QUESTIONS TO PONDER
1. As part of the sustainable development goal of Brunei Darussalam, how does their
educational system help in ensuring inclusive and equitable quality education?
As a small nation, Brunei Darussalam is committed to ensure inclusive and
equitable quality education and promote lifelong learning opportunities for all. Through
the “Strategic Plan for 2018-2022”, the Ministry of Education has set its mission to deliver
holistic education to achieve the fullest potential for all in line with its vision of “Quality
Education, Dynamic Nation”. The country’s education aims to nurture each and every
child, and to help students discover and maximize their talent, as well as to develop passion
for life-long learning.
In ensuring inclusive and equitable quality education, all children are provided free
and compulsory basic education. Their National Education System for the 21 st Century
ensures that within broad learning areas, learners will develop knowledge, understanding
and essential skills, with the attitudes and values to ensure holistic development within the
context of the 21st century. The country has successfully achieved and maintained high
pre-primary enrolment of five-year old children. All students with special needs are
provided with special education program at both primary and secondary mainstream
government schools. The country also continues to undertake several initiatives to improve
literacy levels and quality teaching.

2. What are the practices in the educational system of Brunei Darussalam similar to ours in
terms of projects or programs?
Brunei Darussalam always prioritized universal access to education for its citizens,
emphasizing on equity and equality for all which is the same in the Philippines that is
committed to implement the Education For All (EFA) with a vision and a holistic program
of reforms of the country to achieve an improved quality of basic education for every
Filipino.

Both countries have taken initiatives towards ensuring that the teaching quality and
standards can be improved and enhanced. The Ministry of Education in Brunei has
introduced the Brunei Standards while in the Philippines, we follow the Philippine
Professional Standards for Teachers. Teacher Performance Appraisal is applied as
performance descriptors for teaching competencies of both countries.
Mutually, these countries offer free basic compulsory education for all especially
the primary and secondary schools. They also focused on increasing the enrolment in pre-
primary and primary education. Both also gave importance and support to learners with
special needs. Programs implemented in both countries gave opportunities for improved
quality education for the learners.
