I. Background and Rationale

Under Section 3.2 Training Delivery of the Training Regulations (TRs), the
Supervised Industry Training (SIT) or On-the-Job Training (OJT) is defined as an
approach in training, designed to enhance the knowledge, skills and attitude of
the trainee through actual experience in the workplace to acquire the
competencies prescribed in the Training Regulations.

TESDA recognizes the importance of exposing WET learners in the actual


workplace to further enhance acquisition of competencies specified in the TRs.
WET providers or Technical Vocational Institutions (TVIs) cannot cope and catch
up with the rapid pace of innovation, technological change and advance workforce
skills requirements. Exposing WET learners to work realities through sufficient
industry or workplace experience prior graduation will further hone their skills
including soft skills or life skills which would prepare them to be work-ready.

Under UTPRAS, there are WTR registered programs being implemented


that are either (a) have mandatory On-the-Job Training/Supervised Industry
Training (SIT/OJT) duration that explicitly specify number of hours (please see
Annexes A-List of TRs with mandatory OJT), OR, WTR programs which do not
specify the number of hours for SIT/OJT; (please see Annexes B for List of TRs
without specific number of hours for SIT/OJT respectively). In addition, there are
also NTR registered programs wherein the SIL implementation is on a case to
case basis.

A written procedure or policy, issued in the conduct of SIL would have


guaranteed effective implementation of supervised industry learning program
and which would also safeguard learners from any malpractices wherein they are
tasked to perform menial, unstructured tasks that defect the purpose of learning
under the SIL program.

This set of guidelines is prepared as a general reference for all public and
private Technical Vocational Institutions (TV's) and their partner Enterprises,
which implement On-the-Job (OJT) or Supervised Industry Training (SIT) as a
form of enterprise-based training (EBT) to further enhance the competencies of
Qualifications offered in institutions-based program.

This Circular does not include the training arrangements in other EBT
Programs such as Apprenticeship Program, Learnership Program and Dual
Training System/DTP which are covered by a separate set of guidelines.

Likewise, this Circular shall be using the term Supervised Industry


Learning or SIL in replacement of the term Supervised Industry Training (SIT) or
On-the-Job Training (OJT) to provide more focus on the process of absorbing
and retaining learner's enhanced competencies in a workplace and thus enable
the learner to practice those competencies in a variety of workplace situation.

II. Coverage:

This Guidelines shall cover the following programs:


1) All 1/VTR programs registered under UTPRAS with-
a. mandatory On-the-Job Training/Supervised Industry Training
(SIT OJT) duration that explicitly specify number of hours
(please see Annexes A for List of TRs with Mandatory SIT/OJT);
and
b. SIT/OJT that do not specify the number of hours; (please see B
for List of TRs without specific number of hours for SIT/OJT).
2) NTR programs with nominal training duration of more than 80 hours
must include SIL in their training design and implementation.

III.Objectives

This Implementing Guidelines intend to:

1. Reiterate the provision of SIL to enhance the competency of learner


through actual experience in the workplace and acquire specific
competencies prescribed in the Training Regulations;

2. Establish roles and responsibilities of engaged parties and provide


standard measures in conducting SIL in the workplace;

3. Promote the SIL to TV1s, partner enterprises, and TVET learners as


method of complementing institution-based training in order to gain
enhancement of competency of learners thereby making them more
competitive and employable;

4. Establish methods of learning verification, monitoring and


implementation of SIL; and

5. Provide a guide and uniform understanding of the standards related to


the conduct of SIL such as competency to be enhanced, number of
hours, learning objectives, and monitoring scheme.

IV. Definition of Terms

The following terminologies used in this Circular are defined as follows:

• Authority — refers to Technical Education and Skills Development


Authority.

• Certificate of SIL Completion — refers to a document bearing the name


and address of the institution where the learner is enrolled signed by the
industry trainer-supervisor and the authorized HR personnel as proof of
acquisition of competencies required in the workplace under the
Supervised-Industry Learning (SIL) program, This certificate reflects the
number of SIL training hours and the competencies acquired by the
learner.

