2 Overview
2.1 Introduction
The emergency call service is of great importance to subscribers in emergencies. As defined in
3GPP, the emergency call services are statutory and mandatory in most networks. An emergency
call takes precedence over a common call. A priority mechanism is implemented to provide fast
and reliable access of emergency calls even when the network is in heavy load.
In some special situations, such as in an earthquake, tsunami, or flood, the network may be
congested. Therefore, the emergency call services may not be guaranteed owning to insufficient
resources.
The Guaranteed Emergency Call feature is an enhancement of the above mentioned emergency
call processing mechanism. With Guaranteed Emergency Call, the setup success rate of
emergency calls is improved to the greatest extent. This way, provision of communications is
ensured in disaster relief activities.

3 Technical Description
In the immediate assignment phase, the MS that originates an emergency call sends a Channel
Request message to the BTS. In the message, the value of the Establishment Cause information
element (IE) is Emergency Call. If an idle TCHF is available in a cell, the BSC preferentially
assigns the TCHF to the MS. In the assignment phase, upon receiving the Assignment Request
message from the MSC, the BSC converts a TCHF for signaling exchange to a TCHF for voice
exchange by sending the Mode Modify message to the BTS. Figure 3-1 shows the process of
preferentially assigning a TCHF.
TCHs for emergency calls and preempting TCHs by emergency calls by setting the EMCPRILV
(BSC6900,BSC6910) parameter.
The number of TCHFs reserved for emergency calls cannot exceed the value of
RSVCHMFORECNUM(BSC6900,BSC6910).
When TCH congestion is present in a cell, BSC sends LOAD INDICATION messages to the
MSC at an interval of 110 seconds during flow control for Base Station Subsystem Management
Application Part (BSSMAP).

4.2 Precautions
Before the Guaranteed Emergency Call feature is enabled, the TCHFs occupied by emergency
calls can be preempted by higher-priority calls. After this feature is enabled, emergency calls
cannot preempt the TCHFs occupied by other emergency calls but can preempt the preemptable
TCHFs occupied by common calls when there is no idle TCHF.
4.3 Activation
Using the LMT
On the BSC LMT, perform the following steps:
Step 1 Run the SET GCELLCHMGBASIC command with Max Channel Num Reserved for EC
set to an appropriate value, for example, 2.
Step 2 Run the SET GCELLCCAD command with Emergency Call Preemption Permitted set to
ON(On), and Priority of Emergency Call set to a value other than 15, for example, 1.
Step 3 (Optional) Run the SET GCELLTMR command with Timer of Reserved TCH for EMC set
to an appropriate value, for example, 15.

When configuring the Guaranteed Emergency Call feature on the CME, you must perform a single
configuration first, and then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter. You
are advised to perform batch modifications before logging out of the parameter setting interface.
Set parameters on the CME configuration interface according to the operation sequence
described in Table 4-2. For the method of performing the CME single configuration, see CME
Single Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the icon on the
CME configuration interface to start the batch modification wizard. For the method of
performing batch modifications through the CME batch modification center, press F1 on the
wizard interface to obtain online help.
Step 2 Run the LST GCELLCHMGBASIC command to query the value of Max Channel Num
Reserved for EC.
Step 3 Run the LST GCELLCCAD command to query the value of Emergency Call Preemption
Permitted.
Step 4 (Optional) Run the LST GCELLTMR command to query the value of Timer of Reserved
TCH for EMC.
Expected result: The value of Timer of Reserved TCH for EMC is 15.
All TCHs in the cell are occupied by common calls among which there are some calls which
take a lower priority than emergency calls.
Expected result: TCHs for some calls in the cell are preempted by emergency calls.
Step 6 Check that MS 1 is allocated an SDCCH during immediate assignment and a TCHF during
assignment.

Using MML Commands
On the BSC LMT, perform the following steps:
Step 1 Run the SET GCELLCCAD command with Emergency Call Preemption Permitted set to
OFF(Off), and Priority of Emergency Call set to 15.
