OBJECTIVES AND STRUCTURE OF THE CODE

A 1100 OBJECTIVES
The design and construction rules applicable to mechanical components of PWR Nuclear Islands
(RCC-M) are a part of the collection of design and construction rules for nuclear power plants.

It covers the rules applicable to the design and manufacture of pressure boundaries of mechanical
equipment of pressurized water reactors (PWR). The pressure components subject to the RCC-M are
specified in A 4000. They include the reactor fluid systems (primary, secondary and auxiliary
systems) and other components which are not subject to pressure: vessel internals, supports for
pressure components subject to the RCC-M, nuclear island storage tanks.
When a pressure equipment is subject to the RCC-M, all its elements subject to pressure are also, in
accordance with the provisions of A 4000, and these elements are the same class as the component.
In this case all the provisions of the RCC-M are applicable: design, procurement, manufacture,
inspection and pressure testing.
Elements which are not subject to pressure and which are subject to the RCC-M may be covered
within the Code by limited specific provisions (procurement of materials for example). The other
rules applicable to this equipment must be in contractual form.
The assemblies comprising pressure equipment assembled by a manufacturer to constitute an
integrated and functional whole, shall be subject to the rules indicated in this Code.
Main objectives of Code Requirements are to ensure the integrity and mechanical stability over the
equipment design life. Function ability and operability of equipment are not directly addressed in
the Code.

The RCC-M contributes to ensuring compliance with regulatory requirements. These requirements
depend on the applicable regulatory context. For information purposes:
- The correspondence between the essential safety requirements mentioned in annex 1 of
European Directive 97/23/EC and the provisions of the RCC-M is given in annex ZZ of this
Code.
- The correspondence between annexes 1, 2, 3 and 4 of the French Order dated December 12,
2005, and the provisions of the RCC-M is given respectively in chapters ZY1, ZY2, ZY3
and ZY4 of annex ZY of this Code.
- The provisions applicable by way of annex 1 of European Directive 97/23/EC are clarified in
annex ZZ.
- The provisions applicable by way of the French Order dated December 12, 2005, are
clarified in annex ZY.

Application to other regulatory frameworks must be covered by appropriate provisions in the


equipment specification or in other documents specified by the contract.

The RCC-M is representative of the state of the art as concerns the design and manufacture of PWR
components, ensuring an overall safety level tested through experience.

A 1200 STRUCTURE

A 1210 GENERAL STUCTURE


The RCC-M consists of six sections (See Table 1210.1), which provide rules for the design and
construction process of equipment. Section I is divided into subsections providing specific rules for
different component types and classes.

SECTIONS II to V provide rules for the following technical fields:

- Section II covers requirements for the procurement of parts and products.

- Section III specifies rules for destructive testing and non-destructive examination.

- Section IV specifies rules for the qualification and performance of welding operations.

- Section V specifies rules for manufacturing operations other than welding.

SECTION VI contains the Probationary Phase Rules (RPP (*)).

* RPP : stands for "PROBATIONARY PHASE RULES" even if PPR should be the right abbreviation

SECTION I comprises subsections numbered alphanumerically:


- Subsection A covers all general requirements relating to application of these rules.
- Subsections B, C, D, E, G, H, J and P are applicable to:

Subsections B, C, D, E, G, H and J have all the same general structure.

- Chapter 1000 specifies the scope of the subsection, plus general provisions. Where the subsection
has a specific structure, it is described in more detail in chapter 1000.
- Chapter 2000 specifies the products and parts which may be used for the manufacture of
components.
- Chapter 3000 provides rules for design of components. The different subsections B, C, D, E, G, H,
J include specific provisions with respect to design rules, allowable stresses and design
requirements.
- Chapter 4000 provides rules for fabrication and examination.

- Chapter 5000 deals with items which are specific to the components covered in each subsection:
tests for pressure components and storage tanks, approval of a standard for support, non
destructive examination for reactor internals, pump qualification for small components.

When necessary, the subsections of SECTION I refer specifically to the rules and technical
requirements given in SECTIONS II to V, thereby making them applicable to the components
concerned.

SECTION VI (RPP) of the Probationary Phase Rules. These may be used in replacement of, or in
addition to, the general or special regulations of subsections A, B, C, D, E, G,H, J and P of
SECTION I, and SECTIONS II to V (of all or part of the chapters of the Code as specified in each
of the RPPs).
To apply the RCC-M to a given component, the relevant subsections of SECTION I provide rules in
the form of specific requirements or references to other sections (or to other subsections of
SECTION I) which enable the Manufacturer to apply the requirements of the RCC-M to a specific
component. The subsections of SECTION I are therefore the key and guide to the RCCM.
Subsection Z of SECTION I consists of annexes providing design rules or data, which are
applicable to different component types and parts. Reference is made to these annexes in other
subsections of SECTION I. Annexes are organised in two sets:
- Mandatory technical annexes: When specifically referred to by other chapters of this Code, the
annexes numbered with Roman numerals are mandatory (Z.I, Z.II, Z.III, etc.).
- Non mandatory technical annexes, referenced by letters. These annexes have been included to
provide methods and practices considered to be acceptable and in accordance with the general
provisions of the other subsections of Section I. The requirements of annex ZS shall apply when
explicitly required by the contract.
- The annexes relative to French regulatory conformity (ZY and ZZ, cf. A.1100).
It is permissible to use other methods or practices not specified in the optional annexes, provided
that it is demonstrated beforehand that these methods or practices meet the requirements and that the
Contractor has given prior written permission.

A 1500 CONDITIONS APPLICABLE TO COMPONENTS


AND MATERIALS PROCURED UNDER
DIFFERENT EDITIONS OF THE CODE

The use of remaining stocks procured under previous editions of the present Code is acceptable as
long as the conditions stipulated in Table A 1502 below are met. This table covers all editions of the
Code published since 1988.

Successive columns of this table contain the following information:


- cross-reference to the relevant reference technical specification in Section II,
- addendum edition (plus base edition, to which it refers) that modifies this reference technical
specification plus the number of the corresponding modification sheet,
- the paragraph(s) of the reference technical specification affected by this modification sheet,
- purpose of the modification sheet,
- ruling of the Code concerning the technical equivalence of components procured under a
previous version of the modification sheet and the updated version of the reference technical
specification:
. a 'YES' in this column indicates that a component procured under the previous edition is
acceptable under the new one without the need to produce supporting evidence.
. if there is no 'YES' in this column then the additional action and checks specified must be
carried out in order for equivalence to the new edition to be accorded.

Inspectors shall be informed of the equivalence proposals. Where the action specified above does
not permit equivalence to be obtained the parts shall be set aside. However, requests to use such
parts may be submitted for approval to the Contractor accompanied by supporting evidence.

Table A 1502 applies to Class 1, 2 and 3 parts stored at the Manufacturers and to parts subject to
qualification as per M 140 and listed in the table. The table applies also to products in stock
procured according to M 111.2.

Generic modification sheets dealing with welding, manufacturing and inspection methods are not
considered to affect the validity of equivalence conditions as stated in Table A 1502 except for those
mentioned in Table A 1501, which sets out the additional action and checks to be performed to
render the part acceptable.

A 2100 DEFINITIONS

A 2110 GENERAL
This code identifies the components and the participants responsible for their design and
construction.
In addition, these components or the participants must meet the requirements associated with the
applicable national regulations.
The definitions given below are useful for using the rules of the code, and the cross-reference with
the regulatory definitions is given in annexes ZY and ZZ.

A 2120 DEFINITIONS
OPERATOR or PRIME Individual or legal entity, or Representative thereof, for whom the
CONTRACTOR nuclear island is intended in view of operation.
CONTRACTOR Individual or legal entity responsible for the design and construction
of all or part of the nuclear island.
MANUFACTURER Individual or legal entity responsible for the design and construction
of pressure equipment.
The Contractor may assume the role of Manufacturer for some
equipment items or some services.
SUPPLIER (OR LOWER- Individual or legal entity who supplies materials or components, or
TIER SUPPLIER) provides certain services, on behalf of the Contractor or a
Manufacturer.
PRESSURE Vessel, exchanger, pipe, safety accessory or pressure accessory
EQUIPMENT (PE) (including valves).
NUCLEAR PRESSURE Pressure equipment with a level of radioactive release in the event of
EQUIPMENT (NPE) failure which justifies this classification as such by way of the
applicable regulations.
PRESSURE EQUIPMENT Several pressure equipment items assembled by a Manufacturer to
ASSEMBLY (ASSEMBLY) form an integrated and functional assembly.
ASSEMBLY Individual or legal entity responsible for the design and assembly of
MANUFACTURER several PEs or NPEs or several pressure equipment items and
assemblies.

INSPECTOR In terms of technical inspection, a person responsible with respect to a


Manufacturer or Supplier for checking compliance with the
documents attached to the order received by the Manufacturer or
Supplier, with the present Code and with the documents drawn up in
application of the latter.
The Inspector may or may not be a member of the Manufacturer's or
the Supplier's staff, but he can in no way fulfill the role of both
inspector and surveillance agent for the same equipment.
SURVEILLANCE AGENT Person independent of the Supplier concerned, commissioned by the
Manufacturer to ensure that the equipment is constructed and
inspected in compliance with the documents attached to the order
placed with the Supplier, with the present Code and with the
documents drawn up in application of the latter.
This definition does not designate the organizations to which the
Surveillance Agents belong, the scope of their duties or the means of
action available to them. These provisions are detailed with regard to
the regulations, elsewhere.

