Preface

This Code of Practice aims to ensure that all road-opening works are carried out safely with
minimum disruption to traffic flow, and all reinstatements within the public streets are
completed as soon as it is practicable and to a high quality that is satisfactory to the Land
Transport Authority (hereinafter to be known as the Authority). It shall apply to all road
opening works within the Road Reserves: laying and maintaining of utility apparatus,
development works and other engineering works.

The Code sets out the procedures for the application to work within the Road Reserve. It also
sets out the basic standard of quality of materials and workmanship required by the Authority.
General amendments and revision to the procedures, requirements and standards may be made
from time to time as the Authority deems fit.

The Code is a Requirement under Regulation 12 of the "The Street Works (Works on Public
Streets) Regulations 1995". The applicant and/or his appointed contractors shall be deemed to
have contravened the regulations if they fail to comply with this Code. However, compliance
with this code of practice does not by itself confer immunity from legal liabilities.

SECTION A

General

A1 Scope
This Code of Practice sets out the procedure to obtain permission to carry out road
openings on public streets. It also stipulates the technical requirements, sets standards
of quality of materials and workmanship when carrying out road opening works. In the
absence of any other technical/engineering requirements the latest edition of the LTA
General Specification shall prevail.

A2 Forms & Illustrations

The relevant forms and illustrations of each section will be placed after the end of that
section unless otherwise stated by this code. The forms are in force at the time of
writing. However, the Road Management Department shall be consulted on any
amendments made by the Authority after the time of writing.

A3 Definitions
In this Code of Practice, unless the context otherwise requires -

"Applicant" means any person who makes or has made an application under Regulation 5 of
the Regulations and includes a person whose application has been granted by the
Authority;

"ASTM" means the American Society for Testing and Materials;

"Authority" means the Land Transport Authority of Singapore established under the Land
Transport Authority Act 1995;

"BS" means the current British Standards;

"Code of Practice" means the Code of Practice issued by the Authority under Regulation 12
and includes any amendment which may be made to

the code of Practice from time to time;

" Construction Industry Development Board" means the Construction Industry Development
Board established under the Construction Industry Development Board Act;

"defects liability period", in relation to any road openings which have been carried out on a
public street, means the defects liability period as specified in the Code of Practice in
respect of that type of works;

"DIN" means the Deustches Institut fur Normung standard;

"emergency openings" means openings which shall be carried out immediately in order to put
an end to or prevent the occurrence of any circumstances (whether existing or
imminent or which the person requiring the openings to be carried out believes on
reasonable grounds to be existing or imminent) which are likely to cause serious
danger to any person or property;

"major roads" means all roads other than minor roads;

"minor roads" means local access roads of carriageway width 7.4 metres or less;

"no opening period" means period during which no openings are allowed on the road
concerned. The no-opening period is determined as follows:

"professional engineer" means a person who is registered as a civil or structural engineer


under the Professional Engineers' Act and who possesses a valid Practising Certificate
issued under the Act;

"road lines" means any lines or other markings which are required by the Authority to be
drawn on the surface of a public street for the guidance or direction of motorists or
pedestrians using the public street;

"Regulations" means the Street Works (Works on Public Streets) Regulations


1995;

"SS" means the current Singapore Standards;

"Openings" includes-

(a) the breaking up or opening up of a street for the purpose of -


i) laying, repairing, adjusting, altering, or removing any utility or apparatus; or
ii) examining subsoil conditions or any existing utility or apparatus;

(b) any works of tunnelling or boring under a street or any works involving any other
construction method which does not require the opening up of a street; and
(c) any work which are preparatory or incidental to any works referred to in paragraphs (a)
and (b) , such as the temporary storage or depositing of any building materials or debris
or the placing of any equipment.

Demerit points system for contractors

1. Under the Street Works (Works on Public Streets) Regulations 1995,


Demerit points will be awarded to the contractor for defaults listed in the Schedule
(See attached). Contractors that accumulate 200 or more demerit points within a
calendar month¹ will be suspended from working on public streets.

2. Each and every 200 demerit points accumulated by a defaulting contractor within a
calendar month will be penalised by a suspension.

3. The length of suspension depends on the number of suspensions the contractor already
had in the past two years². The length of the suspension is shown in the table below.
The system aims to encourage the contractor to maintain consistent good performance.

4. All approvals of the contractors' works that have yet to begin will be revoked with
effect of suspension. However, the Authority will allow those woks that have started in
the Authority's knowledge to continue so that the contractor may complete these
works. It is therefore important for the contractor to inform the Authority of the start
of their work (see section C1).

5. If suspensions are given to the contractor while a previous suspension is still in effect,
a situation made possible by the condition in paragraph 4, the new suspensions will
run consecutively and cumulatively.

