DroughtUpdatefortheWeekofJuly12
SaltLakeCity(July15,2021)–Extremedroughtconditionspersiststatewide.Withthree
monthsofUtah’sirrigationseasonremaining,Utahreservoirslevelsarelowerthantheywereat
theendofthe2020irrigationseasonlastOctober.
“Wearenolongerpullingwaterstoredfromthisyear’srunoff.Instead,we’rerelyingonwater
thathasbeenstoredinourreservoirsduringpreviousyears.We’repullingwaterfromour
emergencysavings,”saidUtahDepartmentofNaturalResourcesExecutiveDirectorBrian
Steed.“Nooneknowshowlongthisdroughtwilllast,soit’svitalthatweavoidusingourstored
watertooquickly.Failingtosavewaternowcouldleadtofarmoredifficultcircumstanceslater.”
Droughtsareconsidereda“creepingdisaster”becausetheexactonsetandendoftencan’tbe
identifieduntillongaftertheeventhascomeandgone.DroughtintheWestisacombinationof
hightemperaturesandlowwintersnowpack.DroughtintheEastiscausedbyalackof
precipitationinthesummer.
ThefollowinginformationfromtheweekofJuly12iscompiledbytheUtahDivisionsofW ater
ResourcesandW aterRightstoprovidecontexttoUtah’scurrentd roughtconditions,water
storage,streamflowsandwaterrightsallocation.
At-a-glancechangesfortheweek:
● Reservoirstoragestatewidecontinuestodropandnowaverages58%(downfrom59%
lastweek).Twenty-sixofUtah’slargest42reservoirsremainbelow55%ofavailable
capacity.Noadditionalreservoirsdroppedbelowthatthresholdinthepastweek.
● Currentstatewidereservoirlevelsarenowlowerthantheywereattheendoflastyear’s
irrigationseasoninOctober(58%nowcomparedto61%inOctober2020).Thereare
threemonthsremainingintheirrigationseasonwhenwateruseistraditionallyatitspeak.
● DeerCreek,Jordanelle,Pineview,Rockport,SandHollow,StrawberryandWillardBay
areallhighlyvisiblereservoirswithstoragelevelscurrentlybelowwheretheywereatthe
endof2020irrigationseason.

● Streamflowsstatewidecontinuetodecline,with77ofthe98measuredstreamsflowing
belownormal.Thisisanincreaseof12fromlastweek.Dailyflowfrom28headwater
streamsiscurrentlyflowingbelowthepreviousminimumdailyflowrecord.
● Thenaturalflowandpercentofdirectflowwaterrightsontheportionsoftheriver
systemsillustratedbelowcontinuetodecrease.Mostwaterrightsacrossthestate
continuetoexperienceearlierthannormalcurtailment.
● TheelevationoftheGreatSaltLakecontinuestohoverbetween2.5to3inchesfromits
historiclowrecordedin1963.(T heDivisionofWaterResourcesusesthedailyaverages
ratherthantheinstantaneousreadingsrecordedevery15-minutes.)

Precipitationandsoilmoisture
● Torestoreconditionsto“average”fortheyear,Utahstillneedsabout15inchesofrain:
10inchestocancelthedeficitand5inchestoaccountfortheprecipitationtraditionally
accumulatedfromJulythroughSeptember.
● Togetstreamsrunningathealthylevelswhilefillingreservoirs,Utahneedsan
above-averagesnowpackandfrequent,butnotextreme,warm-seasonstormstoreturn
soilmoisturelevelstonormal.
● Airtemperaturesfortheweekwere5.5degreesFahrenheitaboveaverage.
● Overall(mountainandvalleylocations),thestatehasseenabouthalftheprecipitation
typicallyreceivedinanormalwateryear(Oct.1throughSept.30).
● Soilmoisturehasremainedsteadyduringthelastweek,currentlyabout6%drierthan
average.
Streamflows
Streamsstatewidecontinuetoflowatlessthan50%ofnormal.
● Seventy-seven(65reportedlastweek)ofUtah’s98streamsreportingdataareflowing
belownormal.Thisisanincreaseof12fromthepreviousweek.
● Fifteenstreamsareflowingattheirlowestlevelseverrecorded.Thisisanincreasefrom
sixstreamsflowingatrecordlowlevelslastweek.
● Dailyflowfrom28headwaterstreamsiscurrentlyflowingbelowthepreviousminimum
dailyflowrecord.
ReservoirandLakeLevels
About95%ofUtah’swatercomesfromsnowpack.Thisstatewideaveragerangesfromaround
75%inthesouthwestcornertoover95%inthenorthernpartneartheWeberBasinheadwaters.
Different-sizedreservoirsarelocatedthroughoutthestatetocatchandstorerunoff.Small
reservoirsstoreaboutoneyear’sworthofwater,whilelargerreservoirs,likeStrawberryor
Jordanelle,storeseveralyear’sworth.Reservoirstoragehelpstopreventwatershortagesandis
dependentonsnowpackandrunoff.
● Thecapacityofmajorreservoirsstatewidedroppedanother1%thisweekcomparedto
lastweek.Currentstoragelevelis58%.

Whilestatewidetherearemanydifferentriversystems,theinformationbelowhighlightswater

● ThewatersupplyontheSevierRiveratPiuteisthe3rdlowestonrecordoutof103years
(1957and1934werelower)accordingtotheCRBFCWaterSupplyForecast(Station
PIUU1).
● Currently,only22%(upfrom19%lastweek)ofthedirectflowwaterrightsarebeing
met,consistingofonly30%(25%lastweek)of1stClassrights.
UnderstandingWaterRightsandPriorityDistribution
Waterrightsaredistributedbythestateengineerwithprioritygoingtotheearliestrights.For
example,awaterrightestablishedin1889isentitledtoreceiveitsfullflowbeforewaterrights
establishedin1890orlatercanreceiveanywater.Thisprincipleiscalledthe“Prior
AppropriationDoctrine”or“firstintime,firstinright.”TheearliestwaterrightsinUtahare
called“directflow”rights,meaningtheycannotbestored.Storagereservoirswerebuiltlateron,
sostoragerightsgenerallyhaveprioritydateslaterthandirectflowrights,althoughsome“high”
waterrights(directflowrightswithlateprioritydates)exist.
Whilesomewaterrightsareownedbypublicwatersuppliers,othersareheldbyindividualslike
farmersandranchers.Prioritydistributionhappenseveryyear,notjustduringdroughts,and
occursirrespectiveofthetypeofuse.Mostwaterrightsarefullyorpartiallycurtailedby
mid-summerwhenthenaturalflowofastreamdropsfollowingspringrunoff.Theterm“natural
flow”referstothetotalsupplyofastream,whichisgenerallydifferentfromtheflowofthe
streamatanyparticularpoint.
Naturalflowoncomplexsystemsisdeterminedusingaccountingmodelsdevelopedbythe
DivisionofWaterRights.Whenthenaturalflowisgreaterthan100%ofthedirectflowrights,
watercanbestoredonthesystem.Whenthenaturalflowdropsbelow100%ofthedirectflow
rights,theserightsarereducedaccordingtoprioritydate.Storage,ifavailable,canbereleasedto
makeupallorpartofthedeficit.Theamountofstorageavailableoneachsystemisafunctionof
thespecificprojectsdevelopedonthesystemoverthelasthundred-plusyears.Thisyearhas
seenanearlydecreaseinnaturalflowbecauseofverylittlespringrunoff.Inpreviousyears
systemsweregenerallystoringwaterinmid-June,sometimesinconsiderableamounts,while
2021isalreadyseeingsomeoftheearliestwaterrightsbeingcurtailed.

WellReplacements
Inadditiontosurfacewaterrights,thestateengineeroverseestheappropriationofgroundwater
andconstructionofgroundwaterwells.Awaterrightmaybeapprovedtoallowforthediversion
ofsurfacewater,groundwater,oracombinationofbothsurfaceandgroundwater.Bothsurface
andgroundwaterrightsarealsodistributedundertheprioritysystem.Asgroundwaterconditions
change,wellownersmayneedtoreplacetheirwell.Thismaybeduetoissuesoftheexisting
well,ortheneedtodrilldeeper.Whenthishappensawateruserfileseitherareplacement,or
renovateapplication.Insomecases,achangeapplicationmayneedtobefiled.Thisisdependent
ontheindividualstatusoftheuser’swaterright.
● Therehasbeennonewreplacementordeepeningwellapplicationsfiledinthelastweek.
Thetotalnumberofreplacementanddeepeningrequestsremainsat81statewide.
● Asacomparison,therewere113in2020and102in2019.Theaverageannualcount
duringthepastfiveyearsis107.
