1.             Scope
This Chapter is applicable to all vessels.
 
2.             Purpose
This Chapter provides the policy to control the use of drugs and alcohol hereinafter referred to as D & A on board.
 
3.             Responsibility
To demonstrate company policy, Senior Officers on board and the Shore- Management visiting vessels, shall lead by example.
 
3.1             Master
Master shall ensure:-

a) That the ship staff complies with company’s D & A policy


b) If the country of the port of call or the local region or customer (e.g. charterer, terminal, owner etc) has different D & A
policy than the company, the stricter policy between the two shall be followed.

3.2             Ship Staff
Comply with the D & A policy and participate in any testing as required.
 
3.3             Third party service providers, supernumeraries and shore management
Comply with this policy.

4.             Procedure
4.1             General
4.1.1   All vessels shall have onboard an alcohol meter capable of measuring breath alcohol content. For vessels calling USA

ports, this device shall be as per the latest “Conforming Product List” (issued by National Highway Traffic Safety
Administration of USA) in accordance with Code of Federal Regulation (Part 49).
Company periodically conducts campaigns as a deterrent, discouraging the smuggling of D & A.

The ship staff returning to vessel in port, after shore leave, shall be checked to confirm compliance with company’s
Alcohol Policy.
 
4.2             Alcohol Consumption

a) Prior going to scheduled duty- the blood alcohol content of ship staff shall be theoretically “zero”.

b) No alcohol shall be consumed by ship staff 4 hours prior to watch or other designated duties till completion of such
job.
c) In addition to (b)above ,ship staff shall follow below provisions considering residual duration of the alcohol effect.

d) At any time, the alcohol concentration of ship’s personnel shall be less than 40mg/100ml blood or 54mg/100ml urine
or 18µg/100ml breath.
e) Master, regardless of the above, may totally prohibit consumption of alcohol on board, when deems necessary.
f) UMS Duty personnel ((M0( & G0 – For LNG Carriers Only)) shall not be allowed to consume alcohol on the day of

duty.
g) Following alcoholic drinks as distributed by the Master, could be consumed by ship staff, which shall not exceed 03
units per day.
i) Alcoholic drinks with not more than 6% alcohol by volume (ABV). Such alcoholic drinks shall be in cans/bottles
with contents not exceeding 350ml.
ii) Wine or Japanese Sake not more than 15% ABV.

iii) The explanation and interpretation of unit of alcohol shall be as per S-031000-02FIG Alcohol Unit Table.

    h)  No Ship’s personnel are allowed to carry or bring any form of Alcohol on board.
    i)   Alcohol shall be purchased through SLOP CHEST. Private orders of Alcohol are prohibited.
 
 
4.3             Control and Implementation of Alcohol Policy

4.3.1           Management and Distribution


The Master shall effectively control and monitor distribution of alcohol. This shall be periodically verified by Shore-Management during
ship visits.

4.3.2          Permitted places for drinking Alcohol
Following public rooms only:

b) Crew Mess Room

c) Officer’s Recreation / Smoking Room (Lounge)


d) Crew’s Recreation / Smoking Room (Lounge)
e) Captain’s Day Room

f) C/E’s Day Room


g) C/O’s and 1AE’s Day Room (In case such room is provided.)

 
No alcohol is permitted in any individual cabin.
 
4.3.3          Control of daily consumption of alcohol

a) The Master shall prepare an "Alcohol Inventory of Sealed Locker" and an "Alcohol Consumption Record" in the
NiBiKi system and manage the amount purchased and consumed by each ship staff. The Master shall confirm that daily
consumption limitation of every staff is not exceeded every day.
b) All alcohol beverages purchased shall be stored in the sealed locker and be recorded in the "Alcohol Inventory of
Sealed Locker. The key of this locker shall be kept in the safe custody of the Master at all the times. No alcohol beverage
shall be brought into public rooms and individual cabins before being stored in the locker.
c) When a ship staff takes alcohol beverages out of the sealed locker, he shall first obtain permission from the Master
and make entry of the number of alcohol beverages taken in the "Alcohol Inventory of Sealed Locker".
d) No alcohol beverages shall be kept in any individual cabin.
e) When a ship staff consumes alcohol, an entry shall be made regarding the number of units consumed in the "Alcohol
Consumption Record". This record book is to be kept in the officer’s and crew’s recreation room.

f) The Master shall confirm if there are discrepancies between the amount of alcohol taken out from the sealed locker
and the sum total amount of consumption and the rest per personnel monthly.

4.3.4           Records and Reporting


                  The "Alcohol Inventory of Sealed Locker" and the "Alcohol Consumption Record" shall be submitted to Company.
 
Additionally for LNG Carriers Only:-
4.3.5           Additional Control on LNG Carriers
No alcohol is to be consumed:

a) Within 24 hours of calling a cargo terminal.


b) While the vessel is at a cargo terminal.
c) While the vessel is in territorial waters, under hazardous navigation, bunkering, transiting piracy high risk areas at
Security Level 2, within 200NM of US Waters or whenever Master deems necessary.

4.4              Breach of D & A Policy

a) If alcohol concentration of any ship staff is tested exceeding the allowable limits or positive result during drug test or
any other breach of the company D & A policy, the Master shall not allow the person in question to engage in any work.
b) The Company shall be informed and appropriate log book entry shall be made.
c) The Company’s Top Management shall be informed.
d) A disciplinary action against the person, breaching the policy, will be initiated by the company, which may include
even dismissal from the service.

4.5             Alcohol Test
4.5.1           Prior Duty
O
a) An alcohol test shall be conducted prior to every watch keeping duty or prior to commencement of work for the day.
b) These tests shall be conducted by persons designated by the Master.
c)  Master and C/E shall also undergo  alcohol test before scheduled duties which can be witnessed by any officer or engineer
respectively.

d) The result of these tests shall be recorded in "S-031000-05FRM Daily Alcohol Test Record" for at least 1 year.
 

4.5.2          Unannounced Alcohol Check

When deemed necessary, the Master shall carry out an unannounced alcohol test on all persons onboard. The C/E or C/O shall carry
out and witness the test for the Master.
The result of this test shall be recorded in the 'S-031000-04FRM Alcohol Test Record' and retained on board.

4.6             Other Unscheduled Tests

Some or all ship staff may be subjected to additional D & A test under following instances:

a) When the vessel is involved in any marine accident/incident.

b) Additionally if an incident occurs in navigable waters of US, refer to S-P-11.10.02 "Records and Reports of Marine
Accident" Section 4.1.5, part c).  
c) In case the Master reports possibility of drug use by ship staff, but only subject to the decision of the company.

d) In case, if any ship staff is suspected to be under influence of alcohol.


e) In case the vessel's Owners, or Charterer, or Manager, or Flag State, or Port State or some other Local Authority
requires such tests to be done due to any justifiable reason whatsoever.

 
4.7             Alcohol Unit Conversion (Refer to S-031000-02FIG Alcohol Unit Table".) 
It takes one hour for the body to rid itself of one unit of alcohol.
2 units of alcohol consumed within the hour will result in BAC 0.04% by weight.
 
4.8             Drugs                                                             
Ship staff shall not possess, use or buy and sell drugs other than those of a doctor’s prescription or the ship’s medical

4.8.2     The following drugs and their derivatives shall not be possessed by ship staff:-

a) Marijuana
b) Cocaine
c) Opium
d) Phencyclidine (PCP)
e) Amphetamine

4.9             Contraband Goods

4.9.1 No contraband goods may be carried onboard.


  

a) Ship staff shall not possess, use or buy and sell contraband goods.
b) In case the Master finds any contraband goods, the Master shall advise the Company and if approaching port, shall
advise the authorities before they come onboard. 
c) The following points shall be observed while dealing with contraband goods:  
i) The area where the contraband goods were found shall be photographed and if possible sealed off
ii) Suspicious packages shall not be opened or pierced.
iii) Make a log book entry.

4.9.2    The Master shall examine the personal belongings and baggage of disembarking ship staff if Master has any doubts that they might
be carrying contraband goods.
 
Additionally for Gas Carriers and Tanker Only:-
4.10           Drug and Alcohol test for Gas Carrier and Tanker

4.10.1 All ship staff scheduled to join vessel shall undergo a pre-employment D & A test, as arranged by the company.
4.10.2     All vessel shall be subjected to at least 1 unannounced drug and alcohol test by a Company approved vendor for all ship
staff, annually and / or period not exceeding 12 months from previous date.
The Company shall, once every 3 months, initiate an unannounced alcohol test onboard, to be carried out by Master. The

result of this test shall be recorded in Alcohol Testing Record and reported to the company.

4.11          Emergency Drug and Alcohol Test Kit
 
4.11.1  All vessels shall be provided with an Emergency Drug and Alcohol Kit containing of 10 sample bottles to collect
and preserve urine samples for drug and alcohol analysis, and a Custody form.
4.11.2     Following shall be ensured regarding these Test Kits:-

a) Check the contents of the kit for their integrity and good condition on a monthly basis.

b) All senior officers shall be well familiarized with the sample collection procedures, its preservation and filling up of Custody
Form for onward delivery to authorized laboratory. 
c) The kit shall be kept in the strict custody of the Master. 
d)  Master shall ensure that his hand-over report includes mention of availability of aforementioned kit onboard.
e) The kit is not to be used for normal routine testing.

f)  Additionally, this kit shall be utilized for testing as required as per section 4.6 (a) and (b) above.
