Guidance on completing your application
March 2021
If you want to register as a pharmacist with us and you have completed an international pharmacist
qualification which is not a ‘relevant European qualification’, and you have completed all the education
and training requirements to be eligible to register as a pharmacist in the country where you qualified,
you will need to carry out additional education and training in Great Britain before you are able to apply
to register.
This is to make sure that patients can have confidence that the individuals who appear on our register
are fully qualified and meet all our standards.
The first step towards meeting the criteria to register in Great Britain is to complete an OSPAP course.
Please read the Registering as a pharmacist in Great Britain: internationally- qualified pharmacists
factsheet for more information about the other steps you will need to complete to meet the registration
criteria.
We will use the information you give us in your application to assess if you meet the criteria to apply for
an OSPAP course, and if there is anything which would prevent you from registering as a pharmacist in
Great Britain. If you are eligible, we will pass on some of this information to the university/ies you have
chosen as your preferred OSPAP course provider.
Please read this guidance carefully to help make sure that you provide all the information we need, in
the correct format.
We recommend you print out this guidance document as you will need to complete and submit paper
copies of the forms at the end as part of your application.

1. The application process


To apply for eligibility to complete an OSPAP course, you will need to:
1. Identify the documents you will need to provide, including evidence of your qualifications and of
your identity, and get copies legally certified (see sections 3 to 5)
2. Request documents about your pharmacy qualification and experience from the university
where you qualified and from the pharmacy regulator in that country. You may need to send
these with your application, or ask for them to be sent directly to the GPhC (see section 3)
3. Complete a paper copy of the application form. You can fill in the main form and the payment
form using a computer if you want, but you will need to print out and sign them. You will need
to print out and fill in any other forms by hand. Make sure you write clearly in block capitals. Do
not make any alterations or use correction fluid.
4. Make a payment of an application fee of £687.00. The application fee covers the processing of
your application and is non-refundable, even if your application is not successful. Once we have
received your application, and confirmed that we have all the information we need to begin
processing it, we will contact you to request the application fee,. You will receive an email from
‘shopper@worldpay.com’ containing instructions and a link to pay the total online.
5. Post your completed application form and your supporting documents to us.
Post your application and documents to us using a trackable service such as Royal Mail ‘Signed For’. Use
your tracking number to find out when your application has been delivered.
Once we receive your application, the applications team will:
 assess the information you provide in your form to make sure it is complete
 email you to request the application fee payment
We will let you know by email if we need you to provide more information.

Making a payment
When we receive your application, we will request the application payment fee. You will receive an
email from ‘shopper@worldpay.com’ containing instructions and a link to pay online. The email you will
receive will look like this:

The payment link in the email will be valid for 28 days. If you need any additional time to pay the fee,
please email us at registers@pharmacyregulation.org. Make sure you give your name, pharmacy
postcode and the type of application you have submitted so we can find and update your application
promptly.

2. The outcome of your application


If your application is successful, we will send you a letter to confirm that you are eligible to complete an
OSPAP course. We will notify the university/ies you have chosen as your preferred OSPAP course
provider that you are eligible to apply. We may send them other information that you have included as
part of your application. The university may contact you, but we recommend that you get in touch with
them to manage your application directly. You must start your OSPAP course within two academic years
of receiving your confirmation letter. For example, if you receive your letter before September 2020, you
must start your course in 2020, or in 2021.
If your application is unsuccessful, we will write to you to explain our decision. We will keep a record of
your application.

3. Providing evidence of your qualifications and experience


You must include documents about your pharmacy qualification and experience as a pharmacist as part
of your application, and you must also request some documents to be sent directly to the GPhC from
the organisations that issued them. We will use these to verify your pharmacy qualification, that you
have met the criteria to practise as a pharmacist in the country where you qualified, and that there are
no issues which would affect your ability to practise safely and effectively in Great Britain.
Your name on these documents should match the one on your identity documents. If it does not, you
will need to make a statutory declaration, and you may need to provide documents to confirm the
change. See section 6 for more information.
If your documents are not written in English, you must provide a professional translation. You should
include this with your application, if you send the documents to us with your application. If the
documents must be sent directly to us, we will send them to you as a PDF to be translated. See section 5
for more information about providing translations.

