DRAGON KEEPERS

A MINI-MEGAGAME FOR 20 to 30 YOUNG PLAYERS

In Dragon Keepers, players take part in the international dragon trade. Some players will become
dragon hunters, searching for dragons across the globe. Others will run their dragon parks,
displaying the dragons for all to see. Shopkeepers profit from those wanting to hunt or own dragons,
whilst inspectors make sure that the dragons are being looked after. There is a rise in support for the
Dragon Freedom Alliance, an organisation that believe dragons should be left to roam free. These
activists are a threat to the international dragon trade.

Full list of roles available in Dragon Keepers:

Park Staff:
* Park Manager – in charge of finances and decision making in the park. They decide how the park
budget is spent by giving money to the Dragon Carer and Visitor Coordinator.

* Dragon Carer – Check on the dragons to make sure they are happy and healthy. Talk to Dragon
Hunters about acquiring dragons for their park.

* Visitor coordinator – Create attractions and promote the park.

Other roles:

Dragon Hunter - Search the globe in your airship to find and capture dragons. It’s dangerous work
but you can make a fortune.

Shop Owners – Sell supplies to the hunters and parks.

Park Inspector – Inspect the parks to make sure they meet the expected standards and that the
dragons are being well kept.

Month Phases (There are six months – July to December - in a complete game of Dragon Keepers.)

Dragon Hunters – Park Staff – Shop Keepers

Map Phase Visitors enter parks (after first month). Gain income.
Park managers divide funds.
Dragon Hunters move and attempt to capture dragons.
Place dig teams on the map to search for dragon stones.
Action Phase Visit Construction Worker’s Site to buy new attractions or enclosures.
Visit shop to get dragon supplies.
Trade with Dragon Hunters.
Dragon Hunters trade with Park Staff.
Visit Shops to purchase new gadgets.
Trade with Park Staff and Dragon Hunters.
End Phase Return to Park. Feed dragons, dragon’s poop, clean enclosures.
Discuss previous and next month with other Park Staff.
Return to Lodge, discuss previous and next month with other hunters.
New invented items arrive. Calculate and report earnings to Business Control.
Dragon Keepers – Hall layout

World Map:

The world map is split into 6 continents.

Dragon Hunters will travel around the world map to find


and capture dragons.

Shop owners may search the map for Dragon Stone, a rare
resource used for crafting incredible gadgets.

Dragons:

Dragons have a capture rank. Dragon Hunters roll one


dice and add any of their gadget bonuses to try and
capture dragons.

Their behaviour colour shows where they start on the


enclosure behaviour track.

The fish shows how much the dragon needs to eat in the
End Phase.

The poop shows how much the dragon poops in the End Phase.

Dragon Popularity shows how much added popularity the dragon will bring to a Dragon Park.
DRAGON PARK STAFF MANUAL

Parks:

Parks start with 1 enclosure and 1 facilities tile. The Park Manager starts with 5 gold.
Parks start with 1 dragon in their enclosure - Either a Gronkle, Deadly Nadder or Hideous Zippleback.

Parks have 6 available spaces for the park staff to build their Dragon Park.
You can purchase enclosure and attraction tiles from the construction worker’s table.

Park tracks are set to Popularity 2 and Income 2 + any dragon bonuses shown on the card of the
starting dragon in the Park’s enclosure.

Roles:

Park Staff:
* Park Manager – You are in charge of finances and decision making in the park. You decide how the
park budget is spent by giving money to the Dragon Carer and Visitor Coordinator. Your decision is
final and you report to the Park Inspector.

* Dragon Carer – You are responsible for taking care of your dragons. You will talk to Dragon Hunters
about acquiring dragons for your park. You must purchase food and gadgets to keep your dragons
happy and healthy. You report to the Park Manager.

* Visitor coordinator – You create attractions and must promote the park. You can employ
construction workers to build exciting new attractions to increase visitor numbers and raise the
income of your park. You report to the Park Manager.

Phase breakdown
Map Phase

All park staff must stay at their park during this phase.

You gain visitors equal to the popularity of your park. You will draw visitors randomly from a visitor
bag. Visitors also come in 6 different colours that match the colours of the dragons. These visitors
want to see the matching colour of dragons. If a visitor’s colour matches the colour of a dragon in
your park, you gain an addition gold.

You also gain gold equal to your income track + your popularity track.

This gold is given to the Park Manager who can give the money to the Dragon Carer and Visitor
Coordinator for them to spend on park improvements.

Discuss how this gold will be spent to improve you park.

Action Phase

During this phase, park staff may leave their park.