• Competency-Based Curriculum (CBC) — refers to the specifications for


a program or module, which describe all the learning experiences a
learner undergoes. It generally includes learning outcomes, contents,
conditions, methodologies, and assessment methods. It specifies
outcomes, which are consistent with the requirements of the workplace
as defined in the TR or based on industry or community consultations
and/or supported by a demand or employability study for NTR (No
Training Regulations) (2017 TVET Glossary of Terms).

• Competency Standards (CS) — refers to the knowledge, skills, and


attitudes/values required for competency performance in the workplace.
(2017 TVET Glossary of Terms).

• Duration of Training — the training period or the nominal duration of the


SIL as specified in the Training Regulations for WTR programs;

Institutions which offer programs on TR with unspecified number of hours


for OJT/SIT, are encouraged to include in their program design, the
training duration for SIL, to be determined both by the TVI Trainer,
Industry coordinator of the TVI and industry trainer/ supervisor, but shall
NOT reach 6 months.

For NTR programs except Language Courses, duration of SIL shall also
be determined by the TVI Trainer, Industry Coordinator of the TVI and
Industry Trainer/Supervisor, but shall NOT each 6 months.

• In-Company Learner Induction — refers to an orientation, conducted at


the workplace of a partner enterprise by the industry trainer prior actual
SIL, intended to guide the learner in undertaking learning activities in the
workplace.

• Industry Coordinator — refers to an employee of a TVI, preferably with
exposure in conducting skills training, who ensures that the institution has
sufficient partnerships with enterprises/companies/establishments to
provide venue/s for SIL.

• Industry Trainer — designated by the partner enterprise to conduct the


training in the workplace to individual or group undergoing SIL.

• Learner — also referred to as a trainee, who participates in the learning


activities in SIL to enhance competencies initially attained from an
institution-based training.

• Memorandum of Agreement — refers to a legal instrument indicating the


agreement signed by authorized representatives of both TVI and partner
enterprise; notarized and shall set forth, among others, the following
(please see Annex B: Sample Memorandum of Agreement) contents as
part of the provisions or attachment to the MOA:

a. Nature and objective/s of the training;


b. Training Plan that contains the competencies to be obtained by
learner/s in the partner enterprise;
c. Commencement and duration of training;
d. Normal daily training hours in the partner enterprise ;

e. Obligations of the parties;


f. Insurance coverage of the learner;
g. Relationship between the learner and the enterprise ;
h. Performance monitoring and evaluation system of TVET learners;
i. Conditions for the termination of MOA; and
j. Repealing Clause

• Partnership — refers to the relationship between the TVIs and the


enterprises (industrial, agricultural, business, and offices whether public
or private) mutually agreeing through a Memorandum of Agreement
(MOA) to cooperate and participate in conducting SIL

• Pre-Deployment Orientation Program — refers to an orientation in the


TVI, conducted by the Industry Coordinator prior the deployment of
Learners to the workplace, intended to guide the Learner in undertaking
learning activities in a partner enterprise. Ideally, the representatives of
the partner enterprises are present during the orientation.

• Progress Chart — refers to a monitoring tool for the individual


accomplishments of Learners based on the SIL training plan. This is
accomplished and monitored by the TVI trainer and the Industry
Coordinator of the training institution. Data on the Progress Chart should

be synchronized with the data in the Learner's Record Book (please see
Annex D: SIL Progress Chart Template).

• Supervised Industry Learning (SIL) - refers to an approach in learning,


designed to complement the training gained in the institution with the
intention of enhancing the knowledge and skills of a Learner through
actual application of critical competencies in the workplace as identified in
the Training Regulations. It is commonly used as synonymous for On-The-
Job training (OJT) and Supervised Industry Training (SIT), henceforth, for
TVET, the term OJT and SIT will be replaced with SIL to focus on the
Learner's enhancement of critical competency in a workplace setting.

• Supervised Industry Learning (SIL) Training Plan — refers to a


documented schedule of the actual exercises in the workplace to be
undertaken by the Learner specifying the knowledge, skills and attitude to
be enhanced.

SIL Training Plan is collaboratively developed by the TVI Trainer, Industry


coordinator of the TVI and industry trainer/ supervisor. It is composed of
the following components:

a. Goals and objectives of the SIL;


b. Qualification, competencies, and learning outcomes to be obtained;
c. Training activities to be undertaken for each learning outcome;
d. Time frame for achieving the competencies;
e. Training methods employed;
f. Personnel responsible for the learning activities;
g. Equipment, supplies, and materials, including Personal Protective
Equipment (PPE), needed; and
h. Any other specific requirements as agreed upon by both parties.

• Trainee's Record Book (TRB) — refers to a record of all


accomplishments/ tasks/ activities of a Learner while undergoing training
in the industry (2017 TVET Glossary of Terms) (Please see Annex E:
Trainee's Record Book).

V. General Guidelines

Pursuant to the TVET reforms currently being pursued by TESDA and as


part of the agency's efforts in improving the quality of training, the following
guidelines for SIL are hereby issued:

1.1 All institution-based programs with (a) mandatory On-the-Job


Training/Supervised Industry Training (SIT/OJT) duration specified in the
TR; (b) optional SIT/OJT which is unspecified in the TRs; and (c) all NTR
programs, with nominal training duration more than 80 hours must
include Supervised Industry Learning (SIL) in their training design and
implementation pursuant to the provisions of:

RA No. 7796 (Technical Education and Skills Development Act of


1994) and its Implementing Rules and Regulations (IRR) Rule VI,

Section 2 User-Led or Market-Driven Strategy. — "Adopting a user-


led or market-driven strategy, the TESDA shall promote strengthened
linkages between the educational/training institutions and industry to
ensure that appropriate skills and knowledge are provided by the
educational system."

Implementation of these programs, however, shall remain to be in


accordance with Labor Code of the Philippines and other existing
rules and regulations deemed applicable.

1.2 The Competency-Based Training (CBT) system shall be adopted in the


implementation of the SIL in accordance to the provision of the 7
principles of competency-based TVET, or as appropriate.

1.3 The conduct of SIL shall be carried out in accordance with a documented
agreement (i.e. MOA) between a TVET provider and a partner
enterprise.

1.4 All 25 Learners in a batch shall be deployed either in groups or


individually to Partner enterprises or in an environment where actual
workplace/business experiences transpire upon completion of the
Institution-based learning, to further enhance Learner's competencies
through actual workplace learning and experiences.

Hence, all training institutions offering TVET programs stated in 1.1 are
required to have a sufficient number of partner enterprises per registered

Qualification within or in nearby province/s in order to accommodate all
Learners in a batch to undergo effective SIL.

1.5 A Training Plan, collaboratively designed and implemented by the TVI


Trainer, Industry coordinator of the TVI and industry trainer/ supervisor
shall be required as part of the MOA between the TV! and partner
enterprise.

1.6 National Competency Assessment of the qualification shall be


mandatory right after the completion of the SIL.

1.7 As a matter of policy, the TV's and the Partner Enterprise MUST ensure
that no other expense shall be demanded from the Learners during the
conduct of the SIL.

1.8 Expenses for administration and the drafting of the MOA including the
notarial cost shall be shouldered by the TVI.

VI. Roles and Responsibilities of Key Personnel in Supervised Industry


Learning (SIL)

A. TVI Trainer

The TVI trainer shall have the following responsibilities:


1. Collaborate with Industry Coordinator in identifying the partner
enterprises that could provide the skills training requirements of the
qualification based on the designed Competency-Based Curriculum
(CBC);
2. Work with the Industry Coordinator in increasing/ maintaining the
sufficient number of partner enterprises per qualification;
3. Ensure that all learners are ready for deployment to partner
enterprises per schedule in the Training Plan;
4. Collaborate with Industry Coordinator and Industry Trainers in
preparing the Training Plan, TRB, and Progress Chart;
5. Conduct monitoring of the learner's in-company progress and
condition on a weekly basis and countercheck with the Progress
Chart; and
6. Consolidate and prepare report on the result of the SIL and the
institutional assessment of each Learner.

B. Industry Coordinator

The Industry Coordinator of the TVI is the overall focal person in the
implementation of SIL. Among the responsibilities of this personnel are
the following:

1. Ensure that all 25 learners in a batch shall be deployed either in


groups or individually to acquire the competency through actual
training in a partner enterprises or in an environment where actual
workplace/business transpires by facilitating partnerships to sufficient
number of enterprises per program;
2. Ensure that partner enterprises have jobs/ tasks or work processes
relevant to the qualification being trained for;
3. Facilitate the signing of MOA between the TVI and the partner
enterprises;
4. Facilitate the development of the SIL Training Plan in collaboration
with the WI trainer and the in-Company Trainer/ Supervisor;
5. Conduct Pre-Deployment Orientation Program to learners prior to
deployment to partner enterprise;
6. Maintain contact/ communicate with learners regularly for feedback
on their respective assignments in order to validate and address
complaints/ concerns of both parties, if any;
7. Monitor the learner and attend to issues accordingly by coordinating
with the partner enterprise, TESDA and other concerned government
authorities, as necessary;
8. Ensure that the provisions of the MOA are properly implemented and
coordinated with the partner enterprises;
9. Ensure that the Training Plan is implemented as agreed upon with the
enterprise/s;
10.Consolidate SIL evaluation reports and facilitate the conduct of post-
SIL meeting among partner enterprises for feedback on learners'
performance.

C. Industry Trainer

The Industry Trainer is expected to perform the following responsibilities:


1. Work closely with the industry Coordinator and WI trainer in the
development of the Training Plan;
2. Conduct In-Company Learner Induction prior to SIL;
3. Assign learners in work areas/stations as required in the agreed SIL
Training Plan;
4. Mentor/ coach learners in the workplace;

5. Monitor and evaluate performance of learners based on the agreed
SIL Training Plan.
6. Ensure that the learners record accomplishments in their respective
TRB;
7. Evaluate learner's behavior and attendance; and
8. Endorse the names of learners to the company's HR who completed
the SIL and ensure the issuance of Certificate of Training Completion
to each learner upon completion of the SIL. (please see Annex G:
Sample Certificate of Enterprise Training Completion)

D. Learner

The learner undergoing SIL must be officially enrolled in an UTPRAS


registered program. The learner must be at least 18 years of age from
the start of his/her SIL and must submit a Medical Certificate issued by a
Department of Health (DOH) accredited clinic or hospital, indicating that
he/she is in good health and emotionally fit.

The learner is responsible for the following:

1. Abide by the following rules and regulations of the workplace such as:
1.1 Observe discipline and right conduct at all times;
1.2 Wear the appropriate dress code and PPE as required by the
company;
1.3 Avoid illicit activities such as but not limited to:
1.3.1 gambling;
1.3.2 carrying of deadly weapons;
1.3.3 loitering;
1.3.4 vandalism;
1.3.5 drinking intoxicating beverages while at work or within
the premises of the enterprise.
1.3.6 Illegal drug activities; and
1.3.7 immoral sexual activities.

2. Accomplish the following documentations and submit reports and other


requirements regularly.
2.1 Daily Time Record/Report
2.2Trainee's Record Book (TRB)

3. Act in accordance to the workplace behavior to keep TESDA's and TVI's


institutional reputation and integrity; and

4. Complete the attendance to the agreed SIL program. In case the learner
will be unable to complete the SIL, the learner must inform the Industry
Coordinator in writing the reason for the premature termination of the
SIL program at least 3 working days prior the last day of the SIL
program. Failure to complete the SIL program without valid cause would
make the learner ineligible from retaking the SIL program

VII. Duration of Supervised Industry Learning

The duration of the SIL shall follow the duration of the OJT/SIT for those
TRs with mandatory OJT/SIT number of hours (Please refer to Annex A for
List of TRs with Mandatory OJT/SIT). However, institutions which offer
programs on TR with unspecified number of hours for OJT/SIT, are
encouraged to include in their program design, the training duration for
supervised industry learning (SIL), in which the duration of SIL shall be
determined both by the TVI Trainer, Industry Coordinator of the TVI and
industry trainer/ supervisor, but shall NOT reach 6 months.

