Training Material
Normally Blackout condition at STG Control Room occurs when there is no 415 Volt
supply available at EMCC Module. It may be due to tripping of both 132 kV Circuit
Breakers and Generator Circuit Breakers or some other breaker which acts as feeder to
the 415 Volt PMCC modules and thereby the charging EMCC module.
The primary aim of restoration arises due to the importance of 415 Volt at EMCC
Module for saving the Steam Turbine during its outage in Blackout condition. EMCC
module supply 415 Volt power to the basic drives, which are needful for keep the Steam
Turbine Rotor in barring state, such as Auxiliary Oil Pumps, Barring Gear Motors, Seal
Air Fans etc.
Another aspect is for saving the Boilers or HRSGs by restoring power supply to the
Diverter Dampers during its closing command and their MSSVs, if Gas Turbines are in
running condition.
Both the STGs are generating with their corresponding auxiliaries in service. Suddenly,
I. CB-1, CB-2, CB-3 & CB-4 opens.
II. STG #1 & #2 trips.
III. EOPs running.
IV. 132 kV Bus Power available confirmed from Main (GT) Control Room.
Restoration Process - A
1) Check the Relays in the STG #1 & #2 GMSP, GRP & AVR panels.
2) RESET the relays.
3) Dead Bus charging of either of 132 kV breakers i.e. CB-3 or CB-4 to be
performed, if voltage at the 132 kV Bus is available.
4) Check 6.6 kV Selector Switch Position and select operation mode to OFF/Manual
status in ECP.
5) Close the Selected 6.6 kV side Circuit Breaker (Either 1 or 2, as per CB-3 or CB-
4) and ensure the status of Bus-Coupler Breaker in Closed condition in the ECP.
6) Check for 415 Volt at PMCC incoming. If, power is not available, check the
feeding breaker of corresponding LT Auxiliary Transformer at 6.6 kV in ECP.
RESET & Close the respective Breaker.
7) Check & Select the selector switch to PMCC incomer at 415 Volt in ECP.
8) Close the Selected 415 Volt Circuit Breaker for charging the PMCC module, and
ensure the status of Bus-Coupler Breaker OF PMCC in Closed condition in ECP.
9) If Control Room Lighting resumes at STG Control Room, it ensures for the
PMCC supply status ON.
10) Hence, 415 Volt power supply up to EMCC Incomer - 1 & 2 are available.
11) Once 415 Volt power is extended up to Incomer - 1 or 2 of EMCC panel, Press
Mains Enable push button located in the EDG control panel to synchronise
either of EMCC incomer - 1 or incomer - 2. Confirm EMCC charged by either of
the two incomers.

12) Coasting Down of EDG will occur for 03 (three) minutes till complete stop.
13) Confirm barring gear status along with its auxiliaries.
14) Stop the EOP from the EOP control panel while AOP is made available.
Both the STGs are generating with their corresponding auxiliaries in service. Suddenly,
I. CB-1, CB-2, CB-3 & CB-4 opens.
II. STG #1 & #2 trips.
III. EOPs running.
IV. 132 kV Bus Power unavailable confirmed from Main (GT) Control Room.
Restoration Process - B
1) Confirm status of EMCC Incomer - 1 & 2 “OPEN”, EDG Incomer “CLOSED” and
ensure EDG is in running state. Both the Incomers should be open for Closing of
EDG breaker at AMF/EDG Control Panel. EMCC will be charged by EDG
automatically by EDG.
2) Confirm barring gear status along with its auxiliaries.
3) Stop the EOP from the EOP control panel while AOP is made available.
IMPORTANT
4) Wait for 132 kV Bus restoration and RESET all the associated relays at all
voltage level.
5) Ascertain all the breakers status as per normal condition illustrated in the
Single Line Diagram. Else, normalise as per requirement of the system.
6) On availability of power at 132 kV bus, Dead Bus charging of either CB-3 and
CB-4 to be performed.
7) Check 6.6 kV Selector Switch Position and select operation mode to OFF/Manual
status in ECP.
8) Close the Selected 6.6 kV side Circuit Breaker (Either 1 or 2, whichever was in
service prior to Blackout or as per availability) and ensure the status of Bus-
Coupler Breaker in Closed condition in the ECP or Switchgear Room.
9) Check for 415 Volt at PMCC incoming. If, power is not available, check the
feeding breaker of corresponding LT Auxiliary Transformer at 6.6 kV in ECP.
RESET & Close the respective Breaker.
10) Check & Select the selector switch to PMCC incomer at 415 Volt in ECP.
11) Close the Selected 415 Volt Circuit Breaker for charging the module, and ensure
the status of Bus-Coupler Breaker in Closed condition in ECP.
12) Once 415 Volt power is extended up to Incomer - 1 or 2 of EMCC panel, Press
Mains Enable push button located in the EDG control panel to synchronise
either of EMCC incomer - 1 or incomer - 2. Confirm EMCC charged by either of
the two incomers.
13) EDG will de-synchronise and coasting down will occur for 03 (three) minutes and
it will stop completely.
14) Station supply is restored.

When Auto function fails to start EDG, we have to follow two processes to RUN EDG
one after another.

SKIP THESE STEPS IF YOU ALREADY ATTEMPED PROCESS 1
1) Ensure at EMCC Incomer - 1, 2 & GT-EDG breaker Incomer - 4 are “OPEN”,
EDG breaker Incomer - 3 “CLOSED” at EMCC panel.
2) Ensure availability of Fuel in the EDG Oil tank.
3) RESET, all alarms including Tripping Relay at AMF / EDG Control Panel.

If the EDG is not getting de-synchronised automatically, steps detailed below are to be
followed:
1) Ensure EMCC Incomer - 1 & 2 breakers are OPEN and their power extended
through PMCC. Incomer - 3 EDG breaker is “CLOSED” & GT-EDG breaker or
Incomer - 4 is “OPEN” at EMCC panel.
2) Controller located at AMF panel to be selected to the MANUAL MODE (as
illustrated in the photo shown at page 4).
3) Open the breaker located at AMF Panel directly by pressing the “OPEN” button
in the breaker (ref page 4).
4) As soon as we open the EDG Breaker at AMF Panel, the EMCC bus goes
uncharged.
5) Close either of Incomer - 1 or 2 breakers manually by pressing the “CLOSE”
button.
6) Confirm the restoration of power in the EMCC Bus.
7) Stop the EDG by pressing “START/STOP” soft key and wait till the EDG comes
to complete halt.
8) Restore Controller selection to AUTO MODE.

RESTORATION PROCEDURE ONLY. DURING FAULTS IN THE SYSTEM, LOGICAL CORRELATION TO