6. Any appeal made by the contractors on the demerit points issued to them must be
supported by and sent through their applicants. The waiver of demerit points and
suspension can only be approved by the Manager, Road Management, Land Transport
Authority.

¹The calendar month refers to the period from the first day of the month to the last day of the same month,
e.g.; 1st January 1997 to 31st January 1997, 1st February 2000 to 29th February 2000

Application -
General Requirements

B1 Preliminary Consultation

Applicant shall consult the Authority before calling tenders for all major openings.
Any preliminary consultation with the Authority shall not taken as approval of the
proposed road opening works.

B2 Competence & Performance of Contractor

B2.1 Contractor appointed by the Applicant to carry out road opening works on public
streets shall be registered with the Construction Industry Development Board under
the category of CWO2 as a qualified contractor for Civil Engineering works.

B2.2 The Authority will monitor and assess the contractor's performance; and will award
demerit points to a defaulting contractor. The defaulting contractor may be suspended
according to the particulars set out in Page 4. The Authority may extend the
suspension of any length of time.

B3 Application for Road Opening

Application for road opening shall be made on the prescribed TA01 and TA02 forms
in duplicate (Please see end of Section B) and shall be accompanied by:

a) Detailed Plans

Plans showing details of the opening work site shall be submitted. The plans shall be
endorsed by the Applicant. They shall be drawn to appropriate scale (an example is
shown at end of section B) and show the following:

• location of road opening in red,


• detector loops and other traffic sensors,
• rigid pavements,
• existing road lines and other road markings,
• existing and proposed manholes positions,
• position of trees, Over-Ground (OG) boxes and any other road facilities ,and
• special surfacing.

b) Photographs

Photographs of existing conditions shall be submitted. They shall be photographs


taken of the existing traffic schemes at junctions, and locations where there are
changes in road lines.

c) Temporary Signing Proposals

The proposed traffic control plans for the various stages of the opening that will affect
traffic shall be submitted on A4 size paper in duplicate. The proposed plans shall
comply with the Code of Practice on Temporary Traffic Control.

d) Application Fee

An application fee shall be charged. Payment for each application shall be made in
cheque to the " Land Transport Authority". Application fee details can be obtained
from the Road Management Department, Land Transport Authority.

e) Work Programme/ Schedule

A Work Programme/ Schedule shall be submitted on A4 size paper in Duplicate. The


programme may be in the form of bar/Gantt charts that indicate the different stages of
openings and show the duration of works and extent of road affected.

f) Insurance Policies

A certified true copy of a public Liability Policy and Workmen's Compensation Policy
shall be submitted. The insurance policies shall indemnify the Authority against any
liability, in respect of personal injury or damage to property/ properties and existing
services, caused as a result of the execution of the opening. The period shall cover the
opening duration and defects liability period. (Samples of the forms.

may be obtained from the Road Management Department, Land Transport Authority).
All documents, including all endorsements shall be officially stamped by the
insurance company.

g) Proof of Secured Source for Special Reinstatement Materials

Certain reinstatement materials, such as matching tiles and steel slag, may not be
readily available. The Authority may thus require the Applicant to supply proof that
they are able to secure these materials for a satisfactory reinstatement. (Please see
Section D for more details on reinstatement requirements).

B4 Security Deposit

Under Regulation 10 of the Regulations, the Authority may require the Applicant or
the contractor appointed by the Applicant to furnish a security deposit before granting
an application made under Regulation 5 in such a manner and for such amount the
Authority may specify. The formats of the security deposit may be obtained at the
Road Management Department, Land Transport Authority.

B5 Emergency Opening

The Applicant shall comply with Regulation 31 of the Regulations: The Applicant
shall notify the Authority of the emergency opening within 24 hours from the time of
opening, and shall submit a formal application within 3 days from the date of the
opening.

B6 Availability of Applicant

The Applicants shall make themselves readily contactable at the contact Information
given in the application form, TA01 (Please see end of Section B), any time of the day
during the duration of the actual work in Case of emergency.

B7 Full- Time Site Supervisor

The Applicant shall engage a full-time site supervisor on site to supervise road
openings, signing arrangement, reinstatement works and to receive directions from the
Authority. With effect from January 1998, all supervisors shall possess a certificate in
Pavement Construction and Maintenance Course issued by the Construction Industry
Development Board.

B8 Co - ordination with Government Departments, Statutory Boards and other


Parties of Interest

B8.1 Notwithstanding the approval of any application by the Authority, the Applicant shall,
before the commencement of the works, inform and co-ordinate with all the relevant
departments, Statutory boards or persons whose operations or utilities may be affected
by carrying out of the works.

B8.2 When scheduled bus routes are affected, the Applicant shall need to liaise with the bus
operators.

