KYN28-12铠装式金属封闭开关设备（以下简称KYN28-12开关柜）适用于三相交流
50Hz、6.0~12kV单母线及单母线分段电力系统，具有“五防”功能。开关柜的可移开部分
可配置真空断路器和真空接触器等元器件。

KYN28-12 metal clad enclosed switchgear (hereinafter referred to as KYN28-12

switchgear) is suitable for three-phase AC 50Hz, 6.0-12kV single bus and single bus
segment power system, and has "five prevention" function. The removable part of
the switchgear can be equipped with vacuum circuit breaker, vacuum contactor and
other elements.
 “五防Five Prevention”
1.防止误分合断路器—断路器手车必须处于工作位置或试验位置时，断路器才能进行合、分闸操作。
Prevent misconnection of circuit breaker- As circuit breaker handcart must be in the working position or test position, the circuit breaker can be carried out
closed and open operation.
2.防止带负荷移动断路器手车—断路器手车只有在断路器处于分闸状态下才能进行拉出或推入工作位置的操作。
Prevent load movable circuit breaker handcart - the circuit breaker handcart can only be pulled out or pushed in operation position when the circuit breaker is
in open state.
3.防止带电合接地刀—断路器手车必须处于试验位置时，接地刀才能进行合闸操作。
Prevent load grounding switch- As circuit breaker must be in test position, grounding switch can be closed.
4.防止带接地刀送电—接地刀必须处于分闸位置时，断路器手车才能推入工作位置进行合闸操作。
Prevent power transmission with grounding switch is on-As grounding switch is off, circuit breaker handcart can be pushed in work position and carried out
closed operation.
5.防止误入带电间隔—断路器手车必须处于试验位置，接地刀处于合闸状态时，才能打开后门；没有接地刀的开关柜必须在高压停电后（打开后门电磁锁），才能打开后门。
Prevent from entering into the live chamber -- the breaker handcart must be in test position and grounding switch is in the closing state before opening the
back door; switchgear without grounding switch must be opened after high voltage power is cut (open the back door electromagnetic lock) to open the back
door
注：KYN28-12高压开关柜在正常运行时，应闭门操作。
Notice: KYN28-12 high voltage switchgear shall be operated after closed doors during normal operation.
 送电操作程序

1. 通过手车转运小车将断路器手车（或PT手车、隔离手车）推入开关柜；手车进柜时将手车的左右把手同时向内拉至把
手Ⅱ位置并将手车推入开关柜的试验位置，然后将手车的左右把手同时向外推至把手Ⅰ位置，使手车推进机构与开关
柜可靠锁定。
Push circuit breaker handcart (or PT handcart or isolation handcart) into switchgear through the handcart transfer trolley;
when handcart is pushed into cabinet, left and right handle of handcart would be pulled into handle Ⅱ position and
handcart is pushed in switchgear test location, and then left and right handle of handcart would be pushed outward to
handle Ⅰ and handcart feed mechanism is locked reliable with switchgear.
2. 将手车的二次插头插入开关柜的二次插座内，并用扣件锁定；
Insert the secondary plug of the handcart into the secondary socket of switchgear and lock it with the fastener
3. 关闭开关柜后门（电缆室门）和前门（断路器室门）；打开接地刀操作活门，用接地刀操作手柄（逆时针方向）打开
接地刀，抽出接地刀操作手柄关闭接地刀操作活门，并确认接地刀处于分闸状态。
Close back door of switchgear (cable room door) and front door (circuit breaker room door); Open operation shutter of the
grounding switch, open grounding switch with the operation handle (anticlockwise) of grounding switch, draw out the operation
handle of grounding switch, close the operation shutter of grounding switch, and confirm that grounding switch is in closed state.
4. 检查仪表室内的控制、合闸、信号、交流及母线电压等电源开关（或二次熔断器）处于合闸状态，并测量电源电压属
于正常范围后，关闭仪表室门。检查变压器门是否关闭和低压进线开关是否为分断状态。
Check the control, closing, signal, AC and bus voltage and other power switches (or secondary fuse) in closed state in
instrument room, and measure the power voltage is in the normal range, close instrument room door. Check
transformer door is closed or not and the low-voltage incoming line switch is broken or not.
 送电操作程序

