss but also reduced the company’s performance. In this connection, few wells like MFY, TAR, DIT, HZG, DIK, DIG may be referred which were completed in the recent years where failure occurs during 5% "casing hermetical testing. om RCE'S OFFICE yofie FEB 2021 SILINDIA LTD. This matter was highlighted in the recent meeting held between CMD, D (O) and Drilling department on 07.01.2020. During the discussion it was proposed to appoint the TPI by OIL at its own cost and there by having some control on the TPT inspection of casing, Quote CGM-DS brought out the issue of TPI against casing procurement. During the discussion the possibility of appointing the TPI from OIL’s side is to be explored and if possible to complete the same within 15 days.