ENDORSEMENT A - INJURY TO PERSONS


The company shall indemnify the principal in respect of any liability, loss claim or proceedings
whatsoever arising under any statue or at common law in respect of personal injury to or the death of
any person whomsoever arising out of or in the course of or caused by the execution of the Works
unless due to any act or neglect of the principle or of any person for whom the principal is responsible.

ENDORSEMENT B - DAMAGE TO PROPERTY


The Company should be liable for and shall indemnify the principal in respect of any liability, loss
claim or proceedings in respect of any injury or damage whatsoever to any property real or personal in
so far as such injury or damage arises out of or in the course of or by reason of the execution of the
Works and provided always that the same is due to any negligence, omission or default of the
Contractor, his servants, or agents or of any Sub-contractor or to any circumstances within the
Contractor's control.

CROSS LIABILITY CLAUSE


Each of the parties comprising the Insured shall for the purpose of this Policy be considered as a
separate and distinct unit and the word "the Insured" shall be considered as applying to such party in
the same manner as if a separate policy had been issued to each of the said parties and the insurers
hereby agreed to waive all rights of subrogation action which they may have or acquire against any of
the aforesaid parties arising out of any accident in respect of which any claim is made hereunder
provided nevertheless that nothing in this clause shall deemed to increase the limits of Indemnity in
respect of any one occurrence or series of occurrences as stated in the Schedule.

by the Insured's Contractors as referred to in Endorsement B hereon or any dependant of such
Workmen, bringing or making a claim under any Workmen's Compensation Act Cap 354 for the time
being in force in the Republic of Singapore against any officer of the principal for personal injury or
disease sustained whilst at work on any Contract covered by the terms and conditions of the within
policy which the Issued may be carrying out for the said officer of the principal the Company will
indemnify the said officer or the principal against such claim, and any costs, charges and expenses in
respect thereof. Provided always that the Company shall be entitled to have the sole conduct and

2 The Applicant made a Road Opening Application No. _____________________________

under Regulation 5 of The Street Works (Works on Public Streets) Regulation 1995 (herein

referred to as "the Regulations") for the Authority's approval to commence street works stipulating

the commencement date and completion date (herein referred to as "the Completion date").

1 The Guarantor hereby unconditionally undertakes and covenants to forthwith pay to the

Authority on demand any amount or amounts which from time to time be demanded in writing by

the Authority up to the maximum aggregate sum not exceeding the Security Deposit.

2 The Guarantor shall not be discharged or released from this Guarantee by any arrangement

made between the Applicant and the Authority with or without the consent of the Guarantor or by

any alteration in the obligations undertaken by the Applicant or by any alterations in the

obligations imposed on the Applicant by the Street Works Act or Regulations made thereunder or

by any forbearance whether as to amount, time, performance or in any other way.

3 This Guarantee shall take effect form [ insert contract commencement date ___________]

months_____________] provided always that the expiry date of this Guarantee and the Guarantor's

liability thereunder shall be automatically extended for successive periods of 12 months unless the

1 The Guarantor hereby unconditionally undertakes and covenants to forthwith pay to the

Authority on demand any amount or amounts which from time to time be demanded in writing by

the Authority up to the maximum aggregate sum not exceeding the Security Deposit.

2 The Guarantor shall not be discharged or released from this Guarantee by any arrangement

made between the Contractor and the Authority with or without the consent of the Guarantor or by

any alteration in the obligations undertaken by the Applicant or the Contractor or by any alterations

in the obligations imposed on the Applicant or the Contractor by the Street Works Act or

Regulations made thereunder or by any forbearance whether as to amount, time, performance or in

any other way.

SECTION C

Laying of Utilities
General Requirements

C1 Duty to give Notice of Commencement of Works


Subject to any direction which the Authority may give, the Authority shall be given
not less than 7 days' notice in writing of the commencement of the works.

C2 Restricted Areas
C2.1 No openings are allowed within the road reserves of expressways.

C2.2 No openings are allowed on road carriageways that have 'specially treated' areas
e.g., semi-rigid pavement, anti-skid surfacing, etc.

C2.3 No Openings are allowed on bridge structures and underpasses.

C2.4 No Openings are allowed on road carriageways of roads under no opening period
(please see definitions in Section A).

C2.5 Major Roads shall not be opened. If the opening is unavoidable, Applicant shall
propose an appropriate construction method that will minimise traffic congestion.

C2.6 Traffic sensors, especially detector loops and feeder cables on carriageways, shall
not be damaged by the opening works. If the damage is foreseen but unavoidable,
Applicant shall submit, to the GLIDE Control Centre at least one (1) week before
starting works, a standard Notification Form (Please see end of Section C)with a
location plan showing the junctions affected by road works and the locations of
the detector loops. If the damage is accidental and the Notification Form has not
been submitted, Applicants shall inform the GLIDE Control Centre of the damage
immediately.

Section C Road Opening Works - General Requirements

C2.7 Opening shall be at least fifty (50) metres away from junction for works along
carriageway.