A 2200 SCOPE AND APPLICATION OF THE RCC-M

The RCC-M constitutes a set of technical rules to be applied by a Manufacturer or a Supplier in the
design and construction of mechanical components for PWR nuclear islands and primarily for
equipment associated with the safety of the installation. Consequently, the Operator or his
Representative and the Contractor are responsible for determining the list of mechanical equipment
and assemblies to be produced within the contractual framework.

The provisions covering the packaging, shipment, safety of transport, storage and maintenance at
the factory or on site before installation must be expressed by the Operator, or by the Contractor in
the equipment specification.

A 2220 REVISIONS AND APPLICATION OF THE RCC-M


The RCC-M is periodically updated. Modification requests may be submitted.
These requests are examined by AFCEN and, once accepted, issued in the form of modification
sheets which are sent to the requestor: these modification sheets are then incorporated in an
addendum. The purpose of these modifications is to take into account technological progress or to
specify certain points. The orders placed for producing equipment in accordance with the RCC-M,
refer to this Code and supplement it if necessary with documents appended to the orders.

A 2300 INDICATION OF COMPLIANCE WITH THE RCC-M

The equipment specification (see A 3100) both in its initial and subsequent forms as the purchase
order progresses shall indicate the edition of the RCC-M, i.e. reference edition, addenda and
modification sheets with which the component must comply.
The same applies to those purchase orders placed by the Manufacturer or the Supplier(s).
The Manufacturer or the Supplier(s) shall be able to indicate, for each instruction or procedure they
use within the scope of an order, the edition of the RCC-M, i.e. reference edition, addenda and
modification sheets, applicable at the time the operations concerned are performed.

A 2400 NON-CONFORMANCE TO THE APPLICABLE


REQUIREMENTS

There are two types of non-conformance which may be distinguished as follows:


1) deviations from the Manufacturer's or Supplier own requirements. These requirements are not
specified in documents attached to the purchase order for the component nor in the RCC-M
(case 1).
2) non-conformance to requirements which are specified in technical documents attached to the
purchase order for the component or in the RCC-M (case 2).
In the first case, remedying the non-conformity is the sole responsibility of the Supplier, or the
Manufacturer respectively. It must be recorded in writing.
In case 2, if the Manufacturer, or the Supplier respectively, is able to remedy the non-conformance,
the non-conformance shall be remedied as for case 1.
If the Supplier, or the Manufacturer respectively, is unable to remedy the non-conformity, then the
provisions of A 2500 or A 2600, as the case may be, shall be applied.

The decision to manufacture a component in accordance with the RCC-M implies that all the
provisions of the RCC-M applicable thereto must be complied with.
When a non-conformance with the RCC-M occurs which cannot be remedied, the action to be
taken falls outside the scope of the RCC-M and shall be defined within the contractual framework
designating the parties involved.
The non-conformance shall be examined and recorded in writing in a deviation report.

This chapter defines the documents to be prepared in application of the requirements of this Code.

A 3100 GENERAL DOCUMENTS

A 3101 HAZARDS ANALYSIS

The hazards analysis is the document which is used to determine the hazards which apply to the
equipment due to the pressure. The Manufacturer carries out this analysis so as to design and build
his equipment items, taking into account this analysis.
After drawing up the list of hazardous phenomena, the manufacturer applies the principles set out
below in the following order:
- eliminate or reduce hazards as far as is reasonably practicable;
- apply appropriate protection measures against hazards which cannot be eliminated;
- where appropriate, inform the Operator of residual hazards and indicate whether it is necessary to
take appropriate special measures to reduce the risks at the time of installation and/or use.
This analysis can remain internal within the Manufacturer's departments or can be covered by a
document sent to third parties, according to the applicable regulations (for example, see annexes ZY
and ZZ).

A 3102 EQUIPMENT SPECIFICATION


I - PURPOSE
The equipment specification is the document with which the Contractor defines his requirements to
the Manufacturer, both from the technical point of view and from the point of view of quality
assurance, by integrating the results of the hazards analysis.

II - CONTENTS
The equipment specification specifies in particular:
a) scope,
b) scope of supplies,

c) reference documents, particularly the RCC-M, together with details of their conditions of
application, where necessary.
d) the application conditions for constructive provisions not specified in this Code.

A 3103 INSTRUCTION MANUAL

The instruction manual contains all the information necessary for safety as concerns:
- erection, including the assembly of the various pressure equipment;
- commissioning;
- operation;
- maintenance, including the checks by the Operator.
The instruction manual can be accompanied by technical documentation and drawings and diagrams
necessary for correct understanding of these instructions.
Additional provisions can be imposed in compliance with the applicable regulations (for example,
see annexes ZY and ZZ).

A 3201 COMPREHENSIVE LAYOUT AND REFERENCING DOCUMENTS


I - SCOPE
The scope of these documents is to provide an overall description of a component or a major
component part. They shall:
- determine geometrical characteristics,
- give a comprehensive description of the interconnection of parts, particularly from an operational
point of view, and from the fabrication and assembly point of view.

II - CONTENTS
The comprehensive layout and referencing drawings, which may comprise plans, sketches,
drawings, diagrams or data sheets, describe a component or major component part and, in certain
cases, its layout. These documents may be sufficient in themselves, or else make reference to other
more detailed documents.
These documents specify:
- the identification number of all component parts (this number shall be the same number used in
the parts list),
- main dimensions of the component including tolerances,
- other parameters when relevant (functional tolerances, etc.).

minimum wall thicknesses, reinforcement rules and constructional provisions have been complied
with.
The stress report or design report justifies compliance with the stress limitations of B, C, D, E, G, H
and J 3000 in the conditions of the various categories and associated loading combinations,
indicated in the equipment specification. This report also covers compliance with any additional
requirements likely to appear in the equipment specification.

- description of the non-conformance and comparison with the specified criteria,
- the solution adopted by the Manufacturer,
- corrective action envisaged.
The procedure for dealing with a non-conformance is specified in subchapters A 2400 and A 2500.

A 3702 DEVIATION REPORT


I - SCOPE
This report allows the non-conformance to be dealt with in the cases described in A 2500 and
A 2600.

II - CONTENTS
In addition to the information provided by the corresponding non-conformance report, the deviation
report shall include at least the solution adopted by the client.

A 3800 TECHNICAL PREPARATION, FOLLOW-UP


AND FINAL REPORT DOCUMENTS

A 3801 FOLLOW-UP DOCUMENTS


I - SCOPE
For all manufacturing, assembly and testing activities it shall be possible to demonstrate that the
required level of quality has been adequately defined and that such activities have been performed in
a satisfactory manner and that the required degree of quality has been reached.
Follow-up documents go through three successive phases:
a) 'INITIAL': in its initial phase the follow-up document contains a chronological list of the
expected procurement, manufacturing, examination and testing operations for the component,
b) 'PRODUCTION': during this phase the Manufacturer completes the document as and when the
listed operations are carried out,

c) 'FINAL' phase: in this phase the document has been entirely completed and consigned to the end-
of-manufacturing report (A 3805).
Follow-up documents1 may be prepared on any media of the manufacturer's choice.

II – CONTENTS OF FOLLOW-UP DOCUMENTS IN THE INITIAL PHASE


Follow-up documents shall mention at least the following:
II.1 The reference of the equipment specification or, where applicable, the sub-purchase technical
document with the applicable revision number.
The revision number of these documents is given, either in the follow up documents, or by a
documentary management system.
II.2 Designation of the component assemblies, sub-assemblies and parts concerned2. Welded
joints and cladding shall be considered to be a part.

II.3 A list, in logical order, of all procurement, manufacturing, assembly, examination and test
operations carried out3.

II.4 For each operation described in paragraph II.3, the number of the technical document which
the Manufacturer intends to apply (drawings, procedures, internal instructions, relevant
paragraphs of the RCC-M). No revision number shall be indicated4.

II.5 For each operation described in paragraph II.3, the surveillance the Manufacturer intends to
ensure on manufacturing operations or services performed by himself and his subcontractors,
if so required by his organization.

1 The follow-up documents may take different forms for the different phases, provided that it is easy to make the
connection between the operations described in the documents used for each phase.
The follow-up documents may either be drawn up for the component as a whole plus its component parts, or for
each component part, or for each phase of production. In addition, partial follow-up documents grouping together
operations or phases of production may also be drawn up. If this is the case, reference shall be made to these follow-
up documents in the overall follow-up document at the corresponding phase.
In the latter two cases, follow-up documents for the component as a whole shall be accompanied by a list of these
additional follow-up documents. Each follow-up document or group of follow-up documents in the initial phase
shall be accompanied by a list of these documents and a list of those still to be drawn up.
2 As a general rule, if neither the RCC-M nor the equipment specification contain stipulations regarding manufacture
of constituent items covered by the Code then this document only mentions the procurement operations for these
items.
3 The examinations and tests referred to shall be situated in relation to manufacturing operations. They shall include,
at least, the examinations and tests required by the RCC-M and the equipment specification, in particular:
a) procurements (for a component, the types of operation to be mentioned are those considered vital and that the
RCC-M or the purchase order require to be accompanied by documentation, constituting the acceptance of the
procured items necessary for the manufacture of the component),
b) special processes such as welding, hard facing including production weld test coupons,
c) heat treatments.
4 It shall be permissible for these indications to be given in the 'Production' phase only.

Furthermore, for each operation described in paragraph II.3, a space shall be provided to mark
the operations of which the Surveillance Agents must be notified by the Manufacturer. There
are two types of "notification point".
a) A witness point. This point is marked with the letter "W" and is used to designate an
operation which the Surveillance Agent wishes to be notified about but which the
Manufacturer may perform under the conditions specified in the purchase order if the
Surveillance Agent is not present.
b) A hold point. This point is marked with a letter "H" and is used to designate an operation
which the Manufacturer is not allowed to perform or begin without the Surveillance
Agent's permission5 (unless prior written authorization has been given by the body
which imposed the hold point).

III – EVOLUTION OF THE FOLLOW-UP DOCUMENTS DURING PRODUCTION


In the Production phase, the follow-up document repeats the information given in the initial phase
and is completed as the production of the component progresses6.
The following information shall be given next to each operation listed:
a) the procedure or instruction used with the relevant revision number or reference to the relevant
paragraph of the RCC-M where this is sufficient in itself to define the operation,

b) the identification number of the report for examinations and tests7 foreseen in the follow-up
document and all those performed in accordance with internal requirements having resulted in
either non-conformance or repair8.
c) Reference to the production weld data sheet (S 7470) for production welds and reference to the
production weld test coupon report (S 7870).
d) Reference to the recording of the heat treatment diagram or the heat treatment records as per
A 3801.II.3).
e) The identification numbers of the non-conformance reports and a brief description of action taken
such as rejection, accepted as-is, repair with reference to appropriate file.

5 If a Surveillance Agent does not attend the operation and the Manufacturer has checked that the Surveillance Agent
has been duly notified within the contractual time period, the Manufacturer may disregard the hold point 48 hours
after serving formal notice on the organization to which the Surveillance Agent belongs.
6 If, during manufacture, operations other than those foreseen in the initial phase should prove necessary, the follow-up
document shall be amended or supplemented by another follow-up document, to which reference shall be made in the
follow-up document.
7 In the event that checks by liquid penetrant examination, by magnetic particle examination, checks on surface
condition by visual inspection, sand-blasting, passivation, or dimensional testing prove to be compliant, a report on the
examination is not mandatory. In such cases, the following information shall be included in the follow-up document:
- date, name and signature (by hand or electronic) of the Inspector(s),
- indication of conformance of the result to the corresponding paragraph of the RCC-M or to the procedure or
instruction specified in the follow-up document.
8 In the case of repair by welding, the follow-up document shall be supplemented by reference to a record of repairs. In
addition to drawings showing the location of repairs, this record shall give the same information as for normal
operations.

IV – FOLLOW-UP DOCUMENTS AT THE FINAL PHASE


The follow-up document at the final phase shall include all the information added during
manufacture9.

A 3804 CERTIFICATE OF COMPLIANCE


I – SCOPE
The purpose of this document is to certify that the supply complies with the technical and quality
requirements stipulated on the purchase order. It shall be drawn up by the Manufacturer and the
Supplier.

II – CONTENTS
The certificate of compliance shall be drawn up in accordance with the requirements of standard
NF EN 45014. It shall contain sufficient information to enable the user to identify the Supplier
responsible for drawing up the certificate. It shall identify the product and the relevant documents in
the purchase order. The certificate must be signed and contain at least the following details:
- Supplier's name and address,
- Identification of the component concerned (designation, reference, type),
- reference to the technical requirements stipulated in the contract and, where these have not been
met, a list of waivers,
- in the case of qualified components, the certificate of compliance shall mention both the reference
of the Reference File and the revision number in force.

The certificate of compliance must be signed and dated by an authorized representative of recipient
of the purchase order.

A 3805 END-OF-MANUFACTURING REPORT


I – SCOPE
The end-of-manufacturing report contains a certain number of documents included to demonstrate
that the final quality of the component corresponds to the quality required.
It shall be drawn up by the Manufacturer.

9 If the final phase follow-up document in the end-of-manufacturing report is of a different form than the follow-up
document used in the workshop, the Inspector's signature may be replaced with that of the person in charge of
establishing the final phase of the follow-up document according to the quality system. However, the actual date of
inspection, the Inspector's name and the conformity indications appearing on the follow-up document shall be
transcribed onto the final version of the follow-up document included in the end-of-manufacturing report.

The end-of-manufacturing report shall comprise at least the following:

II.1 the certificate(s) of compliance (A 3804),

II.2 the final phase follow-up document(s) (A 3801.III.b),

II.3 the following documents:

a) examination and test results (A 3801.II.3.b),


b) production weld data sheets and production weld test coupon reports (A 3801.III.c),
c) heat treatment diagrams or heat treatment records (A 3801.III.d),
d) the sheets for processing non-conformances as defined in A 2400 second sub-paragraph,
A 2500 and A 2600; the list of the sheets for processing non-conformances, as defined in
A 2400 first sub-paragraph,
e) documents relating to procurement (A 3801.II.3.a).

II.4 the welding data package (A 3501) or the welding procedure data sheets for hardfacing
operations (S 1121),

II.5 filler materials qualification record (S 5140),

II.6 extracts from examination and test procedures or instructions enabling the examination or test
conditions to be defined in cases where the reports are insufficient in themselves,
II.7 manufacturing procedures or instructions whose inclusion in the end-of-manufacturing report
is required by the equipment specification.
The end-of-manufacturing report is progressively added-to during manufacture of the component. It
may cover several components.
The documents relating to procurement, welding data packages, and the procedures and instructions
referred to in A 3805.II.6 and A 3805.II.7 may be the object of sub-files covering several
components at a time.
Indication of compliance, as required by A 2300, shall be included in the end-of-manufacturing
report.

COMPONENTS SUBJECT TO THE RCC-M

A 4100 COMPONENTS SUBJECT TO THE RCC-M

The requirements of the RCC-M, taking into account the additional provisions contained in the rest
of this chapter, apply to the following components, if classified according to A 4200 or A 4300:
- pressure-retaining components:
. vessels,
. heat exchangers,
. pumps,
. valves,
. piping.
- Other components:
. reactor vessel internals,
. supports for pressure-retaining components and storage tanks,
. low pressure or atmospheric storage tanks.
For the applicable Section of RCC-M, see A 4400.
Other mechanical components or types of components may be made subject to the requirements of
the RCC-M at a later date, in which case they shall be covered by specific subsections added to
SECTION I.
The component class is specified in the Equipment specification.

A 4200 PRESSURE RETAINING COMPONENTS

A 4210 CLASSIFICATION PRINCIPLES


To apply the requirements of this Code, the class designated is that taking into account the safety
related function of the equipment and, where appropriate, the radioactive inventory or the
operating conditions.
The Code class may be different from the Safety class. It is given in the Equipment Specification.
In the particular case of heat exchangers, both parts may be assigned a different class.

In addition, the regulation applicable to nuclear pressure equipment in force in the country where
the plant is to be installed, may lead the equipment specification to require a RCC-M class more
severe than the one resulting from the safety class. In order to facilitate such classification, main
primary and secondary systems are defined in A 4220.

In A 4250, the RCC-M also identifies the small components within the set of components. This
distinction results from the different technical approaches of the production conditions.

Certain pressure-retaining components of the nuclear island may not be covered by any of the three
classes, in which case these components are outside the scope of the RCC-M.

A 4220 DEFINITION OF MAIN PRIMARY AND SECONDARY SYSTEMS


A 4221 DEFINITION OF THE MAIN PRIMARY SYSTEM
The main primary system (MPS) of nuclear water reactor includes the set of pressure equipments
of this reactor, which contain fluid directly receiving the energy released from the nuclear fuel and
which cannot be safely isolated from the pressure vessel where the fuel is located. It includes
safety relief accessories and pressure accessories having an isolation function.

MPS equipments are classified 1 for RCC-M application. Small piping with a nominal diameter of
50 or less may nevertheless be realized according to class 2 rules.

A 4222 DEFINITION OF THE MAIN SECONDARY SYSTEMS


The main secondary systems (MSS) of nuclear water reactor includes the secondary side of the
steam generators of this reactor, and the piping which cannot be safely isolated from the steam
generators, including safety relief accessories and pressure accessories having an isolation
function.
Every main secondary system includes:
- the main steam system, from the steam generator to the fixed point located outside the
containment, including the safety valves,
- the turbine bypass system, up to the control valves,
- the feedwater flow control system, from the fixed point outside the containment to the steam
generator,
- the auxiliary feedwater system, from the containment penetration to the steam generator,
- the feedwater flow control system and the main steam system fixed points located outside the
containment and the fixed point constituted by the auxiliary feedwater system penetration
flange.
MSS equipments may be classified 1 or 2 for RCC-M application by the equipment specification.
Small piping with a nominal diameter of 100 mm or less may nevertheless in any case be realized
according to class 2 rules.

A 4230 CHANGES IN CLASSIFICATION


For each equipment, the applicable class defined above shall be applied. However, a more stringent
class could be assigned to certain components, for example to standardize production. When this
decision is taken by the Manufacturer, the Contractor shall be informed of this decision, which
must only be a properly substantiated exception. Accordingly, all the requirements of the more
severe class shall be met.

A 4240 CLASSIFICATION OF COMPONENT PARTS


A 4241 PARTS AND PRODUCTS
Parts of pressure-retaining components shall be of the same class as the component.

Other component parts or products are not subject to the requirements of the RCC-M unless they
are specially referred to in subsection B, C, D which specify the applicable requirements (e.g.
technical reference specifications in tables B, C, D 2200, rules concerning hardfacing in B, C,
D 4500 etc.).

