Subject : MEDIUM VOLTAGE SWITCHGEAR OPERATION AND
MAINTENANCE MANUAL

A. Safety Notes and Warnings :

Switchgear operation depends on proper handling, installation, and maintenance. Neglecting fundamental
requirements may lead to personal injury, failure of the switchgear, and property damage.
Safety as described in this instruction book involves two conditions:
 Personal injury
 Product or property damage

Personnel installing, operating, or maintaining this equipment must have thorough knowledge of all
applicable local, regional, industry, governmental, and OSHA safety procedures as well as commonly
accepted safe working practices. Personnel working in, on or around this equipment must also exhibit
common sense and good judgment regarding the potential hazards for themselves and other personnel in the
area. These instructions are intended for use by fully qualified personnel and are not a substitute for
adequate training, experience, and supervision. Should clarification or additional information be required,
refer the matter to JERVIS ELECTRIC CORPORATION sales office.

B. Testing :

Disconnect the primary power source during testing. Do not exceed the listed voltages for the
voltage class of the equipment under test. Disconnect the shunt-connected coils such as potential
transformers. Do not test solid state sensors or relays with high voltage. Disconnect solid state sensors and
relays before applying voltage.

With the switchgear erected, assembled, and connected, do the following:


 Remove packing and shipping materials.
 Make sure that all internal parts are clean and dry. If moisture is present, dry with moving air and heat.
 To check for damaged insulation, conduct Insulation Resistance Test.
 With the main circuit dead, check the continuity of all circuits after installing the circuit breakers. Energize
the control source and operate the equipment. Indicating instruments verify the continuity of current
transformer circuits after energizing the main circuit.

C. Control Circuit Checkout :

ER The breaker or cutout device of the local control power circuit must remain open when
using a separate control power source.

The preferred method to check the control circuit is to furnish a separate temporary source of control power
of the required control voltage rating. The temporary source must have a properly coordinated backup
protective device in the circuit. Set the device to clear faults that might occur. Initially all circuit breakers
should be in the DISCONNECT position and the main circuit de-energized. When AC control power is from
control power transformers in the switchgear, remove all fuses in the transformer circuits. On electrically
operated circuit breakers, discharge the springs and the motor disconnect-switch should be in the OFF
position.
DANGER
OPEN the circuit breaker before racking.
 Rack drawout breaker to the DISCONNECT position.
 Open normal control power source disconnect, if supplied.
 Check each control switch or push-button. Make sure that it is in the OPEN position.
 Connect a temporary control power source to the circuit load terminals in the switchgear. Energize the
control circuit from the temporary control power source.
 Rack one circuit breaker into the TEST position. When the on-off switch is in the ON position, the
charging of the closing springs of an electrically operated circuit breaker indicates connection to the
control power.
 Test electrically and manually operated breaker for closing and tripping, while it is in the TEST position.
Use the optional test set available with the trip unit for testing solid state tripping.
 De-energize the control circuit. If AC control power is from transformers in the switchgear, remove the
temporary separate source of control power. Reinstall all fuses in the transformer circuit.

D. Final Inspection :

There are hazards of electrical shocks and/or burns whenever working in or around electrical
equipment. Turn off power ahead of the switchgear before performing any maintenance operations. Check
incoming line terminals to verify that the equipment is de-energized. Check out-going terminals to ensure
that no back-feed condition exists.
Once installed and all interconnections made, perform a final check and test on the switchgear and its
controls. Check for correct equipment installation and that all connections are complete. Use extreme care to
prevent the controlled equipment from being connected to the system while the preliminary tests are being
conducted. Disconnect the line leads if disconnecting switches are not part of the equipment. The test
equipment needed depends on the installation. Circuit Diagram (Electrically Operated).

E. Placing the switchgear into service :


Safety Precautions :

There are hazards of electrical shocks and/or burns whenever working in or around electrical
equipment. Turn off power ahead of the switchgear before performing any maintenance operations. Check
incoming line terminals to verify that the equipment is de-energized. Check out-going terminals to ensure
that no back-feed condition exists.

The circuit breakers should be in the TEST position. When working on switchgear, de-energize and ground
the main bus.
Before energizing any part of the switchgear make a complete check of mechanical operation of all devices.
Remove blocking wedges from circuit breakers, etc. Manually operate all circuit breakers. Moving parts
should move freely. Verify that there are no foreign objects in the rear of the equipment. Use an air hose to
clean all inside and outside surfaces.

Note : The secondary circuits of energized current transformers should never be open circuited.

Energizing the Switchgear :


After completing the control circuit checkout, energize the switchgear main bus.
 Rack all drawout type circuit breakers to the CONNECTED position.