What you must provide with your application


1. Your original degree certificate
You must send us your original degree certificate – we will not accept a copy or a provisional version
of this document. We will verify your certificate and make a copy. We will send it back to you to the
address you give us in your application, using the secure mailing service Royal Mail Special Delivery.
The name on your degree certificate must match the one on your identity documents, word for
word, letter for letter. If it does not, you will need to complete a statutory declaration. See section 6.
If your university has not issued your degree certificate yet, ask them to write directly to us, to
confirm:
 that you have successfully completed the degree course
 that they have not yet issued the certificate
 the date when the certificate will be issued

We will process your application for eligibility to complete an Overseas Pharmacists Assessment
Programme (OSPAP) without your degree certificate, if we have confirmation from your university of
when it will be issued. But you must provide your original degree certificate to register with us. If
you have not sent it to us before you apply to register, it could delay your registration.
2. ENIC statement of comparability
This is an official document that states how your qualification compares to a UK qualification. You
will need to apply to UK European Network Information Centre, who will assess your qualification
and issue a statement of comparability. There is a charge for this service.
You must send the original version of the statement of comparability as part of your application. We
will send it back to you to the address you give us in your application, using a secure mailing service
called Royal Mail Special Delivery.

How your qualification compares


If your qualification is assessed as at least equivalent to a UK Bachelor’s Degree in pharmacy, with at
least three academic years of pharmacy content, you do not need to provide any more information.
If your qualification is assessed as not equivalent to a UK Bachelor’s Degree in pharmacy, you will need
to include extra evidence with your application. You will need to send us:
1. a copy of the syllabus that you studied for your degree. This must show the title of the
organisation where you studied, and the dates of your study there. The syllabus must be the one
that you followed during your study – not just the current version.
2. an assessment of the syllabus that you studied, using the international comparative assessment
framework. We will review your application and send you a copy of the framework and assessment
form if we find that you need to complete one. You will need to complete the assessment yourself.
3. any other documents or certificates from other pharmacy qualifications or training you have
completed which help to show that you have studied the topics in the assessment framework.
Make sure you include additional training and qualifications in the framework assessment form to
show which topics they relate to in the syllabus.
We will send these documents and evidence to the university/ies where you want to study your OSPAP
course. The university will use these to decide whether to offer you a place. They may also ask you to
provide more information about your education directly to them to help them decide.

What you must ask to be sent directly to the GPhC


We must receive these documents directly from the organisation that issued them-we can’t accept
copies from a third party. If they are sent by email, the sender’s address must include the organisation’s
official domain name. If any of them are not in English, we will send them to you to be translated.

1. Your academic transcript


Request a full transcript of your academic record for your pharmacy qualification, from the
university where you studied. It must include a list of all the modules or topics you studied and the
marks you achieved. The transcript must be signed by the relevant university member of staff.
We will check the information you provide in your application against the transcript. If there are any
differences, we will need an explanation from a representative from your university. We will store

the transcript securely for six months and destroy it if we have not received an application during
that time from someone with the same name.
2. A letter of good standing (LGS) from the regulator in the country where you qualified
This is a document (sometimes called a ‘certificate of current professional status’) which should
include:
 your name, date of birth and registered address
 the name of the university where you completed your pharmacy qualification
 the date when you obtained your pharmacy qualification
 confirmation that you are registered as a pharmacist (if you have not registered or practised in
the country, the letter should confirm that you are eligible to register),
 any fitness to practise or disciplinary issues, current or past
We must receive the LGS within three months of the date it is issued, and it is valid for six months
from the issue date. We may check the information on this document with the organisation which
issued it. If your application is not complete before it expires, you will need to request another LGS.
3. Two references from professional or academic referees
One reference must be academic – from a university tutor, or a professional who has instructed or
supervised you on an internship, placement or period of training.
The other reference must be from your current or most recent employer.
You should include a third reference if you have been:
 working in pharmacy in the United Kingdom (UK) – the reference must be from your
supervising pharmacist or pharmacy technician
 studying in the UK – the reference should be from your tutor
Make sure all references include:
 the date they were written
 the full name of the referee
 their registration number if they are a registered professional
 that the reference is given in support of your application to the GPhC
 your full name
The reference should be written on headed paper and have an official stamp of the organisation the
referee represents. If it has been sent by email, the sender’s address must include the
organisation’s official domain name. They should not come from a private individual email account.
Please make sure that your referees understand that we will keep their contact details as part of
your application and that we may contact them to verify the information they have provided.
Important: your referee can’t be related to you.
Registration with other healthcare regulators
If you are currently registered with any other healthcare regulator in the UK or overseas, or have been
registered during the last five years, you must provide a LGS from that organisation. It should include:
 your name, date of birth and registered address
 the name of the university where you completed your pharmacy qualification

 confirmation that you are registered as a pharmacist (if you are not currently registered in the
country, the letter should confirm that you are eligible to re-register),
 any fitness to practise or disciplinary issues, current or past
We may check the information on this document with the organisation which issued it. The document is
valid for six months from the date it is issued.

4. Providing evidence of your identity


Under the law, we must confirm the identity of the pharmacy professionals on our register, and that
they meet the criteria to be registered. To meet this requirement, we ask you to provide certified copies
of your original identity documents to verify your identity.
Although you are not applying to register, we carry out these checks as part of this application to help
confirm your identity as the person who completes all the education and training requirements to meet
the criteria for registration.
Please read section 5 to make sure your documents are certified correctly and remember that if they are
not in English, you must provide a professional translation.
What documents do I need to provide?

1. A certified copy of the identity page in your current valid passport


We only need a copy of your passport page showing your photo, name, date of birth and the expiry
date. If you have extended the validity of your passport, include the page with that information as
well.
2. A duplicate or certified copy of your birth certificate
If you were born in England, Wales, or Scotland you must submit an original copy of your birth
certificate, which you can request from the General Registers Office for England and Wales or the
General Registers Office for Scotland.
If you were NOT born in England, Wales, or Scotland you must submit a certified copy of your birth
certificate. See section 5 to find out how your documents should be certified.
If you are using a name other than the one on your birth certificate, if your birth certificate is not
written in English, or if the registration date on your birth certificate is not within one year of your
date of birth, see section 6 to find out what additional documents you need to provide.
Your birth certificate must state your full legal name, date and place of birth and indicate that your
birth was registered within 12 months of the date you were born. This is because birth certificates
issued after 12 months of a birth can’t be relied on as an accurate record of the event on their own.
If your birth certificate is not written in English, you must provide a translation unless the
registration date on your birth certificate is not within one year of your date of birth. If the
registration date is not within one year, you will need to complete statutory declaration A (see
section 6).
3. Two countersigned passport photos
You will need one photo for this application, and one which we will send to the university/ies you
plan to complete your OSPAP course. See section 5 to find out how your photos should be

countersigned. Complete a photograph certification sheet included in this application pack and
attach your photo.

Changes to your name


If you are using a name other than the one on your birth certificate, you should submit an official
document which confirms the change. For example, this could be:
 a General Registers Office duplicate of a marriage or civil partnership certificate if the ceremony
took place in England, Wales or Scotland
 a certified copy of a marriage or civil partnership certificate if the ceremony took place
elsewhere
 or a certified copy of a ‘deed poll’: this is a certified copy of the original change of name deed
If you do not have an official document to confirm the change, you must fill in a statutory declaration-
see section 6.

5. Providing certified documents, countersigned photos, and English translations


If you are living in England, Wales Scotland or Northern Ireland when you apply, the copies of your
documents must be certified by a:
 solicitor (registered and in good standing with the Law Society of England, Wales and Scotland,
or the Law Society of Northern Ireland)
 Commissioner for Oaths (in good standing with their regulatory authority and based in England,
Wales, Scotland or Northern Ireland)
A Commissioner for Oaths is a person who is authorised to verify legal documents, and can be a:
 notary public
 solicitor
 barrister
 legal executive
 licensed conveyancer
We will not accept documents certified by anybody other than members of the legal professions,
registered in the UK and listed above.
If you are not living in England, Wales, Scotland or Northern Ireland when you apply, they should be
certified by a similar legal professional in the country where you are living. Make sure they include
contact details (and their registration number if they have one) so that we can verify their status if we
need to.

How should my supporting documents be certified?


Once you have shown them the original document, the legal professional certifying your documents
should write on the copy of your supporting document:
i. ‘I certify that I have seen the original document and that this is a true copy’.
ii. Their signature.
iii. Their name in block capitals.
iv. Their professional registration number (if they have one).
v. The date

Important: We may check the registration of the legal professional who certifies your documents with
their regulatory authority. Make sure you are satisfied that they are a regulated legal professional.

Providing correctly countersigned passport size photos


a) Who can countersign my photos?
Both your photos should be countersigned by the solicitor or legal professional who is certifying your
other documents.
b) How should my passport photos be certified?
The person certifying your photos should write on the back of it:
i. ‘I certify that this is a true likeness of [Mr/Mrs/Miss/Ms or other title, followed by your full
name]’.
ii. Their signature.
iii. The date.
They must also fill in the photograph certification form at the end of this guidance. The same person
should certify both photos. You will also need to sign the photograph certification form in the presence
of the person certifying the form.