A 4242 WELDS
Welds subjected to pressure shall be assigned the same class as the parts they join. If the parts have
different class designations, the weld shall be assigned the most severe class.

Welds which are not subjected to pressure but which affect a pressure retaining component shall be
assigned the same class as the component they affect. Welds for permanent attachments which are
not subjected to mechanical loads shall meet the special requirements given in SECTION IV.

A 4250 SMALL COMPONENTS


Under this Code, "small components" are identified as class 1 or 2 pressure materials which meet
the following conditions:
- vessels intended for gases, liquefied gases, gases dissolved under pressure, vapours and liquids
whose vapour pressure, at the maximum allowable temperature, which is equal to or less than
0.5 bars relative pressure, at normal atmospheric pressure (1013 mbars), or with a volume equal
to or less than 1 L or where the product PS.V is equal to or less than 25 bars.L, on the condition
that the pressure PS is equal to or lower than 200 bars;
- pipes intended for gases, liquefied gases, gases dissolved under pressure, vapours and liquids
whose vapour pressure, at the maximum allowable temperature, which is equal to or less than
0.5 bars relative pressure, at normal atmospheric pressure (1013 mbars), or with an ND equal to
or less than 25;

- safety accessories and pressure accessories intended for equipment covered by the previous two
sub-paragraphs;
- pumps with a drive power equal to or less than 160 kW,

Class 3 components which meet the above criteria can also be considered as "small components"
under the terms of this Code. Some materials which exceed these thresholds can also be considered
as small components according to the applicable regulatory texts (in particular, see annexes ZY
and ZZ).

A 4300 OTHER COMPONENTS

A 4310 REACTOR INTERNALS


Subsection G of the RCC-M classifies reactor internals according to function into two categories:
- CS* (Core support structures) and
- IS** (Internal structures).
Classification criteria for the above two categories are given in paragraph G 1100.
Since these criteria relate to operation, the Contractor shall be responsible for classifying internals
into one or the other category.
Subsection G specifies the requirements which are applicable in their entirety to core support
structures.
Internal structures are not subject to the requirements of the RCC-M unless specifically referred to
in subsection G, in which case the applicable requirements are specified.
The RCC-M does not cover all other components such as fuel assemblies, instrumentation, control
rods, etc.
* CS corresponds to the French abbreviation ES (éléments de support de cœur).
** IS corresponds to the French abbreviation EI (éléments internes).

A 4320 SUPPORTS OF PRESSURE RETAINING COMPONENTS


AND STORAGE TANKS
The provisions applicable to the supports of components subject to the RCC-M are indicated in
subsection H of the Code.
The jurisdictional boundary of subsection H is defined in H 1200. This subchapter gives a detailed
indication, in particular, of the limits separating the jurisdictional boundaries of subsection H and
the subsections applicable to pressure-retaining components.
For application of the provisions of subsection H, supports are divided into classes S1 and S2 in
accordance with the class of the supported component. Support classification rules are given
in H 1300.

A 4330 LOW PRESSURE OR ATMOSPHERIC STORAGE TANKS


A 4331 GENERAL
The requirements applicable to low-pressure or atmospheric storage tanks are given in subsection J
of this Code.
The scope of subsection J is defined in J 1000. Subchapter J 1200 specifies the general
characteristics of this equipment, as well as the limits separating the respective scopes of
subsection J and the rules applicable to tank supports (subsection H in the case of intermediate
support parts).
For application of the requirements of subsection J, the storage tanks are classified into class 2 and
3 according to the safety function.

A 4332 SAFETY FUNCTION OF LOW-PRESSURE STORAGE TANKS


The safety class for storage tanks is defined in the Safety Report of the Plant. Safety classes 2 and
3 correspond to classes 2 and 3 of subsection J respectively.

A 4400 APPLICATION OF THE CODE


ACCORDING TO CLASS

The components are classified according to the principles of A 4200 and A 4300 and fixed in the
Equipment specification. This class governs the applicable RCC-M Sub-section, as defined in
Table A 4400.

QUALITY MANAGEMENT SYSTEM

A 5100 SUBJECT

This chapter covers RCC-M requirements applicable to the preparation and implementation of
quality management systems.
The provisions of ISO Standard 9001 2008 are referred to, and supplemented by the following
information.