5. 用就地或远方操作方式控制操作（处在开关柜试验位置的）断路器合、分各一次，确认断路器控制回路接线及信号回路显示正确。
Use local or remote operation mode to control and operate circuit breaker (in the test position of switchgear) to close and open
once, and confirm the circuit breaker control circuit wiring and signal circuit display is correct.
6. 打开手车机构操作活门，用手车推进摇把（顺时针方向）将手车推入开关柜工作位置（手车到达工作位置时会发出“卡嗒”的扣
锁响声），取出手车推进摇把并关闭手车机构操作活门。
Open operating shutter of handcart mechanism, push the handcart into the working position of the switchgear with the handcart
pushing handle (clockwise), take out the handcart pushing handle and close operating shutter of handcart mechanism.
7. 用就地或远方操作方式控制操作（处在开关柜工作位置的）断路器合闸。
Close the circuit breaker (in the position of switch cabinet) with local or remote operation mode.
8. 检查开关柜的带电显示器A/B/C三相指示灯亮，此时开关柜已处于高压带电状态，测量或观察微机保护装置显示的母线电压及出
线电流是否处于正常范围。
Check switchgear live display A/B/C three-phase indicators light on, at this time switchgear has been in high-voltage live state,
measure or observe whether the bus voltage and outgoing current displayed by microcomputer protection device are in the
normal range.
 停电操作程序

1. 用就地或远方操作方式控制操作（处在开关柜工作位置的）断路器分闸。
Use local or remote operation mode to control and operate circuit breaker (in the test position of switchgear) to open.
2. 检查开关柜的带电显示器A/B/C三相指示灯熄灭。此时开关柜已处于高压出线侧断电，但高压母线侧仍然处于带电状态。
Check switchgear live display A/B/C three-phase indicators light off. At this time high voltage outgoing is cut power, but high voltage bus
side is till power on.
3. 打开手车机构操作活门，用手车推进摇把（逆时针方向）将手车退出到开关柜试验位置（手车到达试验位置时会发出“卡嗒”的扣锁响
声），取出手车推进摇把并关闭手车机构操作活门。
Open operating shutter of handcart mechanism, push the handcart into the test position of the switchgear with the handcart pushing
handle (anticlockwise), take out the handcart pushing handle and close operating shutter of handcart mechanism
此时断路器处于开关柜试验位置，属于停电待用状态（冷备用状态）。再次送电时可省略送电操作程序的第1、2、3项操作步骤。
At this time, circuit breaker is in the test position of switchgear, which is in the power failure standby state (cold standby state). when the
power is transmitted again, operation steps 1，2，3 of the power transmission operation program can be ignored.
 手车拉出柜外的操作程序

1. 断路器手车（或PT手车、隔离手车、熔断器手车）需要拉出柜外时，应首先完成停电操作程序的所有步骤。
When breaker handcart (or PT handcart, isolation handcart, fuse handcart) needs to be pulled out of cabinet, it shall complete all steps of the power off
operation procedure firstly.
2. 需要进行接地刀合闸操作时，应先打开接地刀操作活门，用接地刀操作手柄（顺时针方向）使接地刀合闸，抽出接地刀操作手柄并确认接地刀处于合闸状态。（如不需要接
地刀合闸操作，可不进行此项操作）
When the grounding switch closing operation is carried out, the grounding switch operating shutter should be opened first, and grounding switch
operating handle (clockwise) should be used to close grounding switch, and grounding switch operating handle should be drawn out to confirm that
grounding switch is in closing state. (if grounding switch need not be closed, this operation would not be carried out)
3. 打开开关柜前门（断路器室门），拔掉手车的二次插头。
Open the front door of switchgear (the door of circuit breaker room) and pull out the secondary plug of the handcart.
4. 将手车转运小车放置并锁定在开关柜前指定位置；将手车的左右把手同时向内拉至把手Ⅱ位置，并将手车拉出至转运小车上，将手车的左右把手同时向外推至把手Ⅰ位置
与转运小车锁孔可靠锁定。
Place and lock handcart transfer trolley in the designated position before switchgear; left and right handle of handcart would be pulled into handle Ⅱ position and
handcart is pushed out and on handcart transfer trolley, and then left and right handle of handcart would be pushed outward to handle Ⅰ and locked reliable with handcart.
5. 检查开关柜内的上、下静触头防护活门处于自动闭合位置，关闭开关柜前门（断路器室门）。
Check that the upper and lower static contact protection shutter in switchgear are in automatic closing position and close the front door of switchgear (the door of the circuit
breaker room).
 高压电缆室停电检修操作程序

