INTRODUCTION:

Security profession today is one of the major jobs that plays a big role in
our community. Security guards or personnel as part of the force multiplier of the law
enforcement are trained to become effective in their posts and thereby helping the law
enforcement agencies to maintain peace and order in the community.
PSI ( Private Security Industry) has a huge role to play in our Society
particularly in the aspect of peace and order, it is very important that every Guard has
adequate knowledge in the performance of their duty, so that they are more productive
and effective in their work. The private security and training industries, provides training
for guards, private detectives, K9 handlers, protection agents and security officers
should do its best to provide a comprehensive and updated training strategy. Today our
community is needs more guards to ensure that our environment is peaceful and our
property and lives is safe.
Our government, thru PNP-CSG SOSIA, which supervises and provides
regulation to training schools, on the guards who undergo training to ensure that they
are fit and learn.
At present, there are 141 PSTI’s in the whole NCR supervised by the
entire PNP-SOSIA, particularly the STMD (SECURITY AND TRAINING MANAGEMENT
DIVISION), where all these PSTI’s can provide proper training of guards, law enforcers
to maintain order and tranquility in our society. The PNP to population ratio at present is
1:500, which means, one policeman is guarding five hundred people, so it is very
difficult for our law enforcers to enforce the law maintain silence due to the size of the
gap, of what they are watching, so, it’s very important that guard’s should be learn
because they act as force multiplier.

BACKGROUND OF THE STUDIES;


On June 1969, the Republic Act 5487 otherwise known as the “Private
Agency Law” was enacted making the Philippine constabulary as the sole authority to
provide administrative services and general supervision over the management and
operation of all organize Private Security Agencies (PSA’s), Company Guard Forces
(CGF’s), Government Security Forces (GSF’s), and their security guards. As such,
decontrol of Government Security Forces was removed from the NICA.
In August 4, 1969, a staff memo was issued by Headquarters, Philippine
Constabulary organizing the Philippine Constabulary Security and Investigation Agency
Supervisory Office (PCSIASO) and later renamed to PC Supervisory Office for Security
and Investigation Agencies (PCSOSIA). And pursuant to GO no. 404 dated June
29,1970, the office was renamed to PC SUPERVISORY UNIT for Security and
Investigation Agencies(PCSUSIA).
Pursuant to Memo 07-S96 dated May 31, 1996, the Security Agencies and
Guards Supervision Division (SAGSD) was created as one division under the Civil
Security Group (CSG) to exercise Supervisory Authority and implement the Rules and
Regulations embodied in RA547.
On September 25, 2009, SAGSD was renamed as the Supervisory Office
for Security and Investigation Agencies (SOSIA) thru General Orders [Link]-09-10.
NAPOLCOM RESOLUTION 321 dated November 24, 2010 approved GO No. DPL09-
10 entitled “confirming the Restructuring of the PNP-CSG”.