For institutions offering NTR programs with nominal training duration of


more than 80 hours, the duration of SIL shall also be determined both by the
TVI Trainer, Industry coordinator of the TVI, and, industry trainer/ supervisor
but shall NOT reach 6 months.

The training duration for VVTR and NTR programs should be reflected in
the Training Plan.

The SIL duration plus the training hours in the TVI should be equal
to the training hours in the Certificate of TVET Program Registration
(CTPR) per Qualification. Implementation of SIL will also mean re-
issuance of CTPRs to indicate the new nominal duration and
competencies to be enhanced in the workplace/company.

VIII. Assessment of Learning

The assessment of learning shall be done by the industry trainer, the


results of which shall be reflected in the TRB. The TVI trainer MUST reflect
the SIL assessment of learning result in the in the TVI Progress Chart.

IX. Outline of SIL Pre-Deployment Orientation Program

The Pre-deployment Orientation Program shall be conducted in the TVI

by the Industry Coordinator in the presence of TVI trainers and in-company
trainers for the Learners to be oriented on the following:

3. Confidentiality in the workplace; and
4. Effective conflict resolution and teamwork;
D. Terms and conditions of the Memorandum of Agreement

X. In-Company Learner Induction

The In-Company Learner Induction shall be conducted by the In-


company Trainer in the presence of the Industry Coordinator to discuss the
following:

A. Company profile:
1. Company policies
2. Nature of business
3. Workstations in the workplace
4. Employment opportunities
5. Management styles
6. Organizational structure

B. Expected behavior
1. Safety in the workplace
2. Work ethics
3. Confidentiality in the workplace
4. Effective conflict resolution and teamwork

C. Assessment of Learning
D. Terms and conditions of the MOA

Xl. Provision of Capability Enhancement on Industry Coordination and


Partnering Negotiation

The National Institute for Technical Education and Skills


Development (NITESD) shall facilitate provision of capability
enhancement programs related to industry coordination, consultation,
partnering negotiation, leaning facilitation program in the companies,

developing SIL Training Plan among others, to ROPOTI for deployment
to the rest of TVIs in order to strengthen the TTIsTIVIs capability in SIL
implementation.

XII. Using ICT in the Implementation of SIL

To facilitate communication among SIL learners, TVI trainers,


Industry Coordinators, and In-Company Trainers, SIL implementers may
employ the use of ICT, such as group chats or emails or other social media
platforms to effectively monitor the learners' performance in the workplace.
SIL Monitoring Form (Annex H) shall be used to report to the NITESD the
conduct of SIL per region.

XIII. Proximity of Partner Enterprises to the TVIs

TVIs should give preference to partner enterprises within the province/


region when deploying Learners for SIL. In case of lacking or unavailable
enterprises within the province/ region, the enterprise/s located in the most
proximate province/region should be preferred.

XIV. Transitory Period

A registered program shall undergo re-registration and must submit


updated Competency-Based Curriculum indicating the duration and
implementation of SIL Program within 1 year upon issuance of this
Guidelines.

XV. Effectivity

This Circular shall take effect as indicated.

Annex C. Sample Memorandum of Agreement

Memorandum of Agreement

This Memorandum of Agreement made and executed between: (Name of TVI), a Technical
Vocational Institution, duly organized and existing under Philippine Laws with office/business
address at represented herein by
(Position), hereinafter referred to as the TVI.

and

, an enterprise duly organized and existing under


Philippine Laws with office/business address at , represented herein by
, hereinafter referred to as the PARTNER ENTERPRISE.

Witnesseth:

The parties hereby bind themselves to undertake a Memorandum of Agreement for the purpose
of supporting the TVI Supervised Industry Learning (SIL) for Learners under the following terms
and conditions:

WI:

1. The TVI shall be responsible for briefing the Learners as part of the TVI's TIP and Job Induction
Program;
2. The TVI shall provide the learner undergoing the SIL with the basic orientation on work values,
behavior, and discipline to ensure smooth cooperation with the PARTNER ENTERPRISE;
3. The TVI shall issue an official endorsement vouching for the well-being of the Learner which
shall be used by the PARTNER ENTERPRISE for processing the learner's application for SIL;
4. The NI shall voluntarily withdraw a Learner who is found to misbehave and/or act in defiance
to existing standards, rules, and regulations of the PARTNER ENTERPRISE and impose
necessary TVI sanctions to the said learner;
5. The TVI shall encourage its LEARNER to complete the duration of his/her SIL;
6. The TVI through its Industry Coordinator shall make onsite visit/follow ups to the PARTNER
ENTERPRISE during the training period and evaluate the Learner's progress based on the
training plan and discuss training problems;
7. The TVI has the discretion to pull out the Learner if there is an apparent risk and/ or
exploitation on the rights of the Learner;
8. The TVI shall ensure that the Learner has an on-and off the campus insurance coverage
within the duration of the training as part of their training fee.
9. The TVI shall ensure Learner shall be personally responsible for any and all liabilities arising
from negligence in the performance of his/her duties and functions while under SIL;

PARTNER ENTERPRISE:

10. The PARTNER ENTERPRISE may grant certain incentives (i.e. food, accommodations
transportation allowance) to the Learner in accordance with the PARTNER ENTERPRISE'S
existing rules and regulations provided it will be beneficial for them;
11. The PARTNER ENTERPRISE have the option to hire or employ the Learner, provided that the
Learner had finished complying with the duration of the SIL;
12. The PARTNER ENTERPRISE shall see to it that the LEARNER shall not be assigned to other
work not related to the competencies specified in the Training Plan;
FOR BOTH PARTIES

13. The duration of the program shall be equivalent to working hours unless otherwise
agreed upon by the PARTNER ENTERPRISE and the TVI;
14. There shall be no employer-employee relationship between the PARTNER ENTERPRISE and
the Learner;
15. No other expenses shall be charged to the learner in the conduct of SIL;
16. The PARTIES shall exert efforts to ensure that the training shall be conducted in accordance
with the provisions of the Labor Code and other pertinent laws. It shall be their joint
obligation to see to it that the LEARNER will not be subjected to exploitation;
17. Any violation of the foregoing covenants will warrant the cancellation of the Memorandum
of Agreement by the non-breaching party within thirty (30) days upon notice to the other
party;

This Memorandum of Agreement shall become effective upon signature of both parties and
implementation will begin immediately and shall continue to be valid hereafter until written
notice is given by either party thirty (30) days prior to the date of intended termination. In
witness whereof the parties have signed this Memorandum of Agreement at

Learning (SIL) is a joint program of

latest techniques and practices of the
industry.

Instructions:

The Trainee's Record Book (TRB) is intended to serve as record


of all accomplishment/task/activities while undergoing training in the
designated workplace. This TRB Will eventually become evidence that
can be submitted for portfolio assessment and for other purpose it may
serve the learner.

The Trainee's Record Book contains clusters of competencies of


a qualification selected and agreed by the Training Institution and the
partner enterprise. The learner must fill the column "Task/Activity
Required" after completing a task/activity in the workplace assigned to
him/her by the trainer. The actual date of the task/activity performed
must be indicated in the "Date Accomplished" column.

The enterprise trainer will likewise indicate his/her remarks on the


"Trainer's Remarks" column regarding the outcome of the task
accomplished by the learner. The trainer must ensure that the learner
have personally accomplished the task by observing, guiding, and
monitoring the performance of the learner using the performance
criteria checklist as guide.

It is therefore important that all the contents are accurately and


legibly entered by the learner and attested by the trainer by signing all
the performed tasks/activities with supporting feedback.

It is a must that the TRB is available to the learner all the time
during the SIL period. Avoid any corrections or erasures and maintain
the cleanliness of this record.

Lost TRB must be immediately reported to the concerned trainer.