Providing translations of documents not written in English


If any of your documents are not in English, they must be accompanied by a translation. The translation
must be carried out by a professional translator (you can contact your embassy for a list of translators).
The translation must be a literal translation, not an interpretation of the original document. It must
include the text from all certifications and ink stamps on the original document.
As well as providing the translation text, the translator must:
 sign and date the translation
 provide their name and business address
 certify that they are authorised to translate from the language into English
 certify that the translation produced is true and accurate
This information can be on the same page as the translation text, or be on a separate sheet attached to
the translation.

6. Making a statutory declaration


We need to be able to verify your identity and your qualifications to assess your application. A key way
we do this is by confirming your identity using your birth certificate, confirming any changes through
marriage or civil partnership certificates, or deed poll, and then matching your name across all your
other supporting documents. This means that if, for example:
 there are issues with your birth certificate (or you do not have one)
 your name is written differently on any of your supporting documents
 you want to register using a different version of your name than the one on your birth, marriage
or civil partnership certificates, or deed poll
you must complete and submit a statutory declaration form which is included in this application pack.
Your name must be written in full on all your supporting documents- initials are not acceptable.

Check the scenarios below to see if you need to complete and submit a statutory declaration. You may
need to complete more than one.
If you need to complete a statutory declaration, you must do this with a solicitor present. The solicitor
must then fill in the final section of the form.
Complete declaration A if:
 you do not have a birth certificate
 your birth certificate is not written in English
 the registration date on your birth certificate is not within one year of your date of birth
Complete declaration B if:
 you have changed your name from the one on your birth certificate (by marriage, civil
partnership or deed poll for example) and you are not able to provide a document as evidence of
your change of name
 you want to register in a name other than that on your birth or marriage certificate (for example
if you have added or dropped any names or letters, or if your names appear in a different order
on your certificate)
Complete declaration C if:
 the name on your qualification certificate is not identical to the one on your birth certificate
(word for word, letter for letter)
 the name on your proof of identity document(s) is not identical to the one on your birth
certificate or the document which confirms you have changed your name (word for word, letter
for letter)

7. Knowledge of English language requirements


To register with us, you must be able to show that you have sufficient English language competence to
practise safely and effectively. This requirement applies to everyone on our register and is set out in the
Health Care and Associated Professions (Knowledge of English) Order 2015.
Although you are not applying to register, we carry out these checks as part of this application to help
confirm that you meet the requirements to complete the OSPAP course, and will meet the criteria for
registration.
There are three different ways you can demonstrate your English language competence.
1. A pass result of and acceptable English language test
2. A pharmacy qualification, that has taken three or more years to complete, and has been taught
and examined in English, in a ‘majority English speaking’ country other than the UK. The
qualification must be one which would allow you to practice as a pharmacist in the country where
you completed it.
3. Practice for at least two years as a pharmacist or pharmacy technician in a ‘majority English
speaking country’.
The gov.uk website lists the countries defined as ‘majority English speaking’.

Important: if you chose options two or three, make sure you check with the university where you plan
to complete the OSPAP course about their English language evidence requirements. They may not
accept these types of evidence as part of your course application and require you to complete an
acceptable English language test.

8. Submitting your application


Use the application checklist to make sure you have included all the documents you need to when you
send your application to us. Keep this guide for reference until you know the outcome of your
application.
Your application will be delayed if:
 you do not submit all the required documents
 your documents have not been certified by an appropriate person, as specified in this guidance
 your supporting documents are incomplete
 you have a fitness to practise issue which needs to be assessed
We recommend that you collect the information you need in good time to apply, and to check that
the referees you want to use are available.
What if I am not able to provide all the documents in the format you request?
If you are not able to provide all the evidence documents to confirm your identity, qualifications and
experience, you should contact us before submitting your application. We may consider alternative
evidence but we do not have an obligation to do so.
If you are not able to provide information about your qualifications directly from the university where
you studied, or your LGS, contact us. In exceptional circumstances, we may be able to accept them
directly from you, but you may need to provide additional information, for example by completing an
assessment of the syllabus that you studied, using the international comparative assessment
framework.
If we decide to accept alternative evidence, or evidence provided directly to us, we will explain this to
the university where you plan to complete your OSPAP course. There is no guarantee that they will also
accept it, and we recommend that you check directly with the university.

a) the GPhC will make any enquiries it considers necessary to make a decision about my eligibility

b) the GPhC may discuss or disclose personal or sensitive data it holds about me with any other
third party if it considers it to be necessary and justified, either in the public interest or to
ensure patient safety. This may include:
