Re: Present Status of the SBY Guards and the Upcoming
Deployment of Gallantry Security Agency in the Visayas Area

In compliance with the instruction of Mr. Denzel Cham the Vice-President of the Security Group
of Companies given to the undersigned last June 8, 2021 at about 3:00 PM through email
communication. Whereas, the directive is clear and urgent, the undersigned should come up
with the “updated mapping and numbers of our deployment” of SBY guards, for this reason,
this analysis report is hereby submitted, to wit:

EXECUTIVE SUMMARY

This analysis report will discuss the following: the present status of the SBY security guards and
why the said unit was created on the first place; the problems that the SBY unit is currently
experiencing and the circumstances that brought this plethora of problems. The present status
of the SBY units in the National Capital Region (NCR), Northern Luzon area, Southern Luzon
area and Visayas and Mindanao areas. The impending take-over of Gallantry Security Agency
at Security Bank Corporation (SBC) branches located particularly in the Visayas region was
likewise discussed vividly in this document. The strategic concentration and rapid deployment of
SBY, the summary of this document and the list of recommendation were also included in this
dossier.

THE PRESENT STATUS

The concept behind the creation of the security unit called stand-by guards (SBY) is to assist
the regular armored security force currently deployed at various branches whenever they need
relievers. In short, the SBY security guards group is a back-up and support group of the security
agency. Vis-à-vis, the power map of these security agencies (Gallantry and Golden Gate, later
on Grand Canyon will assume its rightful place in the security group of companies) is divided
amongst the sphere of influence of the Monitoring Officers (MO) and their Field Coordinators
(FC). Because of its extensive coverage the said security agencies are operating widely within
the islands of the Philippines particularly in the Luzon, Visayas and Mindanao areas. Ideally, in
order to avoid operational problems said areas should have its sufficient number of SBY guards
that are always ready for rapid deployment whenever their service is needed. Originally, the
SBY security group is designed as support team for armored security guards. Nevertheless,
there were instances that because of necessity some of these SBY guards were sometimes
utilized to support and assist the fixed post security guards presently deployed in areas such as
banks, warehouses and in the properties of FILINVEST LAND INCORPORATION (FLI). The
SBY group is supposed to help the Operations Department of the security agencies. The idea of
SBY is actually the brainchild and legacy of the late Edgar B. Cabaltera the former General
Manager of Gallantry and Golden Gate Security Agencies. He envisioned that the creation of
the SBY group is the only solution in order to address the problems in the field, in case one of
the armored guards committed AWOL or in the event that there is an emergency leave.
However, at the moment the SBY unit is facing a number of problems and challenges.

THE PROBLEM

Mr. Josefino “Founder” Agustin the erstwhile Monitoring Officer of Northern Luzon Area who is
now assigned in the handling and documentation of all the firearms of the security agencies is
an old-timer in Gallantry Security and Investigation Services Incorporation; he’s been with the
security agency long before the Golden Gate Security Agency was created. He rose from the
rank from driver-guard to Monitoring Officer; the old man therefore (in my opinion and
evaluation) is a reliable source of information, so to speak. For this reason, before I wrote this
report I decided to interview Mr. Founder Agustin and I asked him to narrate to me the history of
the SBY group since he was there from the beginning. According to him “dati noon marami
ang SBY kaya hindi problema pag may absent, nag-leave o kaya pag may biglang hindi
pumasok”. He also averred that “ang AITC ang nagbabayad sa lahat ng mga SBY kasi ang
Gallantry noon solo pa ni boss Paul”. Likewise, he added that “ang Visayas at Mindanao
dati ibang agency ang humahawak doon pero AITC parin ang client, kaya wala tayo
masyado problema sa mga malalayo na pwesto”. The problem occurred when according to
Mr. Agustin “nag cluster sila binawasan na ang mga SBY kasi masyado daw marami, sa
area ko dati meron akong sixteen na SBY nung nag-cluster na ginawa na lang pito”.
Finally, Mr. Agustin said “yung pito na natira na SBY sa akin ang nagbabayad dun ay AITC
at nadagdagan din yan pero agency na ang nagbabayad sa mga nadagdag na SBY”. The
other Monitoring Officers concurred with the experienced and observation of Mr. Josefino
Agustin because their area were likewise clustered. The SBY at South Area was likewise
clustered. The Visayas and Mindanao has no SBY guards at that time since the branches there
were being serviced by other security agencies. Vis-à-vis, when I joined this agency in the year
2019 I was assigned to handle the VISMIN areas (VISMIN was then already take-over by
Gallantry) and I have only one SBY at that time; in Samar province. In a nutshell, this is the
meat of the problem: the massive reduction of the SBY guards.

As years passed by the security agencies and its scope of operation as guided by the AITC (the
AITC is providing to the security agencies the third party clients or the banks) is expanding
exponentially within the Philippine island particularly in the North area of Luzon. Later as we will
see in this report the Visayas region is also on the verge of expansion. In connection, Gallantry
and Golden Gate security agencies are constantly being pushed and bulldozed by the
management of AITC to accommodate more and more client banks. However, the ironic and
peculiar part of this expansion project that is being aggressively and actively spearheaded by
the management of AITC is that they are apparently unwilling to increase the number of the
SBY guards. Probably they will welcome the idea of adding more SBY security guards provided
however that they will not pay for it. On the other hand, for quite some time the management of
the security group of companies is seemingly expressing the same disposition; they are hesitant
to hire additional SBY security guards. Nevertheless, recently it is good to know that the
management of the security group of companies under the dispensation of Mr. Denzel Cham is
now considering the hiring of SBY security guards to be utilized for the upcoming expansion in
the Visayas region. I also find it laudable that Mr. Denzel Cham agreed to the proposition of
retired Police General ILDIBRANDE USANA our distinguished consultant, that the security
agency needs more reserved security guards that we can deploy anytime the client needs its
service.

Let us now talk about the problem and situation of the SBY guards at South area. Because the
security guards in general are unpredictable people and we have no control over their hearts
and minds. Many of the armored security guards in Southern Luzon Area (which is under the
supervision of Monitoring Officers Robertson Igat and Silverio Francisco) have tendered their
formal resignation while the others especially those with pending cases at the agency opted to
commit AWOL. For this reason, the SBY security guards in that area automatically occupied the
vacuum left by this bunch of recalcitrant, disobedient and wayward security guards. Now, the
problem is that the vacant post left by the SBY guards turned regular were not replenish up to

now. Hence, every time they have a problem (AWOL or absent guard) in that area, the
Monitoring Officers and Field Coordinators thereat had no choice but to seek reinforcement and
support from the agency headquarters. At first, Operations Officer Christopher Llanes was
sending to MO Igat and MO Francisco some of his SBY guards that are presently based here in
Manila. However, eventually the “problem” of the Accounting Department has entered into the
scene. These SBY security guards from Manila that is being sent to the South area are actually
enjoying the benefit of an NCR Rate Salary and according to the Labor Law, a laborer from the
NCR if transferred to the province by his employer for whatever reason is entitled to enjoy the
same NCR Rate that he is presently receiving.

Then the dreaded COVID-19 pandemic arrived, as a result many of our armored security
personnel were placed under quarantine either because they were found positive of COVID-19
or they were exposed to a positive carrier of the virus. The inadequate number of SBY security
guards that we have was used to the maximum level, so to speak. Because of this when our
security guards at SBC and RCBC Baguio branch were infected by COVID-19 the agency had
no choice but to send some of its Monitoring Officers to take-over the vacant posts; because we
no longer have an SBY guard at that time. It was the height of COVID-19 Pandemic in Baguio at
that time and the premier city like the NCR was then placed under Enhance Community
Quarantine (ECQ).

Almost all the SBY security guards at the National Capital Region (NCR) under the control and
supervision of Chris Llanes are being utilized on a regular basis to accommodate the delivery
and escorting services requirement of Philip Morris Corporation. They’re also being used
whenever the Development Bank of the Philippines (DBP) needs the service of an SBY guard.
The Philip Morris Corporation and DBP are the chief clients of the SBY guards of NCR. In
connection, last year 2020 the Auditing Department of DBP had audited the Security and Safety
Department of their institution. In short, there were “findings” and recommendations. One of the
recommendations is this: all armored security personnel who will be assigned at any DBP
branch must be a holder of CBASTRAC security license. At the moment, Mr. Chris Llanes, Ms.
Rara Membrere and Ms. Jeanne Razon are all working together to make this CBASTRAC
project possible. SBY guards are now required to update their clearances and documents.

Let us look at the present situation of the Visayas and Mindanao areas. VISMIN is like a ticking
bomb, it is just waiting for one big problem to trigger the explosion. Hence, I am so grateful to
the management of the security agency that the responsibility of handling the VISMIN area was
finally removed from my desk. Why did I say this? Because, all the ingredients needed in order
to “cook” a problem can be found in the VISMIN area: it is located thousand miles away from the
agency headquarters, all the branches in the VISMIN area are stand-alone, and each branch is
separated hundred miles away from one another. The branches are located at separate islands.
We have no satellite office and we have no operations officers in these areas. VISMIN is a
vulnerable area when it comes to terrorism and insurgency problems. This area is the haven of
communist rebels, radical Muslim groups and other extremists. On top of that, we have no SBY
(not even a single one) – especially in Mindanao area. Before any assistance or reinforcement
arrives to them it will take days to happen. Isolation is the biggest problem and danger that our
branches in the VISMIN area are now facing.

The foregoing is the history and problem of the SBY security guards. In the process of resolving
any organizational problem it is necessary to look first at the history of that organization. How it
started, how did it evolved and what are the problems that the organization encountered. These
are the questions that need to be answered first before we can position the solutions that we
have in mind. Before I conclude this chapter, I would like to quote the lines in the song entitled
“Blowin’ in the Wind” written by Bob Dylan and sang by the trio called Peter, Paul and Mary.
“The answer, my friend, is blowin’ in the wind – the answer is blowin’ in the wind”. Often
than not, we are overwhelmed by problems without noticing that the answer is just here.

THE SBY SECURITY GUARDS OF NCR

The stand-by security guards (SBY) here in the National Capital Region (NCR) are under the
direct supervision of Operations Officer Chris Llanes. The “priority” of these SBY’s is to respond
to all “ON CALL” duty. Most of these security guards are stay-in at Del Monte Motor Pool. Two
of them, namely: Jungie Corpus and Jessie Ragos are currently based at the security agency
headquarters performing the capacity of company drivers. We have twenty-one (21) SBY
security guards at NCR. These SBY guards are now processing the renewal of their clearances
and other documentary requirements in preparation for their CBASTRAC seminar to be
conducted by BSMA Security Training Academy. According to Ms. Rara Membrere out of these
twenty-one (21) SBY security guards only sixteen (16) of them so far have complied in the
updating of their respective documents. For the record, many of these SBY security guards are
hardheaded, big mouth and notorious complainer.

THE SBY SECURITY GUARDS OF NORTH

The supervision and control of the SBY security guards of Northern Luzon Area are actually
divided among these three Monitoring Officers: Rodil Gregorio, Richard Oliva and Rolando
Oliva. Rodil Gregorio replaced Josefino Agustin. Two (2) more security guards were added to
the seven (7) SBY guards that were clustered when the reduction was implemented. The
additional two (2) SBY security guards are being paid by the security agency. The nine (9) SBY
security guards of Northern Luzon are currently based at the following provinces:

According to Monitoring Officer Rodil Gregorio for their own “peace of mind” they still need SBY
security guards for the following provinces:

The foregoing is the present situation at Northern Luzon area. Relatively speaking the situation
in North area is less problematic compared to the Southern Luzon area. The area of Baguio is
the most problematic in the Northern area of Luzon. It is very hard to recruit native applicant
from the area of Benguet primarily because the people there are more attracted to stevedoring
jobs such as working as shipper of vegetable products from farm to market. Most of the security
guards that we’ve posted in Baguio are “outsiders” – from the nearby provinces in the low land.
THE SBY SECURITY GUARDS OF SOUTH

The SBY security guards at the Southern Luzon area are under the supervision of Monitoring
Officers Robertson Igat and Silverio Francisco. The main problem of MO Igat and MO Francisco
right now is that they only have one (1) SBY left. Previously, they have five (5) – four (4) of
these SBY’s were already utilized to fill the vacuum left by the guards who either resigned or
committed AWOL. Previously, the five (5) SBY security guards were posted in the following
provinces, to wit:

Now, they only have one (1) SBY and it is presently posted at DBP Romblon. The following
areas have no SBY to state: Mindoro, Quezon Province, Masbate, Romblon, Palawan and
Catanduanes. Monitoring Officer Robertson Igat is requesting at least eight (8) SBY security
guards for the South Area and according to him with this number of SBY guards he can assure
us that there will be no more problem.

THE SBY SECURITY GUARDS OF VISMIN

From the start the area of VISMIN has no SBY security guard except Samar province.
Previously, we have one (1) SBY guard at Samar. However, when DBP Dolores, Samar branch
was take-over the lone SBY security guard was utilized to complement the armored team
thereat. The Mindanao area is zero SBY from the start up to now.

TAKE-OVER OF SBC BRANCHES IN VISAYAS AND CAMANAVA AREAS

The management of Security Bank Corporation (SBC) has awarded to AITC the fixed posts
branches at the areas of Caloocan, Malabon, Navotas and Valenzuela (CAMANAVA). Aside
from that the Visayas SBC branches located at the following provinces were likewise awarded
to AITC: Cebu, Bohol, Eastern Leyte, Dumaguete (Negros Oriental), Bacolod (Negros
Occidental), Ilo-Ilo, Roxas City and Kalibo (Aklan). The take-over tentatively will be on July
2021. Mr. Robert Rubin the Acting Operations Manager of G2 is scheduled within this month of
June 2021 to fly to the island of Visayas to survey the posts and to establish courtesy call to the
branch managers of the foregoing SBC branches in the Visayas Island. With the approval of Mr.
Denzel Cham the Operations Department was given the green light to recruit SBY security
guards for these branches and to map the concentration and deployment of the said SBY
security guards.

VISAYAS AREA

The strategic concentration of SBY security guards for SBC Visayas branches should be divided
and focus on the following areas: Central Visayas covering the areas of Cebu and Bohol,
Western Visayas to cover the areas of Negros Oriental, Negros Occidental, Roxas City and
Kalibo in Aklan, and Eastern Visayas area to cover Tacloban City in the province of Leyte. The
deployment plan for the distribution of SBY security guards and their required number shall be
as follows:
