1. Green Cleaning Policy


This Green Cleaning Policy Program is intended to assist the management of Dubai Police- Head
Quarters, Dubai, in pursuit of the goal to maintain a clean, healthy, and safe building environment while
simultaneously minimizing the impacts of cleaning processes, procedures and products on the natural
environment. This Green Cleaning policy will reduce the exposure of building occupants and
maintenance personnel to potentially hazardous chemical, biological, and particulate contaminants, which
adversely affect air quality, human health, building finishes and systems, and the environment. The
facility will ensure eco-friendly housekeeping practices by using bio-degradable chemicals, including
hand hygiene, appropriate storage of Cleaning Chemicals and effective strategies towards managing
spillage and mishandling of cleaning chemicals in order for occupants and maintenance personnel and
take corrective actions. This policy is applicable for 100% of the facility of H&H 3 Star Hotel project. In
summary, the facility will comply with LEED CS v3 2009 requirements pertaining to Green cleaning
policy requirement.

This Green Cleaning Policy applies to the areas within the H&H 3 Star Hotel project.

5. Goals
5.1. Program Goal
The goal of the Green Cleaning Policy and High Performance Cleaning Program is to minimize exposure
of building occupants and maintenance personnel to potentially hazardous chemical, biological and
particle contaminants which may adversely impact air quality, health, building finishes and systems, and
the environment, and to balance these needs with the cost and quality of the managed systems to provide
a sustainable approach to cleaning and janitorial maintenance.

6.1. Product:

Goal: Seek to purchase cleaning, hard floor and carpet care products that meet program sustainability
criteria. Cleaning products procured for use in the building should meet the requirements in IEQ Credit
3.1 of LEED-NC v3 2009.

6.2. Operating Procedure:

Goal: Maintain appropriate standard operating procedures, strategies, and guidelines for critical tasks.
This will specifically address cleaning to protect vulnerable building occupants, such as occupants with
asthma, other respiratory conditions, or sensitive or damaged skin. A written floor maintenance plan and
log will be kept with details of the number of coats of floor finish applied, including base and top coats,
along with relevant maintenance and restoration practices and the dates of these activities. Dubai Police-
Head Quarters, Dubai will develop strategies for promoting and improving hand hygiene, including the
following:
 Hand washing Strategies will be developed
 Educational program will be offered - Posters/Signage will be provided in lavatories
 Use of alcohol-based waterless hand sanitizers meeting UL 2783 standard for Instant Hand
Antiseptics (formerly Environmental Choice CCD 170) will be placed throughout the building and
will be provided throughout the building for the use of occupants.
 Alcohol-based hand sanitizers will be provided for each room, lavatory, lounge and other

cleaning chemicals used in the building, including a plan for handling hazardous spills or mishandling
incidents. Suggested Strategies include:

 Use the Proper Cleaning solutions and use only What is necessary
 Dispose properly in environmentally responsible way
 Awareness & Communication with training to ensure that occupants know whom to contact in
case of spills.
 Developing SOP’s for storage and handling of Housekeeping Chemicals. The SOP to include spill
controls procedure.
 A log will be kept that details all housekeeping chemicals used or stored on the premises.

Dubai Police- Head Quarters, Dubai will develop strategies for conserving energy, water and chemicals
used for cleaning:
 Energy efficient equipment for cleaning/housekeeping will be procured and used whenever
possible to reduce energy.
 Cold water will be used for any necessary disposal to reduce energy used to heat hot water.
 The filters in vacuums and other applicable equipment will be changed frequently to enable air
flow and reduce the energy consumption of the equipment.
 When cleaning chemicals are necessary, chemical dilution will be followed to ensure that the
minimum amount of cleaning chemicals necessary is used.

6.3. Staff Training:

Goal: Ensure appropriate staff training on an ongoing basis.


 All staff members will be fully versed on proper LEED safety and procedural codes.
 Proper containment, storage and dispensing techniques will be implemented.
 Portion controlled dilution equipment or pre-measured pouches of chemical concentrates will be
used.
 Training records certifying each person’s specific training dates should be documented.
 All staff members will be properly trained in the use, maintenance and disposal of cleaning
products, dispensing equipment and packaging. All staff members will be trained on new
equipment and chemicals prior to initial use.
 All staff members will receive annual chemical safety training.
 All staff members will be educated on the use of products upon their hire and once per year
thereafter, as well as annual HAZCOM training. Or, as necessary, to ensure proper use and
disposal of products.