Actions:
Purchase Dragons from Dragon Hunters - You may approach the dragon hunters lodge and attempt
to purchase dragons to add to your park. Dragon Hunters choose how much they would like to
charge but Park Staff can negotiate these prices. After you complete the purchase, place the dragon
in your park.

Purchase Attractions or Enclosures - The Visitor Coordinator may visit the Construction Workers to
purchase rides, food stalls, enclosures or park expansions. Each of these costs 3 gold.

Purchase Food and Dragon Gadgets – The Dragon Carer may visit the shop to purchase food or
dragon gadgets to keep their dragons healthy and happy.

Park Staff may talk to any other players (including other rival park staff) during this phase.

End Phase:

Park staff must return to their park.

1) Staff must make sure to feed all dragons using the food purchased by the Dragon Carer. If
you cannot feed a dragon, their happiness token moves one box towards the red for each
fish they were not fed according to their hunger rating. If a dragon’s happiness token would
move past the red box, then that dragon breaks free from its enclosure and flies away, never
to be seen again. If this happens, reduce your park popularity by 2.

2) Dragons poop after they have been fed. Check the dragons poop value to see how much
they poop in their enclosure.

3) Clean up – Roll your ‘muck out’ dice (1 six-sided dice) and remove that many poops from
your park starting with the happiest dragons. You must remove all poop from an enclosure
before cleaning out another enclosure. You must remove poop from the dragons that have
the highest happiness rating. In case of multiple dragons with the same happiness rating,
you may choose which of these enclosures to clean first.
If a dragon still has poop in its enclosure, their happiness moves one box towards the red for
each poop still not ‘mucked out’. If a dragon’s happiness token would move past the red
box, then that dragon breaks free from its enclosure and flies away, never to be seen again.
If this happens, reduce your park popularity by 2.

4) Discuss your plans for the next turn.

This is the end of the month. There are six months in the game.

Your park will be inspected regularly by the Park Inspector. The Park Inspector will rank the parks
based on how well they are performing, how much income they are making, and the popularity of
the park. A rank of Gold, Silver and Bronze will be awarded by the Park Inspector every other month
(turn) in August, October and December.

with Control. Control are the Referees of the game. Imaginative ideas are encouraged and Control
will do their best to make these ideas happen in the game.

DRAGON HUNTER HANDBOOK

Your role is to hunt dragons and to sell these to the Dragon Parks. You are trying to be the greatest
Dragon Hunter of all time. How many dragons will you be able to capture?

Starting Resources: Dragon Hunters begin the game with 2 gold.


The current Hunter Leader gains the Super-snare. This lets them roll two capture dice and choose
which dice to use.
Hunters start the game at Level 1. Their level determines which dice they roll when attempting to
capture Dragons.

Level 1 1 six-sided dice


Level 2 1 eight-sided dice
Level 3 1 ten-sided dice

Hunters have 4 health points, these can be lost if the Hunter fails a capture roll.

Hunters have 4 slots for gadgets. Gadgets can be purchased from the shop or won in the ‘Dragon
Hunter of the Year’ competitions.

There are also 3 holding pen spaces. Each space can hold 1 captured dragon.

Phase breakdown

Map Phase

You must leave the Hunter’s Lodge. You will have a hunter
token. These tokens begin the game in Europe.

The world map is split into 6 continents.

At the beginning of the Map Phase, one continent card and


one dragon card will be drawn together to show where
new dragons appear. Repeat this until there are 5 dragons
on the map.

Dragon Hunters may fly in their airships to an adjacent continent once per month. They may only
catch dragons in the continent in which they are located.
Dragons have a capture rating shown in the red circle at the top left of their card. Dragon Hunters
roll one dice and add any of their gadget bonuses to try and capture dragons. Dragon hunters may
work together and add their rolls and bonuses together. They may only attempt to capture twice
each turn. They may attempt to capture and move in whichever order they choose. If they fail their
roll, each hunter involved in the capture takes a wound and the dragon is not captured. The Dragon
then moves 1 continent away from the Hunters (Control’s choice).

Each captured dragon is placed in the Dragon Hunters holding pen. A dragon hunter only has 3
holding pens. More may be purchased from the shop.

Dragon Hunters can then sell on the dragons to the Parks. They may choose which park they would
like to sell to at their own discretion. If a dragon is captured by several Dragon Hunters, they must
decide who will look after that dragon in their holding pen and how they will split the gold from its
sale.

Dragon captures will be recorded and displayed on the ‘Dragon Hunter of the Year’ celebration
board. Every Hunter involved in a joint hunt still gets an individual tally mark for that dragon.

Prizes will be awarded to the best and worst Dragon Hunters every other month (in August, October
and December).

