This investigation report emanates from a letter written by Judge Rosendo

B. Bandal (Ret.) addressed to Hon. Dianne E. Rosales which was indorsed by
the Office of the Governor to the Provincial Legal Office. The subject of the
letter is a property dispute in Barangay Casoy.
Pertinent documents relative to the property dispute is hereto attached.
First, a Deed of Donation executed by Engr. Felix B. Bandal marked as Annex
“A”. Second, a Special Power of Attorney executed by Fermina B. Bandal
appointing Engr. Felix B. Bandal as her Attorney-in-fact marked as Annex “B”.
Third, a Barangay Resolution authorizing the former Punong Barangay Mario D.
Gallano to accept the donation of Engr. Felix B. Bandal in behalf of Barangay
Casoy marked as Annex “C”. Fourth, a road right of way document executed by
Engr. Felix B. Bandal marked as Annex “D”. Fifth, an arrangement executed by
Mercy E. Bandal and Amy P. Bandal regarding the lot donated by Engr. Felix
Bandal marked as Annex “E”. Lastly, a letter of reply written by Jimmy R.
Evangelio, the Barangay Administrator of Barangay Casoy marked as Annex
“F”.