6.4. Occupant Training:

Goal: Ensure appropriate occupant training upon move in and on a quarterly basis thereafter.
 All occupants will be trained on Green cleaning procedures adopted, green cleaning chemicals
used, the importance of green cleaning and how they can help in continual improvement and
successful implementation of the policy. In addition to this, green cleaning brochures will also be
circulated on a quarterly basis educating them on the same.

6.5. Occupant Feedback:

Goal: Collect feedback to ensure continuous improvement and occupant satisfaction


Dubai Police- Head Quarters, Dubai encourages building management, occupants and cleaning staff to
develop open lines of communication in order to ensure the success of the green clean program. Creating

a green communication line will help building occupants to understand that they are part of the process.
The cooperation of building occupants is vital in reaching the goal of healthy indoor environment
An annual survey will be conducted to elicit feedback on cleaning services from the building occupants.
Occupants will be encouraged to alert Dubai Police- Head Quarters management to any issues related to
green cleaning program. Feedback results will be distributed to the facility Manager.
6.6. Record Keeping:
Keeping records is crucial for the successful management of our Green Clean Program. A comprehensive
program will be developed for maintaining accurate reports directed to show the status of equipment and
periodic employee training. Refer sample checklists that will be followed below:

7. Products
7.1. Green Cleaning Product Use
Wherever feasible, cleaning products and materials, including hard floor and carpet care products, used
inside and outside Dubai Police- Head Quarters, Dubai facility shall meet the requirements of LEED2009
for Existing Buildings: Operations and Maintenance™ IEQ Credit 3.3: Green Cleaning, Purchase of
Sustainable Cleaning Products and Materials as described below. Product types subject to these
requirements include, but are not limited to, bio-enzymatic cleaners, hard floor cleaners, carpet cleaners,
general purpose cleaners, specialty cleaners, odour control, disinfectants, disposable janitorial paper
products and hand soaps.

7.2. Sustainability Criteria


The cleaning products meet one or more of the following standards for the appropriate category:
 Green Seal GS-37, for general-purpose, bathroom, glass and carpet cleaners use for industrial and
institutional purposes
 Green Seal GS-40, for industrial and institutional floor care products. Hand soaps meet one or
more of the following standards:
 No antimicrobial agents (other than as a preservative) except where required by health codes and
other regulations (i.e., food service and health care requirements)
 Green Seal GS-41, for industrial and institutional hand cleaners

7.9. Cleaning Procedures


The procedures, strategies and metrics below have been adopted at Dubai Police- Head Quarters, Dubai to
ensure the effective implementation of the Green Cleaning Policy.

8. General Strategies for Sustainable Cleaning


 Assess the areas to be maintained and the usage patterns.
 Determine how to meet the overall goals of the cleaning program.
 Develop a comprehensive approach to the maintenance of the property and determine the product
specification to be used.
 Ensure that in-house maintenance staff is educated on the policies.
 Ensure that safety, health and environmental practices are compliant with applicable local
regulatory requirements.
 Ensure with building management the proper disposal for all cleaning wastes.
 Development of cleaning strategies should focus on the following:
 efficient use of chemicals
 efficient use of supplies
 meet the hygiene and appearance goals of the property
 protect the building occupants, systems and finishes from contaminants that adversely affect them
 Address the frequency of cleaning in all areas

8.1. Cleaning Procedures for Specific Areas

These are recommended procedures and practices that custodial services can choose to follow. Record
keeping of staff training may be in digital form kept at the time of training

8.2. Carpet Cleaning


 Before using the carpet machine make sure to check if it is ready to use.
 When working on upper floors with no elevator available to use make sure to ask for help to carry
the carpet machine to the work area.
 Move furniture as needed and other objects off the carpet.
 Vacuum the floor area.
 Start cleaning from the wall outward in straight lines.
 Overlap the carpet cleaning lines and repeat until finished with the cleaning.

 Before storing the carpet cleaning equipment, you should inspect it and write a repair request if
repairs are needed. You should also inform your supervisor.

8.3. Safety tips:


After shampooing the carpet check to see if the carpet is damp. Make sure to put “wet floor” sign on the
wet carpet at the room entrance. If the carpet has a transition to a hard surface floor area, please put the
“wet floor” sign in the transition area on the hard floor

8.5. Vacuuming Carpets


 Check vacuum cleaner for damage.
 Check vacuum bag. If full, replace the vacuum bag with a new one. Check all filters and replace
as needed.
 Inspect carpet and remove any objects that can cause damage to the vacuum cleaner.
 Plug electrical plug into wall outlet and turn on switch.
 Vacuum the carpet by moving forward and backward in a straight line with the vacuum until all
dirty carpet surfaces have been covered.
 When vacuuming is completed turn off vacuum cleaner and walk to the outlet to unplug the cord.
 Wrap cord into cord holder on vacuum. Do not wrap the cord too tight or in the opposite direction.
 Wipe down exterior of vacuum with wet microfiber rag.
 Store vacuum cleaner in custodial closet and secure the closet door.
 If the vacuum is broken or needs maintenance fill out the repair request and stick it on the vacuum
cleaner. Make sure the vacuum cleaner is cleaned up and take it to custodial office or maintenance
shop for repairs.

Note: These tasks to be done every time you use a vacuum. Do not run vacuum cleaner over cord or
objects that will damage vacuum.

Always unplug vacuum before cleaning or doing any maintenance.

 Supplies stocked on shelves should be kept organized.
 Heavy supplies should be placed on lower shelves at all times.

 Mop heads and slop sink in custodial closet should be cleaned daily.
 All spray bottles should be labeled and filled with the correct chemical.

8.10. Entryway Cleaning


 Prepare for cleaning exterior entryway areas by collecting the equipment needed for this task.
Equipment needed includes broom and wet/dry vacuum cleaner.
 Remove webs with cob webber.
 Sweep the hard surface areas with a broom. Pick up the debris with a lobby pan and dispose of
debris into trash container.
 If present remove entry mat and shake off excess dirt and debris. Vacuum top surface of mat. -
Sweep up area underneath the floor mat and pick up and dispose of the debris.
 Replace the entry mat in front of doorway.
 Clean glass windows of door and entry area with glass cleaner and squeegee or paper towels.
 Secure equipment and cleaning supplies in custodial closet.

8.11. Personal Protective Equipment

8.12. Floor Cleaning


 Prepare a solution in a mop bucket.
 Prepare floor for mopping.
 Scrape any objects (such as gum) off the floor surface using a scraper or putty knife.
 Sweep or dust mop the floor surface. Pick up the debris with a dust pan and dispose of it into a
trash container.
 Mop the hard surface floor using a microfiber mop and the cleaner solution from the mop bucket.
 Mop the floor in a figure eight pattern.
 Place “wet floor” sign on the wet floor surface.
 When floor is dry remove the sign.
Note: Remember to employ proper body mechanics when mopping. Use caution when walking on wet
floor surfaces to avoid slipping and falling.

8.14. Daily Restroom Cleaning


 Check cleaning supplies and personal protective equipment before cleaning.
 Knock and announce yourself before entering the restroom.
 If the restroom is not occupied, close off restroom by opening door and placing “restroom closed
for cleaning” sign at entrance.
 Check condition of restroom to assess cleaning needs.
 Remove any cob webs or debris from ceiling and wall areas.
 Check dispensers and replace as needed hand soap, paper towels, toilet paper, and toilet seat
covers. - Sweep floor and pick up/remove debris.
 Apply disinfectant to all urinals and toilets.
 Rinse showers down and remove hair and debris from drain covers. Check the condition of drain
traps and clean as needed.
 Apply bathroom cleaner to shower walls and scrub showers down with doodlebug or hand
scrubber.
 Clean urinals and toilets using toilet bowl swab/brush, check the feminine hygiene disposal units
and disinfect.
 Apply glass cleaner to mirrors and wipe dry with microfiber rag or paper towel.
 Wipe all counters and sinks dry using microfiber rag or paper towels.
 Spot clean walls, partitions, ledges, doors, and trash can inside/outside with general purpose
cleaner.
 Empty trash and replace trash can liner.
 Place “wet floor” sign in entry area on the wet floor.
 After floor is dry remove the “wet floor” and “restroom closed” signs to reopen the restroom for
use.

