2 Overview
2.1 Introduction
High speed circuit switched data (HSCSD) services are transmitted on traffic channels (TCHs)
and provide more reliable transmission than general packet radio service (GPRS) and Enhanced
Data rates for GSM Evolution (EDGE) services. HSCSD services enable data transmission on
multiple TCHs at the same time, providing higher transmission rates than circuit switched data
(CSD) services. The Huawei base station subsystem (BSS) supports transmission of data services
on one to four full-rate traffic channels (TCH/Fs). This increases user rates from 9.6 kbit/s to
57.6 kbit/s over the air interface.
HSCSD services are classified into transparent and non-transparent HSCSD services, depending
on the MS multislot capability and service type. Both transparent and non-transparent HSCSD
services use a group of consecutive TCH/Fs on the same carrier.
HSCSD services require support from the following network elements (NEs): BSS, mobile
switching center (MSC), and mobile stations (MSs). If any of the NEs does not support the High
Speed Circuit Switched Data feature, HSCSD services are unavailable. To support HSCSD
services, the BSS license controlling this feature must be obtained, and the cell-level parameter
HSCSDTRAFFSET(BSC6900,BSC6910)on the LMT.

The HSCSD call establishment procedure differs from a common call establishment procedure.
This section uses the MS-originated HSCSD call establishment procedure (as shown in Figure
3-1) as an example to describe the differences.
The MS sends a Setup message to the MSC, and the MSC responds with a Call Processing
message to negotiate about the HSCSD user rate. Table 3-1 describes the HSCSD
parameters to be negotiated.

3. The MSC informs the BSC of the required HSCSD user rate.
The MSC sends an Assignment Request message to the BSC. The IE Channel Type carried
in the Assignment Request message indicates the required HSCSD user rate. Table 3-2
describes the HSCSD user rates carried in an Assignment Request message.

4. The BSC sends Channel Activation messages to the BTS for N times, where N ranges from
1 to 4.
Based on the number of allocated TCH/Fs, the BSC sends Channel Activation messages
to the BTS, instructing the BTS to activate N HSCSD channels one by one. Alternatively,
the BSC sends N Channel Activation messages to the BTS all at once, and the BTS responds
with N acknowledgement messages all at once.
The HSCSD configuration is a multislot configuration using multiple TCH/Fs. After channel
binding, the finally used rate sets differ because transparent and non-transparent HSCSD services
use different rates for channel coding.
4.1.1 Overview
Transparent channel coding rates consist of 9.6 kbit/s and 14.4 kbit/s. Currently, Huawei enables
a maximum of four TCH/Fs to be bound. Table 4-1 and Table 4-2 list the HSCSD user rates
using 9.6 kbit/s and 14.4 kbit/s after channel binding, respectively.
4.2.1 Overview
Non-transparent channel coding rates consist of 12 kbit/s and 14.5 kbit/s. Currently, Huawei
enables a maximum of four TCH/Fs to be bound. Table 4-3 and Table 4-4 list the HSCSD user
rates using 12 kbit/s and 14.5 kbit/s after channel binding, respectively.
decreases, the BSC must release the excess timeslots. If the number of timeslots increases, user
rates must be upgraded.
For transparent HSCSD services whose rate requirements have not been met, channel adjustment
is performed once only when channels are initially allocated. If no channels can be adjusted,
channel readjustment is performed once. If channel requirements still cannot be met, services
will fail.
Channel Adjustment
If the serving cell has VAMOS-capable TCH/Hs or idle TCH/Hs, the BSC supports channel
adjustment. The BSC adjusts TCH/Hs to TCH/Fs, forms these TCH/Fs and other idle TCH/Fs
into a group of consecutive TCH/Fs, and allocates the group to HSCSD services.
Channel Readjustment
If channel requirements cannot be met after channel adjustment and
HSCSDREADJUSTMENTSW(BSC6900,BSC6910) is set to ON(On), channel readjustment
can be performed once. During channel readjustment, the BSC makes a decision on the adjacent
channel of the current HSCSD channel group.
l If the adjacent channel is carrying a full-rate voice call, the BSC performs a forced handover
to release the channel and allocates the released channel to HSCSD services.
l If the adjacent channel is a VAMOS-capable TCH/H or an idle TCH/H and is carrying only
one voice call, the BSC also performs a forced handover. After the handover is successful,
the BSC adjusts the channel to a TCH/F and allocates the TCH/F to HSCSD services.
l If the adjacent channel is carrying multiple voice calls, the BSC does not perform a forced
handover. The reason is that one channel readjustment triggers a forced handover for only
one voice call.
l One channel readjustment is performed on the adjacent channel only on one side, not on
both sides.

