II. INTRODUCTORY CONCEPT


Truthfulness and accuracy go hand in hand when it comes to measuring the integrity
of any data or information especially in new reporting. Before we further discuss the
importance of these two, let us take a look at their definition first.

Accuracy is defined as the condition or quality of being true, correct, and exact.
Truthfulness is defined as the quality of being honest and not containing or telling any lies.
Accuracy is an important standard to determine the quality of the news reporting. No
one would argue that credibility of news sources is unimportant. People trust what they read and
believe it to be so without always questioning. If all information were to not be checked
thoroughly, there would be instances where people read an article only for information included
to be wrong and they go on believing such information. This can be very dangerous as
misinformed people make misinformed decisions.
On the other hand, truthfulness is essential for authentic communication to occur, and
makes genuine interaction between people possible. That is, if truth were not expected, it
would not be long before communication would entirely break down. Imagine what it would be
like living in a society in which no one expected the truth. How could a person discern what is
accurate and what is a falsehood? On what basis could a person make important decisions if
there was no expectation of the truth? Life would be chaotic without the norm of honesty.

Magnitude 7.1 earthquake rocks parts of Mindanao

Metro Manila (CNN Philippines, January 21) — A magnitude 7.1 earthquake hit the waters off Jose
Abad Santos town in Davao Occidental, with strong intensities felt in some parts of Mindanao Thursday
night.
The tremor struck 231 kilometers southeast of Jose Abad Santos at 8:23 p.m., according to the
Philippine Institute of Volcanology and Seismology or Phivolcs.
Intensity 5, considered by Phivolcs as "strong," was felt in General Santos City and the municipalities
of Kiamba, Glan, Maitum, and Malungon in Sarangani province.
Intensity 4 or "moderately strong" was recorded in Davao City, Cotabato City, Digos City, Sta. Cruz in
Davao del Sur, and the municipalities of Alabel, Maasim, and Malapatan in Sarangani province.
Intensity 3 was felt in San Francisco in Southern Leyte, Datu Blah T. Sinsuat in Maguindanao,
Zamboanga City, and Cagayan de Oro City.
Meanwhile, the tremor was "slightly felt" in Bislig, Surigao del Sur; the areas of Talakag, Kalilangan,
Baungon, Malitbog, Don Carlos, Valencia City, and Maramag in Bukidnon; in Camiguin Island;
Kidapawan City; Baybay City in Leyte; and the areas of Taguloan, Jasaan, Balingansag, Balingoan,
Magsaysay and Gingoog City in Misamis Oriental.
Other areas in Mindanao and Eastern Samar had instrumental intensities, or those that were recorded
by instruments but may not have been felt.
Phivolcs said the quake was tectonic in origin – or there was a movement in the Earth's crust – with a
depth of 116 kilometers.
There's no tsunami threat from the quake but aftershocks are expected. An aftershock of magnitude
3.4 was recorded at 9:09 p.m., followed by another of magnitude 3.2 at 9:24 p.m. A total of 16
aftershocks were recorded as of 4 a.m. Friday.
Jose Abad Santos Mayor Jason John Joyce said the earthquake caused no major damage in the
central part of the municipality.
"Kaka-check ko lang po sa mga major structures natin sa poblacion. No visible damages. Salamat,
Panginoon [I just checked our major structures in the poblacion. No visible damages. Thank you,
Lord.]," he said in a Facebook post.

Crimes in PH cut in half amid lockdowns, PNP data show

Metro Manila (CNN Philippines, April 11) — The Philippine National Police recorded a huge drop in
the number of crimes over the past month, amid the lockdowns imposed in Luzon and other areas due
to the coronavirus crisis.
According to data released by the PNP on Saturday, 1,562 crimes were reported from March 17 to
April 10, a 55-percent drop from the 3,509 incidents across the country from February 21 to March 16.
On the night of March 16, President Rodrigo Duterte announced he is restricting people's
movement and suspending mass transport in Luzon in response to the surge in coronavirus infections.
He ordered the deployment of police and military to ensure that most people stay at home.
Areas outside Luzon have enforced their own lockdown guidelines to prevent the spread of the viral
illness.
Over the past 25 days, crimes in Luzon decreased by 63 percent – from 1,915 to 1,197. Crimes in the
Visayas were halved, from 893 to 448, while Mindanao reported 396 incidents, down by 44 percent.
Despite the dramatic drop in crime rate, hundreds of theft, physical injury, and murder cases have still
been recorded nationwide.
The most common was theft, with 452 cases reported, down by 62 percent from 1,200 before the
lockdown.
This was followed by physical injury (345 cases), murder (242), robbery (228), rape (167), homicide
(73), and carnapping (55).
In reporting lower crime rates in March, Metro Manila Police chief PMGen Debold Sinas attributed the
decline to less people on the streets.
Meanwhile, more than 75,000 individuals have been apprehended for violating curfew hours, according
to Duterte's April 6 report to Congress.
The Commission on Human Rights earlier warned that violations made during the enhanced
community quarantine in Luzon “should not be automatically meted with arrest."
The CHR added that the community quarantine was “never meant as a peace and order solution,"
reminding authorities that the main goal is to ensure people’s health and safety amid the COVID-19
pandemic.
The Luzon-wide quarantine which was supposed to end on April 12 has been extended to April 30 as
coronavirus cases continued to rise. Other local government units have also extended their lockdowns.
The Philippines now has 4,428 COVID-19 cases with 247 deaths and 157 recoveries.

Crime rate down 61% while under lockdown

The lockdown has not only been good against coronavirus disease 2019 (Covid-19) as the Philippine
National Police (PNP) reported that the crime rate fell 61 percent while much of the country was under
enhanced quarantine.
LtGen. Guillermo Eleazar, the commander of the Joint Task Force Covid Shield, on Saturday said that
since March 17, the police recorded a significant drop in crime rate in the country.
He cited police data showing that 2,676 crimes were reported nationwide from March 17 to April 30,
2020, much lower compared to the 6,712 crimes recorded from February 1 to March 16, 2020.
Reported crimes in Luzon recorded the steepest drop, with 67 percent, Eleazar said. The Visayas
followed with a 58-percent decline, then Mindanao with a 51 percent drop.

Eleazar added that the number of quarantine violators had gone down significantly in the past days as
the police shifted to making arrests rather than merely warning people.
Since April 23, Eleazar bared that the number of violators no longer breach the 2,000.
PNP record has a total of 156,704 quarantine violators on record nationwide since March 17, 2020.
Eleazar said that 41,221 of them were arrested. And 2,040 of them were still detained.
He added that the PNP would continue its operations against criminality, even while the lockdown was
in place.
Meanwhile in Metro Manila, the National Capital Region Police Office (NCRPO) reported that the
crime rate also went down to 67.8 percent from March 15 to April 30, 2020.
Also in Metro Manila, the murder rate fell by 30.3 percent from 76 cases to 53, homicide by 53.3
percent from 30 to 14, and reports of physical injury went down by 74.7 percent from 293 to 74.
NCRPO chief Maj. Gen. Debold Sinas said that continuous decline in criminality was credited to the
enforcement of rules that restricted people from leaving their homes.