9. Pest Management
 Store trash in covered receptacles outside and away from building.
 Caulk holes and cracks to prevent pests from entering or moving between buildings.
 Seal openings around pipes under sinks (pests are attracted to water).
 Cover exhaust or vent openings exposed to the outside with wire mesh.

 Remove clutter so pests have fewer hiding places.


 Use sticky or mechanical traps rather than pesticides where possible.
 Hire only trained, licensed, and certified pest control professionals experienced with IPM.
 Use a targeted (pest-specific) EPA-registered pesticide and the least toxic product that will do the
job.
 Follow label directions carefully and use sparingly.
 Avoid fogging or broadcast spraying of pesticides.
 Provide clear advance notice to building occupants of scheduled pesticide use and apply pesticides
when areas are closed or occupancy is low.

9.2. Hand Hygiene


 Only hand soaps and hand sanitizers that meet the at least one of the sustainability criteria listed
under the purchasing guidelines will be considered to meet the requirements of this policy.
 Hand sanitizers will be placed throughout the building for the use of occupants
 All restrooms will be equipped with hands-free soap dispensers, faucets and hand dryers.
 Hand sanitizers meeting UL 2783 standard for Instant Hand Antiseptics (formerly Environmental
Choice CCD 170) will be placed throughout the building.
Hand soaps and hand sanitizers must meet one or more of the following standards:
 no antimicrobial agents (other than as a preservative) except where required by healthcodes and
other regulations (e.g., food service and health care requirements);
 Green Seal GS-41, for industrial and institutional hand cleaners;
 UL 2784 (formerly CCD 104), for hand cleaners and hand soaps;
 UL 2783 (formerly CCD 170), for hand sanitizers;
 EPA Design for the Environment Program’s standard for safer cleaning products.

9.3. Cleaning Practice for Sensitive Occupants


 Identify building occupants with specific needs or sensitivities.
 Develop a plan to address these issues.
 Change products and/or cleaning schedules as necessary to accommodate them.
 Address ventilation requirements to help mitigate problems related to indoor air quality.
 Schedule daily cleaning activities to avoid their exposure to the cleaning process.
 Use green cleaning chemicals in areas only where sufficient ventilation is present to allow
airborne substances to dissipate before the area becomes repopulated.

 Provide additional ventilation through the use of blowers to enhance the rate of chemical
dissipation.
 Conduct cleaning operations in a manner that prevents the transfer of impacts to other areas of the
building that may contain vulnerable populations.

9.4. Chemical Safety Procedures


The following protocols have been established to mitigate spills, leaks and mismanagement. All practices
below are communicated to custodians working on the property in a formal training setting on a biannual
basis.

Labels and Material Safety Data Sheets (MSDS)


 Follow all chemical labels and MSDS warnings and use products only d as irected.
 Employees should never use an unlabeled container or any chemical product if not certain what it
is.
 Report to Manager all missing or unreadable labels

Personal Protective Equipment (PPE) and Controls


 Wear protective gloves and/or safety glasses as directed on the product label or MSDS.
 Inform your Manager if PPE is needed.
 Always spray chemicals away from the body, especially eyes and mouth. Whenever possible,
spray chemical into microfiber cloth.
 Do not eat or drink near any cleaning chemicals and always wash hands after using chemicals.
 Never smell, inhale or taste the contents of a chemical container to determine its contents.

10.Policy Review
10.1. Quality Control
Assessment of the ongoing performance of the Green Cleaning program at Dubai Police- Head Quarters,
Dubai will be conducted by a three-part process:
 On a daily basis, the Maintenance Management assess custodial performance in the buildings,
discuss any issues or challenges, and address any new developments relating to custodial
practices.
 An annual survey will be conducted to elicit feedback on cleaning and custodial service from the
building occupants.
 Purchasing-related performance will be tracked to ensure compliance with LEED credit
requirements as per individual product categories.
