The Status of Media and Information Literacy in the Learning Philippines


Good morning everyone, I am Mr. Cagna-an, and we will talk about the status of media
and information literacy (MIL) in the learning of Filipinos. Freedom of the Press 2016 (FOI Bill)
marked the introduction of media and information literacy to curriculums both in educational and
professional platforms. The highlight if this introduction focused on the effects of technology
towards the use of media and information. In the context of education, Mercado (2014) pointed
out that technology provides additional effectiveness and accuracy to the processing of
information done by students in an observed setting. This idea reinforces the thought and
importance of MIL in learning. This work also shows that even before the FOI Bill, MIL is being
utilized like the works of Pantaleon, et al. (2012) and Avelino (2014) portraying technology as a
significant tool in children learning. As a whole, MIL had its contributions to the learning
community, particularly on how one can utilize it to improve learning productivity and quality.
Despite this, the belief that technology is being a staple to our learning norms is scrutinized by
others, just like Almendral (2006) and Bayson (2005), pointing out that technology is simply a
supplement to the learning process, and using it to replace the traditional processes significantly
affects the performance of learners negatively. To resolve these conflicts of ideas, evaluations
such as the work of Manabat (2018) are currently put in place to determine the current effect of
MIL to our learning processes. As of now, it is proper to say that MIL is in its experimental
stage, and the verdict on how MIL affects us is still unknown, due to the lack of evaluative
studies.
