Taking one more step towards creating ‘Uttam to Sarvottam Gujarat’, Gujarat signed an MOU for
establishing India’s Biggest Multi-Modal Logistics Park at Virochan Nagar, Ahmedabad. The
Department of Industries and Mines, Government of Gujarat signed the MOU with Adani Ports and
SEZ Limited on 22nd January, 2021 in the presence of Chief Minister Shri Vijay Rupani. Virochan
Nagar is situated near India’s automobile hub- Sanand. This park will be spread in an area of 1450
acres and attract an estimated investment of Rs.50 thousand crores. The Chief Minister said that this
park will be directly connected with Dedicated Freight Corridor and all major ports. It is in line with
Prime Minister Shri Narendra Modi’s vision of ‘Atmanirbhar Bharat’ and will make businesses in
Gujarat, more competitive globally. This park will provide excellent connectivity to the biggest auto
hub and upcoming industrial areas in the region. It will provide direct and indirect employment to
more than 25 thousand people. With a dedicated Air Cargo Complex, the park will provide direct
air, rail and road connectivity.

Dear readers,
Its 2021. New Year always comes with a ray of hope, a new beginning and a spirit to enhance the full
potential of what we are. Though, it has been a stressful journey so far due to worldwide COVID pandemic,
India has successfully emerged as a leading nation at global front in managing COVID crisis, reduction of death
rate, and now with the largest Vaccination Program in the world.
We are happy to bring this special issue capturing events from the rst two months of the new year. It’s a
proud moment for all of us that India has launched the largest COVID vaccination drive in the world. Hon’ble
PM Shri Narendra Modi has led the ght against COVID from the front; and due to incredible efforts of our
doctors and scientists, we have been able to produce two indigenous vaccines. The cover story sheds light on
the vaccination drive and how effectively Gujarat has performed in the process.
The months of January and February also witnessed some special events connected to our lives. Republic
Day holds a special place in the hearts of Indians. Gujarat celebrated state function at Dahod, where colorful
show by local tribal people and platoons of various forces added grace to the occasion. On February 1st,
Union Finance Minister Smt. Nirmala Sitharaman introduced Union Budget for 2021-22 which caters to the
vision of Atmanirbhar Bharat. This budget, introduced digitally, focuses on public health along with all round
development of various sectors to boost economy. Various key announcements, statistics on the focus sectors
and info-graphics elucidate the Budget 2021 and the roadmap for the economy.
With the rising pace of development in Gujarat under the leadership of Chief Minister Shri Vijay Rupani,
the state also witnessed the launch of train services at Kevadia, providing easy access for tourists to visit the
world’s tallest statue and the picturesque town of Kevadia. One of the stories here covers the event and briey
discusses the impact of this event in the lives of local people and the economy. The Chief Minister also
launched the State Tourism Policy 2021-2025, giving a shot in the arm to the state’s tourism industry. Our story
captures the focus areas of the new policy along with the salient features like electric duty exemption,
additional nancial support, capital subsidy etc.
The state is committed to provide affordable housing to its residents. In our story, we talk about the new
Light House Projects at Rajkot, which uses latest construction technologies to build houses faster and
affordably. The project is an important step in achieving the mission of Housing for All. With Bagayat Mission,
the State Government is aiming to turn waste lands into green lands through lucrative scheme. It ensures that
the beneciary gets fruitful income through agriculture and the green eld contributes to the ecology as well.
The State government is committed to the welfare of the people and it gets reected in various schemes.
With collaborative efforts, we have come so far and a new era has begun this year. We are committed to bring
important information related to the good governance initiatives of Gujarat government, and will continue to

72ND REPUBLIC DAY:

CELEBRATING TRIBAL CULTURE AND ART
is a tradition in the Government of Gujarat to organize annual celebrations of Republic Day
It
in a different district every year. The tradition was set by none other than the then Chief
Minister of Gujarat and the current Prime Minister of India Shri Narendra Modi. The aim is to ensure
that more and more people participate in the celebrations across the length and breadth of Gujarat.
The celebrations of the 72nd Republic Day were held at Navjivan College ground at
Dahod in the presence of Hon’ble Governor Shri Acharya Devvrat and Hon’ble Chief Minister
Shri Vijay Rupani. Counsel General of Poland Mr. Damian Irzyk was a part of the celebrations
this year.

The Governor unfurled the National Flag amidst an atmosphere

that was infused with the spirit of patriotism.
The exuberant parade of around 490 personnel of 12 platoons was
led by Commandant Shri Vikas Sunda. Each step of the parade was in
tune with the boisterous drum beats that echoed in Dahod. In addition,
women police personnel also exhibited their skills and talent during the
event.

The gathering was lled with patriotic
sentiments and gusto which added charm to the
event. The view of the helicopters of the Indian
Air Force showering owers was an enthralling
one.
India’s largest Horse Battalion of 603 horses
made a jaw-dropping performance at the Republic
Day parade. A group of around 80 tribal artists
enthralled people with their folk art and music.
Dahod district comprises of tribal population.
The men and women paint their bodies and present
artistic dance and art to give a glimpse of the local
tribal culture.

KEVADIA AND METRO PHASE-II
S
tatue of Unity at Kevadia has become a global tourist centre within a
short span of 2.5 years. Since its inauguration, the World’s Tallest
Statue has not just created a benchmark for India and Gujarat in terms
of its infrastructural mettle, but also set an example before the world in terms
of sustainable development.
Today, Kevadia is one of the best family tourist destinations on the global
tourism map. It has something for people of all age groups, be it the Jungle
Safari and Children’s Nutrition Park, Aarogya Van and Poshan Park for the
elderly or the Ekta Cruise, River Rafting and Glow Garden for the youth.
More than 50 lakh people have visited the SoU since its inauguration. This
is higher than the footfall at Statue of Liberty in the USA.

The picturesque town of Kevadia and the
popular tourist attractions it hosts, will now become
accessible for the tourists as the Indian Railways
begins direct trains to Kevadia from various parts of
the country. A survey states that as many as 1 lakh
people will be able to visit Kevadia through the
railway network.
Green flagging the maiden train service, the
Prime Minister said, “The Statue of Unity at
Kevadia has emerged as one of the nest tourist
destinations on the globe thereby opening doors
of employment and self-employment for the
tribal people. This project is truly in tune with the
vision and mission of ‘Ek Bharat, Shrestha Bharat’
of Sardar Patel. It will connect the culture,
heritage and tribal traditions of the region to
various parts of India and the world.”
Today, the Indian Railway has been modernised
in a way that was never done before. The railway

project of Kevadia is one of the nest examples to
reiterate the same. The project was completed in a
short span of 20 months, despite various challenges
in its path. The project will be a game changer for the
tribal region of Gujarat.
Talking about the development of this region,
the Prime Minister stated that with the development
of tourist facilities in Kevadia, the youth will have
various options like becoming a tourist guide, cafe
owner, zoo keeper, etc. The Ekta Mall will empower
tribal women by engaging them in handicrafts and
historical art. This will also help in showcasing tribal
art to the world. 200 houses have been converted
into Home-Stays which will further boost
employment opportunities. Connecting Kevadia
through a railway network will further accelerate
this.
This project will change the socio-economic
scenario of the tribal belt just like the Rann Utsav
ushered a wave of prosperity in Kutch.

Chief Minister Shri Vijay Rupani has been
working tirelessly to ensure timely completion of
each and every project at SoU. On 17th January,
2021, Prime Minister Shri Narendra Modi digitally
agged off 8 trains connecting the World’s Tallest
Statue to various cities of India. He also inaugurated
the newly built railway station at Kevadia. In addition
to that, the Prime Minister also inaugurated the
Dabhoi-Chandod Broad Gauge railway line,

While inaugurating these projects, the Prime
Minister remembered the days when he visited the

Kevadia station is India’s rst railway station with
a green building certication. A building is certied as
a green building which uses less water, conserves
natural resources, generates less waste and provides
healthier space for occupants compared to other
buildings. Kevadia station has a Tribal Art Gallery and
Viewing Gallery from where, Statue of Unity can be
observed.
The design of the railway station has been made
in such a way that operations will be in tune with the
ecological balance around it. Recycled materials such
as y ash bricks, insulating glasses for AC rooms are
in use to reduce carbon emission.
"The projects will add llip to the development
activities in the nearby tribal regions, boost
connectivity to important religious and ancient
pilgrim places nestled on the banks of River
Narmada, increase both domestic and international
tourism, act as a catalyst for overall socio-economic
development of the region while also helping
generate new employment and business
opportunities,” PM stated.

Hon’ble Chief Minister of Gujarat Shri Vijay
Rupani thanked the Prime Minister for ensuring that
these visionary projects take shape in Gujarat. He
said that the Statue of Unity is not just a structure for
tourism, but an icon of Unity which adds a sense of
belongingness. The statue will be a constant
reminder of Unity in Diversity of India, the freedom
struggle, and the consolidation of India post-
independence. The railway station at Kevadia will
actually contribute in uniting India as people from
various parts of the country will connect to the
Statue of Unity through this. Further, it will provide a
national and international platform to tribal art,
culture and traditions thereby boosting local
economy as well.
Union Minister of Railways Shri Piyush Goyal
said that this moment is historical in the sense that it is
connecting the glorious Statue of Unity and the
Indian Railways. Prime Minister Shri Narendra
Modi’s vision has enabled us to connect Kevadia to
the entire nation through this rail network. The Jan
Shatabdi Express of Ahmedabad has been provided
with a “Vista-dome tourist coach” which will provide
a panoramic view of the skyline.

On 18th January, 2021, Hon’ble Prime Minister

of India Shri Narendra Modi performed virtual
bhoomi poojan for the Surat Metro Rail Project and
Phase-II of Ahmedabad-Gandhinagar Metro Project
in the presence of Hon’ble Governor of Gujarat Shri
Acharya Devvrat, Speaker of Gujarat Legislative
Assembly Shri Rajendra Trivedi and Chief Minister
Shri Vijay Rupani.
During his virtual address, the Prime Minister
said, “The Metro Rail Project will be instrumental
in fullling the infrastructural requirements of
the future generation. The project, worth more
than Rs.17,000 crores, will further augment the
infrastructural capacity of two of Gujarat’s biggest trade centers- Ahmedabad and Surat. This
project is yet another step towards Atmanirbhar Bharat”.
Phase-II of Ahmedabad Metro Project will have two corridors- one connecting Motera to Mahatma
Mandir and the other connecting GNLU to GIFT City. Similarly, one corridor for the Surat Metro will
connect Sarthana to Dream City and the other corridor will connect Bhesan to Santheli. These projects
are a part of the larger framework of the government to connect various cities through an integrated
transport network. They will help in curbing the rising trafc in the days to come.

The Prime Minister exuded with pride that
Gujarat has always led India by an example and will
continue to do so in the days to come. More than
80% of the state’s population receive water through
the ‘Nal Se Jal’ scheme. More than 10 lakh tap water

among the farmers. An integrated water network
has been established through SAUNI Yojana and
Sardar Sarovar Yojana. Villages of Gujarat receive a
24x7 power supply. In addition to that, Gujarat leads

Renewable Energy Park is taking shape at Kutch.

legacy will continue in the state for years to

of a total length of 250 kms before 2014.
Today, this has increased to 18 cities with a
total length of 708 kms. It will further
increase in the days to come.
A 28 km track will be made under Ahmedabad-
Gandhinagar Metro Phase-2 at a cost of Rs.5380
crores. This will connect Motera, Mahatma Mandir,
PDPU and GNLU. Similarly, a 40 km track will be
made in Surat at a cost of Rs.12 thousand crores. A
6.3 km underground stretch and 7 elevated
corridors will be constructed as a part of the same.
Chief Minister of the state Shri Vijay Rupani said
that this event is the base of Gujarat’s futuristic
development. He added that a number of visionary
projects have taken shape in Gujarat under the
vision of Prime Minister Shri Narendra Modi.
He added, “Government of India has gifted
various developmental projects to the state. The
cities in Gujarat have become equivalent to
various global metro-cities. Despite the menace
of COVID-19, various projects like AIIMS,

vaccination, the vaccine has been given to
the frontline warriors which include
healthcare workers from the government as
well as private sectors including Integrated
Child Development Services (ICDS)
workers, sanitation workers, defense forces,
police and paramilitary forces.

Government has already uploaded the
database of more than 61 Lakh frontline workers on
the Co-WIN (Covid Vaccine Intelligence Work)
portal. This portal has been specically created to
monitor the vaccination program across the country.
A dedicated 24x7 call center (1075) has been
established to provide information regarding
VACCINE REACHES GUJARAT
Gujarat began the process for the vaccination in
advance, considering all the important factors. State
level task forces were created and high level
meetings with Hon. CM were held to effectively
implement the vaccination process in the state. The
rst batch of the vaccination was received at
Ahmedabad airport by deputy Chief Minister of the
state Shri Nitin Patel and other health ofcials on
January 12. The rst consignment had 2.76 lakh
doses, developed by the Oxford University and the
British-Swedish company AstraZeneca and
manufactured by the Pune-based SII. Ahead of the
rst phase of vaccination, consignments of 2.65 lakh
doses of COVID-19 vaccines arrived in Rajkot,

pandemic, vaccination, CoWin software etc. Two
indigenous vaccines have been approved by the
drug regulator- Covishield from Serum Institute of
India and Covaxin by Bharat Biotech. These vaccines
are proven effective to the virus infection during trials
and two doses the vaccines are to be given at the
interval of 28 days.

Consignment reached at Ahmedabad will facilitate
vaccination in Ahmedabda, Gandhinagar and
Bhavnagar zones. From Surat regional center, the
doses were dispatched to the southern districts of
Navsari, Valsad, Tapi and Dang. 77000 doses
which reached Rajkot will be used for the
vaccination in R ajkot, Porbandar, Dwarka,
Ka c h c h h , M o r b i a n d J a m n a g a r d i s t r i c t s .
Consignment reached at Vadodara caters to the
districts of Vadodara, Chhota Udepur, Narmada,
Bharuch, Panchmahal and Mahisagar. The state
has so far received almost 7 lakh shots of COVID
vaccine.

VACCINATION DRIVE IN GUJARAT
AT FULL PACE
Along with other states, Gujarat has also
initiated the drive to provide vaccination on priority
basis as determined by the Central Government on
16th January, 2021. The rst phase of the
vaccination in the state was launched by Hon. CM
Shri Vijay Rupani and Deputy CM Shri Nitin Patel at
Civil Hospital in Ahmedabad. During the launch,
Hon. CM said, “I request you to get vaccinated
and not believe in any rumors. The vaccine will
give you safety against coronavirus. Keep faith in
our vaccines. The landmark launch of the largest
vaccination drive by Prime Minister Narendra
Modi will dene the victory over coronavirus.”
On 31st January, 2021, Gujarat launched
second round of immunization drive. District
collectors, police and civic commissioners,
employees of revenue, police and civic

administration were given vaccine doses in the early
hours of this phase. Since the drive was launched on
January 16th, 8 lakh people have received vaccines
as on 15 Feb. 2021. Around 80 % of the doctors,
nurses, health workers and paramedic staff etc. have
been so far vaccinated.
Before vaccination began, the State
Government conducted two day dry run to
ensure preparedness for the process. It was
meant to lay out mechanism for the vaccination
process and to check any requirement or gap
before the beginning of actual vaccination drive. It
covered various aspects like time taken for
dispatch of vaccine from center to booth,
updating and scrutiny of Co-Win software,
training of vaccinators, creating storage facilities
etc.

GUJARAT’S ACTION PLAN FOR VACCINATION

At the state level, a steering committee and task
force control room has been formed. Government
departments like Health, Home, Social Welfare,
Sports and Youth affairs, etc. and other relevant
agencies as needed for COVID purpose such as
central government departments, railways, and
paramilitary forces are members of the committee.
Apart from that WHO, UNICEF, UNDP, NGOs and
Civil Societies which can contribute to COVID
activities have been the development partners in the
process.
The role of the state steering committee is to
ensure proper engagement of other departments
for various activities related to COVID-19 vaccine
introduction. It is also involved in the review,
database creation, operational planning,
communication planning, building strategies for
anticipation of state specic challenges, network
connectivity, hard reach areas etc.
All these activities are monitored from
preparatory phase to execution phase so that
vaccination drive becomes a smooth affair in the
state. Same is the course of action from State Task
Force which provides funding and operational
guidance, timeline management and district
planning, involve other departments, review cold
chain preparedness, planning and mapping of
vaccination sessions etc.

Gujarat is equipped with 9 walk in Coolers, 2 walk in Freezers, 2666 Ice line Refrigerators, 2467 Deep
Freezers, 4034 Cold Boxes and 84933 Vaccine carriers. Departmental Vaccine Stores have total capacity of
68417 liters, District/Corporation stores have capacity of 27935 liters and Cold Chain points have capacity
of 196545 liters.

Sitharaman presented the Union
Budget for the nancial year 2021-22

10 special things you hardly know about
the General budget

Mr. James Wilson introduced the rst budget

James Wilson is also referred as the founder of the Indian budget. He introduced
the rst budget of India on 18 February, 1860 when the country was under
occupation.

First budget of Independent India

The rst budget of Independent India was presented by then Finance Minister Shri
R.K. Shanmukham Chetty on 26 November, 1947. The budget reviewed Indian
Economy performance and no tax was imposed.

Finance Minister who did not present the budget

Mr. K. C. Negi served as the Finance Minister for just 35 days so he could not present
the budget during his tenure.

RBI Governor becomes Finance Minister

Mr. C. D. Deshmukh was the rst Finance Minister of India who had also been the
Governor of the Reserve Bank before becoming a minister. Mr. C. D. Deshmukh
was the rst governor of the Reserve Bank of India.

Finance Minister with most budget introductions

Mr. Morarji Desai introduced union budget for 10 times while serving as nance
minister. He presented budget twice on his birthday during 1964 and 1968 on 29
February.

In the history of the country, many former Prime Ministers presented the Budget in
Parliament while holding the additional charge of Finance Minister even while
holding the post of PM. These include Pandit Jawaharlal Nehru, Indira Gandhi and
Rajiv Gandhi.

Ofcers remain under strict supervision for seven days

Seven days before the Budget is presented, the Finance Ministry's budget ofcials,
experts, and other people separate from the world and nalize the budget by staying
in the room located on the ground oor of the Ministry of Finance in North Block.

Change in the date of presenting the budget

Before 2017, the budget was presented on the last working day of the month of
February. From the year 2017 it started being introduced on 1st February or the rst
working day of the month of February. From the year 2017, the railway budget was
adjusted to the general budget.

Digitalized Budget 2021

This is the rst time due to the COVID-19 pandemic that the general
budget has been prepared fully digitalized and not a single print copy has
been taken out. Finance Minister Ms. Nirmala Sitharaman presented the
Budget 2021 for the rst time through a tablet.

and the world have visited the state to
experience the true meaning of ‘Atithi Devo

and food of Gujarat.
The state has been recognized at the
national and international level for various
festivals like Rann Utsav, International Kite
Festival, Navratri, etc.
In the last four years, Gujarat, under Chief
Minister Shri Vijay Rupani, has witnessed an
unprecedented development in the tourism
sector.

Tourists have increased at the rate of
15% CAGR from 2009- 2018 which has
crossed the national average of 12%.
Gujarat also ranks in the top 10 places for
receiving one of the highest numbers of local
tourists.
T h e N e w To u r i s m Po l i c y 2 0 2 1 - 2 5
encapsulates various aspects like medical tourism,
wellness tourism, MICE tourism, adventure and
wildlife tourism, coastal and cruise tourism, rural
based experience tourism etc.
A dedicated tourism desk will be established at
each of the international airports of Gujarat.
The new policy will also promote the lesser
explored products through an MOU between
Tourism Corporation of Gujarat Limited and Gujarat
State Handloom and Handicraft Development
Corporation Limited to promote local handicrafts to
international tourists.
The state government will provide necessary
assistance and co-operation for marketing the
products through Digital Media and the TCGL
website will provide a platform for the same.
Tourist infrastructure will also be established
under this policy which includes hotels, convention
centres etc. The state government will assist hotels,
resorts and tour operators in nding local guides and
tourist guides so as to boost local employment. The
state government will provide a monthly
remuneration of Rs.4000 per month per person for
6 months to the hotel/resort for employing a local
tour guide.
The state government had announced a
tourism policy for 2015-20 with a primary focus on
providing ambient facilities to tourists in Gujarat.
More than 441 applications were received for
developing tourism units during the said period. Out
of this, more than 286 units became operational as
commercial units.

SALIENT FEATURES OF THE NEW TOURISM POLICY 2021-25 ARE:

Ÿ MICE Event organisers: For organising international events, assistance of Rs.5000 per
foreign participant for overnight stay, with a maximum assistance of up to Rs.5 lakh
per event

Gujarat was awarded the ‘Best Performing Big
State in Economy’ by the India Today Group on 27th
November, 2020. Chief Minister Shri Vijay Rupani
marked his virtual presence during the award
ceremony.
During the event, he said, “Today, we are taking
ahead the journey of development from Ease of
Doing Business to Feel of Doing Business. We want
to create a Gujarat which is ideal not only for
business but also for living, and quality of life.”
Gujarat received the highest FDI between
April, 2019 to March, 2020. In addition to that, the
state also contributed 51% in Industrial
Entrepreneurship Memorandum between January,
2019 to October, 2019, according to a report by the
Department for Promotion of Industry and Internal
Trade, Govt. of India.
Latest data released by DPIIT shows Gujarat’s
commanding presence in FDI. The State according
to DPIIT data for April-September 2020 of FY 2020-
2021, recorded highest FDI in the country which
accounts for Rs. 1.19 Lakh crore. Despite global
pandemic, the State has recorded the biggest uplift in
the investment gures. The State has ensured
effective measures in last two decades to develop a
vibrant economy. This results in the fact that the
State has lowest unemployment rate in the country
at 3.4 percent as per the report by Ministry of
S t a t i s t i c s a n d Pr o g r a m I m p l e m e n t a t i o n ,
Government of India.
Gujarat has been actively working on taking
forward Atmanirbhar Bharat Mission of Hon. Prime
Minister Shri Narendra Modi. During COVID times,
the State Government came up with the
Atmanirbhar Gujarat Sahay Yojana to provide
guarantee free loan up to Rs. 1 Lakh to small traders,
street vendors and weaker sections of the society.
During his presence, the CM also highlighted
about Gujarat’s New Industrial Policy, its start-up
ecosystem, Atmanirbhar Gujarat etc. In addition to
that, he appealed everyone to contribute to the
mission and vision of Atmanirbhar Bharat of the
Prime Minister.

The Shivrajpur Beach, 12 km from Dwarka, is one of the 8 beaches of India,

which has been given the tag of a 'Blue Flag' tourist destination.
‘Blue Flag’ label is the world’s most acclaimed label for environment friendly
beaches which is given by the ‘Foundation for Environment Education, Denmark. A
beach with a ‘Blue Flag’ tag is considered to be one of the cleanest in the world.
The certication is based on 33 pointer criteria which is divided into 4 major
sections: environmental education and information, bathing water quality,
environment management and conservation at beaches.

Out of 196 lakh hectares of land in Gujarat,
50% i.e 98 lakh hectares of land is being utilised for
farming. Out of this, 4.46 lakh hectares of land was
utilised for sowing fruits with a total production of
92.61 lakh metric tons and with that the state
accounted for 9.20% in India’s fruit and vegetable
production in the year 2019-20.
The cultivable land in the state has been
increased by 20 thousand hectares. Today, regions
like North Gujarat and Kutch have emerged as a
hub for cultivating pomegranate, guava, dates,
papaya etc.
MAJOR POINTS OF
‘MUKHYAMANTRI BAGAYAT VIKAS MISSION’
Ÿ The mission aims at doubling the income of
farmers and generates employment through
farming of horticultural and medicinal crops in
unfertile and fallow lands owned by the
government.
Ÿ The Mission will be implemented in a phase-wise
manner.
Ÿ The rst phase will include ve districts namely
Kutch, Surendrangar, Patan, Banaskantha and
Sabarkantha.

The Chief Minister stressed on the fact that arid,
unfertile and fallow patches of land have been
successfully converted into cultivable areas in Kutch,
Banaskantha, Patan, Sabarkantha and Surendranagar
through various irrigation schemes introduced by
the state government in addition to using modern
tools, equipments and methods for cultivation. He
said that there is tremendous scope for horticulture
development and farming medicinal crops in fallow
and unfertile lands in the state and for that the state
government has initiated ‘Mukhyamantri Bagayat
Vikas Mission’.
Ÿ Under this mission, the land will be provided only
for cultivating medicinal plants and horticulture
crops.
Ÿ Around 20 thousand hectares of land will be
provided on a 30-year lease in areas and survey
numbers xed by the government.
No lease rent will be charged for the rst 5
years on the barren lands allotted for cultivation.

DETAILS OF
‘MUKHYAMANTRI BAGAYAT VIKAS MISSION’
Ÿ Unfertile lands will be allotted to able farmers,
organizations, individuals or partnership rms for
cultivation under this mission.
Ÿ The area of land per project will range from 125
acres to 1000 acres (50 hectares to 400
hectares).
Ÿ After a careful examination through survey
numbers of unfertile and fallow lands by a district
level committee, the list of allocable lands will be
uploaded on i-Khedut portal of the Department
of Agriculture, Farmers’ Welfare and Co-
operation.
Ÿ The applicant shall register and apply through the
i-Khedut portal and will also be required to
provide the necessary blueprint of land use for
horticulture/ cultivation of medicinal plants in the
area selected by him/her.
Ÿ The lease period will be maximum of 30 years
and can be extended with the mutual consent of
the lease holder and the government.
Ÿ The applicant can return the land to the
government before expiration of the lease
period. However, in such cases, the applicant
cannot demand any kind of remuneration from
the government.
Ÿ No rent will be charged from the applicant for the
rst 5 years. Rent for the subsequent years will
be: from 6th to 1oth year: Rs.100/acre per
annum; 11th to 20th year: Rs.250/acre per
annum and 21st to 30th year: a basic rent of
Rs.500/acre per annum.

Ÿ One-time security deposit at the rate of Rs.2500
per acre will have to be paid by the applicant
when he/she is allotted the land. He/She will be
required to develop the land as mentioned in the
proposal within 5 years.
Ÿ The state government will provide a one-time
subsidy of 70%, as per the norms and rates of
Gujarat Green Revolution Company Ltd.
(GGRC) for drip irrigation or sprinklers.

Ÿ Department of Forest and Animal Husbandry has established necessary facilities like ICU, Ambulance,

including Animal Husbandry, Forest departments and municipal corporations.
Ÿ Those involved in the rescue work of birds had PPE kits on the body to follow COVID and bird u
guidelines.
Ÿ 20 thousand PPE kits were distributed free of cost for the task.
Ÿ 421 treatment centres, 71 mobile vans, 37 Karuna mini ambulance, 529 vets and various volunteers
participated in this campaign this year.

governments should ensure that during any celebrations, animals do not suffer. Gujarat government’s Karuna

To provide electricity to the farmers of
Gujarat in the day time, Chief Minister Shri
Vijay Rupani launched second phase of ‘Kisan
Suryoday Yojana’ for 109 villages of Gir
Somnath District from Una on 3rd January,
2021.
On 5th January, 2021, Shri Rupani
launched second phase of ‘Kisan Suryoday
Yojana’ from Bayad in Arvalli district covering
600 villages of North Gujarat.
On 7th January, 2021, the Chief
Minister launched second phase of ‘Kisan
Suryoday Yojana’ from Tilakwada of
Narmada District covering 454 villages of
Narmada, Tapi, Bharuch, Surat, Valsad and
Navsari Districts in South Gujarat.
The rst phase of ‘Kisan Suryoday
Yojana’ was launched by Prime Minister Shri
Narendra Modi on 24th October, 2020,
which covered 1055 villages of 4 districts of
the state. Second phase of ‘Kisan Suryodaya
Yojana’ covers 1146 villages of 12 districts
and 64 talukas of the state. The scheme will
be implemented in all 33 districts in a phase-
wise manner.
During the launch of the second phase,
Shri Rupani said that State Government is
always concerned about the availability of
water and electricity for the farmers. In the
upcoming days, the farmers will be able to
double their income through Kisan Suryoday
Yojana. Farmers will now install solar power
projects and will be able to produce excess
of electricity.

ु ने हमश े ा हर े म िमसाल भारत के 5 शहर म 2014 से पहले कल ु 250 िकलोमीटर
कायम करके भारत का नेतृ व िकया है और आने वाले िदन म भी लबाई ं का मे ो रेल नेटवक था। आज यह बढ़कर 18 शहर म हो
गजरात
ु गित पथ पर अ सर रहगेा। रा य क 80% से अिधक गया है और इसक कल ु लबाई
ं 708 िकलोमीटर है। आने वाले
आबादी को 'नल से जल' योजना के मा यम से पानी िमलता ह।ै इसके िदन म इसम और बढ़ाया जाएगा।
तहत 10 लाख से अिधक नल से जल कने शन िदए गए ह। अहमदाबाद-गाधीनगर

इस नीित क घोषणा करते हए मु यमं ी ने
कहा, “नई पयटन नीित को ‘आ मिनभर
भारत’ के िमशन को यान म रखकर बनाया
िव क सव थम ात इफे ि टव टाउन लािनगं के गया है, िजससे ‘वोकल फॉर लोकल’ के
डॉक और भारत क िलए िस ाचीन ज रए थानीय रोज़गार को बढ़ाया जा सके।
सबसे पहली पोट िसटी – लोथल मॉडल – धोलावीरा रा य को भौगोिलक प से कित ृ क भट

नई पयटन नीित 2021-25 म मिेडकल टू रज़म, वेलनेस
टू रज़म, MICE टू रज़म, एडवे चर और वाइ डलाइफ टू रज़म,

जैसे िविभ न पहलओ ु ं को शािमल िकया गया ह।ै इतना ही नह ,

यह नई नीित गजरात

पयटक, थानीय हडलमू और हडी ा ट उ पाद को अिधक खरीद
इसके िलए इस नई नीित के अतगत ं टू रज़म कोप रे शन ऑफ गजरात
ु यिनटस
िलिमटेड (TCGL) और गजरात ु टेट हडलमू ए ड हडी ा ट
डेवलपमे ट कोप रे शन िलिमटेड के बीच एमओयू िकये जायगे।
मोशन के िलए रा य सरकार आव यक सहयोग भी दगेी और
TCGL क वेबसाइट इन उ पाद के माकिटगं के िलए लेटफॉम
दान करे गी।
इस नीित के तहत होट स, क वे शन से टस आिद जै से
टू र ट इ ा चर भी थािपत िकये जायगे । थानीय रोज़गार
को बढ़ावा दे ने के िलए रा य सरकार होट स, रसोटस ् और टरू
ओपरे ट र को लोकल टू र ट गाईडस ् क िनयिु म सहयोग
दे गी। इसके तहत होटल या रसोट को टू र ट गाइड िनयु
करने के िलए ितमाह ित यि अिधकतम 4000 पए क
िव ीय सहायता 6 महीने तक रा य सरकार क ओर से दी
जाएगी।
इससे पहले रा य सरकार ने वष 2015-20 के िलए पयटन नीित
े ी क घोषणा क थी, िजसका मख ु उ े य गजरात
ु म आने वाले
पयटक को यापक सिवधाए ु ं दनेा था। इस अविध के दौरान टू रज़म
ु ् को डेवलप करने के िलए 441 से अिधक आवेदन ा िकये

27 नव बर, 2020 को ‘बे ट पफॉिमग िबग टे ट इन इकोनोमी’ उ चतम थान ा िकया ह।ै वाय ट अथ यव था को िवकिसत
के प म स मािनत िकया गया था। मु यमं ी ी िवजय पाणी ने इस करने के िलए रा य ने िपछले दो दशक म बहत ही भावी उपाय को
अवोड सेरेमनी म व यअल ु प से िह सा िलया था। सिनि
ु त िकया ह।ै इसके प रणाम व प गजरात ु का बेरोजगारी दर
इस काय म के दौरान मु यमं ी ने कहा, “आज हम ‘इज़ बहत ही कम हो गया ह।ै भारत सरकार के टैिटि ट स ए ड ो ाम
ऑफ डईग ु ं िबजनेस’ से ‘फ ल ऑफ डईग ु ं िबजनेस’ क ओर इ लीमे टेशन मं ालय क एक रपोट के अनसार ु गजरातु का
अपनी िवकासया ा को आगे बढ़ा रहे ह। हम एक ऐसे गजरात ु बेरोजगारी दर मा 3.4% ह,ै जो िक परेू दशे म सबसे कम के मामले म
का िनमाण करना चाहते ह जो न के वल यापार के िलए, बि क दसरे
ू थान पर ह।ै
जीवनयापन और जीवन क गणव ु ा के िलए भी आदश हो।” माननीय धानमं ी ी नरे मोदी के ‘आ मिनभर भारत’ के
अ ैल 2019 से माच 2020 के दौरान गजरातु ने सबसे अिधक िमशन को आगे बढ़ाने के िलए गजरात ु सि य प से काम कर रहा ह।ै

ु का थान बहत ही अ छा ह।ै DPIIT के बारे म भी बात क । साथ ही, उ ह ने सभी नाग रक से धानमं ी के
डाटा के अनसार ु िव ीय वष 2020-21 म अ ैल-िसतबर ं 2020 के आ मिनभर भारत के िवजन और िमशन म अपना योगदान दनेे के िलए
दौरान रा य ारा 1.19 लाख करोड़ क सबसे अिधक FDI ा क अपील भी क ।

ारका से 12 िकमी. दरू ि थत िशवराजपरु बीच भारत के उन 8 बीचेस म शािमल है, िज ह ‘ लू लैग टू र ट
डेि टनेशन’ का टै ग िदया गया है।
ए वायम ट े डली बीच के िलए ‘ लू लैग’ का लेबल िव का सबसे िति त लेबल है, िजसे
फाउ डेशन फॉर ए वायम ट ए यकेु शन, डे माक के ारा िदया जाता है। िजस बीच को ‘ लू लैग’ का टै ग िदया
जाता है, उसे िव का सबसे व छ बीच माना जाता है।
लू लैग का सिटिफके ट 33 िबदओ ं ु ं पर आधा रत होता है, िजसे 4 मु य िवभाग म िवभािजत िकया
जाता है: पयावरणीय िश ा और जानकारी, नान करने के पानी क गणव ु ा, पयावरण का सचालन

इस िमशन के तहत रा य के िविभ न िज़ल म ि थत सरकारी इससे बजर

Ÿ इस िमशन के अतगत,
ं खतेी के िलए िकसान , स म सं थान , एकड़ वािषक 250 पये, 21 से 30 वष के िलए ित एकड़
स म यि य , कपनी ं या साझदेार फम को सरकारी बजरं ज़मीन वािषक 500 पये बेिसक रे ट दनेा तय िकया गया ह।ै
आविटत ं क जाये ग ी। Ÿ ज़मीन के आवटन ं के समय िस यो रटी िडपोिज़ट के तौर पर ित
Ÿ इसके िलए ज़मीन का े फल ित ोजे ट 125 एकड़ से 1000 एकड़ 2500 पये एकसाथ भगतान ु करना होगा। साथ ही, थम

चनकर ु उनम हॉिटल चरल या मिेडिसनल ॉ स क खतेी करने सबिधतं ं िबजली कने शन के आधार पर तय िकए जाएगें ।
के िलए, आवेदक को ज़मीन के उपयोग क योजना के साथ आई- Ÿ यिद किष ृ िबजली कने शन न दे पाने क ि थित हो तो उसके
खडेू त (i-Khedut) पोटल पर रिज श े न और आवदेन करना होगा। िवक प म लीज़धारक को यि गत उपयोग के आधार पर,
Ÿ सरकारी बजर ं ज़मीन क लीज़ क अविध अिधकतम 30 साल वतमान दर के अनसार ु सोलर पैनल (मोटर और पपं सेट के
क रहगेी। लीज़ क अविध परीू होने के बाद लीज़धारक और अलावा) को थािपत करने के िलए के वल एक बार 25 ितशत
सरकार, आपसी सहमित से इस अविध को आगे बढ़ाने पर िवचार क सि सडी दी जाएगी। सोलर पैन स क सि सडी म बड़े
कर सकते ह। लॉ स को ाथिमकता दी जाएगी।
Ÿ लीज़धारक यिद लीज़ क अविध परीू होने से पहले ज़मीन वापस Ÿ के वल यि गत उपयोग के िलए ही सोलर पैनल या िवडं िमल
दनेा चाहता हो, तो वह सरकार को यह ज़मीन वापस दे सकता ह।ै को थािपत िकया जा सके गा। साथ ही, लीज़धारक को अित र
हाँलािक, लीज़ क अविध परीू होने से पहले ज़मीन वापस दनेे के िबजली बेचने का अिधकार नह ह।ै
िकसी भी मामले म, आवेदक सरकार से िकसी भी कार के Ÿ लीज़ क जमीन को कनवजन टै स से छटू दी जाएगी।

ु क मागं नह कर सके गा और उसे िकसी भी कार का Ÿ ज़मीन को सबलीज़ नह िकया सके गा या िकसी दसरे ू यि को

ु नह िदया जायेगा। उपयोग के िलए नह िदया जा सके गा। िजस लाभाथ को सरकारी
Ÿ पहले पाच ं साल के िलए लीज़ पर ली गई सरकारी बजर
ं ज़मीन पर बजर ं ज़मीन आविटत ं क गई है उसे के वल हॉिटक चरल और
कोई रे ट नह िलया जाएगा। पाच ं साल के बाद, 6 से 10 वष के मिेडिसनल ला टस ् क खतेी के िलये ही उस ज़मीन का उपयोग
िलए ित एकड़ वािषक 100 पये, 11 से 20 वष के िलए ित करना होगा।

मिहलाओ ं क ेरणादायी कहानी साझा क । कोरोना वैि क
महामारी के कारण इन मिहलाओ ं क दिैनक मजदरीू और आय
पर असर पड़ा, लेिकन िफर भी वे िनराश नह हई। इन मिहलाओ ं ने
‘ वयं सहायता समह’ ू बनाया, अपनी बचाई हई पँजू ी से पैसे
जटाये ु और उसी राईस िमल को खरीद िलया जहाँ पर वे पहले
काम िकया करती थी। आज इस िमल ने करीब तीन लाख पये
का मनाफ़ा ु भी कमा िलया ह।ै

Ÿ सड़क सरु ा के बारे म बात करते हए धानमं ीजी ने कहा िक 18
जनवरी से 17 फरवरी तक, हमारा दश े ‘सड़क सरु ा माह’ यािन
‘Road Safety Month’ मना रहा ह।ै सड़क पर होने वाले हादसे
आज हमारे दश े म ही, बि क नह परीू दिनया

Ÿ उ ह ने कहा िक जीवन बचाने हतेु सड़क सरु ा के िलए हो रहे
यास म हम सबको सि य प से भागीदार बनना चािहए।
Ÿ धानमं ीजी ने कहा िक ‘यह हाईवे ह,ै रनवे नह ’ या “Be Mr.
Late than Late Mr.” जैसे लोग स सड़क पर सावधानी
बरतने को लेकर लोग को जाग क करने म काफ भावी होते
ह। उ ह ने को MyGov पर इनोवेिटव लोग स िलखने के िलए
दशे के लोग अनरोध ु िकया और कहा िक यह लोग स रोड
से टी अिभयान म उपयोग म िलए जा सकते ह।
Ÿ रोड़ से टी के सदभ ं म, धानमं ीजी ने सरकार के ‘फा ट टैग
ो ाम’ (FASTag programme) के बारे म बात क और
कहा िक पहले हमारे यहाँ टोल लाजा को ोस करने म एक गाड़ी
को औसतन 7 से 8 िमनट लग जाते थे, लेिकन फा ट टैग आने के
बाद यह समय, औसतन िसफ डेढ़-दो िमनट रह गया ह।ै
Ÿ उ ह ने कहा िक टोल लाजा पर कम समय लगने के कारण, गाड़ी
के ईधनं क बचत भी हो रही ह।ै इससे दश े वािसय के करीब 21
हजार करोड़ पए बचने का अनमान ु ह।ै उ ह ने सभी नाग रक

सिहत लगभग 250 वैि छक सगठन ं सहभागी बने ह।
Ÿ कोिवड-19 और बड लू क एसओपी का पालन करते हए पीपीई िकट पहनकर घायल पि य को बचाने का काय िकया गया ह।ै
Ÿ इसके िलए लगभग 20 हजार पीपीई िकट का िनःशु क िवतरण िकया गया ह।ै
Ÿ इस वष क णा अिभयान म 421 उपचार क , 71 मोबाइल वैन, 37 क णा एनीमल एबलस ं ु तथा 529 पशु िचिक सक के अलावा कमचारी
और वयसें वक सहभागी बने ह।

िलए मु यमं ी ी िवजय पाणी ने 3 जनवरी, 2021 को ी पाणी ने कहा िक र ा उपकरण को पहले
ऊना से िगर-सोमनाथ िज़ले के 109 गाँव के िलए ‘िकसान िवदश े से आयात करना पड़ता था। लेिकन आज, र ा
सयू दय योजना’ का दसरा ू चरण लॉ च िकया। अनसधान
ु ं और िवकास सगठन ं (DRDO) ारा आव यक
5 जनवरी, 2021 को ी पाणी ने अरव ली िज़ले रसच करने के बाद ही भारत म र ा उपकरण का िनमाण
के बायड से ‘िकसान सयू दय योजना’ का दसरा ू चरण िकया जाता ह।ै एल ए ड टी कपनी ं ने गजरात ु म िव क

7 जनवरी, 2021 को मु यमं ी ने नमदा िज़ले के
ितलकवाड़ा से ‘िकसान सयू दय योजना’ का दसरा ू चरण
लॉ च िकया, जो दि ण गजरात ु के नमदा, तापी, भ च,
सरत,
ु वलसाड और नवसारी िज़ल के 454 गाँव को कवर
करे गा।
‘िकसान सयू दय योजना’ का थम चरण धानमं ी
ी नरे मोदी ारा 24 अ ू बर, 2020 को लॉ च िकया
गया था, िजसके तहत रा य के 4 िज़ल के 1055 गाँव को
कवर िकया गया था। िकसान सयू दय योजना का दसरा ू
चरण रा य के 12 िज़ल और 64 तहसील के 1146 गाँव
को कवर करता ह।ै यह योजना रा य के सभी 33 िज़ल म
चरणब तरीके से अमली क जायेगी।

ू चरण को लॉ च करने के दौरान, ी
पाणी ने कहा िक रा य सरकार िकसान के िलए पानी और
बीजली क उपल धता के बारे म हमश े ा िचता

आनेवाले िदन म, िकसान सयू दय योजना के मा यम से
रा य के िकसान अपनी आय को दगनी ु ु करने के िलए स म
बनगे। अब िकसान सोलार पावर ोजे टस ् थािपत करगे
और उसक मदद से अित र बीजली का उ पादन कर
सकगे।

NFSA काडधारक को चने
का िनःशु क िवतरण करने
क घोषणा
मकरसं ाितं के अवसर पर मु यमं ी ी िवजय
पाणी ने रा य के 69.42 लाख NFSA काडधारक
प रवार के 3.37 करोड़ लोग के िलए एक सवें दनशील
िनणय िलया।

िवतरण करने क घोषणा िक, िजसम 8.11 लाख अं योदय
काडधारक प रवार और 61.31 लाख PHH काडधारक

इस िनःशु क चने का िवतरण ऐसे लाभाथ प रवार
को फरवरी मिहने के उनके िनयिमत िमलनेवाले अनाज के
साथ िकया जायेगा।

इस झाकं म मोढ़ेरा के सयू मिदरं क एक सदर ुं ितकित

ृ के सव े सयोजन ं पर काश डाला गया। गौरतलब है िक 60 कलाकार क एक टीम ने तीन
महीन म इस झाक ं का िनमाण िकया था। जब सयू मिदर ं क झाक ं राजपथ से गजर ु रही थी तब इसके
रथ के चार ओर 12 मिहलाएं पारपं रक ‘िज मी ेस’ पहन कर सदर ु ं ‘िट पणी नृ य’ को ततु कर रही
थ । इस ‘िट पणी नृ य’ के िलए एक िवशेष गीत िलखा गया था, िजसके श द थे, ‘सयू देव न तेज छे
अधके रा, हेणोने जैये सौ मोढेरा’। इस गीत के साथ गजरात
ु ने दिनया
ु भर के पयटक को मोढेरा आने का
िनमं ण िदया।
