II. INTRODUCTORY CONCEPT

It is a need for everyone to have access to reliable, truthful, accurate facts. It is
indeed critical for making decisions. Without facts being as reliable and accurate as
circumstances allow, communicators are more likely to do harm or create injustice than
do good and act fairly. Good intentions are insufficient for counteracting inaccurate,
distorted, or misleading facts and information. Because of the critical role that reliable
and accurate facts and information play in human decision making, truthful and honest
communication whether it is heard, read, or viewed is a foundation for competent and
ethical communication. It is not new that social media platforms are widely being used
to undermine the integrity and even the relevance of accurate and honest
communication. Fake news is everywhere with the use of social networking. So, what is
fake news? Lazer defined it as fabricated information that mimics news media content
in form but not in organizational process or intent. Fake-news outlets, in turn, lack the
news media's editorial norms and processes for ensuring the accuracy and credibility of
information. Fake news overlaps with other information disorders, such as
misinformation (false or misleading information) and disinformation (false information
that is purposely spread to deceive people).
Ways to determine the truthfulness of information
1. Have a critical mindset. It is essential that you keep your emotional response to such
stories in check. Have a rational approach to the story.
2. Check the source. If you come across a story from a source that you never heard of
before, do some research. Check the web address for the page you are reading.
3. Look for evidence. A credible news story will include plenty of facts – quotes from
experts, survey data, and official statistics, for example. Or detailed, consistent, and
corroborated eye-witness accounts from people on the scene.

 4. Check who else is telling the story. Professional global news agencies such as Reuters,
CNN and the BBC have rigorous editorial guidelines and extensive networks of highly
trained reporters, so are a good place to start.
This Learning Activity Sheet (LAS) will help you determine fake news and learn the
different strategies to shield from it. Apart from this, this LAS will also help you to
determine the relevance and truthfulness of the ideas presented in the video clip that
you will be viewing.

Reporter: Health officials can’t stress it
enough. Right now, there are no
confirmed cases of the Novel Corona
Virus in the country. Concerns have been
raised regarding the spread of the virus
especially amid rumors spreading
through text messages and social media
that there are confirmed cases in some
hospitals in Binondo and Alabang.
Sec. Doque: Let's not be used by
unscrupulous groups whose agenda is to
propagate infodemic. Infodemic means
the spread of false or baseless pieces of
information because otherwise the
problem of misinformation can be more

 viral than the virus that we all are
guarding against.
Reporter: But there are 11 patients under
investigation for possible infection the
Health Department released this map of
where they are two are in Metro Manila
specifically in Muntinlupa and Pasay.
Three in Aklan, three in Cebu, and one
each in Tacloban El Nido Palawan and
Camiguin. They're all foreign nationals
Chinese, Brazilian, German, and
American. All of them with previous travel
from Wuhan China.
Sec Doque: So, there shouldn't be any
cause for alarm just because we flash the
areas where the PUIs come from doesn't
mean that those areas are infected with
novel coronavirus because there's ton.

Fake news is nothing new. But bogus
stories can reach more people more quickly via
social media that what good old fashioned viral
emails could accomplish in years past. A lot of
these viral claims aren't news at all but fiction,
satire, and efforts to fool readers into thinking
they're for real. Here are some strategies to
shield yourself from fake news.
Are you familiar with the source? Is it
legitimate? Has it been reliable in the past? If
not, you may not want to trust it. If a provocative
headline drew your attention read a little further
before you decide to pass along the shocking
information.
Even in legitimate news stories the
headline doesn't always tell the whole story. But
fake news particularly efforts to be satirical can
include several revealing signs in the text.
One fake story even attributed a quote
to a dolphin. If that had been real you could
argue they buried the lede. Another telltale sign
of a fake story is often the byline-if there even
is one and in some cases the authors are not

and generate money for the creator through ad
revenue but they aren’t news. We know this is
difficult.