A 5110 RESPONSIBILITIES OF THE CONTRACTOR,


MANUFACTURER OR SUPPLIER1 1
With respect to Quality management, the Contractor, Manufacturer or Supplier is responsible for the
following:

a) Preparation and implementation of a quality management system in accordance with the


requirements of the present subsection for all activities and related services involved in the
production of components subject to the RCC-M.
All products2 safety classified or which have an impact on a safety function during operation,
shall be subject to this quality management system, which shall comply with the requirements of
A 5200:
- implementation of the safety culture as defined in A 5210
- adoption of a graded approach in the quality management system; the supplier identifies his
activities important for safety for the product covered by the order in accordance with A 5220.

b) Notifying each of its manufacturers and suppliers of the applicable quality management
requirements. Regarding purchase orders for such safety classified products or related services,
the Contractor, Manufacturer or Supplier shall, in accordance with their quality system, decide
which requirements should be provided with the procurement documents. This decision is made
on the basis of the impact that the purchased product or service has upon the safety function of
the component in question. It takes the form of a list of goods and services that must be subjected
to a quality management system in accordance with the requirements of paragraph A 5200 and,
where stipulated in the contract, be submitted for approval to the Client.

c) Verification that his Contractors, Manufacturers and Suppliers meet the requirements specified
(in particular, that approval is obtained of the lists of products and services for which a quality
management system compliant with A 5200 is applicable).

REQUIREMENTS

A 5210 SAFETY CULTURE


“Safety culture” is defined as all the properties and attitudes of organisations and individuals which
ensure that matters relating to protection and safety receive the priority attention which they warrant
on the basis of their importance.
The supplier’s quality management system shall be used to promote and support a strong safety
culture by:
- identification of activities which are important for safety within the organisation,
- the provision of resources as required to perform the tasks in question,
- ensuring individual awareness.

A 5220 GRADING THE APPROACH OF THE


QUALITY MANAGEMENT SYSTEM
An activity important for safety is an operation which contributes to the quality of the product and
its functionality. Inspections and tests allow to verify that the result of the activity important for
safety is obtained and contribute to the technical inspection. They are not deemed important for
safety by themselves, unless it is warranted.
Examples of activities important for safety are:
- design/engineering activities required for the product covered by the order,
- procurement activities, in cases where the client deems the manufacture of a product ordered
from a supplier to be an activity important for safety,
- manufacturing activities,
- assembly activities, etc.
Activities for important safety identified by the supplier and the way such activities are controlled,
shall be described in the supplier’s quality management system.
The RCC-M graduates the requirements concerning these activities.

A 5230 QUALITY MANAGEMENT SYSTEM


In this paragraph the additional requirements have been written using ISO terminology.
Terms which refer to the definitions in ISO 9000 2000 “Quality management systems. Fundamental
principles and vocabulary” are accompanied by an asterisk (*) where they appear for the first time in
this chapter.
The paragraph numbering follows the ISO standard with a "a" appended.
All suppliers exercising any activity important for the safety of a component subject to the RCC-M
must implement a quality management system* that meets the requirements of the ISO 9001 2008
standards as stipulated and completed in the "a" paragraphs below.

4.1 a GENERAL QUALITY MANAGEMENT SYSTEM REQUIREMENTS


For each process* involving activities important for safety, the acceptance criteria and responsibility
for performing all inspection, testing, design verification and validation activities shall be specified.
For each process, it shall be specified if and when these activities must be performed by nominated
individuals or entities other than those who initially performed the task.
The organisation* (manufacturer or supplier) shall evaluate and classify the changes in his quality
management organisation according to their importance with respect to safety. All changes shall be
justified. The implementation of such changes shall be planned, checked, communicated, monitored,
tracked and recorded to ensure that safety is not affected.

4.2.3 a DOCUMENT AND DATA CONTROL


Documents and data verification shall be performed by individuals other than those who established
the document or data, before they are distributed.

6.2. a Human Resources


All staff involved in the manufacture the product covered by the order shall be trained on the
importance of their task and of the potential impact on the safety of the nuclear installation of any
failure or mistake on their part.

7.3.5 a DESIGN AND DEVELOPMENT VERIFICATION*


Design and development verification shall be performed by individuals other than those who
perform the design tasks to be verified.

7.4.2 a PROCUREMENT INFORMATION


The Manufacturer, regardless of its position in the supply chain, shall take the necessary steps to
ensure that the contractual requirements (stipulated in the RCC-M or the procurement order) are
passed on to its suppliers.

The Supplier shall take necessary provisions to verify the proper implementation of its contractual
requirements at its Subcontractors. All tests and verifications shall be recorded.

7.5.3 a IDENTIFICATION AND TRACEABILITY* OF THE PRODUCT


All contractual documents required by the RCC-M or stipulated in the purchase order (whether
handed to the Client or kept at his disposal) shall be clearly identified and related unambiguously to
the products concerned.

8.2.4 a MONITORING AND MEASUREMENT OF THE PRODUCT


The contractually required activities (as per the RCC-M or the procurement order) for checking,
validating, monitoring, testing or performing specific tests on the product must be performed by
individuals other than those who initially carried out the activity important for safety under
examination.

8.3 a CONTROL OF NON-CONFORMING PRODUCT


Supplier arrangements regarding the processing of non-conformities* shall be in accordance with
the requirements of RCC-M subchapters A 2400, 2500 and 2600.