1. 完成停电操作程序的所有步骤。
Complete all steps of power failure operation procedure.
2. 打开接地刀操作活门，用接地刀操作手柄（顺时针方向）使接地刀合闸，抽出接地刀操作手柄并确认接地刀处于合闸状态。此时电
缆出线侧已处于安全接地状态。
Open grounding switch operating shutter, close the grounding switch with the grounding switch operating handle
(clockwise), pull out grounding switch operating handle and confirm that grounding switch is in the closing state. At this
time, the cable outgoing side has been safely grounded.
3. 打开开关柜后门（电缆室门），用高压验电装置检测并确认电缆室内的所有导电部分完全处于停电状态后，检修人员才可进入高压
电缆室进行工作。
Open rear door of the switchgear (cable room door) and use high voltage electroscope to check and confirm that all
conductive parts in the cable room are completely in the state of power failure before the maintenance staff can enter
high voltage cable room for work.
 高压母线室停电检修操作程序

1. 完成停电操作程序的所有步骤。
Complete all steps of power failure operation procedure.
2. 再次确认进线柜和分段开关柜断路器手车已处于试验位置或柜外隔离位置，并确认进线电缆或母线已处于完全停电状态。
Confirm again that incoming cabinet and subsection switchgear circuit breaker handcart have been in the test position or
isolated position outside cabinet, and confirm that incoming cable or bus has been in complete power failure state.

3. 打开高压母线室的后盖板或顶板，用高压验电装置检测并确认母线室内的所有导电部分完全处于无电压状态后，检修人员才可进入
高压母线室进行工作。
Open back cover or roof of the high voltage busbar room, use the high voltage electroscope to check and confirm
that all the conductive parts in the busbar room are completely in power failure state, and then the maintenance
staff can enter the high voltage busbar room for work.
 高压母线室停电检修操作程序

注意事项：Notice:
1. 操作程序的每一项步骤完成后，必须确认开关柜及手车部件处于正常状态后，才能进行下一步骤的程序操作。以上程序在操作过程
中，如遇到任何阻碍，不可强行操作，应首先检查操作程序是否正确，并检查和排除其他故障后，才可继续进行操作。
After each step of the operation procedure is completed, switchgear and handcart parts must be confirmed to be in
normal state before the next step of the procedure operation starts. During operate the above procedures, such as to
any obstacles, it can not be forced operating and should check whether operation procedure is correct, and check
and eliminate other faults before continue to operate.
2. 如用户或设计对控制和操作方式有特殊要求时，应按设计要求进行控制和操作。
If the user or the design person has special requirements for control and operation mode, control and operation
shall be carried out according to requirements of design person.
3. 开关柜送电顺序：进线柜—出线柜；开关柜停电顺序：出线柜—进线柜
Switchgear power transmission sequence: Incoming cabinet-outgoing cabinet
Switchgear power cut sequence: Outgoing cabinet-incoming cabinet
4. PT手车、隔离手车进行进柜或出柜操作时可省略有关接地刀的操作步骤。
Grounding switch operation steps can be ignored when operate PT handcart and isolation handcart into or out
cabinet.
 高压母线室停电检修操作程序

5. 断路器手车上的手动合闸、分闸按钮以及手动储能装置只在调试或检修时使用。
The manual closing and opening buttons and manual energy storage devices on breaker handcart shall only
be used for commission or overhaul。
6. 用户在通电运行过程中，应随时巡查和记录设备运行状况，如发现设备异常现象（如元器件非正常发热或有异常响声等等），
应及时停电检修。
The user should inspect and record the operation status of the equipment any timeduring power on operation.
If abnormal phenomena of the equipment are found (such as abnormal heating of elements or abnormal noise,
etc.), the user should timely cut power and maintenance.
以上操作程序是KYN28-12高压开关柜“五防”联锁（也称防误联锁）的基本操作程序，用户单位还应严格按照所属供电管理
部门“安全操作规程”的有关规定进行相关程序的操作。