Many times, these bogus stories will
cite official or official sounding sources but once
you look into it this source doesn't back up the
claim. Some false stories aren't completely
faked but rather distortions of real events.
These mendacious claims can take a legitimate
news story and twist what it says or even claim
that something that happened long ago is
related to current events. One deceptive
website took a story that was over a year old
from CNN and slapped on a new misleading
headline and publication date. So on top of the
deception there was copyright infringement.
Remember there is such a thing as
satire. Normally it's clearly labeled as such and
sometimes it's even funny, but it isn't the news.
And then there's the more debatable forms of
satire designed
Confirmation bias leads people to put
more stock in information that confirms their
beliefs and discount information that doesn't.
But the next time you're automatically appalled
at some social media posts concerning say a
politician you oppose, take a moment to check
it out try this simple test. What other stories
have been posted to the news website that is
the source of the story that just popped up in
your social media feed?
You may be predisposed to believe a
story about a politician you don't like. But if the
alleged news site also features a story about
guardians from Antarctica retaliating against
America by hitting New Zealand with an
earthquake, maybe you should think twice

cures. Fraudsters are wasting no time to make

toothbrush brands have hyped the metal to in
order to boost sales but scientists agree silver
has no effect against the corona virus. In fact,
exposure to collodial silver can be toxic.
Times of crisis are always great times
for fake news and propaganda. And the more
ridiculous that claims it seems the more traction
they gain on social media. Be it tips like drinking
alcohol to kill the virus and fight the disease. As
tempting as it may sound for some it isn't all
religious claims that Corona was a punishment
dished out by God or mother nature.
Our team from DW science has put
together a selection of some of the most
outrageous fake news about covid19.
Whatever you do, don't try this at home.
This clip widely shared on WhatsApp is
just one example of the many coronavirus

from Naorobi. Vincent how much of a
problem is corona fake news in African
countries right now.
V: Thanks for having me. Coronavirus
misinformation is a big big problem and the

before sharing. And yes, that earthquake story
is a real example of a fake story that popped up.
We know you're busy and some of this
debunking takes time but fact checkers get paid
to do this kind of work between factcheck.org
snopes.com. The Washington Post fact
checker and politifact.com it's likely at least one
has already fact checked the latest viral claim
to pop up in your social media newsfeed. And
remember newsreaders themselves remain the
first line of defense against fake news.

is going viral too in India. A picture purporting to
show an Italian boy taking his life after all his
family members died from coronavirus went
viral but a fact checks revealed that the footage
actually shows the suicide of a woman before
the outbreak and this photo doesn't show dead
bodies on the streets of Italy it's actually an art
installation in Germany.
Also doing the rounds conspiracy
theories among them but a South Korean series
forecast the corona virus outbreak back in
2018. Just one of many false stories describing
the pandemic as a premeditated event.
Platforms like Facebook are rife breeding
grounds for the spread of fake news. The social
networking giant is among several companies
pledging to take stronger action to prevent the
spread of Misinformation. Others too are doing
their bit to make sure people are getting the
right information about Corona.
A service called Africa check recently
had to rebuff a South African mayor's claim that
a vaccine against
corona virus had been developed now while
much of Asia seems just over the hill and most
of Europe is in mid-battle against Covid19.
Africa is bracing for impact and fake news is not
helping society is there to
prepare for the onslaught.

