SUBJECT : Special Report re: Alleged Confidential Letter from Mr.


Florante Q. Suarez

DATE : August 10 , 2015

1. References:
a. Undated Memorandum with subject Case Conference from Chief, WCPC
National Headquarters;
b. Personal and Confidential Letter from Mr. Florante Q. Suarez of No. 1110
Granate St., Villaverde Homes, Novaliches, Quezon City dated June 13,
2015 address to The Honorable Senate President;
c. Hand written Instruction of Police Chief Superintendent; and
e. Telepone call from WCPC national Headquarters

2. In connection with the above references, the District Women and Children
Protection Desk led by PSI ROWENA DELA CRUZ LAMBOJO upon receipts of the
information immediately conducted ocular investigation and validation inspection at the
stated address at # 1110 Granate St., Villaverde Homes, Novaliches, Quezon City;

3. At about 5:45 in the afternoon of July 13, 2015 PSI LAMBOJO with SPO2
Borlaza and SPO2 Claros boarded QC-124 and proceeded to the reportee’s given
address at # 1110 granate St., Villaverde Homes, Novaliches, Quezon City and
validated the veracity of the report and upon arrival thereat we met by the nephew of
Mr. Florante Q. Suarez and gave no any information but instead suggested that we may
visited the reportee on his office;

4. On July 15, 2015 at about 1:58 PM SPO2 Borlaza, SPO2 Claros and PO3
Cambri proceeded to the Commission on Audit located along Commonwealth Avenue,
this city purposely to visit Mr. Florante Q. Suarez and we was able to see personally Mr.
Suarez which was called to be “Sir Buddy” at PDC Building at the Library of COA and
we humbly informed his superior Madame Marilyn Rabang Division Chief, of COA
Library who called Mr Suarez attention and introduce to us, acted on his letter we
informed him of the nature of his confidential letter and we humbly asked him if he could
be interviewed by our Chief of Office and immediately thereafter, he accompanied us
and boarded our mobile patrol car to Camp Tomas B karingal, QCPD particularly
Women and Children Protection Desk;

5. During the conversation with the reportee Mr. Florante Q. Suarez alias
“BUDDY” , male, 55 years old, Information System Analyst II, Professional
Development Sector (PDC) and residing at # 1110 Granate St., Villaverde Homes,
Quezon City;

6. He likewise, averred that he (reportee) knows that abuses of some COA
personnel to those who were undergoing On-The-Job Training (OJT) with the
Commission on Audit and he disclosed that the screen named of the following to wit;

a. Alias Josie identified to be Jenelyn Garneser OJT from


Western College of the Philippines;
b. Alias Dina is Director Nacion;
c. Victim Princess identified as Prince Be Contador y Pador;

7. At about 10:20 AM of July 20, 2015 SPO2 Borlaza, SPO2 Claros, PO3
Cambri and PO3 Del Rosario all of DWCPD conducted follow up and ocular
investigation regarding the alleged victim one Princess and upon arrival at # 108-B, K-7
St., East Kamias, Quezon City but she was out for work according to Ms. Almira Sere
but the group asked any contact number wherein we can get in touched with Ms.
Princess and afterwards same group came back for same reason but we did not met
the victim but still we are humbly praying that the person of Ms. Princess be personally
asked her side so that we could get the exact and relevant facts about the letter;

8. The workplace of the victim at Save More Supermarket was alarmed with the
presence of the DWCP personnel but we humbly asked their support for some personal
and confidential letter concerning Princess;

9. That on 5:00 PM of August 4, 2015, gave her affidavit and averred her identity
to wit: PRINCE BE CONTADOR Y PADOR, female, 23 years old (DOB: June 29, 1992)
employee, single, native of Kawayan New Washington Aklan and presently residing at #
108-B, K-7 St., East Kamias, Quezon City;

10. On her signed affidavit dated August 4, 2015, she disclosed that Mr.
Florante Q. Suarez Alias “Buddy” was courting her and she rejected prompting the
reportee to send letter and other forms of courting but same was discarded so he send
letter to the victim’s parent but she answered even the parent to be negative for she
was young and the letter sender was old enough for her tenderness. (Please see
attached Signed Affidavit)

11. Relatively, PSI LAMBOJO, SPO2 Borlaza, SPO2 Claros and PO3 Cambri
proceeded to COA Clinic to visit Dra. ANGELA AIDA W. HALILI-JAO, MD, DPBP,
FPPA, FCAPPI,FPCPsychiatrist, Adult and Children Psychiatrist of COA Medical and
Dental Services Office (MDSO) averred that since March 30, 1999 Mr. Florante Q.
Suarez (Buddy) was referred for evaluation because of behavioral oddities like wetting
compulsion at the comfort room and paranoia.

12. During the conversation with Dra. ANGELA AIDA W. HALILI-JAO furnished
us a copy of Mr. Suarez’s PSYCHIATRIC REPORT provided there was letter request
but she affirmed to be photograph and copied so as we did and perhaps threatened to
be confidential as to the purpose.

13. Accordingly, Mr. Suarez continued on his weekly sessions with DRA. HAO
and intake of his medications for him to not to produce more stress and may aggravate
his mental disorder aside from the fact that he had verbalized his mistake in requesting
for a transfer and his satisfaction with his current workplace at PDC.

14. Further averred that Mr. Florante’s Delusional Disorder is a chronic thinking
disorder which will require a lifetime intake of maintenance medication with a major
tranquilizer (Anti-psychotic) and Supportive psychotherapy. He is currently on a
maintenance dose of OLANZAPINE (Zyprexa) 10 Mg one half tablet at bedtime and
ZALPIDERM (Stilnox) 10Mg one tablet if needed for insomnia.

15. Relative, due to some concerned employees of the Commission of Audit they
averred that the allegation of the letter sender was just a merely harassment on the part
of the victim and still because of his personal condition (see attached Confidential
Psychiatric Report dated August 12, 2011).

16. Considering the allegation of any sexual harassment committed by COA


employees against to those who were undergone On-The-Job- Training (OJT) by some
Lady College Students from different colleges and universities within Metro Manila was
purely malevolent allegations because of reportee’s failure on his Career Promotion as
well as thinking of any malicious conduct especially by with his co-employee (COA);

17. Hence forth, the undersigned recommends that this letter reply my suit and
answered the alleged sexual abuse committed by the COA employees against OJT
trainees be solve and further resolved.

18. Attached on the said letter be as follows;

a. Signed Affidavit of Prince Be Contador y Pador dated August 4, 2015;


and
b. Confidential Psychiatric Report dated August 12, 2011 issued by
Medical Dental Services Office of COA, from Dra. Angela Aida W. Halili-
Jao;

19. Submitted as directed.