Action Phase:

Actions:
Sell Dragons to the Parks – Dragon Hunters may visit the Dragon Parks and offer the dragons in their
holding pens for sale. Dragon Hunters decide on the price of each dragon, but these may be
negotiated by the Park Staff. It is recommended that Dragon Hunters charge a similar price to the
dragons capture rating. For example, a Gronkle has a capture rating of 5 and should sell for 5 gold.
Dragon Hunters may make deals with the parks if they wish.

Dragon Hunters need money to buy better equipment to be able to capture more dragons.

Purchase Gadgets - Dragon Hunters should head to the shop to buy new gadgets that will improve
their chances of capturing new dragons. Shops can craft new gadgets, so if you have any requests,
you should suggest these to the shop keeper.

End Phase

Dragon Hunters must return to the Hunter’s Lodge.

Levelling Up!

Using their capture experience, Dragon Hunters may level up. You receive 1 experience point for
assisting in a capture or 2 experience if they capture a dragon on their own.

All Dragon Hunters start on Level 1. Once a Dragon Hunter reaches 4 experience points they level up
to Level 2. This means they now use an 8 sided dice to capture dragons. Once a Dragon Hunter
reaches 9 experience points, the level up to Level 3. This means they now roll a 10 sided dice to
capture dragons.

1) Dragon Hunters may spend 5 gold to heal a wound. They may do this as many times as
they can afford to do so.
2) The scores for dragon capturing will be totalled and the losers and winners of the
current month will be announced.
3) Prizes will be awarded every second month.
4) Dragon Hunters should equip their new items.
5) Discuss the next month and any plans they have.

This is the end of the month. There are six months in the game.

SHOPKEEPER’S GUIDE

Starting resources: The Construction Workers and Shop Owners start with 20 gold coins and 4 of
each tile.

Your role is to sell supplies, gadgets and upgrades to Dragon Park Staff and Dragon Hunters.

There are two types of shopkeeper roles: Construction Workers and Shop Owners

Construction Workers can sell upgrades to the Visitor Coordinator Park Staff. They sell tiles that
improve the parks.

Each tile costs 3 coins but Construction Workers can change the prices if they wish.

Available tiles are:

Enclosure - An enclosure can hold one dragon of any type. Enclosures have a
behaviour-scale to show how the dragon is coping in captivity. If a token
moves to the left. If a dragon still has poop in its enclosure in the end phase,
its behaviour decreases, and the token moves to the left. If ever a dragons
behaviour can no longer move down the scale. The dragon instantly breaks
free from its cage and flees the park. The dragon is free and removed from the
game.

Park Ride – This attracts visitors and increases the popularity of a park by 1 in
the End Phase of each month.

Food Stall – Serve tasty treats to keep your visitors happy. During the map
phase, roll a six-sided dice and receive that many extra gold.

Arena – Let your dragons stretch their wings by putting on a dragon display in
your arena. Select two of your dragons, their behaviour moves right on the track as they enjoy
getting to fly again.

Dig Team – Only Shopkeepers may hire a dig team. Add a contract note to
signify who hired that team. Then, place this tile on any 1 of the 5 available
continents. If a dragon is revealed on that continent during the Map Phase,
place a dragon stone on this tile. The player who hired that team may collect
these Dragon Stones. The dig team are then removed from play. The tiles will
be returned to the construction worker table.

Shop Owners sell supplies to Park Staff and gadgets to Dragon Hunters.

Park Supplies have a green border, Dragon Hunter gadgets have a purple border.

Each card has the name of the item, coin cost, and rules information about the benefit given by that
item.

Each tile costs 3 gold but Shop Owners can change these prices if they wish.

Phase Breakdown:

Map Phase

Shop Owners and Construction Workers start the game with 1 dig team each (They may purchase
more during each Action Phase).

Shop Owners and Construction Workers should decide where to move their dig teams. They will
then see if these teams find any dragon stone as directed by the tile.

Shopkeepers may not trade during the map phase.

Shopkeepers can begin to invent new gadgets or park supplies using their dragon stones. They will
work with the Shopkeeper Control to do this. These new items will cost gold and sometimes Dragon
Stones to create. The more powerful the item, the more it will cost to make and the more you can
charge when you sell it.

Action Phase

Most of a Shopkeepers Action Phase will involve selling gadgets, supplies or construction tiles to the
other players. You will help them to grow and in doing so you will profit. You may invest this money
in new items or save it. Your shop should be trying to make the most profit over the six months.

Sell – Sell gadgets, supplies or construction tiles to other players.

Hire Dig Teams – New dig teams may be hired to search for dragon stones during the next Map
Phase.

End Phase

Receive new inventions – If you paid to create a new item or tile you will receive it during the End
Phase. You may then add this item to your shop for the next month.

Save profits – You may announce your profits by placing them into your bank. Once paid in, this
money is invested and will count toward your total profits for the game. Remember, your shop
should be trying to make the most profit to become the Dragon Business of the Year.

Control. Control are the Referees of the game. Imaginative ideas are encouraged, and Control will do
their best to make these ideas happen in the game.

PARK INSPECTOR INDUCTION FOLDER

You start the game with a budget of 10 gold to distribute between the DragonWorld Parks.

Your role as the Park Inspector is to make sure that all of the DragonWorld Parks are running
smoothly. You will inspect each Park and support them if needed.

It is your responsibility to make sure that none of the Parks get any bad publicity as this will reflect
terribly on the DragonWorld company.

You have a monthly budget which you will be able to divide out amongst the Parks that need
support. You may also make deals with other Dragon Hunters or Shopkeepers that should benefit
the parks.

Phase Breakdown:

Map Phase

1) Check in with Park Managers to see how their parks are running. Discuss any issues.

2) Give out your additional funding to Parks as you choose best for the company.

3) Take notes on who will be your employee of the month.

Action Phase:

1) Watch all DragonWorld employees and take notes on who your ‘employee of the month’ will
be.
2) You may help secure deals between Parks and Dragon Hunters.
3) Check on the conditions in each of the DragonWorld Parks.

End Phase

1) Announce your ‘employee of the month’. That employee gains a star on their lanyard to
show they are a valued member of DragonWorld. They also gain an additional 4 gold bonus
for their park.
2) Report which Park is currently running most efficiently by adding the popularity and income
tracks together for a total Park Score.
3) Collect your budget for next month from Park Control. Your monthly budget is equal to the
number of dragons in all DragonWorld Parks.

If you have other ideas for things you would like to do as the Park Inspector, you can discuss these
with Control. Control are the Referees of the game. Imaginative ideas are encouraged, and Control
will do their best to make these ideas happen in the game.

CONTROL TEAM HANDBOOK

There are 3 areas for Control to support.


* Dragon Hunters Control (World Map and Hunter’s Lodge)
* Parks Control (DragonWorld Parks and Inspector)
* Shops Control (Shops and Construction Workers Site)

As a Control Member you will support the players and explain any rules clarifications. You will also
facilitate any player actions not explained in the rules and encourage imaginative actions.
Planned Events:

There are certain events that will occur through the game in designated months. Other events are
likely to occur during the game based on players’ actions.

October – MegaDragon appears.


The MegaDragon cannot be captured, only defeated. Whilst the MegaDragon is on the map it’s roar
causes all dragons across the world to be drawn towards it. The dragons will head to the same
continent, flying one continent closer during the map phase. All dragons in Park Enclosures will lose
1 happiness per month on their trackers as they want to return to the MegaDragon. The
MegaDragon adds +1 to his Defeat Target number for each other dragon that it shares its continent
with.

November – Dragon Hunter Elections for the Hunter Leader.


Throughout the Game, the Hunters will capture dragons and these captures will be tallied.
One Dragon Hunter will be elected as the Hunter Leader. All players will vote on which Hunter they
think should be the Hunter Leader.

The Dragon Freedom Alliance

Several players will be secretly told they are part of the Dragon Freedom Alliance. These players
think that Dragons should be allowed to roam free.
* Park 1 – Visitor Coordinator
* Park 2 – Dragon Carer
* Park 3 – Park Manager
* Shopkeeper 1

Several of the D.F.A are working in the DragonWorld parks and they will work with the Control to try
and sabotage the parks in whatever ways they can.

One of the Shopkeepers is a D.F.A sympathiser. Some items in the shop will only be available to the
D.F.A, these are secret items, and the shopkeeper should hide these items from other players.

D.F.A members each have a purple visitor that will disrupt the running of a
park. They can choose which park to send their visitor to. Place these purple
visitors into the visitor bag of the chosen park. If drawn, these visitors cause
trouble and reduce the popularity of that Park.

The D.F.A members may be revealed, and a separate table area will be created
for them.
Control will offer sabotage cards based on the plans of the D.F.A.

Other players may also wish to join the D.F.A.

In response to the D.F.A, Parks may want to upgrade security. The Construction Workers Site will
begin to sell security upgrades.

As Control, you will help to make the game as enjoyable as possible for all players (including you).
Encourage imaginative decisions that will bring a memorable experience for players and approach
players that look confused / frazzled to support them and get them back into the game if you can.