C3 Trial Holes
A maximum of only two (2) trial holes is permitted at any one time.
No additional trial holes shall be opened until existing trial holes are properly
reinstated.

C4 Position of Utilities
C4.1 All utilities shall be laid at least one metre (measured from the road surface to the
top of utilities pipes/cables) below the carriageway surface. For footpaths and side -
tables, the minimum depth is 1.2 metre.

C4.2 All utilities laid shall have a lateral clearance from the rigid pavement.
The minimum distance is 2.0 metre or the depth of the utilities, whichever is the
greater.

C4.3 All utilities shall also comply with the requirements of other utility owners.

C5 Tunnelling Method
C5.1 The method used for tunnelling work shall be endorsed by a Professional Engineer.
No 'Heading' method is allowed.

C5.2 The professional Engineer shall submit a Comprehensive method to monitor the
settlement and lateral movement of the road and affected structures.

C6 Extent of Excavation and occupation


C6.1 The extent of road opening at any one time shall not exceed 60-meter length.

C6.2 Occupation of carriageway for road opening shall be restricted to one (1) traffic lane
width.

C6.3 Traffic lane on Major Roads shall not be occupied during the Peak Hours - the
Applicant is required to use construction methods such as covering trenches with
steel deckings and tunnelling to avoid the occupation of the lanes. Otherwise, the
Authority may require the Applicant to temporarily provide an alternative traffic
lane.

Section C Road Opening Works - General Requirements

C7 Location of Manholes, Valves ,Hydrants, and Over-Ground Boxes


C7.1 New manholes, inspection chambers and valves shall not be constructed on the road
carriageway.

C7.2 New Over-Ground(OG) boxes and fire hydrants shall not be erected on the footpath.

C7.3 The Applicant may seek waiver of the requirements in this sub-section, C7, by
submitting valid technical reasons in writing to the Authority for approval. If the
waiver is given, the Applicant shall ensure that

• the apparatus shall not be placed on the carriage way in ways that affect the
riding quality of the road: e.g; manholes shall not be constructed in a cluster or
along the wheel path of vehicles,

• the apparatus shall not be placed on the footpath in ways that obstruct road-
related facilities or endanger road users,

• the owner shall be responsible for maintaining the apparatus so as to ensure the
safety of the road users and the riding quality of the road,

• the owner shall bear the cost of raising, lowering or relocating the apparatus as
and when required by the Authority.

C8 Protection to Road Surface/Adjoining Structures/Road-related Facilities


C8.1 The Applicant shall take measures to protect all nearby road surface, existing
structures, apparatus and road- related facilities during the course of the work.

C8.2 Road surface shall be protected from being damaged by construction vehicles. The
Applicant shall implement adequate protection measures as any damages (e.g. Track
marks) on the surrounding road surface shall be made good by requiring the
Applicant to mill and patch the affected area.

C8.3 Structures to be protected include retaining walls, bridges and their foundations,
culverts, traffic light controllers and poles, street light posts, etc. When required by
the Authority, the Applicant shall propose a system to monitor the integrity of the
structure and to detect any damages or defects to the structure. The Applicant shall
submit regular monitoring reports to the Authority once the system is approved.
Notwithstanding the regular reports, the Applicant shall inform the Authority
immediately of any defects that appear in the course of the work.

Section C Road Opening Works - General Requirements

C8.4 Road Related Facilities include traffic signs, traffic lights, railings, etc. The
Applicant shall ensure that the facilities are not moved, removed, or being
obstructed as a result of the road opening works.

C9 Lateral Support for Excavation


C9.1 Excavations, even if shallow, can be dangerous if not properly designed. The
Applicant shall ensure the lateral support is designed and endorsed by a Professional
Engineer. The Professional Engineer shall take adequate precautions to ensure the
safety of the public, the workers and to protect the adjoining road pavement.

C9.2 All lateral supports such as shuttering, walling and struts shall be removed after
backfilling.

C10 Temporary Signings


The general arrangement and location of all traffic warning signs etc. shall be in
accordance with the Code of Practice on Temporary Traffic Control.

C11 Working hours


C11.1 No opening works shall be carried out on major roads during the Peak Hours which
do not apply on Sundays and Public Holidays.

C11.2 Notwithstanding the Peak Hours and the type of affected road, the road-opening
works are to stop if the continuation of works will create traffic congestion or
adversely affect the traffic condition. Remedial action shall also be taken to allow
traffic to flow freely again.

C12 Steel Decking
C12.1 Steel decking of chequer surface, shall be used to cover holes and openings - such
as open trench - when required. The decking shall be laid flush with the road level
and shall be properly secured to avoid movement and noise generation. The surface
of the decking shall provide adequate skid resistance.

C12.2 The Professional Engineer shall ensure that the steel decking is designed to carry
the traffic loading.

C13 Photograph
The Applicant shall, prior to the commencement of work, take photographs of the
existing traffic schemes and the condition of the area surrounding and including the
work Zone. The photographs are to be submitted to the Authority before work
commences.

C14 Railway Protection Zone


C14.1 The Applicant shall obtain the clearance of the Authority's Development Control
Department (rail Section) for works within the Railway Protection Zone and
Railway Safety Zone.

C14.2 The Applicant shall comply with the Authority's latest Code of Practice for Railway
Protection and the Mass Rapid Transit (Railway Protection, Restricted Activities)
Regulations an any subsequent amendments including (Amendment No.2)
Regulations 1996, for all works and services laying within the Railway Protection
Zone.

SECTION D

Reinstatement
General Conditions

D1 General
D1.1 Applicant shall carry out the reinstatement according to the current practices and
standards of the Authority. The existing condition and thickness of the carriageway
may not be taken as the standards of the Authority. The reinstated work shall
comply with the permitted materials and layer thickness as specified in Figures D1
to D3 (Reinstatement drawings in Section D).

D1.2 Unsatisfactory reinstatement, such as unsuitable materials or improper compaction,


shall be removed and replaced at the expense of the Applicant. The Sections E and
F of this Code of Practice list the characteristics and requirements of a satisfactory
reinstatement.

D1.3 The Applicant shall reinstate the trench immediately after completing the road
works such as laying the utilities.

D1.4 The edges shall be neatly cut and the finished level flush with the existing road
surface even if the surface is to be milled-and-patched or overlaid later on.

D1.5 Surfacing works such as mill-and-patch works or overlay works for the permanent
reinstatement shall start within 3 weeks after the initial reinstatement. If the trench
is more than 100 metres long, the surfacing works shall be done progressively at
intervals of one hundred metres.

D2 Defects Liability Period (DLP)


D2.1 The Defects Liability Period (DLP) is a guarantee period that starts after the
completion of a satisfactory permanent reinstatement. The

Section D Reinstatement - General Conditions

Applicant shall undertake to maintain the reinstated trench in a defect-free condition


during the DLP. The Applicant shall monitor the condition of the reinstatement and
shall promptly rectify all the defects which appears during this period.

D2.2 The Authority shall only begin the DLP when it is satisfied with the permanent
reinstatement. If the permanent reinstatement is unsatisfactory, the DLP will not
begin until the Applicant has rectified the reinstatement to the satisfaction of the
Authority.

D2.3 Once the DLP begins, it shall run for 1 year or for 2 years in the case of deep
openings. A deep opening is one in which the depth of cover over the service lines/
equipment is greater than 1.5 metres.

D3 Guiding Conditions for Reinstatement


D3.1 The following are guidelines for the type of reinstatement that is required.
Notwithstanding the guidelines, the Authority may specify the type of reinstatement
as and when it deems necessary.

D3.2 Milling and Patching of asphalt concrete of a minimum thickness of 40 mm is


required for the following conditions:

• Openings done on all major roads.


• Openings done on minor roads if the longitudinal opening exceeds 50 metres or if
any two or more openings including existing one are less than 50 metres apart.
• Openings done in a zigzag manner for any length.
• Openings done on a road during its no-opening period. The area shall cover a
minimum distance of 20 metres on either side of the opening.

D3.3 Overlaying the whole width of the carriageway is required under the following
conditions:

• Multiple crossings or longitudinal openings along the road.


• Openings affecting the riding quality or pavement condition of the road.
• Openings done longitudinally on a road during its no-opening period (Please see
definition in Section A) due to emergency or urgency cases.

D3.4 Footpath reinstatement shall meet the following requirement:

• the reinstatement shall cover the full width of the footpath according to the details
as shown in Figure D2;
• the length of the reinstatement shall cover 6 metres or to the nearest joint,
whichever is shorter;

• the tiles to be used for reinstatement shall match those of its surrounding tiles. If
such tiles are out of production, the Applicant shall propose an alternative design
for the Authority's approval.

D3.5 Rigid Pavement shall not be opened. If the opening is unavoidable, the Applicant has
to reinstate the full concrete panel according to the details shown in Figure D3.

D4 Thermoplastic Road Markings


D4.1 The road lines affected by the road openings shall be restored with thermoplastic
road marking materials within 14 days upon completion of the reinstatement work.
However, the 'STOP' lines and arrow markings shall be restored immediately before
the reinstated area is opened to traffic.

D4.2 For reinstated areas the require surfacing works-such as mill-and-patch works or
overlay works-at a later date, stick on materials or any other materials approved by
the authority may be used to temporarily restore the affected road lines.

D5 Detector Loop
The Applicant shall complete Part Three of the Notification Form (Please see
paragraph C2.6 and end of Section C) and submit it to the GLIDE Control Centre
once the final reinstatement/overlay works at the junctions have been completed.

D6 Special Reinstatement Materials


The Authority has used special materials for the roads and footpaths where
necessary. If the Applicant's road-Opening works affect such roads and footpaths, the
Applicant shall reinstate with the same material or materials specified by the
Authority. Thus the Applicant shall have to prove to the Authority's satisfaction that
he has the expertise and the materials available to do a satisfactory reinstatement of
such roads and footpaths.

SECTION E

Reinstatement
- Material Specifications

E1 Backfill Materials
E1.1 General

All backfill materials within the road carriageway shall be either granular material
(see E1.2), flowable concrete, or foamed concrete.
Any other material not stipulated above are unsuitable materials and shall not be used
for back-filling. They include:

i) material from swamps,

ii) peat, logs, stumps, perishable material and soft clay,

iii) material susceptible to spontaneous combustion,

iv) soil of liquid limit exceeding 70 and/or plasticity index exceeding 35,

v) excavated asphalt concrete from existing road.

E1.2 Granular Materials

Granular materials that are used as back-fill materials shall conform to the following
characteristics:

i) Not more than 35% fines passing through sieve 75µm.

ii) The fraction passing through sieve 75µm shall have plasticity index (maximum)
and liquid limit 35 (maximum).

iii) Dry density to be 1760 kg/cu.m (minimum).

E1.3 Foamed Concrete

E1.3.1 All aggregates shall pass a 3.75mm BS sieve and shall not contain more than 5% by
weight of clay contamination, determined in accordance with BS 882:1983 Clause
5.4.

Section E Reinstatement - Material Specifications

E1.3.2 All foamed concentrates shall be diluted in accordance with the manufacturer's
recommendations and aerated using an appropriately designed foam generating
system. Foam concentrates and diluted solutions shall be stored according to the
manufacturer's recommendations and used within the recommended shelf life.

E1.3.3 Subject to experience of their suitability that is obtained by prior development


testing, all accelerators, plasticisers, water reducing agents and other admixtures shall
be used in accordance with the manufacturer's recommendations.

E1.3.4 Foamed Concrete mixes shall be prepared using a ready -mixed base mortar
delivered to site, and in accordance with a mix formulation proven by prior
development testing.

E1.3.5 A minimum density of 1050kg/m³ is required. Plastic sheeting, etc., shall be provided
to protect the existing utility apparatus so that foamed concrete is prevented from
flowing into and blocking any damaged apparatus that exist within, or are
immediately adjacent to the excavation.

E1.3.6 Reinstatement of the surface layers shall not be carried out until the foamed concrete
has attained sufficient strength to allow compaction of the asphalt materials.

E1.4 Ready - mix Flowable Fill

E1.4.1 Ready-mix flowable fill is a mixture of Portland cement, aggregates, water and
mineral admixtures. Flowable fill has a cementitious content that is lower than that of
Portland cement, and has a reduced strength development for easy removal.
Chemical admixtures may also be used to modify the fill's performance properties in
strength, flow, set and permeability.

E1.4.2 The mix shall be prepared using a ready-mix base mortar delivered to site. Mineral
admixtures shall be pozzolanic materials used in standard ready-mix concrete
production.

E1.4.3 Chemical admixtures shall be liquid or powder form used in standard ready-mix
concrete production or other permissible products as follows:

a) High air generators specifically designed for flowable fill to lower unit weights,
reduce shrinkage and subsidence, and to control compressive strength.

b) Air entraining admixtures conforming to ASTM C-260.

c) High-range water-reducers conforming to ASTM C-494 Type F or G.

d) Accelerating admixtures conforming to ASTM C-494 Type C such as calcium


chloride. However where metals are present in concrete or embedded members,
accelerators that are non-chloride and non-corrosive shall be used.

E1.4.4 Pipes and all other members to be encased in the flowable fill shall be temporarily
secured in place to prevent displacement during the flowabe fill placement. To
reduce hydrostatic pressure and limit displacement potential, a high air generator
admixture in the flowable fill mixture is recommended to lower unit weights.

E2 Portland Cement Concrete


E2.1 Cement shall be ordinary Portland cement, rapid hardening Portland cement
complying with SS26, sulphate resisting Portland cement to BS4027, Supper-
sulphated cement to BS4248 or low heat Portland-blast-furnace cement to BS4246.

E2.2 Cement of different manufacture and of different types shall not be used in the same
mix.

E2.3 Cement that becomes lumpy or deteriorated shall not be used for concreting and shall
be removed from site immediately.

E2.4 Fine aggregate shall be natural sand or crushed stone sand complying with the
requirements of SS31. Coarse aggregate shall be gravel or stone complying with
SS31.

E2.5 water shall be clean fresh water free from chemical and organic impurities.

E2.6 Concrete mixes shall generally comply with the specification in Table E1.

E4.1 Semi-Rigid Pavement


E4.1.1 The semi-rigid pavement shall consist of an open graduated asphalt with a void of
between 25 % to 30 % by volume (Marshall), flood filled with high strength
cementitious mortar possessing high fluidity and internal cohesion. It shall achieve a
compressive strength of 7-10 MN/m² at 28 days and a flexural strength of
approximately 3.5 MN/m². The components of the open graduated asphalt are listed
in Table E9.

E4.1.5 High Strength Cementitious Mortar shall consist of a dense packing of


cementitious inorganic material and shall be mixed with water to form a free
flowing mortar having a high internal cohesion. It shall conform to the following
requirements:

28 days: 110 MN/m²
• Flexural strength: 15 MN/m³
• Density: 2200kg/m³
• Water Absorption (DIN 52103): 6.9 by weight %

• Chemical resistance: 3 to 5 times more resistance than grade 50 concrete
• Setting time : 8 to 12 hours

E4.1.6 Mixing of Open Graduated Asphalt-The components shall be added in the


following sequence:

i) Crushed aggregates and cellulose fibres


ii) Lime filler
iii) Bitumen

The mixing temperature shall be approximately 165°C at a mixing time of between


39 and 45 seconds per batch. Storing of mix in the silo is not allowed.

E4.1.7 Mixing of High Strength Cementitious Mortar-Amount of water to be added


shall be approximately 4.7 kg per 25 kg of high strength cementitious mortar dry
powder, or the water/binder ratio shall range between 0.266 and 0.278.

E4.2 Concrete Surface Paving

E4.2.1 Concrete surface paving on footpath shall be approved sprayed-on acrylic modified
UV stable pigmented cementitious topping with minimum thickness of 1 mm,
minimum cured compressive strength of 45 N/mm² and skid resistance not less than
50.

E4.2.2 Concrete Surface paving on carriageway shall be approved spray-on acrylic


modified UV stable pigmented cementitious topping with minimum thickness of
1mm, minimum cured compressive strength of 60 N/mm² and skid resistance not
less than 65.

E5 Road Markings

E5.1 General
E5.1.1 Thermoplastic materials shall be used for all the road markings. The thermoplastic
material to be used shall comply generally with British Standard BS 3262: 1987 - "
Hot Applied Thermoplastic Road Marking Materials", or the latest Singapore
Standards (SS).

E5.1.2 The material shall be tough, durable, elastic and of heavy-duty product formulated
to adhere excellently on pavements of all descriptions and to provide superior
resistance to abrasion. The material shall be able to withstand the traffic impacts,
the effects of staleness and flaking, and damages caused by petroleum spillage.

E 5.1.3 The thermoplastic material shall be so manufactures to be applied by extrusion into


the pavement in molten form with glass beads mixed in and also dropped into the
material immediately after it is applied. Retro _ Reflectorisation with slid glass
beads of a suitable grading shall be used to improve the visibility of road marking at
night.

E 5.2 Aggregate
The aggregate shall consist of light colours silica sand, calcite, quartz and calcined
flint.

E5.3 Pigment
E5.3.1 White material shall be titanium dioxide complying with the requirements of type
A ( anatese) or type R (rutile) or BS 1851.

E5.3.2 Yellow material shall consist of sufficient yellow pigment or lead chromate of
sufficient heat stability when heated to temperature of 200°C to substitute part or all
of the titanium dioxide. The colour pigment shall comply with BS 381C: 1980
Colour No. 355 lemon or equivalent.

E5.3.3 Red material shall consist of sufficient red pigment to substitute part or all of the
titanium dioxide. The colour shall be approved by the Authority before it can be
used.

E5.4 Extender
The extender shall be whiting (calcium carbonate prepared from natural chalk)
complying with BS 1795.

E 5.5 Binder
Binder shall consist of synthetic hydrocarbon resin plasticised with mineral oil.

E5.6 Solid Glass Beads

E5.6.1 Solid glass beads shall provide the retro-reflectivity required of the road markings.
Table E12 shows the appropriate classes to be used. Table E13 and E14 list the
requirements for Class A and Class B beads respectively.

E5.8 Colour Luminance


The luminance factor of white shall not be less than 70 (as delivered) while that for
yellow shall not be less than 50 (as delivered), when tested in accordance with BS
3262: 1987 Appendix F.

E5.9 Density
The density of the thermoplastic material shall not be less than 1.65 kg/l.

E5.10 Softening Point


When measured in accordance with Appendix E of BS 3262: 1987 on samples taken
and prepared in accordance with Appendix B of BS 3262:1987 shall be at a
temperature of not less than 65°C.

E5.11 Heat Stability


The luminance factor of the white and yellow material as measured in accordance
with Appendix B of BS 3262: 1987 shall not be less than 65 and 45 respectively,
when tested in accordance with Appendix G of BS 3262: 1987.

E5.12 Flow Resistance


A cone made and tested in accordance with Appendix H of BS 3262: 1987 shall not
slump by more than 25%.

The material when immersed in a strong solution of calcium chloride for a period of

E5.15.1The skid resistance of white or yellow marking material sampled tested in
in accordance with Appendix B of BS 3262: 1987 shall not be less than 45, when
tested in accordance with Appendix J of BS 3262: 1987.

E5.15.2 When tested in accordance with Appendix J of BS 3262: 1987, the skid resistance

F1 General
F1.1 The quality of materials for the reinstatement of openings is the responsibility of the
Applicant. The Applicant shall carry out test(s) and submit the result(s) to the
Authority together with the Completion Certificate (TR 01). Please see end of
Section F. The Applicant is to ensure that all materials used conform to
specifications as stated in Section E of this Code of Practice. The type and number
of tests shall follow Table F1;

F1.2 The cost incurred in carrying out the various tests is to borne by the Applicant. All

F1.3 The Authority at its own discretion, may carry out additional tests whose cost shall

All tests, except the Depth and Thickness Tests, shall be carried out by Productivity
Standards Board or its accredited laboratories.

Section F Quality Control

F3 Depth and Thickness Test


F3.1 The depth of utilities and the thickness of he reinstatement materials shall be
determined by non-destructive equipment or by the open-cut method. The open-cut
method shall be carried out before the milling and patching process.

F3.2 On completion of the test(s), the Applicant shall submit the result(s) to the
Authority indicating the location(s) tested.

F3.3 The Depth and Thickness Test result(s) shall be endorsed by the Applicant.

F4 Compaction Test
The field density of the cored samples shall be used to determine the degree of
compaction of the asphalt concrete.

F5 Reflectivity Test
The reflectivity of thermoplastic materials shall be measured in the field by the
retroreflectometer. The retroreflection readings shall conform to Section E5.16.

F6 Compressive Strength Test


F6.1 The compressive strength of concretes shall be measured by crushing tests on
nominal 150 mm cubes. All sampling, curing and testing of cubes shall be carried
out in accordance with BS 1881. The compressive strength of concrete shall comply
with Table E1 of Section E2.6.

F6.2 Notwithstanding the above, the Authority reserves the right to instruct the Applicant
to core any number of samples from any portion of the works for the purpose of
determining the concrete compressive strength. The minimum depth of cored
concrete sample is 75 mm for footpaths, and 100mm for slabbed-over-drains and
rigid pavements. The Applicant shall supply and backfill voids with similar material
left by the corings.

F6.3 The minimum average value of the 28th day in-situ compressive core strength shall
not be less than 18 N/mm² for 75 mm thick cast-in-situ concrete footpaths and 22
N/mm² for 125mm thick slabbed-over-drains.

F6.4 The maximum allowable thickness tolerances for footpath, slabbed-over-drain and
rigid pavement is ±5mm.

F7 Absorption Test
F7.1 The quality of all the precast concrete units shall comply with Clause 5.30 of the
PWD General Specification 1987. The number of test(s) required shall conform to
Table F1 of Section F1.

F7.2 Precast Concrete Slab


When tested in the manner described in Appendix C of BS 368, the average
increase in weight of the test pieces from each slab by absorption of water shall not
exceed the appropriate values in Table 3 of BS 368.

F7.3 Precast Kerbs and Channels


When tested in accordance with Appendix C of BS 340, none of the three specimen
absorptions shall exceed the appropriate values in Clause 9.3 of BS 340.

F8 Extraction Test
The Extraction Test to determine the bitumen content in asphalt concrete shall
conform to Table E8 of Section E3.6 and the number of test(s) shall conform to
Table F1 of Section F1.

F9 Sieve Analysis Test


The sieve Analysis Test determines the grading of aggregates in asphalt concrete,
and shall conform to Table E8 of Section E3.6.

F10 Asphalt Concrete Core Test


F10.1 The Authority may require the Applicant to core any number of samples from any
portion of the works for the purpose of examination and testing. All cored samples
shall be neatly cut by a 100 mm diameter core drill. The Applicant shall supply and
backfill all voids with similar materials left by corings.

F10.2 The cored samples shall be used to determine the field density and for the
Extraction Test shall conform to Table E8 of Section E3.6.

F11 Non-destructive Tests


The Authority may require the Applicant to conduct non-destructive tests where
appropriate. The type of non-destructive tests may either be required by the
Authority or be proposed by the Applicant. When proposing the type of test, the
Applicant shall prove to the Authority's satisfaction that the test can:

• determine the thickness of the layers of reinstatement for pavement


reinstatement,

• determine the type of apparatus, its depth and location.