M: Hmm that means it what's the weirdest
piece of fake news you've come across so
far?
V: Well, the weirdest I have come across is
that if you take some orange peels and you
boil them and you inhale the steam you can
cure coronavirus and we know that's not
true because your body temperature
internal body temperature never really
changes all you end up doing is burning.
M: Do people across Africa generally trust their
governments to take the right measures of
a false that misinformation is on fertile
ground?
V: People are more or less trustful of their
governments and the reason they are is
because they know that government really
can do the most to protect them what we
have seen is a bit of dissatisfaction with the
measures that are being taken. So, for
M: Who benefits from this fake news?
V: A lot of people benefit there are people who
want to grow their influence online and
they'll spread anything that is fake whether
it's about coronavirus or politics it doesn't
matter. Then there are people who want to
actually make a business selling fake cures
so that you can actually spend your money
to buy a fake cure or to do things that are
not true, for example orange peel water,
and then finally you've got people who want
to drive a political agenda so they're going
to capitalize on people's fears to spread
these stories and that way spread the
agenda that's probably the system is wrong
and therefore you should follow me
because I have the solution. So there are
people doing it digitally online we have
technological reasons others have
commercial reasons.
M: Vincent Ng’ete the deputy Kenya editor
Africa Tech thank you very much for joining
us from Nairobi. Targeting today our
science correspondent Derek Williams we'll
deal with some of the most violent fate and
false claims about the corona virus. Was
this virus genetically modified to be used as
a biological weapon?
D: This was one of those conspiracy theories
that was bound to pop up in the midst of a

M: And why on earth are people actually
believing this kind of stuff well people
believe misinformation particularly about
health because it ties into their fears.
People are afraid of diseases that are
difficult to cure and so this gives them hope
and when you give them hope they will try
these figures they will buy medicines fake
medicines if they have to. You should
notice that really, we don't see a lot of fake
news about a disease like malaria because
we all knew it's curable and the medicine is
clearly accessible.

example the number of tests has been
rising but there's a concern that they are not
enough and also the fact that a lot of people
live in an informal economy in Kenya so
they have to go out every day and money
and it's very difficult to tell people like that
to stay at home and self-isolate unless
you're providing them with money so that
they can stay inside.

well they aren't mutations that any
bioengineer would have chosen if they
were trying to build a super bug because
the models would have said they don't
really work. So no, the corona virus was not
designed by humans.
Can supplements like fish oil, zinc, or
vitamins help?
D: Supplements are an area nutrition where
there's very little consensus in the scientific
community under ordinary circumstances
much less in the midst of a pandemic the
idea that. You can somehow boost your
immune system. I mean what does that
 mean anyway. The answer to this question
is a resounding no the only thing that we
currently think will prevent you from
catching the virus is if you've had it already
and developed antibodies that will prevent
you from getting it again.
I'm not saying you should stop taking
your fish oil or your vitamins just don't
expect them to keep you from
catching Covid 19.
There is a rumor that loss of smell
is a sign of a severe case of Covid 19. Can
we hear more about that?
D: A recent large-scale study in Britain that
collected data from hundreds of thousands

Reporter: This public elementary school in
Quezon City has one of the most number of
students in Metro Manila. By now at least
50 young students should be crammed into
this small space instead we are seeing an
empty classroom void of any activity.
Schools remain closed until August 24th
because of the covet 19 scare. And even
then, things are not going to be the same.
Sec. Briones: There will be no face-to-face
classes and sessions until we are assured
of the safety of our children and our
teachers
Reporter: Authorities believe schooling can
continue even from home. They are
implementing distance or remote learning,
a method that delivers lessons through
various ways including online television
radio and printed materials. Over 20 million
students from kindergarten to high school
nationwide have signed up for the new
school year. Colleges and universities are
also shifting to distance learning affecting
over 3 million students. The new system is
drawing mixed reactions from students.

can be accessed free of data charges
through a partnership between the DepEd
and Telcos. The Commission on Higher
Education meantime is developing the Phil
connect website, it contains text audio
video and other digital content that can be
used for teaching and research.
Prospero De Vera: No ifs no buts learning
must continue. We learn as one. We are
ready. For teachers distance learning
means making the extra effort to reach
students.
Jenny Yabut: Yon pong modules ay libreng
ipapamahagi, kung kailangan naming
silang punatahan sa mga bahay nila ay
gagawin po namin. They have to create
more educational content. These should
contain essential lessons at the same time,
they need to be simple enough for students
to adjust on their own.
Shirley Buenrostro: Hindi kahanda ang ating
mga teacher sa pagbabagong ito but as a
teacher kailangan nating ma adopt. Is this
distance learning going to be effective? For
education officials trying to make it work is
better than doing nothing.