5.2 Handover
The handover procedure for HSCSD services is similar to that for common calls. The only
difference lies in the handover decision:
l For transparent services, a handover is performed only when the service rate of the target
cell is higher than the desired rate.
l For non-transparent services, a handover can be performed even if the service rate of the
target cell is lower than or equal to the desired rate.
5.3 Preemption
System resources are limited. When multiple services are being performed simultaneously,
resource preemption occurs. Table 5-1 describes how HSCSD services preempt system
resources.
Multislot transparent HSCSD services cannot be handed over from common cells to dual-
timeslot extended cells.
Multislot non-transparent HSCSD services can be handed over from common cells to dual-
timeslot extended cells, but the number of timeslots in use will be reduced to one.
The dual-timeslot extended cell is a concentric cell and only its underlaid subcell is configured
with two timeslots. Therefore, only one channel can be allocated for HSCSD services that are
handed over from the overlaid subcell of the dual-timeslot extended cell or a single-timeslot cell
to the underlaid subcell of the dual-timeslot extended cell.
5.8 Encryption
Primary and secondary HSCSD channels use the same encryption method.

7.1.2 Activation
Step 1 Run the SET GCELLCCBASIC command with ECSC set to YES(Yes).
Step 2 Run the SET GCELLOTHEXT command with its parameters set as follows: Set Data Service
Allowed to Select All. Set Maximum Number of HSCSD Channels. Set HSCSD Channel
Scanning Period to an appropriate value or its default value.
Step 3 Run the SET GCELLCHMGAD command with HSCSD Traffic Busy Threshold set to an
appropriate value or its default value.
Step 4 Run the SET BSCBASIC command with A Interface Tag, Um Interface Tag, and Abis
Interface Tag set to GSM_PHASE_2Plus.
Step 5 (Optional) Run the SET BSCBASIC command with CS Preempt HSCSD Secondary Channel
Switch and Um Rate Change Mode for HSCSD Service set to appropriate values or their
default values.
The Um Rate Change Mode for HSCSD Service parameter determines whether the BSC
changes the primary channel when an MS initiates the Um interface rate change procedure for
HSCSD services. By default, the BSC does not change the primary channel.
Step 6 (Optional) Run the SET GCELLOTHEXT command with HSCSD Channel Readjustment
Switch and Multislot Service Priority Type set to appropriate values.

When configuring the HSCSD feature on the CME, you must perform a single configuration first, and then
perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter. You
are advised to perform batch modifications before logging out of the parameter setting interface.
Set parameters on the CME configuration interface according to the operation sequence
described in Table 7-2. For the method of performing the CME single configuration, see CME
Single Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the icon on the
CME configuration interface to start the batch modification wizard. For the method of
performing batch modifications through the CME batch modification center, press F1 on the
wizard interface to obtain online help.

The cell to be verified must be normal and have at least two continuous idle TCHFs.

Step 6 Initiate A interface message tracing, and select BSSAP in the Trace Type area.

7.1.4 Deactivation
When configuring the HSCSD feature on the CME, you must perform a single configuration first, and then
perform batch modifications if required.
