Building Permit Requirements

A Building Permit is a document issued by Department of Building Official that serves as


your official consent to commence any construction, demolition, addition, or
renovation of your property. As part of the Building Permit process, the Department of
Building Official will look and analyze your submitted plans to guarantee that your
applications comply with the National Building Code, Fire Safety Requirements and
Local Building Code.

In One-Stop Shop for Construction Permits (OSSCP), the application process is only
applicable for structures with maximum floor area of 1,500 sqm, which are either:

 Single Dwelling Residential Buildings of not exceeding to three storeys high


 Commercial Buildings of not more than 2 storeys high
 Interior Renovations inside a building which already has a building permit and
occupancy permit
 Warehouses of not more than 2 storeys high and not for the storage of hazardous and
combustible materials

REQUIREMENTS IN SECURING BUILDING PERMITS


LEGAL DOCUMENTS AND CLEARANCES
A. Certified Blue Copy of Transfer Certificate of Title
B. Tax Clearance or RPT Receipt & Bill
C. Tax Declaration of the property
D. If the lot is not in the name of the applicant:
a. Deed of Absolute Sale
b. Award Notice and/or Lease Contract
c. Deed of Assignment or Donation
d. Duly Notarized Authorization of Representative
e. Others
f. Duly Notarized Authorization of Representative
E. For Corporation:
a. Authority to sign (Corporate Secretary’s Affidavit)
F. Supplemental Documents (if applicable)
a. DPWH
b. Affidavit of Undertaking, Consent, etc. (if necessary)
LOCATIONAL CLEARANCE REQUIREMENTS
A. Application form for Locational Clearance
B. Lot Plan
a. For new structures, lot plans should be signed and sealed by a Geodetic Engineer
C. Architectural Plan
a. BP 344 (Accessibility Law) compliance, if applicable
b. Site Development Plan (showing parking layout)
D. Building Permit and/or Certificate of Occupancy, previous Locational Clearance and
(1) complete set of previous approved building plans, if application is renovation,
addition or extension
FIRE SAFETY EVALUATION CLEARANCE REQUIREMENTS
A. Fire Safety Evaluation Clearance Application Form
B. Fire Protection Plans, if applicable (refer to the Fire Code of the Philippines)
C. Cost Estimate/Bill of Materials (signed and sealed)
BUILDING PERMIT REQUIREMENTS
Technical Documents: Application forms must be duly accomplished, signed and
sealed by the professionals & signed by the owner/s)
1. Notarized Building Permit Application Form
2. Sanitary/Plumbing Permit Application Form
3. Electrical Permit Application Form
4. Mechanical Permit Application Form
5. Electronics Permit Application Form
6. Photocopies of each professional’s valid Professional Regulation Commission (PRC) ID
and current Professional Tax Receipts with seal; and 3 specimen signatures of each
professional.
A. BUILDING PLANS AT MINIMUM SCALE 1:100

Plans must be duly accomplished, signed and sealed by the professionals & signed by
the owner/s)

1. Structural Plans with PRC ID & PTR of the Civil Engineer who signed the plans
2. Sanitary/Plumbing Plans
3. Electrical Plans
4. Mechanical Plans

Supporting Documents must be signed and sealed by the professionals. Attach also
clear photocopies of professional’s valid Professional Regulation Commission (PRC) ID
and current Professional Tax Receipts

1. Geotech Report/Soil Boring Test Report with photocopy of valid PRC ID of Geotech
Engineer (for structures which are at least 3 storeys high)
2. Project Specifications
3. Structural Analysis and Design Computation, if involving structural members
