1. GENERAL

1.1 Scope

This specification defines the overall project noise limits and general noise control requirements for the
complete project and its individual equipment items.

1.2 Statutory Requirements

The Purchaser and Supplier shall mutually determine the measures that must be taken to comply with all
applicable governmental codes, regulations, ordinances and rules which shall be applied as the first
precedence.

1.3 Codes and Industry Standards

The following documents are referenced herein and form part of the Order. Current editions of the industry
standards including all mandatory addenda in effect at the time of the Order shall apply unless otherwise
indicated.

2. GENERAL NOISE DESIGN REQUIREMENTS

2.1 General

2.1.1 The objective of noise control design shall be in compliance with applicable employee noise exposure
standards together with any applicable local environmental noise limits.

2.1.2 The requirements and recommendations of this specification are based primarily upon EEMUA
Publication No. 140, "Noise Procedure Specification". This EEMUA specification defines nomenclature,
calculation procedures and measurement procedures.

2.1.3 Noise control measures applied to equipment (e.g., acoustic enclosures, acoustic insulation, etc.) shall
have minimal interference with the operation and running maintenance of the equipment. They shall, where
appropriate, be constructed so that they can be dismantled and reassembled at site without affecting their
acoustic properties.

3. PROJECT NOISE LIMITS

3.1 General

3.1.1 Employee noise exposure limit of 90 dBA averaged over 8 hours is the acceptable noise exposure limit
for this project. This noise exposure limit is consistent with current US OSHA employee noise exposure
standards and regulations.

3.1.2 For projects located outside USA, the local limits and regulations must be considered and the work
area noise limits adjusted accordingly.

3.2 Work Area Sound Pressure Level Limit

3.2.1 Where feasible, the sound pressure level in plant work areas shall not exceed 90 dBA during normal
operation of the plant.

3.2.2 Work area is defined as any location greater than 3 feet (1 meter) from an equipment surface which
may reasonably be occupied by plant personnel in the execution of their duties.

3.2.3 Areas of the plant where it is not practical, using accepted noise abatement techniques, to comply with
the work area sound pressure level limit shall be designated as "Restricted Areas".

3.2.4 In "Restricted Areas" suitable warning signs shall be erected and hearing protection and noise refuges
will be utilized to reduce worker exposure to these higher noise levels.

3.3 Fence Line Noise Limit

3.3.1 The fence line sound pressure level limits for this project will be dependant on local community noise
legislation/standards together with the findings of any Environmental Impact Assessment, etc., prepared for
the project. Fence line noise limits, if applicable to the project, will therefore need to be determined taking
these factors into account.

3.3.2 Fence line noise limits will apply for normal operating conditions of the plant.

3.3.3 When necessary, based on fence line noise limits and requirements, KBR (Purchaser) will perform a
pre-construction environmental noise survey to establish ambient background community noise levels.

3.4 Equipment Noise Limits

3.4.1 Recommended noise limits for individual items of equipment are shown in Table 1. Equipment noise
limits will be specified as maximum A-weighted sound pressure levels at a distance of 3 feet (1 meter) from
the equipment, together with appropriate octave band sound pressure level limits.

3.4.2 Equipment noise limits will be specified by the Purchaser in the appropriate Equipment Noise Data
Sheets for all equipment identified by Purchaser Procedures. Final equipment noise level will be determined
considering project specific requirements. The Equipment Supplier will be required to supply completed
Data Sheets indicating that his equipment meets the noise limits. Where equipment otherwise suited for the
duty cannot be modified to meet the limits, the Equipment Supplier shall be required to indicate what noise
control measures should be used to ensure that the limits are met.

3.4.3 Where equipment suitable for a required duty does not meet the specified noise limits, the Equipment
Supplier shall indicate whether he can include suitable noise reduction equipment in his supply. He shall
then indicate the noise emission of his equipment with and without noise reduction.

3.4.4 Noise emission data supplied by Equipment Suppliers shall refer to conditions of "free field over a
reflecting plane."

4. NOISE CONTROL DESIGN TASKS

4.1 General

4.1.1 As early as possible in the project schedule, Purchaser will prepare a preliminary noise report
indicating how the project noise control design will comply with the noise limits. This report will:

a. List all potentially noisy equipment, with estimates of its un-silenced noise emission octave bands,
expressed as sound pressure levels at 3 feet (1 meter) from equipment surfaces and, where relevant, as
sound power levels.

b. Estimate the noise levels in work areas and, where relevant, in neighborhood areas or accommodation.

c. Indicate what noise control measures will be needed to meet the noise limits.

d. Estimate the noise levels in work areas and, where relevant, neighborhood areas or accommodation
after applying these noise control measures.

e. Consider intermittent and short-term noises during start-up, shutdown, and normal operations, and
indicate where noise control is necessary.

f. Indicate any proposed calculation procedures which are not covered by the referenced codes and
industry standards.

g. Indicate any in-plant areas where it is considered to be impracticable to meet the work area noise limit
and designation as a "Restricted Area" is required.

4.1.2 Purchaser will update the preliminary noise report from time to time as Supplier noise data is received
and evaluated and the project noise control design becomes better defined. Purchaser will provide the
Owner with copies of all such noise data.

4.1.3 When all the relevant items of equipment have been ordered, Purchaser will provide a further noise
control report. This noise report will:

a. List all equipment noise data received: as sound pressure levels and, where relevant, as sound power
levels.

b. Indicate the final form of the noise control measures.

c. Estimate the noise levels in work areas and, where relevant, in neighborhood areas or accommodation.

d. Indicate all areas of the plant which will be designated as "Restricted Areas".

5. ACCEPTANCE TESTING

5.1 Equipment

5.1.1 Provision for noise testing, either at the Suppliers manufacturing facilities, or when installed at the job
site, shall be included for all equipment. Noise testing will, however, only be executed when specifically
authorized by the Owner and will be subjected to additional costs etc. All costs associated with noise testing
shall be shown as separate line items in the Suppliers bid package.

5.1.2 Unless otherwise approved, all noise measurements shall be made in accordance with the procedures
which are recognized for the purposes of this specification. These are considered to be practical for
engineering purpose and to give a satisfactory accuracy. All other procedures shall be subject to approval
by Purchaser and be of equivalent technical standard.

5.1.3 No allowance shall be made for the reproducibility of the test method. The sound power levels derived
from the test, and the maximum of the sound pressure levels shall meet the specified limits for the
equipment.

5.1.4 Any corrections to the test results, which are made to allow for differences in the operating conditions
between the work and the site, shall be subject to approval by Purchaser. When a similar machine can be
tested on a site under conditions nearer to those of the eventual duty of the equipment, acceptance tests
based on his equipment, in preference to works tests, shall be subject to approval by Purchaser.

5.1.5 The Owner may wish to witness these tests, and will require advance notice of their taking place.

5.2 Complete Plant

5.2.1 After the start-up of the plant, if requested by the Owner, the Owner and Purchaser will make
measurements of work area noise in all the areas where noise limits have been defined in the specification.
All measurements shall be made with a precision grade sound level meter and shall not exceed the specified
noise limits. No allowance shall be made for meter tolerance.

5.2.2 All measurements shall be made with the relevant equipment operating under design operating
conditions, unless otherwise approved by the Owner. Any corrections to measurements to allow for unusual
operating conditions, or for neighboring plant noise, shall be subject to review and approval by the Owner
and Purchaser.

5.2.3 If required and requested by the Owner, compliance with the fence line noise limits shall be
determined by filed measurement and/or calculation, using the calculation procedures recognized by this
specification.