 Energize the incoming bus to the switchgear main circuit breaker. Observe if operation of instruments and
relays are correct if any.
 Energize the control power source
 Energize the switchgear main bus by closing the main circuit breaker. Observe if operation of instruments
is correct.
 If applicable, close feeder breaker one by One

F. Switchgear Operation
A.) Racking-in/out operation :
A.1.) Move circuit breaker from disconnected into service position.
 Initial Situation:
o Circuit Breaker OFF
o Earthing switch OFF
 Insert crank handle (Fig. 1) and move it clockwise to its stop or until blocking; the circuit
breaker is racked into its service position. Observe the position indicator on the switchgear
panel.
 Remove crank handle.

A.2.) Move circuit breaker from service into disconnected position.


 Initial Situation:
o Circuit Breaker OFF
 Insert crank handle (Fig. 1) and move it counter-clockwise to its stop; the circuit breaker is
racked into its disconnected position. Observe the position indicator on the switchgear panel.
 Remove crank handle.

B.) Charging Operation :

B.1.) Manual Charging:


 Move circuit breaker in “ready-foreclosing” position.
 Insert Crank into opening for tensioning the energy storing device.
 Charge the spiral spring using the spring charging crank and rotate clockwise (Fig 2. ). As soon
as the spiral spring is charged, the spring charging mechanism is decoupled and the position
indicator signals “charged” (Fig. 3.)

B.2) Electrical Charging:


 Close the 1 pole MCB (CB2) to supply the charging motor
 One the Power Supply is present, the geared motor automatically reloads the spiral spring after
each closing operation until the position indicator signals “charged” (Fig. 3.).
 When the power is cut off during loading, the geared motor stops and automatically starts
reloading the springs again when the power returns. It is, in any case, always possible to
complete the reloading operation manually.

C.) Close Operation:


C.1.) Closing Manually:
 Push button “ON”
 The position indicator shows the switch on position “I”
 The Position of the Auxilliary switch has changed. The energy
storing device can be charged immediately after switching ON
(by hand or by motor). If the voltage is applied to the motor,
charging is performed automatically.
 The position indicator shows energy storing device position “charged”
(as shown in Fig. 3)

C.2.) Closing Electrically:


 Make sure that the spring charging is in charge position
 Make sure that the Earthing Switch is in Open Position
 Turn the Circuit Breaker Control Switch (CBCS) by 45°to the Right to close the breaker.
 Red indicating light will energized and the Green Indicating
Light turn to de-energized (as shown in Fig. 4).

C.1.) Closing Manually:


a. Push button “OFF”
b. The position indicator shows the switch position “–”
c. The position of the auxiliary switch has changed.

C.2.) Opening Electrically:


 Turn the Circuit Breaker Control Switch (CBCS) by 45°
to the Left to open the breaker
d. Green indicating light will energized and the Red Indicating
light turn to de-energized (as shown in Fig. 5).

 When the system has fault then the protection Relay will be trigger. Reset the Relay by pressing
F1 three times until the Fault indication turn off.

G. Maintenance :
General :
Inspect all switchgear installations at frequent intervals. Perform a visual inspection, front, and rear, to see
that there is no evidence of loose parts, warping, or undue vibration. Take steps to remedy any deficiencies
of this nature that may appear. Keep the assembly dry. Cover to prevent moisture from dripping on the
equipment. Do not block vents.

Semi Annual Inspection :


At least twice yearly, perform a thorough inspection of the switchgear. Emphasize the following checks :
 Perform an overall visual inspection.

 Check all indicators, and instruments control for proper operation.


 Make sure all bolted panels are secure.
 Check for undue noise or vibration that might loosen bolted connections.
 Look for evidence of moisture in the switchgear.

Annual Inspection :
 Bolted connections should be tight. Discoloration, excessive corrosion, embrittled or discolored insulation
may indicate an overheated connection. If found, follow the procedure described under the section
"Suspect Joint Maintenance."
 Inspect all cables for tight connections and ample support.
 Inspect control wiring for signs of wear and damage. Replace wires wherever doubtful.
 Examine devices prone to overheating.
 Clean insulation thoroughly.
 Withdraw all draw-out components and clean. (Refer to Installation, Service and Maintenance Instructions
for Medium Voltage Vacuum Circuit breakers before cleaning circuit breakers)
 Clean the stationary portion of the switchgear by wiping with a clean cloth. Compressed dry-air is useful
in the inaccessible areas.
 Remove the covers of all panel devices where possible. Check wiring for secure connections. Clean
contacts on relays and switches wherever necessary.
 Conduct Insulation Resistance Test
 Follow the recommendations of any individual device instructions furnished for maintenance of the
device.

individual cases concerned:
