INTRODUCTION

As the part of the project we have selected Kerala Industrial Infrastructure


Development Corporation (KINFRA) as the organization to gather information about
their detailed process of Environmental Scanning. For the organization to be
successful, it is important that it scans its environment regularly to assess its
developments and understand factors that can contribute to its success. As for
KINFRA, they aim at bringing together all the suitable resources available in the state
and developing infrastructure to woo the Industrial growth of the state. They are
dedicated to catalyze Industrial growth in Kerala by providing the best industry-
specific-infrastructure. They have 24 well-defined Industrial parks of which many are
functional and some are in the launching phase. Each of these Parks offers a
comprehensive infrastructure and support services to the clients. The most fascinating
feature of KINFRA is that it offers single window clearance facilities. Attractive
incentives and excellent opportunities for expansion and diversification are the
specialties of KINFRA. So it has become an utmost important for KINFRA to have a
detailed process of Environment Scanning for their success. They have to scan its
environment to access its development and take required actions.Theme Based Parks
already commissioned by KINFRA include Industrial Parks for Garments,
Entertainment, Footwear, Exports based industry, Biotechnology, Food processing
and SME industrial sector etc. KINFRA promotes a proactive approach to
environmental protection and Pollution-free ecosystem in all their parks
Environmental scanning is a process used by organizations to monitor their
external and internal environments. The basic purpose of environmental scanning is to
help management determine the future direction of the organization.
About KINFRA

Kerala Industrial Infrastructure Development Corporation (KINFRA) is a


statutory body formed by the Government of Kerala in 1993, by an Act of State
Legislature for facilitating the development of industrial infrastructure in the State.
KINFRA has played a pioneer role in developing industrial infrastructure in the State
of Kerala. KINFRA has a very successful track record in setting up 24 industrial parks
across Kerala for facilitating development of the industry in the State. KINFRA has
taken the initiative of promoting the concept of ‘Theme Based Parks’ since its
inception in 1993. After understanding the needs of a particular industry, KINFRA
identifies common needs and accordingly provide common facilities to promote the
concept of ‘shared infrastructure’ as a facilitating measure to attract investors of that
particular industry. Theme Based Parks already commissioned by KINFRA include
Industrial Parks for Garments, Entertainment, Footwear, Exports based industry,
Biotechnology, Food processing and SME industrial sector etc. KINFRA promotes a
proactive approach to environmental protection and Pollution-free ecosystem in all
their parks. KINFRA also provides exclusive single window clearance facility for
units in its Parks for obtaining regulatory licenses and clearances.
The infrastructure quality, local people support, abundance of work force from
nearby places, easier access, connectivity, power and water availability, Power back
up plans, sewage and environmental protection, Secure and peaceful environment, and
efficient management of the parks helped to build the confidence among investors.
KINFRA is proud to be a front runner in leading the industrial promotion in Kerala by
creating industrial spots in many unlikely areas for industries.
BUSINESS ENVIRONMENT OF KINFRA

KINFRA does the following functions:


 To promote and assist in the rapid and orderly establishment, growth and
development of' industries.
 to develop industrial areas selected by the Government for the purpose for
which it was selected and make them available for the undertakings to
establish themselves
 to identify appropriate industrial sites, acquire them and tie up the required
infrastructure facilities like power, water, roads, communication, drainage and
pollution abatement systems, industrial sheds for small scale units, and
wherever required, social infrastructure like industrial housing and common
amenity buildings for banks, post offices, hospitals, fire stations and the like
 to co-ordinate with other government departments or agencies to ensure
provision of good quality infrastructure facilities, with in the shortest possible
time
 to allot the developed plots or shed to entrepreneurs on terms and conditions as
may be determined by the Corporation.
 to procure land on behalf of medium and large scale industries outside the
industrial estates or industrial development areas by purchase, lease or
exchange from any person.
So to do the above functions they have to analyze several factors of Business
Environment. KINFRA, the nodal agency for Industrial Infrastructure
Development for the State of Kerala, proposes to engage a reputed Consultancy
Organization to prepare a Strategic Vision Document for the next 25 years
covering long term, medium term and short term plans with the backing of
organizational study, SWOT analysis, market research, analysis of industrial
scenario in the state, other macro and micro factors pertaining to both internal and
external environment, etc.

INTERNAL ENVIRONMENT OF KINFRA

Internal analysis of the environment is the first step of environment scanning.


KINFRA also observes its internal environment. This includes a well-focused
objectives, mission, vision evolution of its performance etc. Also, discussions,
interviews, and surveys can be used to assess the internal environment. Analysis of
internal environment helps in identifying strengths and weaknesses of an organization.

Objective

The present objective of KINFRA is to develop good industry specific infrastructure


and adopt the cluster approach to locate industries throughout Kerala. Further, the
industrial parks will have the facility for obtaining all the necessary clearances from a
single agency.
With the acute scarcity of land suitable for environmental protection, developing
clusters of industries would be the appropriate strategy.

Create a Kerala where industry thrives in the midst of the rich green environs and
where people flourish in an environment that fosters growth and the freedom to
innovate

MISSION
Enable development across Kerala by identifying and promoting core competency
industries of each region, creating walk-in and manufacture environments and wooing
discerning investors from across the world.

(d) Bring it in right path for helping the present and prospective entrepreneurs;

performance, as well as, opportunities for collaboration.
ANALYSING MACRO FACTORS OF KINFRA

The several units of KINFRA serve a range of customers, varying from the local
population to the premium US customers of value-added products and services. In the
process, they have changed the economy of the region

KINFRA Parks are the welcome hubs in Kerala for entrepreneurs. KINFRA is
credited for empowering industrial growth across Kerala through its industrial parks
and industry-specific infrastructure. By enabling growth and by cultivating a social
plus business linkage, KINFRA Parks also acts as a role model for social ventures by
creating communities who are uplifted with getting better and steady income.
KINFRA develops the infrastructure for the industries to become leaders in their
respective areas by assuring quality standards and conducive environment to succeed
in their ventures.

ANALYZING MACRO ENVIRONMENT FACTORS


The macro-environment is more general - it is the environment in the economy
itself. It has an effect on how all business groups operate, perform, make decisions,
and form strategies simultaneously. It is quite dynamic, which means that a business
has to constantly track its changes. It consists of external factors that the company
itself doesn’t control but is certainly affected by.
At KINFRA following steps are followed as part of making Strategic Vision
Document:
 Identifies and adopt the best practices from the Industrial Infrastructure
providers of competing States and suggest areas of future diversification for
their activities.
 Studies and recommend sectors for investment in the State.
 Studies the present Investment Ecosystem, its limitations and possible solution
to improve the same.
 Studies Industrial and Logistics Infrastructure in the State, suggest methods to
improve the same including how to reduce the logistics cost.
 Reviews the assets, inflows, outflows, potential income and liabilities, finances,
activities, projects and investments of KINFRA. The value delivered/created by
KINFRA over the years in strictly commercial terms in order to calculate
Internal Rate of Return (IRR) realized from Government funding.
KINFRA is experienced by a conducive environment i.e. they gets the right
environment for their existence. Because Kerala has stable political dispensation
which ensures governance and its continuity. The political parties in Kerala rise
above and support the state, it’s industries, business interests, and labor class when
it seems anything can challenge the well-being of any stake holders. Kerala is
often affected by industrial and trade regulations and policies from world over, but
it finds a way ahead to fight it out and come unscathed in many occasions.
CONCLUSION

KINFRA is dedicated to catalyze Industrial growth in Kerala by providing the best


industry-specific-infrastructure. For such purpose they should have a proper strategic
plan in bringing together all suitable resources and available infrastructure in Kerala.
During their strategic planning process they follow an Environment Scan to make a
review of the KINFRA’s
 External environment including an assessment of organization’s current
performance, as well as, opportunities for collaboration.
 Review and possible update of current mission statement that is relevant to
KINFRA.
 Review and possible update of current vision of what the KINFRA Board
members and other stakeholders perceive the KINFRA will look like in the
future.
 A statement of the values those are important for the fulfillment of the
KINFRA’s mission.
 An outline of what KINFRA aims to achieve over the next 25 years.
 An overview of when the KINFRA’s strategies are to be started and
completed; a listing of individuals who take responsibility for making sure
each strategy is addressed and an estimated financial cost of implementation.
 Identifies the key performance indicators to be used to regularly monitor their
progress.
