CLASSIFIC ATION

• The Government in 2016 approved the recommendations of the Niti Aayog and restructured the classification and
funding of schemes.
• There are broadly three types of schemes –
1. Central Sector Schemes –
• These are fully funded by the Central Government
• USUALLY, they are based on Union List subjects and are are not grassroot level schemes
• For example – Bharat Net, Crop Insurance Scheme, LPG connection to poor households, PM Mudra Yojana
2. Centrally Sponsored Schemes
• These are jointly funded by the Centre as well as the states
• These schemes have been restructured and re-classified as per Niti Aayog recommendations accepted the
Government in 2016
• Maximum Limit of 30 Centrally Sponsored Schemes from 2016
3. State level schemes – fully funded by the state governments only

HEALTH

• Ayushmann Bharat (Has two parts) = PMJAY + PHC upgradation to Health and Wellness Centers
• PM Jan Aarogya Yojana (National Health Protection Scheme)
• Centrally Sponsored Health Insurance Scheme
• Yearly cover of 5 lakhs per family (no limit on size of family)
• Only for secondary and tertiary hospitalization (from list of government and private hospitals)
• Families selected based on Socio-Economic Caste Census
• All India cashless and paperless scheme – Smart Cards shall be issued
• Does not cover chronic medication and OPD
• States can either set up a nonprofit trust or outsource to an insurance company or both to settle claims
• National Health Authority to monitor overall implementation

• To upgrade existing PHCs and/or set up new Health Wellness centers
• Cover common non-communicable diseases, Reproductive health care services, and communicable diseases as well.

• Small and marginal farmers with a minimum Rs 3,000 per month fixed pension
• The eligible farmers in the 18-40 years age group can participate in this voluntary and contributory pension scheme

RURAL DEVELOPMENT

• PM Gram SadakYojana Connectivity, by way of an All-weather Road (with necessary culverts and cross-drainage
structures, which is operable throughout the year),
• to the eligible unconnected Habitations in the rural areas with a population of 500 persons and above in Plain areas
• to the eligible unconnected Habitations in the hilly and tribal areas with a population of 250 persons and above

• Pradhan Mantri Ujjwala Yojana (PMUY)

• To Safeguard the health of women & children by providing them with a clean cooking fuel – LPG

• Aims to provide a pucca house with basic amenities to all houseless households and households living in kutcha and dilapidated
house by 2022.

WOMEN AND CHILD DEVELOPMENT

• Bharatiya Poshan Krishi Kosh –


• Repository of diverse crops across 128 agro-climatic zones in India for better nutritional outcomes
• The Harvard Chan School of Public Health through its India Research Center and the Bill and Melinda Gates Foundation will
document and evaluate promising regional dietary practices and the messaging around them and develop a food atlas on regional
agro-food systems

• Pradhan Mantri Matru Vandana Yojana


• direct benefit transfer (DBT) scheme
• cash benefits are provided to pregnant women in their bank account directly to meet enhanced nutritional needs and partially
compensate for wage loss
• Pregnant Women and Lactating Mothers (PW&LM) receive a cash benefit of Rs. 5,000 in three instalments on fulfilling the
respective conditionality, viz. early registration of pregnancy, ante-natal check-up and registration of the birth of the child and
completion of first cycle of vaccination for the first living child of the family. The eligible beneficiaries also receive cash incentive
under Janani Suraksha Yojana (JSY). Thus, on an average, a woman gets Rs. 6,000.
